QUESTIONS AND ANSWERS

Questions and Answers to

Solicitation W911SD-24-R-0107

Emergency Generator Service at West Point, NY

Question #1: Belts – Can they be inspected/adjusted/replaced if needed?

Can Hoses & Clamps be inspected/replaced if needed?

Can these items be quoted at time of need at additional cost?

Answer – Question #1: These items will be inspected, adjusted and/or replaced if needed to be included in the contract at no additional cost.

Question #2: Section 5.1 #8. If a building load test is not allowed, will the 1hr load bank be billed separately or will it be included in the bid. Or will it account for the base and third year load bank testing?

Answer – Question #2: All load bank testing will be included in the bid / contract.

Question #3: For the first base year and third year load bank testing for all the generators. Will this be for a 4hr at 75% load or 2hr at 100% load.

Answer – Question #3: The monthly and annual testing requirements must be per the NFPA 110.

Question #4: For Section 5.1 #6. Battery replacement every two years by date code.

Will that be included in the bid or will this be billed separately.

Answer – Question #4: All battery replacements will be included in the bid/contract.

Question #5: Tower Sites. How is the access to those sites? Can a van drive up to them?

Answer – Question #5: Yes, vehicles can drive up top them for close access.

Question #6: Is it the intention to award this bid ONLY to small business entities?

Answer – Question #6: Yes, this procurement is 100% set-aside for small business.

Question #7: Are all units to be load bank tested annually? There are a few units that will prove to be exceptionally difficult to get the necessary equipment to them due to mounting location.

Answer – Question #7: The monthly and annual testing requirements must be per the NFPA 110. We will figure out how to get equipment to certain locations.

Question #8: Both service intervals state to inspect belts and replace as necessary.

Are they billable as T&M or to be included in the bid pricing?

Answer – Question #8: The belts will be inspected, adjusted and/or replaced if needed to be included in the contract at no additional cost.

Question #9: Batteries are to be replaced every 2 years from date of installation. Are the costs for the batteries included in the pricing or billable as T&M?

Answer – Question #9: All battery replacements will be included in the bid/contract.

Question #10: Radiators – pressure wash: Pressure washing radiators may cause a HAZMAT situation and much of the grime that collects in them is oil/grease. Pressure washing them without proper containment will cause a hazardous material situation.

Cleaning radiators should truly be completed as a T&M option to avoid HAZMAT problems.

Answer – Question #10: Clean radiators per diesel generator requirements to avoid HAZMAT issues.

Question #11: Vacuum ATS: running a vacuum cleaner internally on an automatic transfer switch causes static electricity build-up. This in turn could cause an ARC FLASH event. It is strongly recommended that this not be completed on a “LIVE” ATS.

It should first be bypassed or taken out of service to clean.

Answer – Question #11: Sweep and clean ATS with caution and/or lock out/ tag out ATS before vacuuming.

Question #12: Which units are still under warranty?

Answer – Question #12: They are only a couple that would be under warranty which would be the recently installed other that no warranty on any of them.

Question #13: Are we required to use OEM parts?

Answer – Question #13: Yes, use OEM parts and if not available they must be certified parts for use.

Question #14: What is the expected annual service frequency, 1 or 2 times yearly?

Answer – Question #14: Annual service is once a year.

Question #15: Is there an annual Load Bank schedule?

Answer – Question #15: The testing for an annual load bank test and the triennial exercise may be combined according to NFPA 110-2010: 8.4.9.7
