The General Volume shall be organized as follows and contain the identified information.

TAB A, Exceptions/Assumptions (if required) - Identification and explanation of any exceptions or deviations. Additionally, any assumptions used in the proposal preparation must be identified.

TAB B, Solicitation, Offer and Award - The SF 33 shall be submitted fully completed.

The offeror is cautioned that the SF 33 must contain an original signature in block 17 of the form. The contractor shall acknowledge any amendments to the RFP in accordance with the instructions on the SF 33 and with Section L, FAR 52.215-1(b), Instruction to Offerors— Competitive Acquisition. The offeror shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government.

TAB C, Section B (Supplies or Services and Prices/Costs) - Section B shall be submitted fully completed and error free. It shall contain the offeror’s prices for the established Contract Line Items Numbers (CLINS).

TAB D, Section K (Representation, Certifications, and Other Statements of Offerors) – The offeror shall ensure that Section K is submitted thoroughly completed with all blocks in each certification/representation completed truthfully and completely.

(b) Volume II – Technical Volume

(1) The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposals. Legibility, clarity and coherence are very important. Your response will be evaluated against the Technical factors defined in Section M, Evaluation Factors for Award. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the PWS (including referenced publications, technical data etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used, etc., will be considered unacceptable. The Offerors shall assume that the Government has no prior knowledge of its facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal.

Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired. Oral presentation will not be accepted for this requirement.

(2) The Technical Volume shall, at a minimum, be prepared in a form consistent with the Performance Work Statement (PWS) and the evaluation criteria for award set forth in Section M of this solicitation. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor’s technical competence and ability to comply with the contract task requirements specified in the PWS. The offeror shall address as specifically as possible the actual methodology it will use for accomplishing the PWS tasks. The volume shall be organized according to the following general outline:

-Table of Contents -Exceptions/Assumptions If Applicable (Identification and explanation of any exceptions or deviations). Additionally, identify any assumptions used in preparing the proposal.

-Evaluation Criteria

(c) Volume III –Past Performance. The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror’s recent and relevant Past Performance.

(1) The offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than three (3) years for the submitted data. The past performance data shall document a successful history of past contract performance.

(2) In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

(3) The Government will provide a Past Performance Questionnaire (Attachment B) for Offerors to forward to its clients. The completed questionnaire shall be sent directly to Contracting Officer and Contract Specialist. The return address for the questionnaire is annotated on the form. Any questionnaire not returned directly to the Contracting Officer/Specialist will not be reviewed or evaluated.

(d) Volume IV – Price - The offeror shall complete Section B of the solicitation. It shall contain the offeror’s prices for the established Contract Line Items Numbers (CLINs). The offeror shall provide all data required to make assessments of fairness and reasonableness. The price proposal shall consist of the offeror’s costs to successfully complete the proposed work identified in the PWS. All final monetary extensions shall be in whole dollars only.

Attachments (A1-A5) shall also be submitted fully completed and error free with the aggregate sums of the respective CLINs for the Base Period and all Option Years.

The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as it is deemed necessary to arrive at a determination of a fair and reasonable price.

The offeror shall ensure that no pricing information is displayed in other volumes of their proposal.

M-I EVALUATION FACTORS FOR AWARD

a. Basis for Contract Award

(1) This is a best value source selection and will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12 and Part 15. On the continuum of best value the resulting award will be based on Lowest Price Technically Acceptable (LPTA). Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable offer.

(2) Trade-offs between cost/price and non-cost/price factors is not permitted. Unreasonably high/unrealistically low, unbalanced, inaccurate or incomplete price proposals may be the grounds for eliminating a proposal from competition. Proposed prices evaluated as unreasonable may be grounds for eliminating a proposal from competition.

(3) Offerors are advised that the Government may make award without discussions. Therefore, proposals should be submitted initially on the most favorable terms from a price and technical standpoint. Do not assume that offerors will be contacted or afforded an opportunity to clarify, discuss or revise their proposals. For a proposal to result in an awardable contract, the proposal must meet all PWS requirements, conform to all required terms and conditions and include all required certifications.

(3) Solicitation Requirements, Terms and Conditions. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations, certifications, and technical requirements, in addition to those identified as factors/sub factors to be eligible for award. Failure to comply with the terms and conditions of the solicitation may result in the offeror being removed from consideration for award.

(4) Award for all of the Work. The Government intends to award one (1) contract as a result of this solicitation. Offers received for less than the stated number of items listed in the Pricing Schedule will be considered ineligible for award. The Government intends to evaluate proposals and award without discussions with offerors.

The Government reserves the right to conduct discussions if the Contracting Officer determines discussions to be necessary.

