The Government will not accept aircraft affiliated with People's Republic of China-based companies without legal consultation. Training will occur approximately 58 percent at Fort Benning/Columbus with the remainder at locations including Fort Irwin, Fort Polk, Savannah GA, and Tacoma WA, averaging 25 flight hours per location. The maximum flight hours are 600 per year unless the contract is modified. Invoicing will be structured on a monthly basis divided into 12 equal payments. The contract period is base plus 4 years option with an additional extension available, with dates to be executed based on award date. The Program Manager must have recent documented experience supporting Special Forces or 75th Ranger Regiment mission sets and must meet standards of a contract Pilot in Command, Sensor Operator, or Ground Liaison Officer. CMMC Level 1: Foundational compliance is required. Pricing shall include total fuel costs projected for mission hours and ferry flights for the period of performance.

Clarification Answers to Solicitation

1. Evaluation Basis The Submission of Offers references Lowest Price Technically Acceptable (LPTA), while the Evaluation Criteria references Best Value. Could the Government please clarify the intended award methodology?

2. Invoicing Structure Will invoicing be required on a per-event/flight-hour basis, or would the Government consider recurring monthly invoicing (i.e., dividing the annual contract value into twelve equal monthly payments)?

3. Training Locations / TDY Assumptions What is the expected flight hour ration of Fort Benning vs travel locations. Also, what are the potential travel training sites and estimated number of hours/events per location?

Approximately 58% training will be in the Ft. Benning/Columbus area. Potential training areas include Ft. Irwin, Ft. Polk, Savannah GA, Tacoma WA averaging 25 hours of flight time.

4. Twin-Engine Requirement Is the twin-engine aircraft requirement mandatory with no exceptions? Can an offeror submit a proposal with alternative single engine solutions if it can be demonstrated that there are other factors besides engine redundancy, that enhance and/or are more important for safe CAS/ISR mission flying in mountainous terrain?

Twin engine aircraft is not mandatory, however, aircraft must be high performance (engine(s) capable of producing 200 hp)

5. Aircraft Manufacturer Ownership The PWS mentions the DA-42 as an example platform… does the Government have any restrictions or concerns regarding that aircraft as a result of its manufacturer, Diamond Aircraft Industries, being a subsidiary of PRC based company Wanfeng Aviation?

Aircraft affiliation to PRC may violate existing USG policies. JAG/ Legal consultation with, at a minimum, the Regimental Legal team required to ensure adherence.

6. Flight Hour Assumptions Is the 600 flight hours per year a guaranteed minimum, an estimated maximum, or subject to adjustment based on mission needs?

600 hours is maximum unless contract is modified to add additional flight hours.

7. Submission of Offers Document and Evaluation Criteria for Proposals

Document The Submission of Offers states the evaluation criteria for this solicitation is "lowest price technically accepted (LPTA)." However, the Evaluation Criteria for Proposals states: "Award shall be made to the Offeror whose proposal represents the Best Value to the Government, considering technical merit, personnel qualifications, past performance, management approach, and price. Technical capability and personnel qualifications are significantly more important than price." Can the Government confirm which evaluation criteria apply? FAR 15.101-2 (Lowest Price Technically Acceptable), with technical acceptability evaluated on a pass/fail basis and award to the lowest priced technically acceptable offeror: or FAR 15.101-1 (Tradeoff/Best Value), where tradeoffs among price and non-price factors may be made and award may be made to other than the lowest-priced offeror.

8. Solicitation Will the Government provide the 52.212-1 document in order to provide a breakdown for pricing? Does the Government just want contractors to fill in the CLIN line-item numbers? Government has provide the SF 1449 with proper CLIN structure. Please fill in the document for submittal.

9. PWS 8.4

PWS 8.4 states that the Program Manager must have in-depth, recent (within the last 18 months), and documented experience planning and supporting all mission sets conducted by the 75th Ranger Regiment and must also meet the standards of either a contract Pilot in Command, Sensor Operator, or Ground Liaison Officer.

Please confirm whether this requirement is a strict eligibility/compliance requirement for award or whether equivalent recent experience supporting other U.S. SOF mission sets may be considered acceptable for evaluation purposes.

Ranger Regiment experience, Special Forces experience is acceptable.

10. Submission / Dates Confirm the official offer due date/time and time zone? Currently there are three different dates / times shown. The Solicitation - W911SF26QA002 JTAC CCAS.pdf states 05MAR2026 / 05:00 PM LOCAL TIME, SUBMITTSION OF OFFERS W911SF26QA004.pdf states 5:00 PM Eastern Time, Monday, 2 March 2026, and the SAM.GOV Listing shows Date Offers Due Mar 04, 2026 5:00 PM EST

All submission must be submitted by 4 March 2026 5:00pm EST.

11. Submission / Format Confirm required proposal/quote format and any page limits (memo references SF1449 and 52.212-1) and whether separate volumes are required (Technical, Past Performance, Price). There is a 20 Page limit on submissions, Technical, Past Performance, Price should be included.

12. Set-Aside / Eligibility Confirm the acquisition set-aside type (e.g., SB vs SDVOSB vs total small business).

The solicitation cover references SB set aside while the PWS states SDVOSB set-aside.

13. Admin Confirm the correct solicitation number and whether the 'Submission of Offers' document labeled W911SF26QA004 applies to W911SF26QA002 (JTAC CCAS) or a different solicitation.

14. Contract Clauses / Blanks Several option clause fields are blank (e.g., notice period to exercise option;

preliminary notice days; maximum total duration). Please confirm the inserted values via amendment.

15. Cyber / CMMC Confirm the required CMMC level for this solicitation (the provision contains a blank for the Contracting Officer to insert the level).

Confirm the period of performance structure (base + option years) and dates. PWS cites 01 Apr 2026–31 Mar 2031, while the solicitation shows 01 Apr 2026–31 Mar 2027 (and one line to 01 Apr 2027).

17. Evaluation / Award Confirm the award basis and evaluation methodology: LPTA vs Best Value tradeoff.

The submission memo states LPTA, while the evaluation criteria and PWS describe Best Value with technical/personnel more important than price.

Proposal will be evaluated based on LPTA.

18. Evaluation / Factors Confirm the evaluation factor weights/relative importance among Technical Capability, Personnel Qualifications, Past Performance, Management/Approach, and Price (beyond statement that technical/personnel are more important than price).
