Fort Benning JOC Solicitation Questions and Answers (Q&A)
1. Will space for an office trailer be provided at Fort Benning?
ANSWER: Yes. We have space available along what we refer to as “Contractor Row”.
There are lots established for leasing with our Contractor partners as well as water, electric and gas hookups if needed. We would coordinate this piece following award to ensure we capture your space requirements and utility needs during the post-award process.
2. Note 3 on the Price Schedule states: “Coefficients shall remain the same across the entire term of the contract. Thus base and option years shall have same coefficient.” Elsewhere in the solicitation it states, “Coefficient(s) for option periods serve as an economic price adjustment to the Contractor’s indirect costs.” Please clarify if each coefficient is to stay the same across all years of the contract?
ANSWER: The coefficients will remain the same through the entire term of the contract.
3. We understand that no individual may perform multiple key personnel functions unless justification is submitted to and approved by the Contracting Officer. Please clarify if key personnel may perform other, non-key-personnel contract functions?
ANSWER: Yes, key personnel may perform other, non-key personnel contract functions.
4. What management/supervisory positions (Program Manager, Project Manager, Superintendent, Quality Control Manager, Safety Manager) may be performed by a subcontractor or teaming partner?
ANSWER: If contract is awarded to a joint partnership then the joint partnership may perform together any of the key personnel positions identified as long as they meet requirements specified. Subcontractors may assist in or put in place their own structure similar to the key positions identified in the Solicitation, but that will not alleviate the Prime from maintaining those positions.
5. The RFP appears to allow the submission of partners under teaming agreements, please confirm the Army will consider both the prior experience of the WOSB and teaming partner to meet the requirements of the solicitation.
ANSWER: If the partners are joint ventures, then yes their prior experience can be used.
6. Understanding the contract has an average capacity of $10M/year, can the Army provide the historical dollar volume that was directed to the last JOC contract?
ANSWER: The last JOC was over 15 years ago and we do not have a historical dollar volume that was directed to the last JOC.
7. What other JOC contract tools are in place that may overlap this JOC contract during the same time period or will all projects deemed appropriate for JOC be directed to this new contract?
ANSWER: All projects deemed appropriate for JOC will be directed to this new JOC. It is the only JOC in place for Ft. Benning.
8. PWS Section 1.4.3, Page 4/83, Reference to State Licenses.
a. Question- Since the work is on Federal Facilities, what state licenses are required of the Prime and Sub Contractors?
ANSWER: The Government recognizes other state licenses outside of the state of Georgia but may require specific certifications for work such as, but not excluding other certifications, environmental regulations adopted from Georgia EPD and Georgia DOT.
9. PWS Section 1.6.10.1, Page 6/83, Program Manager.
a. Question-Is the Program Manager required to be on site?
ANSWER: No, the Program Manager and their alternate must be available either physically, telephonically, or online to assist in matters of this contract if needed.
10. PWS Section 4.1.6, Page 21/83, Safety Considerations at Ft Benning, GA.
a. Question- are all staff to have OSHA 30 training prior to work on site or just the
Health and Safety Officer?
ANSWER: No, only the Health and Safety Officer would be required to have the OSHA 30 training prior to work on site. All other workers that will be on site are only required to have OSHA 10 Training prior to work on site. This PWS section has been revised.
11. Instruction to Bidders, Section 2d, Bids must be hand carried to Ft Eustis.
a. Question- since COVID Quarantine protocol was invoked for the site walk, will the bids be allowed to be submitted electronically?
ANSWER: Bids will only be accepted via mail or hand carried to the MICC – Ft. Eustis Office.
12. Reference – Solicitation Page 73 of 83, Section 2(c) Bid Preparation Instructions states, “The bidder’s failure to include information required by this solicitation may result in the bid submission being found non-responsive and may therefore be ineligible for award.”
Solicitation Page 73 of 83, Section 3 Submission of Bid Content, TAB E Additional/Supplemental Information states, This tab shall contain any/all other required information requested throughout this solicitation and any additional supplemental information. This includes resumes for the following Key Personnel: Program Manager;
Quality Control Manager and; Safety Manager, and any additional supporting documentation the bidder provides at their discretion.
If TAB E does not specifically indicate what information the Government requires, how then can the Government fairly evaluate contractor proposals if each contractor is not being evaluated on the same information. How can the Government see this lack of specific required information as fair and reasonable? Specifically, because the Government has stated that “failure to include information required by this solicitation may result in the bid submission being found non-responsive and may therefore be ineligible for award.” However, the Government has not fully specified what information is to be provided under TAB E.
We request that the Government indicate what information is to be provided under TAB E so that all proposals are evaluated on the same merit.
ANSWER: The resumes that meet the qualified specifications for the following Key Personnel listed in PWS 1.6.10: Program Manager; Quality Control Manager and; Safety Manager, and Letters of Commitments for all Key Personnel listed in PWS Section 1.6.10.