(5) NOTE: Award cannot be made from a proposal that contains deviations from or exceptions to the Performance Work Statement terms and conditions or a proposal that fails to provide material information.

c. Evaluation Criteria

(1) EVALUATION FACTORS:

Proposals will be evaluated under the following factors and subfactors:

Factor I: Technical Capability Subfactor 1: Technical Expertise Subfactor 2: Staffing Approach

Factor II: Past Performance

Factor III: Price

Factor I: Technical Capability

The Government’s technical evaluation team will evaluate proposals to determine each offeror’s technical acceptability. The proposal must demonstrate a practical/functional approach that meets the requirements of the Performance Work Statement (PWS). Failure to meet the criteria will render the proposal technically unacceptable and the proposal will not receive further consideration for award.

Subfactor 1: Technical Expertise – The Offeror’s technical expertise will be evaluated to assess its technical capability, approach to successful contract performance. Offerors shall demonstrate mission capability by providing evidence of at least 3 (three) years of experience in the past 5 (five) years in performing services of similar type, size and complexity to those contained in this requirement. If the experience of a key subcontractor, Joint Venture partner, or team member in a teaming arrangement is submitted for evaluation purposes, clearly address the experience of those entities on previous and/or ongoing projects. In addition to experience, each proposal will be evaluated to determine whether it is feasible. The proposal will be evaluated to determine whether the offeror’s methods, resources and approach in meeting the requirements stated in the PWS can be performed in a timely manner and whether it provides the Government with a high level of confidence of successful completion.

Subfactor 2: Staffing Approach - The Government will evaluate the offeror’s staffing approach to determine whether it is feasible in terms of providing the required support set forth in the PWS and level of work specified in the PWS. The offeror’s staffing approach will be evaluated to determine the offeror's ability to recruit, hire, retain and manage personnel required to perform the services and whether it is feasible in terms of providing the required support as stated in the PWS. The Government will evaluate the proposed staffing plan to assess the offeror’s understanding of the requirement. The Government will also evaluate any innovative organizational or teaming arrangements; for its ability to provide personnel with the required knowledge, skills, and experience to fulfill the requirements of the PWS. The staffing approach will also be evaluated to determine the offeror’s ability to retain a workforce sufficient to satisfy the requirements stated in the PWS.

The Technical Capability factor will be assigned an overall adjectival rating at the factor level.

The technical factor will receive one of the adjectival ratings defined below

Ratings Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror performance is unknown

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Factor II: Past Performance

Provide information on past performance to include recent and relevant contracts (within the past five (5) years) for the same or similar items and other references (including contract numbers, points of contact with telephone numbers, and other relevant information).

Using information provided in the proposal, Contractor Performance Assessment Reporting System (CPARS), and information from other sources such as other Federal Government offices and commercial sources, the Government will assess the quality of the Offeror’s performance on contracts of similar scope, magnitude, and complexity to the required services within the past five years. Offerors with no relevant present or past performance history shall receive the rating of “acceptable.” If adverse past performance Information is obtained, the offeror will have an opportunity to respond in writing to explain the adverse past performance information. This information will be considered in the evaluation.

The evaluation process of Past Performance will result in an overall past performance based on the information submitted from the Past Performance Survey. The following is a description of the ratings:

Ratings Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror performance is unknown

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Factor III: Price

The offeror’s price shall represent the offeror’s best efforts to respond to the solicitation. Any inconsistency between performance and price shall be explained in the submission. For example, if unique, innovative approaches are the basis for an unusually low price, the nature of these approaches and their impact on price shall be explained.

If an offeror proposes to absorb a portion of price, the offeror must also explain the impact on the estimated price.

Any significant inconsistency, left unexplained, may raise a fundamental question of the offeror’s ability to perform the task within the fiscal constraints thereof, may be cause for rejection of the submission. The burden of proof for price credibility rests with the offeror.

The offeror’s price submission will be evaluated considering the offer to the solicitation in the Pricing Schedule by adding the basic requirement plus all options for the total price. An offeror’s proposed prices will be determined by multiplying the quantities identified in the Pricing Schedule by the proposed unit price for each Contract Line Item Number to confirm the extended amount for each. The techniques and procedures described under FAR Part 15.404 will be the primary means of assessing price submission reasonableness. To be viable for award, offeror’s price must be determined fair and reasonable.

In addition, offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exist when, despite an acceptable total evaluated price, the price of one or more contract line items including the Basic ordering period and out-year ordering periods, is significantly overstated or understand as indicated by the application of analysis techniques. The Government will analyze offers to determine whether there are unbalanced separately priced line items or sub-line items. Prices submitted will be compared and evaluated to assure that a logical progression exits as related to price and quantity changes within each offeror’s response to the pricing structure in the line items Offers that are determined to be unbalanced may be rejected if they lack of balance poses an unacceptable risk to the Government.

As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.

Definitions:

Fair and Reasonable – A price is fair and reasonable if in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

Completeness/Accuracy – A determination will be made as to whether the Offerors have properly understood the proposal instructions and properly completed the price schedules. The proposals will also be checked for mathematical accuracy.

TAB B, Solicitation, Offer and Award - The SF 33 shall be submitted fully completed. The offeror is cautioned that the SF 33 must contain an original signature in block 17 of the form. The contractor shall acknowledge any amendments to the RFP...
