21. Can you elaborate on the criteria that will be used to evaluate the technical proposals in Step One?

Evaluation Criteria as follows:

-Detailed description of your approach to fulfilling the contract requirements.

- Methodologies and technologies you plan to use.

22. How will experience, past performance, and capacity be weighted in the evaluation process?

Past performance, experience and capacity are not evaluation factors. There for they will not be considered in the accepted or unaccepted decision. That will solely be based on the evaluation criteria listed in question 21.

23. Will the government consider past performance from a teaming partner or key subcontractor? Yes, the government is allowed to consider past performance from a teaming partner or key subcontractor during the evaluation of proposals. According to the Federal Acquisition Regulation (FAR) 15.305(a)(2)(iii), an offeror can include the past performance of a proposed subcontractor or teaming partner if it is relevant to the scope and complexity of the work they will perform under the contract. The key point is that the past performance being considered should be directly related to the portion of the work the subcontractor or teaming partner will be responsible for. However, it is important that this past performance is clearly documented and presented in the proposal, with the roles and responsibilities of the subcontractor or teaming partner clearly outlined. This allows the government to assess the relevance and quality of the past performance accurately.

24. Do the past performance requirements for projects with a magnitude between 5 to 10 million only pertain to projects with similar scope or will projects with similar magnitude and not necessarily similar scope be considered? Past performance requirements will not hold any weight for acceptable or unacceptable. Only criterial listed in question #21 and as stated in solicitation.
