SCOPE OF WORK
C.1 GENERAL
C.1. SCOPE OF WORK: The Contractor shall provide all personnel, management, materials, transportation, equipment and any other items and services not government furnished, necessary to perform the following tasks as ordered via task orders: remove all damaged/deteriorated mortar joints, pointing to obtain visually compatible features to create the same color and tooling joints, resetting of stone and remove and replace or reuse salvaged caps on masonry stone walls and structures at various locations throughout U.S. Military Academy (USMA), West Point, New York. Contractor shall restore stone masonry on historic structures, employing personnel trained and experienced in restoring stone masonry.
C.1.1.1. HOURS OF OPERATION: The hours of operation are from 7:30 AM to 4:30 PM Monday through Friday. Should an emergency arise, the Contractor could be required to arrive earlier or stay later.
C.1.1.2 STAGING AREA: The Government will make an attempt to accommodate the contractor with staging areas for each task order as requested by the contractor. Contractors shall submit their request for a staging area within five (5) calendar days of task order award to the Contracting Officer Representative (also known as COR) for approval or denial.
C.1.2. BACKGROUND INFORMATION: The United States Military Academy (USMA), West Point, is located approximately fifty miles North of New York City, on the West bank of the Hudson River, in what is commonly called the Hudson Valley.
C.1.2.1. AREA OF RESPONSIBILITY: The United States Military Academy is an educational institution and military reservation. West Point is a National Historical Site and as such, receives more than two million visitors per year. Work under this contract may include any real property at USMA, West Point which requires masonry work within the scope of this contract.
C.1.2.2. Artifacts, Preservation and Protection of Historical, Archaeological and Cultural Resources: Any and all items of prehistoric, historic and military relics or memorabilia, which may be discovered in the course of the construction activities, shall remain the property of the Government. Examples of such items include but are not limited to: printed matter or other papers, Buttons, buckles, or fragments of uniforms, buried weapons, bayonets, sabers, cannon balls, ammunition, fragments of structures or foundations, in short any item of historical or archaeological value. Federal legislation provides for the protection, preservation and collection of scientific, pre- historical, historical and archaeological data, including relics and specimens which might otherwise be lost due to alteration of terrain or building features as a result of any federal construction project. Any person who, without permission, injures, destroys, excavates, appropriates or removes any historical or pre-historical artifact, object of antiquity or archaeological resource from public lands of the United States is subject to arrest and penalty of law.

C.1.3. PERSONNEL:
C.1.3.1. The Contractor shall designate a representative, hereafter called the Project Manager, in writing, within ten (10) calendar days after contract award. The Project Manager shall be in charge of all the work to be completed under this contract and have complete authority to act for the Contractor, direct the work and ensure personnel and equipment are in compliance with these contract requirements. Contractor employees working on this contract shall be personnel trained and with experience in restoring historic stone masonry structures.
C.1.3.2. CONDUCT OF PERSONNEL: The Contracting Officer may require the Contractor to remove from the job site any employee working under this contract for reasons of misconduct, security, or found to be or suspected to under the influence of alcohol, drugs, or other incapacitating agent. Contractor employees shall be subject to dismissal from the premises upon determination by the Contracting Officer that such action is in the best interests of the Government. The installation commander has the authority to bar individuals from the installation. Such removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement to provide sufficient personnel to perform the services as required by this work statement.
C.1.3.3. IDENTIFICATION BADGES: Contractor personnel on duty shall wear Contractor provided identification badges with Photo. Identification badges shall be visible and shall display the Contractor’s name, employee’s name, contract number and project description (i.e., Masonry/Re-pointing: Various Locations).
C.1.4. VEHICLE OPERATION: Contractor personnel operating motor vehicles on the installation shall have a valid state operator’s license for the category of the vehicle being operated.
C.1.4.1 PARKING FACILITIES: No specific parking areas are provided for this contract. The Contractor’s employees will abide by Government posted regulations. See section C.1.17
C.1.4.2 VEHICLE PASS: The Government will supply the Contractor with a vehicle pass, this pass shall be displayed in the windshield of the vehicle at all times when working on the U.S. Military Academy. The pass will be surrendered to the Contracting Officer upon request.
C.1.5. QUALITY CONTROL:
C.1.5.1 The Contractor shall provide and maintain an effective quality control system that complies with contract clause 52.246- 12, “Inspection of Construction.”
C.1.5.1.1 The Contractor shall establish a quality control system to perform sufficient inspection and tests of all items of work, including that of his sub-contractors, to ensure conformance to applicable specifications and drawings with respect to the materials, workmanship, construction, and finish.
The Contractor’s control system will include and specific surveillance and tests required in the scope of work.
C.1.5.1.2 The Contractor’s quality control system is the means by which he assures himself that his construction complies with the requirements to cover all construction operations, including both on-site and off-site fabrication and will be keyed to the proposed construction sequence and shall include as a minimum at least three (3) phases of inspection for all definable items or segments of work as follows:
C.1.5.1.2.1 Preparatory Inspection: To be performed prior to beginning any work on any definable segment of work. To include a review of contract requirements; a check to assure that all new materials and/or equipment have been tested, submitted and approved; a check to assure that provisions have been made to provide required control testing; examination of the work area to ascertain that all preliminary work had been completed; and a physical examination of materials and equipment to assure that they conform to submittal data and that all materials and/or equipment are on hand. The Contractor shall submit to the COR a memorandum for record of the preparatory inspection no later than 0800 hours the day after the inspection has been accomplished.
