Performance Work Statement
Dean of the Academic Board
Podcast Services
United States Military Academy (USMA)
West Point, NY 10996
1.0 Background. In support of the USMA mission to educate, train and inspire the Corp of Cadets, the Dean of the Academic Board is creating a podcast for the West Point community and all those interested in partnering with West Point. The podcast will serve as a means to communicate West
Point’s intellectual capital in a meaningful and thoughtful way.
2.0 Scope / Objective. The contractor will publish one (1) season of the podcast series to include ten (10) episodes and one (1) trailer (see Tasks 4.1 – 4.2). The Contractor will also publish up to three (3) additional podcast series via RSS feed to major podcast directories for associated organizations (see Task 4.13).
3.0 Applicable Documents. See attached SF1449 (Solicitation Document).
4.0 Tasks. The Contractor, as an Independent Contractor and not as an agent of the Federal
Government, shall provide the necessary resources (except for those identified as Government
Furnished Property) and provide the following tasks:
4.1. Provide an assigned podcast producer who will serve as project manager and primary point of contact.
4.2. Publish one (1) 10-episode series with one (1) promotional trailer:
4.2.a. Publish at least one (1) episode per month, for up to ten (10) episodes, and one (1) promotional trailer.
4.2.b. Hold planning and strategy meetings to get priorities aligned.
4.2.b.1. Serve in a branding and marketing advisory role for the series.
4.2.b.2. Serve in a branding and marketing advisory role for each episode.
4.2.b.3. Determine which assets to create for promotional use.
4.3. Conduct Planning and Setup:
4.3.a. Conduct show development based on established goals and mission: Topics, Preliminary Titles, Descriptions, Research.
4.3.b. Conduct show optimization: Structure Development, Segments, Workshopping, Leveraging Guest Networks.
4.3.c. Conduct calendar management: Timeline development and implementation, scheduling and production calendar oversight.
4.3.d. Provide Tools: Project management system with collaborator access, file storage and
Management.
4.4. Conduct Coaching:
4.4.a. Hold monthly 1:1 Support Meetings facilitated by the Producer
4.4.b. Execute ongoing communications via email
4.4.c. Conduct one (1) host and guest preparation meeting for each episode
4.5. Provide Custom Music:
4.5.a. Provide 15, 30, and 60 second promo music pieces based on 30-second intro/outro music.
4.5.b. Provide original composition with brand-informed arrangements
4.5.c. Provide exclusive license for podcast and promotional use
4.6. Conduct Recording Supervision:
4.6.a. Assigned podcast producer (or designated representative) shall be available remotely for episode recording sessions that will occur on-site by West Point recording team.
4.7. Edit Each Episode:
4.7.a. Conduct audio editing with intro/outro and commercial breaks.
4.7.b. Create episode descriptions and show notes.
4.8. Generate Assets for Promotional Use:
4.8.a. Create custom show art design
4.8.b. Create promotional graphic for each episode
4.8.c. Create audiogram for each episode
4.8.d. Create full episode transcriptions
4.9. Distribute One (1) 10-episode series and One (1) trailer:
4.9.a. Setup show in hosting and distribution system
4.9.b. Conduct quality control review of all audio and text prior to distribution
4.9.c. Publish podcast episodes and trailer via RSS feed to major podcast directories
4.10. Contractor will provide and pay for the project's RSS feed during the project lifecycle and
12-months after the final episode is published. One month prior to the end of this 12-month period, contractor will contact Client to determine continued hosting options.
4.11. Contractor shall make all episodes available 24 hours a day, 7 days a week on already published directories.
4.12. Provide Quarterly Analytics:
4.12.a. Provide a quarterly analytics report for published episodes and trailer.
4.13. Publish Additional Podcast Series:
4.13.a. Publish up to three (3) additional podcast series via RSS feed to major podcast directories for associated organizations.
4.13.b. Provide setup and access to hosting and distribution platform for all users.
4.13.c. Support migration of content from previous platform if necessary.
5.0 Deliverables.
5.1 The contractor will fully edit, review, and digitally produce at least one (1) 10-episode podcast and one (1) trailer, distribute the episodes via RSS feed to major podcast directories and provide quarterly reports on analytics for the series and individual episodes.
5.2 The contractor will publish up to three (3) additional series via RSS feed to major podcast directories. No editing or production support will be necessary for the three (3) additional series.
5.3 All rights to content created under each Period of Performance of the contract must remain with the COR’s organization.
6.0 Place of Performance. The contractor will perform their tasks remotely.
7.0 Travel. Travel will not be required nor reimbursed.
8.0 Government Furnished Property. Not Applicable
9.0 Reports. The contractor will provide quarterly analytics on the episode series and individual episodes.
10.0 Hazards Information. There is no requirement for the contractor to handle any hazardous material.
11.0 Security. Not Applicable
12.0 Identification of Contractor Employee(s). There is no requirement for the contractor to be on site.
13.0 “Government Rights”. As specified in DFARS 252.227-7020, “The Government shall have unlimited rights in works first produced, created, or generated and required to be delivered under this contract.”
14.0 Period of Performance. The Periods of Performance for this project shall be as follows:
14.1 October 24, 2022 to October 23, 2023 (Base Year)
14.2 October 24, 2023 to October 23, 2024 (Option Year 1)
14.3 October 24, 2024 to October 23, 2025 (Option Year 2)
14.4 October 24, 2025 to October 23, 2026 (Option Year 3)
14.5 October 24, 2026 to October 23, 2027 (Option Year 4)
15.0 Proposal Format. A quote estimate with total cost for a ten (10) episode podcast series, a promotional trailer, and three (3) series.

17.0 Payment:
The Contractor shall bill the government on a single invoice for each individual Period of
Performance. The invoice must be annotated with the Contract Number (aka “Purchase Order#”)
– and – the Designated WAWF POC (email / phone#). Both pieces of information will be located on the Contract upon award. The invoice must be processed for payment through Wide Area
Workflow at the following website- - - > (https://piee.eb.mil). The Contractor must contact them for any questions or concerns regarding registration. ALL CONTRACTORS must be registered with PIEE in order to receive payment (no exceptions).
18.0 Performance Requirements Summary.
The rights of the Government and remedies described in the PRS are in addition to other rights and remedies set forth in the contract. The Performance Requirements Summary table lists the
Required Services (RS), the standard of performance by which the Government will measure contractor performance, the allowable degree of deviation from perfect performance, the primary surveillance methods the Government will use to evaluate the contractor’s performance in meeting the contract requirements, and the method which will be used to determine the amount of deduction from the maximum payment.
19.0 Surveillance Methods.
The primary method of surveillance the Government will use to evaluate the contractor’s performance is provided in the PRS table. The Government is not restricted to using only the method shown. The Government may supplement and/or modify the primary surveillance method and frequency of inspections as it deems necessary. The methods of surveillance that may be used are:
100% Inspection. An evaluation method that requires complete inspection.
Planned Inspection. An evaluation method where less than 100% is inspected.
Valid Customer Complaints. Customer Complaints constitute a surveillance method based on customer awareness and satisfaction, and is mainly used to supplement other surveillance methods. Customers familiar with contract requirements notify the Government when there is a case of poor performance or nonperformance. Upon notification, the Government investigates https://piee.eb.mil/ the report and, if valid, documents the performance problem, notifies the contractor and the
Contracting Officer.
Contractor Self-Reporting. The contractor provides a weekly, or as often as necessary, update to the designated government representative on progress made towards meeting the documented objectives.
