SURFACE CASING SETTING
A twenty-four (24) inch diameter surface casing shall be set in a hole not less than six (6) inches greater in diameter than the surface casing. The casing shall be new mild steel casing, ASTM A-53, Grade B or better, 0.250 inch wall thickness. No less than twenty
(20') feet of surface casing shall be allowed. When the surface casing is placed, it shall be sealed in place by filling the annular space between the reamed wall and the surface casing with a sand-cement grout. The finished wellhead completion required is shown in the drawings. Assembly and installation of the surface casing string shall be straight and plumb.
WELL BOREHOLE DRILLING
After installing the surface casing and cement grout seal, a borehole shall be drilled with a nominal diameter of twenty 20 inches or more, and to an approximate depth of 560 feet. Based on presently available information subsurface materials may consist of coarse grained sediments to an approximate depth of 560 feet beyond which fine-grained sediments predominate. Water depth is assumed to lie at approximately 220-230 feet from the ground surface. The contractor will collect geologic samples during drilling. The Contractor shall ensure that the sampling point remains accessible during the drilling of the borehole. The Contractor shall maintain a continuous record of borehole depth and drilling rates. The driller shall maintain written daily logs of all drilling operations and present a copy to the
Government. The Contractor (if using a mud drilling method), prior to the beginning of drilling, shall submit a mud program plan to the Government. The brand and type of mud drilling additives the contractor plans to use is subject to approval by the Government. The
Contractor will provide equipment to monitor the mud weight and viscosity during all drilling operations.
The equipment will be used by the contractor to monitor the drilling fluid.
Mud weight and viscosity will be kept to a minimum at all times. An effective method of removing the drilling mud during well development must be a part of the Contractor's plan. Only clean potable water shall be used to maintain the fluid level in the open borehole while running the well casing. The water level in the hole must not fall below the bottom of the surface casing any time while reaming, running casing and/or gravel placement.
GRAVEL PACK
The gravel to be installed shall be composed of sound, durable, well-rounded siliceous particles, containing no silt, clay, organic matter or contamination and equivalent to
Tacna Number 4 or approved equal. It shall be well graded within the limits of gravel pack available to the contractor.
Bulk or bagged material can be used.
The name of the intended supplier of the gravel pack and his specifications for various sizes shall be submitted to the contractor prior to commencement of drilling. Gravel pack material delivered to the well site will be analyzed for compliance with the submitted material specifications. If these specifications are not met, the gravel may be rejected on a per load basis. Gravel pack loads may also be rejected if visibly contaminated by foreign material, hydrocarbon products, silt or fine sand.
GRAVEL PLACEMENT, WASHING,
AND WELL DEVELOPMENT
After the assembled casing has been centered in the borehole, gravel pack will be placed in the annular space between the casing and borehole wall.
Gravel placement will proceed without interruption until the annulus of the well is filled to ground level (See detailed drawing). The method of gravel placement shall be by dropping the gravel through a chute or pipe large enough to guide the gravel pack to the annular space. During gravel placement, a continuous stream of clear water shall be used to wash dirt and fines from the gravel. A disinfectant shall be applied during gravel placement. The Contractor shall disinfect the gravel by applying one-quarter pound (1/4 Ib) of seventy
(70%) percent calcium hypochlorite
(HTH) or equivalent, per cubic yard of gravel installed in the well. The
Contractor must install a continuous, unbroken column of gravel pack surrounding the screen and casing from the bottom to the top. The contractor must correct any bridging of the gravel pack during installation. The Contractor shall keep and supply to the contractor an accurate log of the volume of gravel pack ordered, delivered and installed.
The contractor will verify these volumes. Immediately upon completion of gravel placement, the Contractor shall begin well development opposite all perforated sections of the casing.
Well development shall proceed by surging with a two-ring surge block attached to the drill pipe. The surge block should be no less than ten feet between the two rubber rings. The contractor must be prepared to perform airlift development in the screened section of the well when sufficient submergence has been achieved. The
Contractor shall furnish an air compressor capable of performing airlift development from the bottom of the screened section. If the gravel pack settles during development, more shall be added. Well development will continue until there is no further settling of the gravel, and all muddy water has been removed. Well development time is twelve (12) hours.
WELL DEVELOPMENT
Development of the well shall begin immediately after completion of the well screen and casing installation. The
Contractor shall furnish, install, operate and remove all equipment used for developing. The development process may be accomplished by pumping, surging, air development, jetting or a combination of those methods to improve the yield of the well and remove turbidity and fines from the water. The well development process shall include development by uninterrupted pumping at pumping rates up to 1.5 times the design capacity. The initial pumping rate shall be restricted with a valve or by adjusting engine rpm's, and as the water clears, it shall be gradually increased until a maximum rate is achieved. The contractor will determine the maximum rate after observing the draw down and discharge characteristics of the well. At intervals the pump shall be stopped and the water in the well allowed to recover. A minimum three quarter inch diameter sounding tube shall be installed by the
Contractor to measure the elevation of water in the well during development and testing operations. The sounding tube installation must provide safe access for water level measurements by the contractor and be approved before commencement of pump development or testing. Upon completion of the well development work the well shall be cleaned to the bottom.
