This document is a Questions and Answers (Q&A) file for Solicitation W911SD25RA012, providing clarifications for a federal contract opportunity related to rappel tower inspection and maintenance at West Point, NY. The Q&A addresses seven key contractor inquiries, including ANSI certification requirements, workmanship warranty, material responsibilities, and emergency response expectations. Notable responses include: confirmation that all work should be guaranteed for one year, the contractor must procure the cargo climbing net, and there are multiple applicable safety codes including ANSI, OSHA, and US Army Corps of Engineers standards. SOLICITATION W911SD25RA012

QUESTIONS AND ANSWERS

Following our representative’s attendance at the recent site visit for the referenced project, we respectfully request guidance on the following matters to ensure an accurate and compliant offer:

1. ANSI Certification Requirements: Could the government please clarify what is specifically intended by the requirement for the contractor to “be ANSI certified to…”? Are there designated ANSI certifications or accrediting organizations that the contractor must hold?

A. 1-The government would need the contractor to be experienced in such work and be able to complete the work per the applicable codes. I don’t believe there is an ANSI certification.

2. Warranty of Workmanship: What is the required or expected duration of the guarantee covering work and workmanship, as referenced in the Statement of Work?

A. 2- All work should be guaranteed for one year.

3. Access to Specifications: May we obtain a copy of the “Range Control Operations Specifications” referenced in Section F of the SOW, to ensure compliance with all installation and safety requirements?

A. 3- Everything that is required is in the SOW.

4. Applicable ANSI Standards: Beyond ANSI A10.11-1989, are there any additional ANSI standards the contractor is required to follow in performance of this contract?

A. 4-Contractor should read and follow all applicable codes when completing work.

ANSI, NYS Industrial Code Rule 32, OSHA and US Army CORPS of Engineers EM

385-1/TRADOC.

5. Approval and Execution Timeline: Do maintenance activities that require government approval also need to be completed within the same five-day period specified for submission of credentials and certifications?

A. 5- Not sure what the question is. All approvals can be completed before work starts.

6. Material Responsibility – Cargo Net: Are we responsible for procuring the cargo net to be installed on the Marine Tough One obstacle, or will this be provided as government-furnished equipment?

A. 6- Contractor will procure the cargo climbing net. All other nets will be supplied by Range Control.

7. Emergency Response Expectations: Is there an anticipated number or scope of emergency service responses expected to fall under the 16-hour emergency labor allocation identified in the solicitation?

A. 7- We have never had to use the emergency CLIN in the past. It’s there just in case we need something fixed.
