About this file

This is a Questions and Answers document for federal contract opportunity W911SG-26-Q-A042, a propane gas delivery solicitation for Fort Bliss and White Sands Missile Range.

The Government seeks propane delivery services to Government-owned tanks ranging from 150 to 20,000 gallons across multiple delivery locations including Fort Bliss, McGregor Ranges, West Brook, Dona Ana, Oro Grande, Tobin Wells, Site Monitor, Biggs, NM Route 506, and White Sands. Offerors may propose coverage for one or both locations. Fort Bliss DPW requires approximately 70,000 gallons for 2025, with CLIN 0001 representing an estimated 50,000-gallon amount (not a fixed or guaranteed value). Pricing must be quoted as a fixed per-gallon price that incorporates all markup, transportation, delivery fees, and administrative costs; invoicing occurs through WAWF. Routine delivery response time is within one week of contract approval, while emergency delivery may be same-day. Vendors must have delivery capability in both Texas and New Mexico and submit state business licenses, state propane or fuel tax licenses, and Hazmat or DOT compliance documentation with proposals. Site access at Fort Bliss requires driver escorts, with vehicle registration and valid driver's license required for temporary base passes. Deliveries are scheduled during normal work hours; after-hours and weekend deliveries are subject to Government inspector availability. Offerors should review the Instructions to Offerors and FAR Clause 52.212-2 for submission procedures, amendments, attachments, and other administrative requirements.
