TECHNICAL EXHIBIT #1

Performance Requirements Summary

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items.

The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

NOTE: When feasible, the contractor will be required to re-perform failed service immediately at no additional cost to the Government; however the non-conforming performance is still documented.

Excusable Delays: Disincentives may be disregarded in the event an excusable nonperformance occurs. Excusable non performances include inability to perform services due to circumstances beyond the control of the contractor. For example:

Acts of God or of the public enemy, acts of the Government in either its sovereign or contractual capacity, acts of another Contractor in the performance of a contract with the Government, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, base closure, road closure, code red, utility outage, or vandalism.

PRS # 1.

Cadet and Cadet Candidate Laundry/Dry Cleaning Pickup & Delivery Schedule in accordance with PWS 5.8.4.3, 5.8.4.4, and

TE3.

Laundry and dry cleaning pickup shall occur between 7:00 AM and 4:30 PM on days and at locations defined in TE3.

Delivery shall occur no later than 4:30 PM on days and at locations defined in TE3.

Pickup and delivery will be completed within 30 minutes of the standards (AQL) 100% of the time.

Random Sampling

$100 for each half hour late, not to exceed $1,600.

PRS # 2.

Cadet and Cadet Candidate Laundry/Dry Cleaning for special situations IAW PWS 5.8.4.8.

Specials shall be processed in accordance with the specified time frame stated in PWS

PARA 5.8.4.8.

Delivery will be completed within the timeframe specified in the standards (AQL) 100% of the time.

Random Sampling

$100 for each half hour late, not to exceed $1,600.

PRS # 3

Repair Standards IAW

PWS 5.6.

Damaged garments under the custody of the contractor shall be repaired or replaced to conform to pre-damaged conditions.

Repair or replacement will be completed to conform to the standards (AQL) 100% of the time.

Customer Complaints

Replacement cost of a similar new garment.

PRS # 4

Quality of completed Cadet and Cadet Candidate Laundry and Dry Cleaning IAW PWS

5.8.5.6 and 5.8.6.1.

PRS # 6

Packaging of Laundry and Dry Cleaning IAW PARA 5.7 through 5.7.2.3, 5.7.3.3, 5.8.5.3, and 5.8.6.4.

are packaged in accordance with PARA 5.7 through 5.7.2.3, 5.7.3.3, 5.8.5.3, and 5.8.6.4.

Laundry and dry cleaning will be packaged IAW with the standards (AQL) 100% of the time.

Random Sampling

Contractor shall repackage to meet standards at no additional cost.

PRS # 7

IPR and Organizational Processing Schedules IAW 5.8.2 and 5.8.2.2.

Laundry and dry cleaning shall be processed within 3 working days of drop-off.

Laundry and dry cleaning will be completed within the standards (AQL) 100% of the time.

Customer Complaints

Contractor is charged the full laundering price per item for each day late.

Shall not exceed the full replacement cost of the item.

PRS # 8

Quality of completed IPR and Organizational Laundry and Dry Cleaning IAW

5.8.2. and 5.8.6.1.

Laundry and dry cleaning meet standards defined in PARA 5.8.2. and 5.8.6.1.

Laundry and Dry Cleaning will conform to the Standards (AQL) 100% of the time.

Customer Complaints

Contractor will reclean at no charge.

PRS # 11

Hospital-Medical Laundry Pickup and Delivery Schedule IAW

5.8.1.1 and 5.8.1.2.
