About this file

This document is a Questions and Answers (Q&A) session for Solicitation W911SG25BA025, addressing the roof replacement project at Building 633 located at Fort Bliss, Texas. The Q&A resolves three key inquiries from potential contractors: (1) clarifying contradictory information about material recycling requirements, with the government confirming that the project is not expected to generate recyclable materials while emphasizing proper disposal of hazardous materials like lead paint and asbestos, (2) confirming the building is unoccupied, and (3) indicating no temporary heating or cooling will be required during construction. The solicitation is a competitive set-aside for HUBZone small businesses under NAICS code 238160, with an estimated project value between $100,000 and $250,000, and will result in a firm-fixed-price contract.

Q&A Session 1

Solicitation: W911SG25BA025

REPLACE ROOF AT BUILDING 633

Question 1: The drawing for this project state that it will require 60% recycling of material that is removed from the roof however, in section "2.7.4.6. Solid Waste & Recycling Programs" it specifically says that this project is not expected to generate any recyclable material. This is a little contradicting in nature and would like some clarity as to what the actual requirement is especially considering that the building did contain some remnants of lead paint and asbestos, as per the report provided, which might make the recycling of any material harder as it may be deemed contaminated.

Answer: The Contractor shall follow the note in the SOW 2.7.4.6. for Solid Waste and Recycling, “it is not anticipated that the project will generate recyclable materials”. As a reminder, the Contractor shall follow all the Federal, State and local regulations to dispose of hazardous materials (lead paint and asbestos).

Question 2: Is this building occupied?

Answer: No

Question 3: Do we need to provide temporary heating or cooling while under construction?

Answer: No
