Solicitation W911SD-24-R-0083 – Elevator Maintenance and Repair Service
Questions and Answers:
Question: 1. What are manpower requirements for this contract? It says a service technician is required on site daily. Please confirm. Several different groups are referenced in the bid documents A,B,C,D. Which lead me to believe that all the elevators in the list are included as part of this bid.
Answer: 1. Section 1.2 CONTRACTOR’S PERSONNEL: The Contractor shall provide sufficient personnel possessing the skills, knowledge, and training to satisfactorily perform the services required by this contract. Personnel performing under this contract shall remain employees of the Contractor and shall not be considered employees of the Government.
All Elevators are included in this contract bid. A,B,C,D define when emergency repairs are required.
Question: 2. How many special events are there? Do we just provide a price per hour?
Answer: 2. There are approx. 8-9 special events a year ie: Graduation, Football Games etc. Provide an hourly rate. Events typically are on Sat/Sun.
Question: 3. Since a site visit isn’t planned to allow prospective bidders to assess all of the elevators, can the Existing Deficiency Report and/or the most recent inspection reports for each elevator be provided so that we have some kind of idea of the condition of the equipment? To ask the prospective bidders to bid blindly and to accept all equipment “as is” (as stated in the solicitation) usually gives a recent incumbent an unfair advantage. Providing all bidders who request the Deficiency Report or the most recent inspection reports could help provide a more level bidding field.
Answer: 3. The most recent reports don’t show any deficiencies. This is part of the reason we are seeking another company.

Question: 4. The solicitation doesn’t mention any provision for the industry standard post-award inspection to identify pre-existing conditions and obsolete equipment that are beyond the scope of routine preventative maintenance requirements. This is quite unusual, especially when bidders aren’t provided an opportunity to physically inspect/assess all of the equipment and adequately determine risk. Will West Point allow for a reasonable (suggest 30 days) post-award assessment period to honestly assess pre-existing conditions and obsolete equipment?
Answer: 4. No.
Question: 5. Most contracting offices separate the elevator inspection and test witnessing by a QEI as a separate contract that is not overseen by the elevator maintenance service provider. This eliminates the conflict of interest that exists when the maintenance provider is responsible for hiring the inspectors to inspect their work. It appears that this solicitation preserves that inherent conflict of interest. Will West Point separate the inspection and test witnessing into a separate contract? The maintenance provider is still responsible to operate the equipment, but a separate contract for the inspector would allow them to work for the contracting office and not for the maintenance provider.
Answer: 5. There will not be a separate contract for inspections and or a QEI.
