About this file
This is a Quality Assurance Surveillance Plan (QASP) that establishes the Government's approach for monitoring contractor performance under a financial management and facilities support contract. The QASP focuses on eight performance requirement summary (PRS) items related to accounting and real property management systems.
The surveillance framework covers: (1) GFEBS work order analysis and financial reporting for Acquisition Workforce Program support, monitored monthly, quarterly, and annually through periodic and 100% inspection; (2) cProjects/GFEBS processing of DA Form 4283 actions, inspected 100% upon submission; (3) MDEP execution and budget guidance reconciliation to SAG 131 and SAG 132 accounts, reviewed annually; (4) SAG 132 sustainment funding analysis and GFEBS corrections, reviewed quarterly and annually; (5) annual GFEBS SQ00 capture and FSM comparison reporting, inspected 100% annually; (6) ePRISMS data maintenance with annual 10% validation sampling and error resolution, reviewed monthly with quarterly sampling; (7) BUILDER SMS updates and floorplan maintenance with quarterly discrepancy reporting; and (8) contractor manpower reporting, inspected annually. The Contracting Officer's Representative (COR) documents surveillance through checklists, validation records, discrepancy logs, financial review records, correction trackers, and sampling worksheets. The Government may adjust surveillance frequency and intensity based on performance trends, mission requirements, or identified risks. Deficiencies and systemic issues are escalated to the Contracting Officer, and customer complaints must be validated before documentation.
