The following have been added by full text:
QUESTIONS
1. QUESTION: What is the correct Proposal Due Date?
ANSWER: The date for the submittal of proposals is changed to 21 August 2014 @ 2PM local time.
2. Question: In section 5.1.17 there is a reference to paragraphs 5.3.1 through 5.3.3. I cannot find these paragraphs in the performance work statement. Are these paragraphs in a different document?
ANSWER: The referenced paragraphs 5.3.1 through 5.3.3.1 is changed to read as paragraphs 5.1.17.1 through 5.1.17.2.
3. QUESTION: Is there a required spare parts inventory which the contractor must maintain for repairs? The statement of work does not give enough detail to develop a cost for inventory items.
ANSWER: The PWS specifies that all parts shall be obtained and installed within a 24 hour period. The current contractor has been known to keep spare parts available for those that were on backorder or required an expedite cost fee. It will be the preference of the contractor awarded the contract to maintain spare parts.
4. QUESTION: I am confused as to the proposal format requirements. There are references to the four sections that are labeled differently throughout the solicitation.
This was brought up at the site visit and the answer given was that Table 2 would be correct. I do not understand what is required for section 1. What general contract documents do this reference?
ANSWER: Volume I – General. Offerors are required to submit a completed SF 33, (Solicitation, Offer and Award) (including acknowledgment of Amendments), Section B, and Section K. All final monetary extensions shall be in whole dollars only. Failure to follow the below Contract Proposal preparation instructions may cause your proposal to be deemed unacceptable by the Government. The General Volume shall be organized as follows and contain the identified information.
TAB A, Exceptions/Assumptions (if required) - Identification and explanation of any exceptions or deviations. Additionally, any assumptions used in the proposal preparation must be identified.
TAB B, Solicitation, Offer and Award - The SF 33 shall be submitted fully completed. The offeror is cautioned that the SF 33 must contain an original signature in block 17 of the form. The contractor shall acknowledge any amendments to the RFP in accordance with the instructions on the SF 33 and with Section L, FAR 52.215-1(b), Instruction to Offerors—Competitive Acquisition. The offeror shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually.
Also, identify those individuals authorized to negotiate with the Government.
TAB C, Section B (Supplies or Services and Prices/Costs) - Section B shall be submitted fully completed and error free. It shall contain the offeror’s prices for the established Contract Line Items Numbers (CLINS).
TAB D, Section K (Representation, Certifications, and Other Statements of Offerors) – The offeror shall ensure that Section K is submitted thoroughly completed with all blocks in each certification/representation completed truthfully and completely.
5. QUESTION: Additionally, Section IV; price has a page limit of 13 pages. I assume that the contractor is to simply fill out the price schedule provided in attachments A1 through A5. Each of these attachments have one page for an aggregate amount and two pages for the individual CLIN pricing. The three pages for each year would be 15 pages. With the summary bid schedule on page 1 of attachment 1 the page count would be 16 pages.
ANSWER: Section IV- Price - Offeror is to fill out Attachment A1-A5 with the aggregate amounts for each of the periods identified on the SF33 (base thru Option Year 4) Additional pages of the 13 pages can be used to further breakdown offeror’s pricing if they so choose. Attachments A6 –A10 identify locations, building numbers, work to be performed, etc to give the offeror a visual of what the total CLIN encompasses and can be used to assist in coming up with the aggregate total .
6. QUESTION: When it comes time for invoicing, will the contractor be billing on sub-item levels in Attachment A6, i.e. Bid Item 0001aa, by Section B on Standard Form 33 line item, i.e. Line Item 0001, or by bid items in A1, i.e. Bid Item 0001?
ANSWER: Invoicing will be input into WAWF utilizing the Contract Line Item Numbers (CLIN) on the SF33, Solicitation, Offer, Award, (i.e., Base Year, 0001, 0002 etc.)
7. QUESTION: Line Item 0001 Clean Wash Rack Facilities:
What happens if a wash rack requires maintenance outside of the schedule in Attachment A? For example, bid item 0001aa wash rack facility 105 is scheduled for maintenance once a month. What if this facility requires additional maintenance or servicing twice in one month? Will the contractor be compensated for the additional maintenance? On the other end of the spectrum, what if the facility is shut down? Will the unit price for line item 0001 be reduced?
ANSWER: There are no provisions in the current solicitation package for additional wash cleanings. Currently, there is not a historical record of those wash racks that sometimes require additional cleanings available to justify adding a new line item to the contract. This item will be addressed after the contract is awarded.
8 QUESTION: Line Item 0003 Collect and Dispose Waste Oil:
On Section B of Standard Form 33, this line item reflects a quantity of 1020 and a unit measure of “Drum”, however Attachment A6 Base Year Sub-Item Bid Schedule shows 4 bid item subsections reflecting different quantities and units of measure. Items 0003aa and 0003ab have a total quantity of 1020 and a unit of measure of “Each”.
Items 0003ac and 0003ad have a total quantity of 500 and a unit of measure of “Each”.
This results in an overall total quantity of 1520 and unit of measure of “Each”.
Attachment A1 Base Bid Schedule Item 0003 reflects a quantity of 1020 and a unit of measure “Each”.
ANSWER: CLIN 0003- The quantity of (1020) and the Unit of Issue (Drum) on the SF33 is the correct information for this solicitation.
9. QUESTION: Line Item 0007 Provide Temporary Storage Containers:
On Section B of Standard Form 33, this line item reflects a quantity of 50; however Attachment A6 Base Year Sub-Item Bid Schedule shows 2 bid item subsections reflecting different quantities. Items 0007aa and 0007ab have a total quantity of 62.
Attachment A1 Base Bid Schedule Item 0007 reflects a quantity of 50.