C.1.5.1.2.2 Initial Inspection: To be performed as soon as a representative segment of the particular item of work has been accomplished and to include examination of the quality of workmanship and a review of control testing for compliance with contract requirements, use of defective or damaged materials, omissions, and dimensional requirements.
C.1.5.1.2.3 Follow-Up Inspection: To be performed daily or as frequently as necessary, as determined by the COR, to assure continuing compliance with contract requirements, including control testing, until completion of the particular segment of work.
C.1.5.1.3 The Contractor shall maintain current records of all inspections and tests performed. These records should provide factual evidence that the required inspections or tests have been performed, including type and number of inspections or tests involved; results of inspections or tests; nature of defects, cause for rejection, etc.; proposed remedial action; and corrective actions taken. The Contractor shall not build upon or conceal any feature of the work containing uncorrected defects, and payment on deficient items will be withheld until they are satisfactorily corrected or other action has been taken as authorized, pursuant to contract clause 52.246-12, “Inspection of Construction.” These records must cover both conforming and defective items and must include signed statements verifying that the designated person in the Contractor’s quality control organization has personally checked the materials, methods, and workmanship installed on that day. Legible copies of these records must be furnished to the COR no later than 0800 hours the day after the work has been accomplished. This reporting is a daily requirement during task order work.
C.1.5.1.4 The Contractor shall furnish to the COR within 15 days of award for approval, a quality control plan (may be submitted electronically) which shall include the personnel, procedures, instructions and records to be used, as well as:
C.1.5.1.4.1 The quality control organization.
C.1.5.1.4.2 Qualifications of personnel to be used for this purpose.
C.1.5.1.4.3 Authority and specific areas of responsibilities of each of the quality control personnel.
C.1.5.1.4.4 Methods of performing quality control inspections including that for his subcontractors’ work. Where technical specifications require recording of test data, a proposed test log including planned duration of tests, readings to be taken, and instrumentation to be used, will be made a part of the Quality Control Plan.
C.1.5.1.4.5 When testing is required, the Contractor’s Quality Control Plan shall include a subplan titled “Testing Plan.” The Testing Plan shall include the following:
C.1.5.1.4.5.1 Designate how testing will be performed either by technical employee, by the Contractor or any industry recognized testing laboratory.
C.1.5.1.4.5.2 Name and qualifications of each employee designated for the performance of specific types of tests.
C.1.5.1.4.5.3 A list of the control tests to be performed, not only by name, but also by numerical designation; section of specifications, feature of work and frequency of testing. A statement to the effect that the laboratory has a copy of each such procedure and has facilities and serviceable testing equipment to perform tests conforming thereto.
C.1.5.1.4.5.4 The Contractor’s understanding of the procedure to be followed should the test results indicate lack of compliance with the specification requirement.
C.1.5.1.4.6 Method of documenting quality control operation, inspection and testing including the proposed daily record form.
C.1.5.1.4.7 A copy of a letter of direction to the Contractor’s representative responsible for quality control, outlining his duties and responsibilities and signed by an authorized officer of the firm.
C.1.5.1.5 Unless specifically authorized by the KO, no construction and/or off-site fabrication shall be started until the Contractor’s quality control plan is approved. Construction of any feature of work will only be permitted after approval of the quality control plan by the Government, or at least approval of that portion of the plan applicable under this contract. The Contractor shall notify the COR in writing of any proposed change to this quality control plan; no such change shall be implemented prior to approval in writing by the COR.
C.1.5.1.6 If recurring deficiencies in an item or items indicate that the quality control plan is not adequate, such corrective actions shall be taken as directed by the KO.
C.1.5.1.7 A copy of these records and corrective tests, as well as the records of corrective action taken, shall be furnished to the Government as directed by the COR. All deficiency reports shall be immediately initialed by the Contractor as a means of acknowledgement.
C.1.6. QUALITY ASSURANCE: The COR will monitor the Contractor’s performance under this contract using quality assurance procedures.
C.1.7. INTERFACE WITH GOVERNMENT OPERATION: Performance of work by Contractor personnel under the terms of this contract shall not interfere with regularly scheduled Government operational activities.
C.1.8. Not used
C.1.9. CONSERVATION OF UTILITIES: Contractor personnel shall operate under conditions, which preclude waste of Government furnished utilities.
C.1.10. FIRE PROTECTION: The Contractor shall comply with all installation, state, and federal fire prevention standards.
C.1.11. ACCIDENT REPORTING: The Contractor shall maintain an accurate record of accidents resulting in traumatic injury or death and accidents resulting in damage to Government property, supplies, and equipment. The Contractor shall report incidents causing disruption of contract services, or any accidents in connection with performance of this contract, to the Contracting Officer Representative within one (1) hour of occurrence.
