About this file

This document is a Technical Exhibit A containing a Performance Requirements Summary (PRS) that identifies eight mission-essential, critical, and high-risk service requirements subject to Government surveillance under a contract. The PRS establishes performance objectives, standards, acceptable quality levels (AQLs), and surveillance methods, though it does not relieve the Contractor of responsibility to perform all requirements in the Performance Work Statement (PWS).

The eight performance requirements address financial reporting, project management, budget analysis, facilities data management, and labor reporting. PRS#1 requires monthly, quarterly, and annual financial reports based on GFEBS work order data with 95% compliance and 100% on-time submission. PRS#2 mandates processing of DA Form 4283 requests in cProjects and GFEBS with 100% compliance and zero deviation for validated actions. PRS#3 requires execution and budget guidance analysis of MDEPs compared to SAG 131 and SAG 132 totals with 95% compliance and zero unexplained material variances. PRS#4 demands analysis of GFEBS maintenance data impact on SAG132 sustainment funding with 100% of material discrepancies researched. PRS#5 requires annual facility report capture in GFEBS on September 30 with 100% compliance and zero deviation from the capture date. PRS#6 mandates maintenance of space utilization data in ePRISMS with 100% annual validation of at least 10% of HQIIS-listed buildings and 95% record accuracy. PRS#7 requires BUILDER SMS data maintenance with quarterly discrepancy reports submitted within 15 days of each quarter start, with 95% compliance and 100% on-time submission. PRS#8 requires Contractor Manpower Reporting submitted by October 31 of each calendar year or within 30 days of contract completion with 100% compliance and zero deviation. Surveillance methods include periodic inspection, random sampling, and 100% inspection across all requirements.
