RFI Response – Laundry Services, West Point, NY

W911SD-19-R-0039

30 October 2019 Patricia Sullivan, Donna Pletcher – Pruiss, Robert Rapp

RFI: Laundry Services, United States Military Academy, West Point, NY

Questions:

1. PARA 4.2.5. FACILITIES UPKEEP AND MINOR MAINTENANCE: The Contractor shall perform minor maintenance and repairs of Government-furnished facilities commensurate with cleanliness and good housekeeping. Minor maintenance and repairs include, but are not inclusive tasks, such as changing light bulbs, patching interior walls and doors; caulking interior walls, windows, and doors/door frames;

painting interior walls, doors, door frames, windows frames/sills, and interior trimming; and replacement of electrical receptacle covers.

Question(s):

Typically, DPW is responsible for maintenance and upkeep of facility.

Is it the government’s intent that the Contractor paint the laundry facility in its entirety or just touch up paint? This is in current contract. The intent is to provide minor maintenance, not a complete overhaul. Touch up paint on an as needed basis would be expected.

Can the government define the parameters of this PARA from a Dollar or Scope standpoint? The scope would include minor maintenance on an as needed basis.

2. TE #10A T-Shirt, Gym A 50,327 WSPH - (Washed, Starched, Laundry pressed, Hung) You are not able to press a gym A T- Shirt because the iron-on emblem will transfer to press head or press pad, thereby ruining both. If you can’t press the item there is no point in adding the starch. The shirts are 100% polyester so starch will not work. The shirts also say do not use dryer sheets or fabric softener also.

Question: The Current Contract is Wash/Dry/Fold/Wrap. Should this item be Wash/Dry/Fold/Wrap? Yes, we need to revise TE 10A

3. Page 3 of the RFP lists the Date and Time of the site visit as TBD.

Question: Can the government please provide the date and time of the site visit?

The Site Visit information is listed in amendment 0001 of the Solicitation. The Site Visit was conducted on 23 October 2019 at 10:00am Eastern Standard Time (EST).

4. Page 4 PARA 2 States: The contractor shall operate and manage the Laundry

Distribution and Collection Point Facility for the issue, receipt, requisition, exchange, warehousing, and turn-in of linens in accordance with AR 710-2, DOD 4145-19-R and other regulatory requirements.

Question: Currently the government handles the issuance of uniforms and linens to Plebes and the return or acceptance from graduating seniors. Is the government now requiring the Contractor to perform the initial issuing and final collection? If so can the government please provide the dates, times and location(s) for this to occur so that the contractor can estimate labor costs?

Please reference the revised Performance Work Statement (PWS) posted on 11 October 2019. The Performance work statement dated 10 October 2019 is significantly different from the original PWS posted.

5. Page 4 PARA 2 states: The contractor shall utilize a mobile app (a computer program to run on a mobile device such as a phone/tablet or watch) platform and a web application (utilizes web browsers for desktop usage) platform for the purpose of ticket submissions and service requests as to capture “real time” data and to facilitate customer requests/completion of services efficiently.

Question(s):

• How will the contractor know whose bag is whose?

• Will the garments and bags be Bar coded or ID tagged? If so is the contractor responsible for the bar coding and when would the bar coding occur?

• What if the customer data entered doesn’t match what the contractor finds in the turn in?

Please reference the revised Performance Work Statement (PWS) posted on 11 October 2019. The Performance work statement dated 10 October 2019 is significantly different from the original PWS posted.

6. Proposal Content:

TAB E, FAR Provisions – The offeror shall ensure that the required provisions stated above are submitted thoroughly completed with all blocks in each certification/representation completed truthfully and completely.

Question: Would a copy of the contractors FAR report from SAMs be acceptable or would the government prefer the hand filled copy?

Yes, a printout of the SAM Reps and Certs is permissible

7. (b) Volume II – Technical Capability. States:

(1) The Technical Capability Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal. Legibility, clarity and coherence are very important. Proposals will be evaluated against the Technical Capability factors defined in FAR 52.212-2. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.

(2) The Technical Capability Volume shall, at a minimum, be prepared in a form consistent with the evaluation criteria for award set forth in FAR Provision 52.212-2 in this solicitation. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the

1. contractor’s technical competence and ability to comply with the contract task requirements specified in the PWS.

Question: It appears The Government is asking contractors to address each part of the PWS and how the contractor intents to perform them. A cross reference matrix for this is even required. However there doesn’t appear to be a space for this in the Volume general outline.

• Where in Technical Volume does the Government want the response to the PWS? All technical capabilities should be addressed in Volume II – Technical Capabilities as stated in “Instructions, Conditions, and Notices to Offerors”

• With all the other elements included in the Technical it will be hard to include a PWS response and all other required elements and stay under 50 pages.

Would the government consider moving Element 3 EXPERIENCE to the Past Performance Volume or increase the page limit for submissions in the Technical volume?

The page limit for the Technical Capability submission is increased to 75 pages

7. Proposal Content:

Past Performance (c) Element 3 – Experience: Offerors shall submit Attachment 2, Specific Relevant Contract Sheet, detailing previous work experience (projects) meeting the requirements of this solicitation.

Question: Can the Government please provide attachment 2?

Attachment 2 has been uploaded as part of amendment 03.