C.1.12. SAFETY. The Contractor shall safeguard and maintain all Government property as well as provide for the safety and well being of its personnel employed in the administration of this contract.
C.1.12.1. The Contractor shall comply with the Occupational Safety and Health Act (OSHA). Contractor personnel shall wear safety items required by OSHA during the performance of tasks requiring protective equipment or clothing.
C.1.12.2. The Contractor shall provide and maintain work environments and procedures which will safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities; and avoid interruptions of Government operations and delays in project completion dates. For these purposes, the contractor shall adhere to the requirements of OSHA 29 CFR 1926 Construction, and OSHA 29 CFR 1910.
C.1.12.2.1. The Contractor shall provide and install all necessary scaffolding and staging to accomplish all phases of the contract work. The Contractor shall be responsible for the strength and safety and be in full compliance with the laws governing safety standards of scaffolding. Scaffold Requirement are referenced in 29 CFR 1926.451.
C.1.12.2.2. The Contractor shall protect the work area and provide appropriate safety barricades, fencing, signs and signal lights during this contract. Plastic safety fencing is not acceptable at USMA, West Point. The Contractor shall as a minimum provide wooden lath, standard height, and snow fence, rigidly supported with metal posts on 8 ft centers and be maintained until the work is completed and accepted.
C.1.13 SALVAGED ITEMS: Salvaged items (i.e. Coping Stones) shall be removed carefully and reused in locations as determined by the Contracting Officer. Key architectural features such as cannon balls, finials, plaques, etc. located on masonry walls shall be protected during all repair work, and if removal is necessary they must be replaced at the identical location.
C.1.14. ENVIRONMENTAL RESPONSIBILITY: West Point is committed to a safe environment. Contractors are required to comply with all environmental requirements. Immediate actions shall be taken by the Contractor to minimize the effect of any environmental associated incidents (e.g. oil spillage, hazardous waste handling, lead abatement removal and chemical spillage). Clean up shall be performed by contractor in accordance with all applicable Federal, State and Local Laws and Regulations.
C.1.15. Maintenance of Facility:
C.1.15.1. The Contractor shall take into full account the special Public, Military and Academic nature of USMA, West Point and its prominence as a tourist attraction. Normal USMA, West Point activity will be in operation during the course of this contract. Where materials or plants cannot be kept on the designated site area in neat, clean and orderly fashion, they shall be moved to other locations, on or off Government property, as directed by the Contracting Officer Representative. The Contractor shall, at all times, furnish from its own organization a sufficient number of personnel to carry out cleanup requirements on areas affected by contract operations, on a day to day basis throughout the life of the contract.
C.1.15.2. The Contractor shall provide and maintain a dumpster of sufficient size at each project site or, in alternative the contractor may use its vehicle to remove debris. Dumpster shall be emptied when full. Removed materials shall not be stockpiled at the site. The dumpster shall be emptied in a manner that avoids overfilling and spillage and the work area around the dumpster and contractor’s vehicles shall be kept clean at all times. Debris and other rubbish shall be disposed of off the Military Reservation at the contractors expense in accordance with Federal, State and local requirements. The Contractor and its employees shall not dispose of construction materials, scrap, debris, rubbish in any USMA, West Point dumpsites or Sanitary Sewer Basins.
C.1.15.3. The Contractor shall provide protective drop cloths (plastic tarps) for storing materials on site to eliminate damage to and around the work area.
C.1.15.4. The Contractor shall mow the areas within its operations to maintain the grass/vegetation to a height of 3 ½ to 4 inches.
C.1.16. AVAILABILITY, USE AND OUTAGES OF UTILITY SERVICES:
C.1.16.1. The Government will make all reasonable amounts of electrical power sources available from existing connections, except for electric for temporary heat, available during the course of this contract. The Government will furnish the electric power sources as necessary at no cost to the Contractor for the sole purpose of performing this work. The Contractor shall carefully conserve all utilities.
C.1.16.2. The Contractor, at his expense and in a workmanlike manner, shall install and maintain all necessary temporary connections and distribution lines to perform work under this contract. The Contractor shall, at the completion of this contract, remove the temporary connections and distribution lines.
C.1.16.3. The Contractor is advised that existing utility structures and street lighting cable are located within some of the masonry stonewalls. Care shall be taken during this operation to assure uninterrupted service and protection of utility structures, cable and other appurtenances.
C.1.16.4. No utility outages shall be permitted without prior written approval of the Government. In the event that utility service interruption is required, the Contractor shall submit a written request, to the Contracting Officer Representative, a minimum of five (5) working days prior to planned interruption.
C.1.16.5. In the event of an unscheduled disruption of any utility service caused by the Contractor’s operations, the Contractor shall immediately notify the Contracting Officer Representative and shall immediately proceed to repair the damage. Work shall continue on a round the clock basis until the service is restored. If restoration of service was performed by temporary or makeshift repairs, the necessary permanent restoration shall be the responsibility of the Contractor and shall be performed at no cost to the Government. Prior to conducting permanent restoration of utility services, the Contractor shall require the acceptance of the Contracting Officer Representative.