ANSWER: CLIN 0007- The quantity of (50) on the SF33 is the correct information for this solicitation.
10. QUESTION Line Item 0009 Load and Transport Sludge:
On Section B of Standard Form 33, this line item reflects a unit measure of “Load”, however Attachment A6 Base Year Sub-Item Bid Schedule shows 2 bid item subsections reflecting different units of measure. Items 0009aa and 0009ab have a unit of measure of “Ton”. Attachment A1 Base Bid Schedule Item 0009 reflects a unit of measure of “Ton”.
ANSWER: CLIN 0007- The Unit of Measure of (Load) on the SF33 is the correct information for this solicitation.
11. Line Item 0010 Load and Transport Sludge Tested:
QUESTION: On Section B of Standard Form 33, this line item reflects a quantity of 500; however Attachment A6 Base Year Sub-Item Bid Schedule shows 2 bid item subsections reflecting different quantities. Items 0010aa and 0010ab have a total quantity of 450. Attachment A1 Base Bid Schedule Item 0010 reflects a quantity of 500.
ANSWER: CLIN 0010- The quantity of (500) on the SF33 is the correct information for this solicitation.
12. Line Item 0011 Clean Up Spills:
QUESTION: There are currently no sub-line items for this line item; however we feel it cannot be priced properly without some form of breakdown as far as contractor requirements. The price of a spill cleanup can vary greatly depending on the resources required. There are factors to consider such as testing requirements, size of spill, location/mobilization, and etc. We suggest that sub-line items be used to list hourly labor/equipment, specific materials (i.e. absorbent pads, dry sweep), various testing methods (i.e. BTEX, TCLP Metals), waste disposal, documentation, site restoration, and any other pertinent cost deemed necessary by the Fort Benning DPW EMD or the Fort Benning Spill Program Manager.
ANSWER: There are currently no sub-line items for this line item; however we feel it cannot be priced properly without some form of breakdown as far as contractor requirements. 13. Line Item 0013 Repair UST/AST Leak Detection System:
QUESTION: Repairs on these systems can vary greatly due to the price range on replacement parts. Section C.5.1.12.4 Damage from Other than Fair Wear and Tear on page 18 of the Performance Work Statement states that the contractor will submit a repair-specific cost estimate as they occur. This reflects that a uniform unit price cannot be provided.
ANSWER: The $1500.00 is an average cost. If a repair cost exceeds the $1500.00, the contractor is required to provide a complete breakdown spread sheet for all materials, labor, taxes, etc. for the government to review and negotiate.
14. Technical Exhibit 2-Frequencies:
QUESTION: The Notes Section for Above ground Storage Tanks states that the contractor is required to ensure all tanks are filled to 95% full. The existing tank gauges in place require 65% full or more for valid test results.
ANSWER: The above ground tanks that have no leak detection system shall be filled 95% full and the tanks and connecting pipelines shall be tested. Otherwise, the percentage of the tanks to be filled depend on the leak detection installed on the tanks.
15. QUESTION:Description/Specs/Work Statement-Section C.3.1.5 As Built Drawings:
When will these drawings be made available?
ANSWER: After the contract is awarded. We have been directed not to provide drawings other than those already attached for security issues.
16. QUESTION: Description/Specs/Work Statement-Section C.4.2 Equipment Replacements or New Installations:
a. Will this be delivered on an “As Negotiated” line item?
b. Which line item is associated with this?
ANSWER: 16.a Yes.
16b. Line item 0012, 1012, 2012, 3012, and 4012
17. QUESTION: Description/Specs/Work Statement-Section C.5.1.10.11:
Currently, sludge removed from wash rack facilities are removed and taken immediately to the dewatering facility at Kelley Hill Central Wash, Building 9096.
Will this no longer be acceptable?
ANSWER: Paragraph C.5.1.10.11 shall be changed to read as follows:
All materials and sludge removed from wash racks and maintenance facilities shall be placed into DOT certified shipping containers, tanker trucks, or tanker trailers, and transported to the Kelley Hill Central wash rack facility and placed into containers to be dewatered. The dewatered sludge shall be sampled and tested in accordance with paragraph 5.1.16, Sampling and Testing.
18. QUESTION: Description/Specs/Work Statement-Section C.5.1.15.1.1:
There are currently no concrete containers or secondary containment for the recycle tanks located at First Division Rd. Landfill. Therefore, the contractor cannot fulfill this requirement.
ANSWER: Correct, this paragraph will be deleted.
19. QUESTION: Description/Specs/Work Statement-Section C.5.1.17.1 Transport POL Contaminated Materials to State Permitted Landfills:
POL contaminated materials are currently being dumped into one of the concrete water vats at Kelley Hill Central Wash Facility, Building 9096 for drying purposes and then loaded into tandem dump trucks and transported to a state permitted landfill. The use of a roll-off will deter the drying process and delay disposal. Will the contractor be able to continue use of the concrete vats as a drying bed?
ANSWER: Yes. There are plans to construct a 2 acre drying area in the Harmony Church Area of Fort Benning close to the central wash rack that supports the training mission in that area. until the facility is constructed, all sludge will be taken to the central wash rack at Kelley Hill until specified otherwise.
20. QUESTION: Could you supply us with a list of Veeder Roots with their building locations and number of tanks? We would like to know how many Veeder Roots will require monthly inspections.
ANSWER: See technical Exhibit 2.
All UST tanks require monthly inspections regardless of leak detection installed.
21. QUESTION: In reference to section L 3.1 Proposal Preparation Instructions, in section L3.2 Proposal Organization and Format it states the proposal should consist of the following 4 Volumes. Volume I – Technical Submission, Volume II – Past Performance, Volume III – Experience, Volume IV – Price Submission. However if you look at Table 2 in Section L.3.3.3 the Volumes are in a different order. Please clarify the correct format.
