QUESTIONS & ANSWERS

Solicitation Questions and Answers QUESTION 1: What is the incumbent's yearly contracted price?

ANSWER: The current contract award number is W911SF-14-C-0001, a copy of the award information can be provided to you once a Freedom of Information Act (FOIA) request is submitted to our higher headquarters and then processed by this office.

QUESTION 2: Can I bid on the launder items only or do I have to bid on the dry cleaning items as well?

ANSWER: All quotes submitted must be for all of the line items on the solicitation. Quotes received with less than what is on the solicitation will not be considered for award.

QUESTION 3: Can you provide information for the previously awarded contract?

ANSWER: The current contract number is W911SF-14-C-0001 and is being performed by Robinson & Penn (DBA Cusseta Laundry).

QUESTION 4: Regarding Section SF 1449 where we list our Quote amount, are we using the quantities listed in "Attachment B Historical Data" for each section to correlate to the annual cost for the base year and option years?

ANSWER: Yes, The historical data is being provided for informational purposes only to assist interested contractors in formulating their quote for an annual cost for the Base Year and each of the Option Years. (Monthly Cost x 12 Months = Annual Cost) QUESTION 5: I only see ten bath towels listed on the usage for the Period of April 01, 2017 to April 01, 2018. I assumed there would be more terry products used (bath towels, hand towels, washcloths and rags) and I simply wanted to confirm the terry usage.

ANSWER: The data provided is the historical data available and is reflective of the products (bath towels, hand towels, washcloths and rags) usage over that period of time and most likely will not fluctuate more than that.

QUESTION 6: Could we have the opportunity to potentially visit your site and view the current laundry set up prior to the December 11th due date? It would be beneficial to view building 228 as well as the material makeup and weight of your owned products.

ANSWER: A site visit was scheduled and conducted on 4 December 2018 at 1: pm local time which was announced on Amendment 0001.

QUESTION 7: I wanted to follow up about scheduling a facility visit to see the available space provided as part of the laundry program. I’m also trying to better understand the on base logistics required. I’ve read the delivery schedules in the solicitation but I’m trying to understand how far these delivery points are located from the on base laundry location.

ANSWER: The site visit was on 4 December 2018 (see answer on question 6). The Pickup points are about 10 to 14 miles away from the on post drop off BLDG 228 which was visited.

QUESTION 8: Is there an opportunity to visit the base this week to see the current onsite laundry department? I'd like to visualize the building and space that will be provided as part of this process.

ANSWER: See answer for question 6.

QUESTION 9: . I noticed on the pre-solicitation that there is no "response date" listed. I also noticed that in the SOW a Jan 1 start date listed. Is there a response date or is a solicitation forthcoming ANSWER: There is no need for a “response date” on a pre-solicitation notice, it is just notification of the upcoming requirement and the timeframe in which the solicitation will be posted. The solicitation has been posted and the number is: W911SF19T0001, the new start date will be 1 March 2019.

QUESTION 10: Mr. Fowler mentioned that the dry cleaning/personal quantities had been reduced upwards of 90%.

The solicitation shows 57,088 pieces of dry cleaning/personal laundry work. Do you feel this is still accurate?

ANSWER: No, 57,088 is the correct estimated number of pieces, Mr. Fowler may not have understood your question at the time.

QUESTION 11: How do you want the job priced out? Individual piece pricing or pound pricing? The way the price sheet is laid out is appears you are looking for one price for all items? Is this correct?

ANSWER: Quotes should be priced out per the Contract Line Item Number (CLIN) on the solicitation (i.e. 12 Months x Unit Price = Amount (Annual Price) QUESTION 12: Does the laundry solicitation require anything else other than a completed Certifications & Representations and Pricing?

ANSWER: Yes, the quote should consist of the complete SF 1449, Acknowledgement (signed copies) of all Amendments and the documentation required by FAR Clause 52.212- 2, Evaluation (Technical Capability and Past Performance).