C.1.16.6. The Contractor shall submit a written report to the COR, within five (5) working days, following each unscheduled utility outage. The report shall describe the cause, extent, and duration of the outage, and list of corrective measures implemented.
C.1.17. PARKING: There is “Limited Parking “ available for the Contractor’s privately owned vehicles in and around the work site. Parking is available on a “first come first served” basis at public parking areas. All vehicles can be parked in the following public parking areas:
a. Buffalo Solider
b. Old PX
C.1.18. Rest Rooms: The Contractor may use public rest rooms, which are located at the following locations:

C.1.18.1 Contractor personnel may only use those rest room facilities listed above. The Contractor may supply and maintain portable toilets for use by its personnel. Upon completion of this contract portable toilets shall be removed and any damages resulting from the installation or removal of the portable toilets shall be repaired.
C.1.19. Determination of rebuild portions of damaged masonry stonewalls. The Government reserves the right to stop the contractor from re-pointing of a stonewall, if unexpected conditions are discovered which require the stonewall to be rebuilt and the conditions are out of the scope of the task order.
C.1.20. The Government reserves the right to undertake performance by Government forces or other Contractors, for the same type or similar work as contracted herein, as the Government deems necessary or desirable. Doing so, shall not breach or otherwise violate this contract.
C.1.21. Working Conditions: The Contractor may be required to shut down, or limit repairs during the following periods:
| a. Graduation Week: | May 21 through May 25 (Tentative); |
| b. Reception Day: | June 25 (Tentative); |
c. Special Events.
C.1.21.1. Parades, reviews or similar ceremonies are routinely conducted three or four times a week. Hours of such ceremonies are normally 5:00 p.m. on weekdays and 11:30 a.m. on Saturdays, although there are exceptions to these hours. Detailed schedules of ceremonies may be obtained two (2) months in advance on request from the Contracting Officer. In addition the following requirements shall apply to all contractor's activities in connection with these ceremonies.
C.1.21.2. Right of way shall be given to cadets marching in formation to or from ceremonies.
C.1.21.3. During the actual ceremonies, the Contractor's activities that produce noise to an extent which would distract or interfere with the ceremony, such as the operation of loud and noisy machinery, shall be suspended until the ceremony is over.
C.1.21.4. All cost for conformance with the above stated requirements shall be included with contract amount.
C.1.21.5. Road Restrictions will not be permitted without approval of the Contracting Officer.
SECTION C.2 DEFINITIONS
C.2. For the purpose of this contract, the following definitions shall apply.
C.2.1. STANDARD DEFINITIONS:
C.2.1.1. CONTRACT ADMINISTRATOR: The official Government representative delegated authority by the Contracting Officer to administer a contract. This individual, normally working in an appropriate contracting or procurement field, advises on all technical contractual matters.
C.2.1.2. RESERVED.
C.2.1.3. RESERVED
C.2.1.4. CONTRACTING OFFICER (KO): A person duly appointed with the authority to enter into and administer contracts on behalf of the Government.
C.2.1.5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): An individual designated in writing by the Contracting Officer to act as an authorized representative to the Contracting Officer to perform specific contract administrative functions within the scope and Limitations as defined by the Contracting Officer.
C.2.1.6. CONTRACTOR: The Contractor, its subsidiaries and affiliates, joint ventures involving the Contractor, or any entity which the Contractor may have merged or any individual or entity that assisted or advised the Contractor in the preparation of a proposal under this solicitation.
C.2.1.6.1. PROJECT MANAGER: A foreman, Project Superintendent, or Manager designated to manage the project. Project Manager shall have full authority for the Contractor, direct the work and ensure personnel and equipment are in compliance with contract requirements.
C.2.1.7. DEFECT: Any nonconformance of a unit of service with specified requirements.
C.2.1.8. GOVERNMENT FURNISHED PROPERTY (GFP): All equipment, goods, and land possessed by the Government and, subsequently, delivered or otherwise made available to the Contractor.
C.2.1.9. QUALITY ASSURANCE: Those actions taken by the Government to assure that the quality of purchased goods and services received are acceptable in accordance with established standards and requirements of the contract.
C.2.2. TECHNICAL DEFINITIONS:
C.2.2.1. CALENDAR DAY: The time from midnight to midnight.
C.2.2.2. FISCAL YEAR: A period beginning October 1 and ending September 30 of consecutive calendar years. The fiscal year is designated by the calendar year in which it ends.
C.2.2.3. NORMAL HOURS OF OPERATION: 7:30 a.m. through 4:30 p.m. Mondays through Fridays, excluding federal holidays.
C.2.2.4. FEDERAL HOLIDAYS: Holidays in each calendar year observed by this installation are identified as follows:
New Year’s Day, 1 January Martin Luther King’s Birthday, Third Monday in January Presidents’ Day, Third Monday in February Memorial Day, Last Monday in May Independence Day, 4 July Labor Day, First Monday in September Columbus Day, Second Monday in October Veterans Day, 11 November Thanksgiving Day, Fourth Thursday in November Christmas Day, 25 December
C.2.2.5. WORK DAY: Mondays through Fridays, excluding federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
C.2.2.6. AGGREGATE: Material, usually sand or gravel, which is combined in mortar or concrete to form the structure.
