About this file

This is a Standard Form 30 Amendment to Solicitation for commercial products and services issued by the U.S. Army (W911SA26QA1980001), dated 21 July 2026, with an effective date of 21 July 2026. The amendment modifies solicitation W911SA26QA198 originally dated 08 July 2026. The purpose extends the response due date from 22 July 2026 at 4:00 PM to 23 July 2026 at 10:00 AM and provides answers to 33 vendor questions addressing contract terms and operational requirements.

The contract pertains to temporary base camp services at Joint Base Charleston, requiring the provision, installation, servicing, and maintenance of tent structures (5,400-5,500 square feet with climate control maintained at 68-76°F continuously), three shower trailers capable of delivering 2,000 gallons of potable water daily, and three latrine trailers, for a 20-day period of performance beginning 3 August 2026 with setup commencing 29 July 2026. Key contractor responsibilities include providing all support infrastructure (generators, power distribution, lighting, water containers), maintaining HVAC operation 24/7, managing gray water disposal (approximately 6,000 gallons daily), coordinating personnel vetting per AR 190-13, and providing emergency maintenance response within 8 hours with resolution within 24 hours. The government provides fresh drinking water, conducts daily cleaning and consumable supplies, manages solid waste, clears government property before teardown, and supplies diesel fuel throughout the exercise except initial fill and final tank. All three line items (tent, shower trailer, latrine trailer) are priced inclusively with supporting equipment, and evaluation is based on price only. The applicable wage determination is 2015-4427. The Contracting Officer's Representative, Contract Administrator, and Contracting Officer will be designated at time of award, with a Certificate of Insurance required within 10 calendar days of award. The amendment includes eight attachments covering the Performance Work Statement, OPSEC requirements, Performance Requirements Summary, deliverables, wage determinations, price schedule, and site maps.

7. Contract performance:

Purpose. IAW with FAR Subpart 42.1500 contractor past performance information (PPI) is relevant information for future source selection purposes regarding a contractor's actions under previously awarded contracts. It includes, for example, the contractor's record of conforming to contract requirements and to standards of good workmanship; the contractor's record of forecasting and controlling costs; the contractor's adherence to contract schedules, including the administrative aspects of performance; the contractor's history of reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the contractor's business-like concern for the interest of the customer. Contractor past performance information is one of the tools that support Army efforts to acquire best value and is used to evaluate performance risk in source selection.

The feedback provided by the government to the contractor in collecting PPI, and the knowledge that PPI will be used in future source selection decisions, should result in improved performance and a greater contractor focus on customer satisfaction.

Contractor Performance Assessment Reports System (CPARS): CPARS shall be prepared IAW AFARS Subpart 42 upon physical completion of the contract. If the period of performance will exceed 18 months, an "interim" assessment report shall be prepared at the completion of 12 months performance and annually thereafter until the contract is physically complete. An out-of-cycle or "addendum" report may be prepared if there is a need to record an extraordinary event prior to the next regularly scheduled evaluation or if it is necessary to report a meaningful occurrence during the period between physical completion of the contract and contract closeout.

Additionally, addendum reports may be prepared to record contractor's performance relative to contract closeout and other administrative requirements (e.g. final indirect cost proposals, technical data, etc.).

Completion Due Date. The government will complete the CPARS within 60 days after the end of the assessment rating period (if applicable).

Evaluators. The Contracting Officer and the Contracting Officer's Representative will jointly complete the performance assessment.

Contracts Performance Elements. The contractor's performance shall be assessed in accordance with elements and rating system set forth in AFARS Subpart 42.

Contractor Review. The Contracting Officer will furnish a copy of the CPARS to the contractor requesting that the contractor submit comments, rebutting statements, and/or additional information to the Contracting Officer within 30 calendar days of receipt. Failure to respond within the designated timeframe will be taken as agreement with the assessment.

Contract Concurrence. Where a contractor concurs with, or takes no exception to a CPARS, such report shall be considered final and releasable for use in source selection and other deliberative purposes.

Contractor Rebuttal. Where a contractor takes exception to a performance report, the Contracting Officer will review the contractor's rebuttal or comments and make appropriate changes. If the Contracting Officer makes changes, the changed rating will be reflected in the narrative. The Contracting Officer will make all reasonable efforts to reconcile the report and the contractor's comments. However, it is not necessary that they reach agreement on the report where such is clearly impracticable. The contractor's rebuttal or comments shall be made part of the CPARS.