PRODUCTION TESTING
Following development operations, and after a minimum shut down of twelve
(12) hours, the Contractor shall perform a production test on the well. The
Contractor may use the pump to be installed in the well for production testing if there isn't sand in the water and the testing will not damage the pump. The production testing equipment shall have a capacity of one hundred (150) gpm against a total head of two hundred twenty-five (225) feet with a pump setting of three hundred fifty-five (355) feet.

WELL PLAN PART 2
Measurements and notes will be taken by the Contractor during well development and testing, the contractor must keep at least one crewman on site at all times. Production testing is estimated at twelve (12) hours. At the completion of all testing and pump removal, the well shall be bailed to the bottom a second time. All sand, debris, and any foreign material shall be removed from the well. Bailing the well to bottom shall not be considered well development time 'for payment purposes. After removal of all sand, debris, pump oil and any other contaminates, the well shall be disinfected using a chlorine solution of sufficient strength to bring the water in the well up to one hundred fifty (150) parts per million of chlorine. The disinfectant shall be agitated lightly throughout the screen section with the bailer. The Contractor is advised that the well water will be used for drinking purposes and so bacteria testing after chlorination is required.
Upon completion of all work in connection with development, production testing and disinfecting, the permanent well pump and column shall be installed complete with all other work required by this contract.
ALIGNMENT, DEFECTS AND
ACCEPTANCE
The Contractor shall guarantee that the well, when completed, shall be sufficiently straight and plumb to permit the free installation and operation of a
Vertical Turbine Lineshaft well pump of the size and capacity specified. If cause exists to suspect that the well is crooked and/or unacceptable for the owners intended use, the owner may order a gyroscopic alignment survey of the well. If the well is found to be crooked, the Contractor will pay for the alignment survey and whatever corrective actions may be undertaken to correct the problem. The owner reserves the option to investigate defects of the installed casing or condition of the well by taking photographs inside the well after it is developed and tested. Any defects noted will be possible cause for rejection by, or at the option of, the
Government to require correction by the
Contractor. If defects in the installed casing are found, and if the cause is due to the Contractor, the Contractor shall bear the costs of photographing the well casing plus making all necessary repairs.
LOST HOLES AND/OR
ABANDONMENT
If for reasons beyond the control of the
Contractor, it is necessary to stop drilling or the borehole is lost before the objective or desired depth is reached, and further attempts to save or complete the borehole are not practical, the Contracting Officer shall be notified immediately if it is anticipated the well hole may have to be abandoned.
Another reason for abandonment would be the hole does not have water present. Collapsed wells due to sandy or other unstable formations that collapse are not considered to be a reason beyond the control of the contractor. It is the responsibility of the
Contractor to select the right drilling method and drilling muds or foams with additives to keep the hole open and information gained during the test hole will further allow the Contractor to drill with the appropriate methods and additives to keep the hole open. The
Government assumes the site chosen will provide a suitable site for the well drilling. If the Contacting Officer determines that the site is not suitable for well drilling and a differing site condition exists the borehole will be ordered abandoned by the Government and a modification will be issued by the
Government. The Contractor will fill and plug the hole according to the most restrictive of New Mexico State
Engineer requirements and/or Federal regulations.
The Contractor will only be reimbursed for the footage drilled on the test hole and for moving to an alternate location.
If the hole is lost due to negligence, incompetence, or malpractice on the part of the Contractor or his personnel, or to the use of defective or unsuitable equipment, the Government will notify the contractor in writing of the
Contracting Officers decision on responsibility and the order the hole abandoned. If a borehole does not meet the requirements set forth herein, and if the Contractor cannot correct the borehole to the specified depth and diameter, it shall be declared lost and must be abandoned. Under these circumstances, the Contractor will fill and plug the borehole according to the most restrictive of New Mexico State
Engineer requirements and/or Federal regulations. The Contractor will drill a new test borehole as originally specified at an alternate site selected by the owner and shall not be paid for any footage drilled or for other operations performed in abandoning the borehole
WELL COMPLETION AND
PERMANENT PUMP
The well will be completed with a vertical turbine lineshaft pump and 3 phase electric motor. The Contractor shall provide a motor and pump capable of providing 115 to 145 gallons per minute. The pump is planned to be installed at a depth of three hundred sixty (360) feet. A sketch and engineering plan for the proposed pump installation and electrical controls is found in the attached drawings.
Based on the water bearing formation and head depth found after drilling, the contractor shall determine and provide the best motor size and bowel/stage configuration. The contractor shall provide a complete and operable system.
The principal equipment includes but not limited to the pump designed to pump to the existing water line connection point with 4 inch gate valves. The existing underground water line is asbestos cement pipe of either 4 inch or 6 inch diameter. The
Contractor shall remove and dispose of up to forty (40) feet of asbestos cement pipe. The Contractor shall provide all materials (pipe and fittings) to make a connection to the existing water line, including excavating the line. The
White Sands Missile Range Water
Utility Shop will connect the
Contractor's new line to the existing asbestos cement line. The Contractor is responsible for all materials and backfilling all utility trenches.
An acceptance test, not to exceed sixty
(60) minutes, to verify pump and motor operation plus well measuring and pumping capacity shall be performed by the contractor. The contractor will collect bacteriological and inorganic water samples at this time and test for potable use. Final acceptance of the well and pump installation by the owner will not be made until the results of these test are known. Payment for performing the acceptance test should be included in the price of furnishing and installing the permanent pump.
The contractor will provide for water quality testing services.