C2.2.7. COPING: Waterproof cap for a wall. Cap is used interchangeable.
C.2.2.8. GREEN: Mortar or concrete that has set but not cured fully.
C2.2.9. MEASURING STANDARD: A four (4) foot by Four (4) foot areas, which is measured initially in linear feet (LF) for the purpose of measuring mortar joints and concrete caps.
C.2.2.10. MORTAR: Cement composition using Portland and sand. Conforms to ASTM C 150, Type [I] [II] (low alkali).
C.2.2.11. POINTING: Process of filling voids.
C.2.2.12. RAKE: To clean mortar from a joint to an even depth.
C.2.2.13. SET: Hardening of Mortar. Initial set gives mortar some strength. Final set gives it full strength.
C.2.2.14. TOOLING: Treating a joint after the unit has been laid to improve appearance and weather resistance.
C.2.2.15. STONE MASONARY: Masonry composed of field, quarried or cast stone bonded by mortar.
C.2.2.16. ASHLAR: Masonry composed of rectangular units having sawn, dressed or squared bed surfaces and bonded mortar.
C.2.2.17. RUBBLE: Stone masonry composed of irregular shaped units bonded by mortar.
C.2.2.18. CAULKING: Polyether sealant
C.2.2.19. PINNING RODS: ½ inch Diameter Stainless Steel Rods
C.2.2.20 WET METHOD: water applied to blade while in use to prevent dust and cool the blade.
SECTION C.3
GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES
C.3. The Government will provide the property and services listed below.
C.3.1. PROPERTY. The Contractor shall not use property provided by the Government for any purpose other than in the performance of this contract.
C.3.2. SERVICES.
C.3.2.1. EMERGENCY MEDICAL CARE: The facilities of the USMA Keller Hospital are available for use by the Contractor only for emergency treatment of contractor personnel injured on-the-job. Charges to the Contractor for the use of said facilities will be at prevailing rates for the services provided and billing and payment will be made by separate transaction between the USMA hospital and the Contractor.
C.3.2.3. FIRE PROTECTION: The Government will provide fire protection services of the USMA Fire Department. The emergency telephone number is “911” from West Point telephones or from a cell phone dial 845-938-3333. The Fire Chief’s telephone number is 845-938-3001.
C.3.2.4. POLICE PROTECTION: The Government will provide security and police protection services of the Military Police. The emergency telephone number is “911” or from a cell phone dial 845-938-3333/3312.
C.3.3. UTILITIES: The Government will make available to the Contractor electric, water currently existing at the facility (See Section C.1.16).
C.3.4. BLUESTONE: The Government may provide both cut edge and rough edge bluestone in limited quantities. The contractor should not rely explicitly on the availability of this stone except when specifically stated in individual task orders by the Government.
SECTION C.4 CONTRACTOR FURNISHED ITEMS

C.4.2.1. The Contractor shall provide the following submittal(s), within seven (7) days from issuance of Task Order:
a. Bar/Line Chart: Chart shall indicate the title of the construction task order and the total duration (the number of days the task will be worked on) month(s) (April, May), the workdays (Monday, Tuesday) for each task. Chart shall also identify the individual work tasks/disciplines (raking, cleaning and re-pointing) and the duration of these tasks/disciplines.
C.4.3. The Contractor shall submit the Quality Control Plan as required in Section C.1.5 within the timeframe specified in section C.1.5.1.4.
SECTION C.5
GENERAL & SPECIFIC TASKS
C.5. The Contractor shall provide all personnel, management, materials, transportation, equipment and any other items and services not government furnished, necessary to perform all work required by “Task Orders” issued hereunder. All work to be performed at various locations on the United States Military Academy (USMA), West Point, New York. The Government shall provide in writing a General Scope of Work (SOW).
C.5.1. Principle Features:
a. Demo, Remove and Clean concrete caps, coping and mortar joints;
b. Re-point all mortar joints;
c. Reset and Replace concrete caps and coping;
d. Reset small percentage of loose stones;
e. Prepare and Clean wall.
C.5.1.1. The above outline of principle features of work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, supervision and equipment required to fulfill the requirements stated in this solicitation and the task orders to be awarded under the contract.
C.5.1.2. The Contractor shall be responsible for all planning, programming, administration and management necessary to successfully perform all work within the timelines stated in each task order issued under this contract. All work to be performed in accordance with all contract terms and conditions, and in strict compliance with all applicable Federal, State of New York and Local Laws, Regulations and Directives. Contractor is responsible for the performance of work including, but not limited to: supply, quality control and financial control. The contractor shall provide related services such as preparing and submitting required reports, tests, performing administrative work and submitting necessary information as specified. The Contractor shall be required to provide materials lists to include trade names and brand names, model materials in accordance with submittal requirements under this contract
C.5.2. GENERAL REQUIREMENTS:
C.5.2.1. Field Conditions: Widths of mortar joints and joint profile vary as follows:
C.5.2.1.1. Flat from one (1) inch to three (3) inch.