Resolving Disagreements between the Government and the Contractor. In the event disagreements between the parties regarding the CPARS occur, the Contracting Officer will review the rebuttal and make appropriate changes. If no agreement is reached, the CPARS is forwarded to the Reviewing Official (Director of Contracting) along with the Contracting Officer's Findings and Recommendation and supporting documentation. The decision of the Reviewing Official is final.

Copies of the CPARS and the contractor's response and review comments, if any, shall be retained as part of the evaluation.

Release of Contractor Performance Evaluation Information. The evaluation will not be released to other than government personnel and the contractor whose performance is evaluated. The performance evaluation information will be input into the applicable module within Contractor Performance Assessment Reporting System (CPARS) database (or Government system in use at time of the evaluation).

Source Selection Information. Departments and agencies will electronically access the CPARS information to support future award decisions.

8. Legal compliance: The Contractor shall comply with all Federal, State, and Local Laws, codes and regulations applicable to his performance under this contract and shall be solely responsible for all costs associated with said compliance.

10. Vendor Q&A Added 7-20-2026

Q1: Do any showers or restroom need to be ADA accessible? If so, how many?

A1: No, they do not, standard shower and restroom will be sufficient.

Q2: Can the Government confirm whether a slight variance above 5,500 sq ft (e.g., an 18m x 30m tent) would be acceptable, or whether the tent must strictly fall within the 5,400-5,500 sq ft range as written?

A2: No. a slight variant will be ok. The square footage was just an estimate from previous mission's standard research.

Q3: HVAC operating hours: The PWS specifies the tents must maintain an internal temperature of 68-76F but does not explicitly state whether HVAC/climate control is required to run continuously (24/7) or only during stated hours of operation (07:30-16:30). Can the Government confirm whether continuous 24-hour HVAC operation is required for the full period of performance (20 days), so we can quote fuel and equipment run-time accordingly?

A3: Yes, it would be recommended that the AC / HVAC be utilized to run the whole time as there will be different shifts sleeping in the tent at different times throughout the day and will need climate control throughout the entire 20 days.

Q4: Site conditions/ground level: Can the Government confirm whether the ground surface at the tent placement locations (grid coordinates 32.90980, -80.06142 primary / 32.90851, -80.061119 secondary) is level, or if there are notable grade changes the Contractor should account for when planning raised flooring installation?

A4: We can confirm that the site is a level area and will be ok for current tent set up by the vendor.

Q5: Can the Government confirm whether a designated gray water/wastewater disposal site is available on or near Joint Base Charleston for Contractor use, or is the Contractor responsible for identifying and arranging its own off-site licensed disposal facility?

A5: The Contractor should assume responsibility for the grey water disposal location. Currently, there MAY be a location on the Air Force side of the base that can accommodate grey water disposal, but details are uncertain at this time.

Q6: What is the required or desired occupancy (headcount) per sleeping structure?

A6: Soldiers will be rotating, so there will be different headcounts throughout the exercise.

Q7: What is the minimum square footage requirement per Soldier within each sleeping structure?

A7: This should be a 5X8 ft area per Soldier

Q8: Is the contractor required to provide cots as part of the sleeping accommodations?

A8: No, they are not. Soldiers and Government will provide Cots for the Soldiers.

Q9: Is the contractor required to provide linens, bedding, or sleep kits?

A9: No, they are not. Soldiers and Government will provide this for the Soldiers.

Q10: Is the contractor required to furnish hygiene supplies for the shower facilities, such as towels, soap, shampoo, and other related consumables?

A10: No, they are not. Soldiers and Government will provide this for the Soldiers.

Q11: Are all tent or temporary shelter structures required to be Berry Amendment compliant?

A11: No, due to time constraints, the vendor can utilize what is at hand and meets our criteria.

Q12: Is water provided by the government or is there a refill station?

A12: The Government will only be providing Fresh drinking water, but all other water resources (grey water and other sources) will need to be provided by the vendor. There are freshwater areas on the base for refilling for drinking water, but vendor will have to truck or transport in water for the shower and restroom trailers primary but for secondary water resources, the vendor will coordinate with the unit on ground for access to the water point area in the training location.

