FAR 13. 106-1(b)(1) Simplified Procedures for Certain Commercial Items Brand Name Justification and Approval
1. Contracting Activity: U.S. Army Mission and Installation Contracting Command- Mission and Installation Contracting Command – West Point (MICC-WP), 681 Rogers Place, West Point, N.Y.
2. Description of Action: The Directorate of Cadet Activities (DCA) at West Point has a requirement for the Eisenhower Hall Ballroom has a request for brand name purchase authorization for (50) Somfy Sonesse 506S2 line voltage motors, fourteen (14) Somfy IGC 4N1 motor controllers and four (4) DecoFlex low voltage wall switches.
3. Description of Supplies/Services: The requirement is to install new motors so that the blinds can be raised and lowered in a reasonably quick and easy fashion. The best way to do this is to upgrade the existing system. The Somfy system requires that the motors meet reliable Somfy specifications. Somfy makes the motor that fits their older system and will warranty its functionality. The Sonesse 506S2 motor is the suggested solution to our problem.

4. Authority Cited: Authority Cited: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization)
5. Reason for Authority Cited:
BACKGROUND: The Eisenhower Hall Ballroom hosts a myriad of Academy events and Academy conferences. The windows in the ballroom are floor to ceiling. The natural light causes problems when programs require diminished lighting for slideshows, video, special effects, etc. The existing motorized blinds were installed roughly 12 years ago to resolve the issue of ambient light. The performance of the motorized blinds has been inconsistent over the years. Now, several motors are inoperable, making the total system non-operational.
JUSTIFICATION: There are no unique circumstances. The requirement is to install new motors so that the blinds can be raised and lowered in a reasonably quick and easy fashion. The best way to do this is to upgrade the existing system. The Somfy system requires that the motors meet reliable Somfy specifications. Somfy makes the motor that fits their older system and will warranty its functionality. The Sonesse 506S2 motor is the suggested solution to our problem.
ALTERNATIVES: There is no other way to dim or stop the light coming into the Ballroom without shades. Shades are the only solution, and since the windows are 30 feet high, 12 years ago the Academy purchased automatic window shades. The existing installation is a commercial product distributed by the Somfy company. It includes the blinds, alignment tracks, blind reel and housing, motors and electrical hardware and controllers. We want to install new motors and controllers so that the system works optimally. The original installation of this Somfy system was performed by a company that is no longer in business. Therefore, we need to solicit quotes for repairs from other vendors that use or can install the Somfy product line. Replacing the motors vs.
replacing the who system and all existing materials and hardware and install a new system is unnecessary.
IMPACT: If we cannot replace the motors and controls on the existing blind control system, DCA will be unable to meet the requests for lighting control in the Ike Hall Ballroom. It will detrimentally harm the functionality of the Ballroom Space. More importantly, it would prohibit USMA functions and activities that require a dim or dark space to conduct an event.