C.5.2.1.2. Raked from one (1) inch to two (2) inch.
C.5.2.1.3. Grapevine/rope joint from one (1) inch to two (2) inch.
C.5.2.1.4. Rope square from one (1) inch to two (2) inch.
C.5.2.2. Weather Conditions and Limitations:
C.5.2.2.1. No pointing shall be accomplished when air temperature is below 32 degrees F. Point shall be accomplished when air temperatures are between 33 degrees F and rising to 90 degrees F.
C.5.2.2.2. No materials (ex. Mortar) shall be produced, nor pointing be accomplished during periods of rain. Material placement shall be stopped, and all in place material shall be protected from exposure, during periods of rain.
C.5.3. General Tasks and Standards.
C.5.3.1. Management. Contractor shall provide the necessary construction management required to successfully perform all required work.
C.5.3.2. Quality Control: The contractor shall perform the quality control, in accordance with the contract terms and conditions and the approved Quality Control Plan (see Section C.1.5.).
C.5.4. Specific Tasks:
C.5.4.1. Preliminary Site Investigation: Prior to issuance of the Task Order Statement of Work (SOW) and the Request for Task Order Proposal (RTOP), a preliminary site investigation will be conducted. The purpose of the preliminary site investigation is so that the Contractor and the Government can determine and jointly agree on the following:
a. Field measurements: Quantities of mortar joint and caps and coping;
b. Condition of wall prior to re-pointing compared to rebuild determination;
c. Determination of caps and copping stones which may be salvaged;
d. Resetting approximately 25% of the stone along with the pointing.
C.5.5. Removal of Concrete Caps, Coping and Mortar Joints:
C.5.5.1. Removal of damaged and deteriorated Mortar Joints: The Contractor shall remove all mortar joints and caulking in masonry stonewalls to a minimum depth of one (1) inch. Remove all loose and deteriorated mortar beyond the minimum depth until a sound solid surface within the wall is reached. The Contractor shall rake joints using hand tools and electric chipping hammer.
C.5.5.1.2. Removal of Concrete caps and Coping: Typical widths of concrete caps are two (2) foot in width. The Contractor shall remove caps and coping (slate, limestone, and pre-cast concrete) as specified by the task orders. Care shall be taken during the removal operation to prevent damage to the caps and coping and mortar joints. The Contractor shall prevent damage to the caps and coping. Concrete caps shall be removed to include rubble, until a sound solid surface is reached and a uniform elevation is obtained.
C.5.5.1.3. The Contractor shall remove and dispose of all caps and coping and mortar joints as specified in paragraph 1.15, above. Coping shall be removed and disposed of as per direction of the Contracting Officer Representative.
C.5.6. Clean Joints: The Contractor shall clean joints with air or water so they are free of dust, dirt, masonry chips and loose aggregate after raking has been completed.
C.5.6.1. The Contractor shall remove and dispose of all debris that is part of the removal and cleaning process as specified in housekeeping section.
C.5.7. Pointing of Joints:
C.5.7.1. The Contractor shall compress new mortar into the joint in successive layers until a minimum of ¾ inch depth and maximum depth of 1 1/2 inch has been attained. The pointing of joints shall be continued to fill in all voids and maintain a uniform appearance. Mortar joints shall be duplicated in widths.
C.5.7.2. A minimum setting rate of twenty (24) hours shall be adhered to for newly compressed mortar.
C.5.7.3. The Contractor shall provide a weather resistant membrane to cover and protect joints from exposure during periods of rain.
C.5.7.4. The Contractor shall compress new mortar into the remaining ½ inch joint after the initial setting rate has been accomplished. The pointing of joints shall be continued so a uniform/visual appearance is maintained throughout the stonewall being re-pointed. The Contractor shall maintain the same mix for the entire wall.
C.5.7.5. Joints shall be tooled when the mortar is thumbprint hard and brushed finished to seal joints.
C.5.7.6. Joint profiles shall be grapevine/rope; concave or “V”.
C.5.7.7. Joints shall be brush finished.
C.5.8. Replacing of Coping Stones and Caps:
C.5.8.1. Pre-cast copings shall be factory-made produced in accordance with industry standards. Concrete shall be 28 Mpa 4,000 PSI. Exposed to view surfaces shall be free of surface voids, spalls, cracks chipped or broken edges so a uniform appearance and color are exposed to view. Pre-cast units shall have a smooth dense finish. Prior to use, each coping shall be wetted and inspected from crazing. Those showing evidence of dusting, spalling, crazing or treated with a protective coating will be rejected.
C.5.8.2. Limestone copings shall be standard buff limestone with a smooth machine finish free from tool marks. Copings shall be provided with washes, and where they overhang the stonewalls, have drips cut on the underside.
C.5.8.3. The Contractor shall use mortar Type [I] [II] for resetting the caps. The mix and color shall be standard for the entire wall being re-pointed.
C.5.8.4. The Contractor shall compress new mortar into the joints a minimum of 3/8 inch to a maximum of ½ inch between caps.