QUESTION 13: I am contacting you regarding the Request for Quote named above. I am interested in submitting a Quote for this opportunity, and would like to know if I could arrange a Site Visit.

ANSWER: See Answer to Question 6 QUESTION 14: In addition to the site visit, I would like to view a copy of the previous Award(s).

ANSWER: The current award number is W911SF-14-C-0001, a copy of the award can be provided once a Freedom of Information Act (FOIA) request is submitted to our higher headquarters and then will be processed by this office.

QUESTION 15: Do you have measurements of the blankets and bed sheets and what kind of material is the sleeping bag?

ANSWER: The measurements of the sheets/Blankets is 66”X 106” and the material of the Sleeping Bags is Nylon.

QUESTION 16: The initial due date for responses to solicitation W911SF19T0003 was December 11th at 10:30AM. At the facility tour, you mentioned that Fort Benning may reschedule the due date until later in the week.

Has Fort Benning selected a new due date, or is December 11th still the due date for responses? Could the potential start date of services be postponed?

ANSWER: Please see amendment 0002 for the answers to these questions.

QUESTION 17: On Page 3-17 on the Solicitation the contractor is asked to complete the Amount/NET amount of each of the following:

-ITEM 0001 Organizational Laundry/Dry Cleaning -ITEM 0001AA 72 Hour Organizational Dry Cleaning -ITEM 0001AB Same Day Organizational Dry Cleaning -ITEM 0001AC 72 Hour Organizational Laundry Service -ITEM 0001AD 96 Hour Organizational Hand Washing -ITEM 0002 Contractor Manpower Reporting Is the contractor being asked to use the Quantities reported in Attachment B labeled "Historical Data" to price each of the line items listed above? For instance, does the contractor multiply the quantities listed in historical data by our cost per item to come up with the NET amount for each section? If not, what quantities would you like used to complete these line items?

ANSWER: Yes, in order to come up with your cost you must use the historical data provided to come up with the amount for each of the net amounts. This amount is what you would charge the Government per year and each year after that if the option was exercised.

QUESTION 18: Does Item 001 labeled Organizational Laundry/Dry Cleaning relate to the "All-In" cost of the service as a whole?

ANSWER: This Item Number will not be priced, it is for informational purposes only. Pricing will only go on the lines ending in AA, AB etc.

QUESTION 19: There is no historical data for ITEM 0001AB Same Day Organizational Dry Cleaning. What Quantities shall the contractor use when obtaining the NET amount for that line item? Does Fort Benning have estimated quantity usage data for the same day dry cleaning and any funeral detail on an annual usage?

ANSWER: The estimated quantity for that item is 40 to 60 items per year.

QUESTION 20: ITEM 0002 relating to Contractor Manpower Reporting, does this line item reflect our estimated cost to complete the work listed in Attachment B Historical data? Or, does this line item represent our cost to complete the contractor manpower reporting?

ANSWER: This cost should reflect the cost to prepare the yearly contractor manpower report.

QUESTION 21: During the tour, it was mentioned that the organizational laundry service contractor may no longer be washing ACU uniforms. Will Army Combat Uniforms be part of the PWS moving forward?

ANSWER: The Army has an active mission, if we are required to add to the Laundry mission we will update the PWS and work accordingly with the Contractor and request an updated quote to cover the processing of these items.

QUESTION 22: On Average, how many employees does your current vendor have located in building 228?

ANSWER: On average there are five (5) employees located in building 228.

QUESTION 23: Does Fort Benning own the large orange carts found in building 228, or is all carting supplied by the contractor?

ANSWER: The large orange carts are owned by the Government.

QUESTION 24: During the site visit, we only saw one blanket version. Could you provide any detail on the difference between the Wool blanket and the 30th AG blanket?

ANSWER: These are the same blankets. There is no difference between the wool blanket and the 30th AG blanket.
