The inspection contractor is responsible to make sure the ski slope and all components are safe for the public per ANSI B77.1-2022, NYS and OSHA. Whatever they need to do to ensure the safety of employee and patrons.

The inspection contractors need to follow ANSI B77.1-2022, NYS and OSHA. They need to follow all applicable industry rules, regulations and standards.

Q: Is the mechanical equipment sheds housing the lifts and rope tow included in the inspection?

A: Everything with the ski slope is part of the inspection.

Ski Lift Inspections Attached please find a final copy of the Lift Inspection Report for the chairlift and wire rope tow at the Victor Constant Ski Slope at West Point.

It is important to note that Item #2 must be addressed and repaired prior to operation.

Regarding item #1 pertaining to torque-testing of the brakes I would like to emphasize that it is an ANSI requirement that the holding power of brakes must be tested periodically throughout the operating season, monthly at a minimum. Your ski area personnel must be trained to perform the required brake testing and test the service brake and emergency brake on a regular basis. Bi- Weekly brake testing seems to be the norm throughout the ski industry. Perhaps and can assist area personnel with the training for this task.

Additionally, the brakes should be carefully inspected and operated before public operation of the lift each day.

Similarly, there are many other features of the lift that require a daily inspection to ensure their proper function.

This daily pre-operational inspection must be done by trained personnel and a daily pre-operational inspection log must be completed and signed and filed with the ski area manager’s permanent records.

With regard to report item #10 it should be noted that the placement of fencing around the top and bottom terminals of the tow is not subjective, meaning that it is not up to your ski area personnel to decide if the fencing (or possibly other equipment) should be installed. It is a requirement. The daily pre-operational inspection of the chairlift and tow at the Victor Constant Ski Slope will help to ensure that these lifts are regularly maintained in conformance with the ANSI Standard and ready for public operation.

Thank you for your continued interest in and attention to these matters.

This is a periodic survey of the passenger ropeways listed in the report and is performed according to the provisions for general inspection as interpreted by the ANSI B77 Standards Committee. This field survey consists of a visual and audible review and is limited in scope to a sampling of the safety requirements pertaining to the equipment appearance, function, operation, maintenance, record keeping and conformity with other specifically required nondestructive inspection and testing procedures. Because of the limited nature of this survey, neither the Inspector nor Contractor can guarantee that additional items of nonconformance do not exist. No examination was made of detailed components or equipment that requires disassembly to view as it is the responsibility of the owner to periodically examine and service the equipment through his established maintenance and operations program. Additionally, it is not within the scope of this general survey to evaluate the physical design requirementsof passenger ropeway components or systems.

This survey report is based upon a spot check of conditions and practices evaluated and of the records, information, and statements your personnel provided at the time of the survey. While this report was made to provide you with current information relating to your passenger ropeways, you may find it appropriate to provide copies to other organizations or agencies with which you are involved. If so provided, we would suggest you provide such entities with copies of your responses to any items of nonconformance.