C.5.8.5. Joints shall be tooled when the mortar is thumbprint hard and brushed finished to seal joints.
C.5.8.6. The Contractor shall match the contours of “curved walls” when installing the coping.
C.5.8.7. The Contractor shall set the coping to extend a minimum of one (1) inch past stone - wall.
C.5.8.8. The Contractor shall make maximum use of full pieces of coping.
C.5.8.9 Capstone pinning shall be at a minimum of 25% thickness of stone into stone and wall. Pins to be stainless steel 1/2'” or 5/8” as required.
C.5.8.10 Not Used
C.5.8.11 The Contractor shall provide all materials, labor and equipment to replace stone as necessary to match and rebuild existing stone walls.
C.5.8.12 The Contractor shall provide all materials, labor and equipment to clean, reset, mortar and place stone for finished wall system
C.5.9. Masonry Cleaning:
C.5.9.1. Detergent Cleaning: After tooling, detergent cleaning for the removal of light films. Detergent cleaners shall be ProSoCo or equal (to be provided as submittal for approval). Detergents used for cleaning must be in sealed containers that legibly show the designated name, formula, quantity, date of manufacture, manufacturers formulation number and sealed containers, the personnel, procedure, instructions and records to be used.
C.5.9.1.1 Cleaning of Masonry will include areas within public buildings. Contractor shall supply all labor and material to clean limestone, granite, concrete, brick and plaster surfaces. Contractor will supply all materials needed to protect surrounding areas and clean-up of any debris left from the cleaning operation.
C.5.9.2 Mirco-abrasive Masonry Cleaning: Contractor shall clean masonry surfaces using low-medium pressure mirco-abrasive cleaning techniques similar to the JOS cleaning system. Provide submittal for system and method of cleaning.
C.5.10. Turf Restoration:
C.5.10.1. The Contractor shall repair grass areas damaged during contract operations.
C.5.10.2. The Contractor shall prepare the areas to eliminate uneven areas and low spots. Remove foreign materials, weeds and damaged soil.
C.5.10.3. The Contractor shall scratch the area to a depth of three (3) inches where topsoil is to be placed. Spread topsoil to a uniform, compacted depth of less than five (5) inches over areas to be reseeded. Rake until smooth.
C.5.10.4. The contractor shall seed, fertilize and water the area to establish grass.
C.5.11 MATERIALS: Materials furnished under this contract shall be produced in accordance with industry standards, and meet the most current design as specified in the requirements of this contract. The materials shall be of the size and type required in these specifications.
C.5.11.1. MORTAR TYPE AND SAND: Shall be of one type and from one source throughout the contract and shall conform to the basic requirement of ASTM C 150, Type [I] [II] [Low Alkali]. Color shall be as required to match the existing conditions or as directed by the contracting officer.
C.5.11.2. PREFABRICATED MASONRY: Pre-cast concrete items shall be factory-made items from concrete conforming to ASTM C94. Pre- cast concrete items shall be the type and size required to match the existing or replacement of concrete caps.
C.5.11.3. COPING STONES/CAPS: Slate, Limestone and Pre-cast concrete caps.
C.5.11.3.1 CAST IN PLACE CONCRETE: Cast in place concrete will Comply with ASTM C 94; ACI 301, "Specification for Structural Concrete"; ACI 117, "Specifications for Tolerances for Concrete Construction and Materials"; and CRSI's "Manual of Standard Practice."
A. UNFORMED CONCRTETE CAP: Will be placed in a dome shape on retaining wall not to exceed 5 inches of additional height at center of retaining wall, and will end flush at front and rear edges of retaining wall.
B. FORMED CONCRETE CAP: Will be formed using any forming material, wood, plastic, steel, etc. Cap will be formed to have a minimum drip edge front and rear of 2 inches, and concrete will be placed in a slight dome with center not to exceed 1 inch higher than formwork.
C. FORMED CONCRETE STAIR TREAD: Will be formed using any forming material, wood, plastic, steel, etc. to match existing rise and tread as determined by Contracting Officer.
Both A and B will be placed over an approved vapor barrier that will cover the retaining wall. The concrete will have a minimum reinforcing of 6” X 6” Welded Wire. Concrete cap will also have expansion joints every 20’ to 24’ that will be a minimum thickness of ½”, and caulked. Concrete cap will also have control joints every 4’ to 6’. Control joints can be saw cut a minimum of 1/4 the thickness of the cap and will also be caulked.
CAP “A”: will have a sponge or broomed finish. Finish will be determined by Contracting Officer prior to placement of concrete. CAP “B”: will have a sponge, broom, float, or trowel finish.
Finish will be determined by the Contracting Officer prior to placement of concrete.
C.5.11.4. MASONRY CLEANING MATERIALS: Potable water and Detergents to clean masonry.
C.5.11.5. STONE MASONRY: Stone items shall be of the type, material and size as required to match the existing masonry wall.
C.5.11.6 CAULKING: 2 part siliconized urethane sonolastic 150 with backer rod to stone cap head joints only. Or approved equal by COR.
