TE1 - PRS

TECHNICAL EXHIBIT 1

Performance Requirements Summary The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

NOTE: When feasible, the contractor will be required to re-perform failed service immediately at no additional cost to the Government; however the non-conforming performance is still documented.

Excusable Delays: Disincentives may be disregarded in the event an excusable nonperformance occurs. Excusable non performances include inability to perform services due to circumstances beyond the control of the contractor.

For example: Acts of God or of the public enemy, acts of the Government in either its sovereign or contractual capacity, acts of another Contractor in the performance of a contract with the Government, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, base closure, road closure, code red, utility outage, or vandalism.

PICKUP AND DELIVERY REQUIREMENTS

1. USCC Cadet Laundry and Dry Cleaning Schedule will be as follows:

a. Academic Year (AY) Schedule mid- August to late May (dates will vary). This schedule normally entails one pickup per week per regiment. During AY pickup shall be made between 7:00AM to 4:30PM. Delivery shall be made between 7:30AM and 4:30PM. Pickup and delivery locations will be provided at the beginning of each new academic year or as needed for each Regiment. The Government reserves the right to change any or all pickup and delivery points within the cadet area with a 24 hour notice. Additionally, all empty racks and baskets will be retrieved from the Air Force Tunnel, Central Guard Room, Sallyports, and/or designated regimental delivery points every Monday and Friday or as needed.

If a holiday falls on a day that a pickup and/or delivery is scheduled, the schedule for the remaining days of the week will be offset by one day. If cadets have off one day in conjunction with a holiday (e.g. the Friday after Thanksgiving is normally an off day for Cadets), the schedule will be offset by two days. This situation normally only occurs on Thanksgiving Week.

c. Cadet Summer Training Period (CST) begins late May/early June to mid - August (dates will vary). During the CST, laundry and dry cleaning shall be picked up and delivered at designated points. Support during the CST shall include Summer Garrison Regiment (SGR), Summer Training Academic Program (STAP), Cadet Basic Training (CBT), Cadet Leader Development Training (CLDT) and Cadet Field Training (CFT). These training programs run for a varied length of time during the summer training period. A schedule will be provided to the Contractor that specifies pickup dates for all support requirements listed above. This schedule will normally entail

d. two pickups per week per program and will be provided to the Contractor on or about the 20th of May. A Schedule shall be provided to USCC POCs NLT end of May each year for laundry point placement and time schedules for placement as pertaining to Natural Bridge and Buckner laundry services in paragraph 5.8.4.4. This schedule will normally entail two pickups per week per program and will be provided to the Contractor on or about the 20th of May. The programs and locations are as follows but are subject to change:

e. Graduation Week Period. Graduation Week is normally a transition week between the academic period and the CST. A special schedule for pickup and delivery will be published in early May. Most laundry and dry cleaning sent out Graduation Week shall be delivered to those training programs conducted during the CST. The cadet laundry and dry cleaning may vary in quantity, pickup and delivery requirements during Graduation Week and the CST. The Contractor must maintain sufficient flexibility to respond to all requirements.

2. Pickup and Delivery Requirements for USMAPS. The Contractor shall provide a weekly pickup and delivery service to USMAPS, Bldg 950 Reynolds Road. This will be done once a week (pick-up and delivery) to commence and end with the USMAPS Academic Year Calendar (August – May). During AY, pickup shall be made between 7:00AM to 4:30PM on Mondays and delivery shall be made between 7:30AM at 4:30PM on Thursdays at the loading dock, Bldg 950 Reynolds Road. The Government reserves the right to change any or all pickup and delivery points in the cadet area within a 24 hour notice.

3. Pickup and Delivery Requirements for Hospital Linen. The Contractor shall provide daily pickup and delivery service to Keller Army Community Hospital; Bldg 917, Monday - Friday. The pickup time for Keller Hospital shall be from 7:00AM – 7:30AM and the Delivery time shall be between 11:00AM and 11.30AM. The location for pickup and delivery is the rear loading dock of Bldg 917. The government reserves the right to change the time and location of any or all pickup and delivery points within a 24 hour notice. If a holiday falls on a day that pickup and delivery is scheduled, service will resume the following day.

