SCOPE OF WORK
ENGINEERING DESIGN SERVICES FOR
LIGHTNING PROTECTIONS SYSTEM (LPS) AT AMMUNITION STORAGE POST
(ASP)
February 2019
1.0 PROJECT:
Title: ASP Lightning Protection System Project Number: N/A Location: United States Army Garrison – West Point, NY
2.0 GENERAL:
The Contractor shall provide all labor, material, equipment and supervision in accordance with these specifications necessary to Repair or Augment the Lightning Protection System (LPS) and Grounding System at the Ammunition Storage Post (ASP) located at the United States Army Garrison, West Point, NY.
In performing this contract, the contractor shall provide for the protecting lives and health of employees and other persons, preventing damage to property, materials, supplies and equipment and avoid working interruptions. The contractor shall adhere to the requirements of Engineer Safety Manual EM 385-1-1, OSHA 29 CFR 1926 Construction.
The contractor shall submit Safety Data Sheets (SDS) on any cleaning materials or chemical utilized under this contract. The SDS shall be submitted within 2 days after award of contract for approval by the Government Representatives and shall be available on site while performing the services.
The contractor shall perform services during the hours of 0800 to 1630 – Monday through Friday – excluding Federal Holidays. If for some reason a West Point representative request the Contractor to Cease Work, the contractor shall oblige at No Cost to the Contract.
The contractor shall provide an identification badge for each employee performing services under this contract. Coordinate with West Point Policy Number 49, Installation Access Control Plan.
The contractor shall coordinate the date and time of services with Government Representative –
– Building 667A, West Point, NY. – within two (2) days of award of Contract.
The Contractor shall be required to start within 5 days after the award of the contract. The job shall be completed, certificates of completion provided and Testing documents furnished within 60 days of start date.
Contractor employees shall complete the Army explosive safety training for “Personnel who test/inspect grounding, bonding, and/or lightning protection systems” identified as Ammo 28, Electrical Explosives Safety for Army Facilities on Figure 1-1 of Department of the Army Pamphlet 385-64 prior to initiating work on this project, and shall have certification of this training available for inspection on-site throughout the project.
3.0 PROJECT DESCRIPTION:
As per UFC 3-575-01 (07/01/2012) provide a lightning protection system (LPS) at the West Point ASP facility in accordance with NFPA 780 criteria and using components manufactured in accordance with UL
96. In addition, the installation of the LPS shall meet the requirements of Army Pamphlet 385-64, Ammunition and Explosives Safety Standards. The project objectives is to obtain a UL Lightning Protection Inspection Certificate for the facility certified to NFPA 780 standards.
The summary of work is as follows:
DEMOLISHING:
The existing LPS shall be demolished in stages to maintain a system of protection while the new LPS is installed. Contractor shall coordinate with on the order of demolishing of the existing LPS shall be coordinated:
Bldg. 1281 Bldg. 1282 Storage Sheds 1A and 1B Storage Sheds 2A and 2B Storage Sheds 3A and 3B Storage Sheds 4A and 4B Storage Sheds 5A and 5B Storage Sheds 6A and 6B Storage Sheds 7A and 7B Bldg. 1278 Bldg. 1277 Storage Sheds 8A and 8B
NEW CONSTRUCTION:
As per Army Pamphlet 385-64, Ammunition and Explosives Safety Standards the following shall apply:
Section 6-13, Explosives Facility Grounding – Grounding systems materials will be in accordance with NFPA 70, Article 250.
Section 14, Earth Electrode Subsystem – conduct a site survey to measure the resistivity of the soil, design and earth electrode subsystem appropriated for the site, install the subsystem in accordance with recommended procedures. Measure the resistance to earth of the subsystem to verify that it meets the goals of the design specifications. Refer to Table 6-1 for Grounding system inspection and test requirements. A value of 25 ohms or less is required resistance for the earth electrode subsystem.
If the 25 ohms objective cannot be obtained, the project shall incorporate an extensive wire network laid on the surface of rock surrounding the building to which the LPS is connected to. The lightning protection grounding electrode system serves to take the lightning into whatever soil strata exists and route it away from the structure. The extensive wire network and ground electrode network will be determined by the experience and judgement of the person installing these networks with due regard to minimum requirements of the standards, which are intended to cover the ordinary cases that are likely to be encountered – keeping in mind the more extensive the underground metal available, the more effective the grounding system. During a discharge of lightning on a system of conductors, the intent is for the flow of current to travel away from the structure.
Section 12-1, Lightning Protection, General information, all Lightning Protection Systems (LPS) must provide protection that as a minimum meets the requirements of the 100-foot zone of protection.
Section12-1, Lightning Protection, General information, a LPS must use the materials outlined in
Table 12-1.
Section 12-5, refer to the Requirements for the LPS. Subject to, but not limited to at least 24” air terminals high, air terminals will be spaced not to exceed 25 feet apart.
Section 12-6, Types of Lightning Protection Systems that can be used can consist of Integral systems, Catenary systems and Mast Systems.
Section 12-8, Bonding, protection from side flash shall be obtained by either separation distance of by bonding. The required separation distance shall be determined by using the formula in NFPA
780. DPW to review calculations. Bonding shall be used to reduce the possibility of a side flash and to ensure no electrical potential differences are produced by lightning current. NFPA 780 Chapter 3 shall be used to determine the minimum bonding requirements except as modified by Pamphlet 385-64. Fences which come within 6 feet of an explosives structure well be bonded to the structures’ LPS or its grounding system.
Section 12-0, Structural Grounds – on extensive renovations the structural steel in all explosives facilities will be bonded to the facility grounding system. No Greater than 1-ohm resistance will exist between the structural steel and the grounding systems. Testing will be in accordance with Appendix D-3 of Pamphlet 385-64.
Explosives Facility Grounding – Grounding systems materials will be in accordance with NFPA 70, Article 250.