C.5.11.7 MASONRY UNITS; Clay Brick. Brick shall match existing in type, grade, size, appearance, color and texture. Face brick shall be modular or utility conforming to ASTM C 216, Grade SW, Type FBX. Common brick shall conform to ASTM C 62, Grade MW. Face brick shall be delivered factory blended to provide uniform appearance and color range of the wall. Mortar for clay brick shall be Type S conforming to ASTM C 270. Pre-mixed mortar shall conform to ASTM C 1142, Type RN. Masonry units shall be laid in the bond pattern to match the existing. Facing courses shall be level with back-up courses, unless the use of adjustable ties has been approved. Units used in exposed masonry surfaces shall be selected from those having the least amount of chipped edges or other imperfections detracting from the appearance of the finished work. Solid units shall be laid in a non-furrowed full bed of mortar. In double wythe construction, the inner wythe may be brought up not more than 16 inches ahead of the out wythe.
C.5.11.8 Furnish and Install masonry weeps during installation. Location of weeps will be coordinated with the Contractor PM and the Gov’t COR prior to placing of weeps.
C.5.11.9 STUCCO FINISH OVER MASONARY; Clean wall thoroughly to make sure it is free of dust, dirt and other debris. Mix enough Type-S masonry mortar for one coat. Add bonding agent per manufacturer's instructions. Apply an even coat, approximately 1/4 inch thick, to the entire wall. While still wet, scratch up the wall with the plaster rake. This will ensure that the next coat adheres. Allow to dry for 24 hours. Mix a second batch of mortar. The bonding agent is not necessary for the second coat. Apply the second coat, evenly, about 1/4 inch to 3/8 inch in thickness. Allow it to set until moderately firm (between five and ten minutes). Cut the bumps by moving a straight edge over the surface in all directions. Flatten the surface of this coat as much as possible. Allow to dry two to three days. Mix finish- coat stucco and apply an even coat 1/8 inch thick.
C.5.11.10 Concrete Block (CMU) masonry units: Block will be installed as per ASTM C55. Contractor shall supply and install concrete block using TYPE S mortar conforming to ASTM C 270. Reinforcement will be installed as per COR direction and be a ladder type horizontal reinforcement. ½” rebar may be required is certain applications and will be directed by COR prior to placement.
C.5.11.11 FURNISH AND INSTALL STUCCO FINISH WITH WIRE MESH OVER MASONARY: Clean wall thoroughly to make sure it is free of dust, dirt and other debris. Install wire mesh by placing it flat against the wall and nailing it, every eight inches, in both directions. Start in the center of each sheet and work your way toward the edge, flattening as you go. Sheets should overlap at least three inches. Mix enough Type-S masonry mortar for one coat. Add bonding agent per manufacturer's instructions and apply to wall. The coat should be 3/8 inch to 1/2 inch thick, so it covers the wire completely. Allow to dry for 24 hours. Mix a second batch of mortar. The bonding agent is not necessary for the second coat. Apply the second coat, evenly, about 1/4 inch to 3/8 inch in thickness. Allow it to set until moderately firm (between five and ten minutes). Cut the bumps by moving a straight edge over the surface in all directions. Flatten the surface of this coat as much as possible. Allow to dry two to three days. Mix finish-coat stucco and apply an even coat 1/8 inch thick. Use the sponge float to smooth over finish.
C.5.11.12 Contractor will supply all labor and material to remove existing steel lintel and supply new lintel as per the direction of COR. Follow ANSI A41.1 for appropriate size and length of lintel.
C.5.11.13 Material Delivery and Storage: Cementitious and other packaged materials shall be delivered in unopened containers, plainly marked and labeled with manufacturers’ name and brands. Material shall be stored in dry weather tight enclosures to prevent the inclusion of foreign materials and damage by water and dampness.
C.5.11.14 Storage of Sand and Aggregates: Sand and aggregates shall be stored in a manner to prevent contamination or segregation and shall be dry.
C.5.12 Investigative work:
C.5.12.1 The contractor shall furnish all labor and material required to remove and clean for re-use, stone veneer in such a manner to preserve the integrity and appearance of the stone. After removal allow ample time for an investigation to be completed by the Contracting Officer. After analysis, if no further investigation is required, then the investigated area will be closed using the existing veneer stone, matching existing mortar color and texture. Then refer to section C.5.9 for final cleaning.
C.5.12.2 The contractor shall furnish all labor and material required to remove and clean for re-use, parapet capstone in such a manner to preserve the integrity and appearance of the stone. After removal allow ample time for an investigation to be completed by the Contracting Officer. After analysis, if no further investigation is required, then the investigated area will be closed using the existing capstone, matching existing mortar color, texture, and caulking as required. The Contractor shall install weeps as required. The Contractor shall refer to section C.5.9 for final cleaning.
C.5.12.3 Restoration of stone/brick structures:
C.5.12.1 Removal of damaged and deteriorated Mortar Joints: The Contractor shall remove all mortar joints and caulking in masonry stonewalls to a minimum depth of one (1) inch. Remove all loose and deteriorated mortar beyond the minimum depth until a sound solid surface within the wall is reached.