4. Pickup and Delivery Requirements for Saunders Dentac Clinic. The Contractor shall provide a weekly pickup and delivery service to Saunders Dentac Clinic; Bldg 606. The pickup time for Saunders Dentac Clinic will be on Wednesday morning from 7:00AM - 8:00AM and delivery will be on Thursdays from 11:00AM – 12:00N.

The location for pickup and delivery is the basement of Building 606. The government reserves the right to change the time and location of any or all pickup and delivery points within a 24 hour notice. If a holiday falls on a day that pickup and delivery is scheduled, service will resume the following day.

5. Pickup and Delivery Requirements for Cadet Linens. The Contractor shall provide pickup and delivery services for the Cadet Mess Linens upon request. The pickup and delivery shall be made between 7:00AM to 4:30PM Monday - Friday at the Cadet Mess Loading Dock. Requests will be arranged by the Cadet Mess Cor or designated authority.

CADET/CADET CANDIDATE LAUNDRY/DRY CLEANING PROCESS

1. Cadets/Cadet Candidates are provided unlimited laundry and dry cleaning services for their military and civilian garments on a weekly basis. The cadet/cadet candidate laundry averages approximately twenty

(20) pieces of which approximately five (5) pieces may require starching and pressing. The cadet/cadet candidate dry cleaning bundle averages approximately seven (7) pieces to be cleaned and finished. Services shall be provided for all types of under and outer garments.

a. Starch and Press Items:

c. Pickup and Delivery Services – see Technical Exhibit #3.

2. Laundry Mesh Bag. Mesh bags are provided to the individual cadet in different colors and sizes. Page 2 of this technical exhibit describes how each mesh bag is used. Mesh bags are used for items not normally pressed.

3. The contractor shall remove clothing from the mesh bag for marking or counting. Listing of items included in the mesh bag will be annotated by the cadet on the Cadet Laundry Form for protection of the individual in case of loss.

4. Bulky Items. Although there is no individual limitations on laundry or dry cleaning items turned in (except during Reorganization Week and Graduation Week), bulky items such as overcoats, blankets, or comforters will not be sent en-masse by companies, regiments, or USMAPS without prior coordination with S-4, USCC/USMAPS, and the laundry contractor.

5. Special Civilian Clothing Handling. A cadet civilian clothing call office (Cadet Laundry and Dry Cleaning Service/CLADS) in the cadet area shall be operated by the contractor for the processing of civilian clothing. Services shall include acceptance of civilian clothing for laundry and dry cleaning items including blazed uniforms and acceptance of cadet issued dry cleanable items. All dry cleaning items shall be returned on hangers. Pick up of clothing will be affected by presentation of retained copy of dry cleaning tag at the pickup point 72 hours after turn-in. Cadets may use the Call Office at the main laundry plant on a cash-and-carry basis.

All USMAPS Cadet Candidates are required to use the Call Office at the main laundry plant on a cash-and-carry basis for civilian clothing.

6. Pickup Points. USCC laundry shall be picked up and delivered by company. USCC dry cleaning shall be picked up by company and/or the Cadet Laundry and Dry Cleaning Service (Bldg. 745) and delivered to the Cadet Laundry and Dry Cleaning Service (Bldg. 745), for cadet pickup. A laundry pickup/delivery point is designated for each company. The S-4, USCC will provide changes in location, prior to the first pickup each academic year. Detailed schedules for the graduation week period and summer training period with pickup and delivery points are published and distributed annually during the second or third week of May; however, this date will vary. USMAPS laundry and dry cleaning pickup and delivery point will be Bldg 950, Reynolds Road.

7. Claims. Cadets/Cadet Candidates must submit claims in accordance with USMA Reg. 32-1.

8. Unidentifiable or Misdirected Laundry/Dry Cleaning Items. The contractor shall check the Beat Air Force Tunnel, Sallyports, and Barrack Hallways on Fridays/Mondays (or as needed) to gather any misdirected laundry/dry cleaning items and reroute them to their proper destination. USCC cadet items whose destination is unable to be determined or items that are unidentifiable will be returned to the Cadet Laundry Office, Bldg.

745.

USMAPS cadet candidate items whose destination is unable to be determined or items that are unidentifiable will be returned to the Main Laundry Plant, Bldg. 845. The contractor shall do everything possible to return the uncollected, unidentified, or misdirected Laundry and Dry Cleaning Items to the rightful owner.

