Specific experience requirements include Pilot in Command holding an FAA Commercial License with 1,000 flight hours and 5 years of U.S. military CAS experience; Sensor Operators with 1,000 flight hours or 5 years of JTAC experience and prior SOF support; Ground Liaison Officers with 5 years of CAF-SOF CAS planning experience; and Maintenance Technicians with FAA A&P licenses and mission systems experience. All required personnel must hold SECRET-level security clearances.

Past performance evaluation focuses on demonstrated support for the 75th Ranger Regiment or other U.S. Special Operations Forces training events (CASEX, TFT, VALEX, MLAT, FSCX, LFX) within the last 18 months, with emphasis on customer satisfaction, schedule adherence, and mission objective achievement documented through past performance summaries, CPARS reports, or customer references. Management and Approach evaluation assesses program management clarity, communication responsiveness with the Contracting Officer's Representative/Technical Director, scheduling flexibility within 10 days of event start, and compliance with security requirements (AT Level I, OPSEC, iWATCH, COMSEC). Price evaluation examines cost realism reflecting understanding of PWS requirements, completeness of cost elements including travel, lodging, aircraft operation, maintenance and personnel, and reasonableness compared against the Independent Government Cost Estimate and historical workload data, though price is not scored numerically. Technical capability and personnel qualifications are identified as significantly more important than price, with award to be made to the offeror providing the best value to the Government.

Evaluation Criteria for Proposals Close Air Support (CAS) – Dry/ISR Training Support Services (Reference: Performance Work Statement, dated 12 December 2024)

1. Technical Capability

Objective: Evaluate the Offeror’s ability to meet or exceed the technical and operational requirements outlined in the PWS.

Evaluation Factors:

• Understanding of Requirements: Demonstrated comprehension of the PWS objectives, including CAS/ISR training support, mission planning, and execution requirements (Ref: PWS Part 1, Sections 2–5).

• Aircraft Capability: Compliance with aircraft specifications (twin-engine, 6-hour endurance, FLIR, FMV, LOS/BLOS communications, FAA certification) (Ref: PWS

6.1–6.8; PRS#2–3).

• Training Support Plan: Quality and realism of proposed training scenarios, integration of ISR platforms, and ability to replicate SOF operational environments (Ref: PWS 2.1–2.6, 4.1–4.4).

• Mission Execution: Procedures for mission briefing, debriefing, and data capture (Ref: PWS 4.2–4.4).

• Safety and Compliance: Adherence to FAA, DoD, and Host Facility directives;

inclusion of an Aircraft Incident Response Plan and SOPs (Ref: PWS 5.1–5.18).

• Quality Control: Description of internal quality assurance and control systems to ensure compliance with performance standards (Ref: PWS 5.2.1, QASP references).

Evaluation Method: Technical proposals will be rated on a confidence scale (Outstanding, Good, Acceptable, Marginal, Unacceptable) based on demonstrated ability to meet or exceed requirements.

2. Personnel Qualifications and Experience

Objective: Assess the Offeror’s proposed personnel qualifications, experience, and ability to perform the required services.

Evaluation Factors:

• Key Personnel: Verification that resumes are provided for all required positions (PM, two Pilots, two Sensor Operators, one GLO, one Maintenance Technician) (Ref:

PWS 8.15).

• Experience Requirements:

o Pilot in Command: FAA Commercial License, 1,000 flight hours, 5 years of U.S. military CAS experience (Ref: PWS 8.6).

o Sensor Operator: 1,000 flight hours or 5 years JTAC experience, prior SOF support (Ref: PWS 8.7).

o Ground Liaison Officer: 5 years CAF-SOF CAS planning experience (Ref:

PWS 8.8).

o Maintenance Technician: FAA A&P license, experience with mission systems (Ref: PWS 8.9).

• Recency of Experience: Preference for experience within the last 18 months supporting 75th Ranger Regiment or other SOF training (Ref: PWS 8.1–8.2).

• Security Clearances: SECRET-level clearance for all required personnel and Facility Clearance (Ref: PWS 8.11–8.13, 4.2).

Evaluation Method: Personnel qualifications will be rated as Meets, Exceeds, or Does Not Meet requirements.

3. Past Performance

Objective: Evaluate the Offeror’s record of performance on similar contracts.

Evaluation Factors:

• Relevance: Demonstrated past performance supporting 75th Ranger Regiment or other U.S. SOF training events (CASEX, TFT, VALEX, MLAT, FSCX, LFX) (Ref: PWS 8.1).

• Recency: Contracts performed within the last 18 months (Ref: PWS 8.1).

• Quality: Customer satisfaction, adherence to schedule, and ability to meet mission objectives.

• Performance Documentation: Submission of past performance summaries, CPARS reports, or customer references.

Evaluation Method: Past performance will be rated as Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence.

4. Management and Approach

Objective: Assess the Offeror’s management structure, coordination plan, and ability to ensure continuous, compliant performance.

Evaluation Factors:

• Program Management Plan: Clarity of roles, communication with COR/TD, and responsiveness procedures (Ref: PWS 8.4, 9.6).

• Scheduling and Flexibility: Ability to adjust support times, locations, and flight hours within 10 days of event start (Ref: PWS 9.3).

• Reporting and Deliverables: Procedures for timely submission of AARs, MSRs, and Contractor Manpower Reports (Ref: PWS 9.11–9.13; PRS#X).

• Compliance with Security and Training Requirements: Adherence to AT Level I, OPSEC, iWATCH, and COMSEC requirements (Ref: PWS 12).

Evaluation Method: Rated as Acceptable or Unacceptable based on adequacy and feasibility of management approach.

5. Price

Objective: Evaluate the reasonableness, realism, and completeness of the proposed price.

Evaluation Factors:

• Cost Realism: Prices must reflect a clear understanding of the PWS requirements and be consistent with the technical approach.

• Completeness: Inclusion of all cost elements such as travel, lodging, aircraft operation, maintenance, and personnel (Ref: PWS 11).

• Reasonableness: Comparison with Independent Government Cost Estimate (IGCE) and historical workload data (Ref: Attachments 1–2).

Evaluation Method: Price proposals will be evaluated for reasonableness and realism but not scored numerically.

6. Overall Evaluation and Award Basis

Award shall be made to the Offeror whose proposal represents the Best Value to the Government, considering technical merit, personnel qualifications, past performance, management approach, and price.

Technical capability and personnel qualifications are significantly more important than price.