9. The contents of the mesh bags are as follows:

a. White Bag (White Items) Bra, White Gloves, Pair White Handkerchief, White Panties, White Socks, Athletic & Civilian, White Slip, White Supporter, Athletic, White Suspenders, White Towel, White Underdrawers, White Undershirt, White Washcloth White

10. The cadet/cadet candidate retains the option to have the civilian items referenced above dry-cleaned instead of laundered. To accomplish this, the cadet must take the items to the Cadet Laundry and Dry Cleaning Service, Bldg. 745, and submit them for dry cleaning. Likewise, USMAPS cadet candidates must take civilian items to the call office at the main laundry plant for dry cleaning services on a cash and carry basis.

11. It is the cadet’s responsibility to ascertain that any civilian item, before being submitted inside a mesh bag, is a launder able item. The care label will furnish this information. Once inside the mesh bag, damage resulting from failure to follow the instructions on the care label will not be the contractor’s responsibility.

12. The processor at the Laundry/Dry Cleaning Plant retains the option of processing any item IAW commercial practices should the manner in which the item was submitted request otherwise.

TE7 - CONTRACT DATA RQMT SHEET

TE8 - IPR

1. Individual Piece Rate (IPR) is not part of the total contract price.

2. IPR prices in TE 8B will constitute reimbursement for the contractor from patron, for laundry/dry cleaning services provided. No government funds will be expended for IPR laundry/dry cleaning. All direct and indirect cost allocable to IPR shall be accounted for in the IPR pricing and not included in the contract price. Laundry and dry cleaning charges to patrons shall consist of Contractor IPR prices and a Government Services and Facilities Surcharge.

3. The Contractor shall collect a Government Services and Facilities Surcharge of $.25 (per piece) on all IPR items. The prices listed in TE 8B, plus the Surcharge, shall be the actual prices charged to individual patrons. The Contractor shall credit the Government the surcharge.

4. The Contractor will offer to authorized individual piece rate patrons same day or 24 hour specials, in addition to normal processing time.

5. Historical data for IPR are provided for informational purposes only. The following information is provided in reference to Individual Piece Rate (IPR). The figures below are the approximate average for FY17 and FY18.

TE9 - LAUNDRY AND DC FORMS

LAUNDRY/DRY CLEANING FORMS

The Contractor furnished laundry/dry cleaning forms shall conform to standard commercial practices. All forms shall be serially numbered.

Cadet/Cadet Candidate Laundry and Dry Cleaning forms shall include space for name, (last, first, middle initial), date, class, company, social security number (last four) and special instructions. It shall contain a column for quantity turned-in. Listings and groupings of items shall be furnished by the Government.

Sample forms currently used will be provided upon request. The Contractor shall coordinate with the COR in order to develop an acceptable plan to distribute laundry and dry cleaning forms and claims forms to the cadet companies/cadet candidates at no additional cost. All tickets/tags/forms provided by the Contractor shall be done at no extra cost to the Government and be approved by the Contracting Officer prior to their use.

Academic year forms shall be overprinted with the regimental number. There are 4 regiments.

USMAPS Cadet Candidate forms shall be overprinted with USMAPS.

Cadet Summer Training forms shall be overprinted with the appropriate program, currently CBT, CFT, CLDT, and SGR / STAP.

Area of grounds around Building 845 that the Contractor shall be responsible for is 75’ from the front and sides of the plant. The rear is the plant is DPW’s responsibility.

QUESTIONS AND ANSWERS

QUESTION ONE: PWS paragraph 1.5.8 requires “A customer complaint feedback system for correction of validated complaints and to inform the customer of corrections. The QCP shall describe how users or other interested parties may identify areas or situations to the Contractor.” Many installations now require contractors to use the Government’s ICE system for customer feedback. Does the government want the contractor to establish a separate customer feedback program or use the ICE system? If the ICE system is used for customer feedback, will the government provide the necessary customer feedback from the ICE program to comply with PWS paragraph 1.5.9?

ANSWER ONE: The government shall use the ICE System and will provide the necessary feedback for the contractor to address the complaint. However, there are instances where the contractor will be notified directly of consumer complaints, not via ICE System, and there needs to be a process in place to address these issues.

QUESTION TWO: PWS paragraph 1.20.1 states “The Contractor shall provide to the Government a single point of contact (POC) on hazardous material issues. See Technical Exhibit #5.” Technical Exhibit #5 is a list of mandatory references. Is there a different reference the government intended to use?