Q13: The RFQ does not note any requirement for a technical. Please confirm that no separate technical volume, technical narrative, past-performance submission, staffing plan, equipment cut sheets, Quality Control Plan, or certifications are required with the quote, and please identify any quote documents required in addition to those listed in the Addendum to FAR 52.212-1.

A13: The only required quote documents are listed in the Addendum to 52.212-1: completed SF1449 (solicitation), completed price schedule, signed amendments, and teaming/partnering agreement (if applicable). Additional document may be submitted but are not required.

Q14: PWS Paragraph 5.2 states "The Contractor shall provide, install, service, and maintain three

(3) shower trailers and three (3) latrine trailers at the designated LSA location." Then paragraph

5.2.3 states "Daily Cleaning: The Government will be responsible for conducting cleaning duties of all showers, latrines, and sinks daily." Who is responsible for the cleaning and stocking of consumables in the latrines and shower trailers?

A14: The unit on ground, the Government and Soldiers will be tasked to clean the shower and restrooms trailers.

Q15: Please confirm that all generators, power distribution, cabling, lighting, HVAC power, and associated accessories are incidental to the three tent CLINs and are not separately priced.

A15: There is one (1) Tent CLIN, one (1) Shower Trailer CLIN, and one (1) Latrine Trailer CLIN.

The CLINs are all inclusive - supporting items should be included in the unit pricing.

Q16: Section 4.2 estimates approximately 1,200 gallons/day for 200 Soldiers, while Section 5.2.2 requires contractors to be prepared to deliver up to 2,000 gallons/day per shower trailer. Please clarify the Government's expected daily potable water requirement for pricing purposes.

A16: The vendor should be ready to deliver 2000 gallons of water per day of usage.

Q17: Please clarify the anticipated daily gray water removal quantities to be used for pricing.

(Appears to be about 6000 gallons per day)

A17: Yes, 6000 gallons per day would be a good estimate.

Q18: The only CLINs on the pricing sheet are for tents, shower trailer, and latrine trailer - confirm that all supporting items will be priced into the existing CLINs (lighting, generators, water containers, etc.)

A18: The CLINs are all inclusive - supporting items should be included in the unit pricing.

Q19: Fuel Handoff -- PWS Section 3.1 states the Government provides diesel during the PoP but not the initial fill, last top-off, or final tank. Can the Government clarify what constitutes "initial" fuel versus "operating" fuel? Once generators are fueled and operational at the start of the PoP, does the Government begin refueling from that point, and what is the process for coordinating fuel delivery?

A19: Yes, the elements that require fuel should be filled and topped off upon delivery of equipment to the location upon arrival. The Government will fill up the equipment throughout the exercise /mission for the duration of that time. The Government will not fill up the equipment on the last day due to mission being complete and the government resources being closed out. The vendor should anticipate filling up their equipment on last day. The vendor is only required to fill up equipment on day 1 and then again on the last day.

Q20: Setup Start Date -- PWS Section 5.1.2 says 3-4 days of setup time, no compensation for early placement. Can the Government confirm the earliest date the Contractor may begin mobilization? Is site access available on or about 28-29 July 2026?

A20: Yes, the vendor is allowed to set up at earliest starting on 29th of July.

Q21: Concrete Pad Dimensions, Terrain & Underground Utilities -- PWS Section 5.1.1 states tents cannot be staked into the existing concrete pad but may anchor off-pad into the ground. Can the Government provide approximate pad dimensions and confirm terrain type adjacent to the pad (grass, gravel, soil)? Are there underground utilities near the pad perimeter that would restrict anchoring? Does the installation have a utilities locator service (e.g., 811) that will survey the site and provide markings for any underground hazards prior to setup?

A21: Yes, the area should be gravel, dirt and grass just off the concrete pads. No, there are no utilities near the area that would restrict anchoring of tents. The on-post personnel will be out a day or two before start date to mark areas and inspect locations again and mark the area. Currently it has been relayed to the unit that there are no utility threats as this is an area they use for tents and training.

Q22: Water Source & Gray Water Disposal -- PWS requires up to 2,000 gallons of potable water per shower trailer per day and removal of up to 1,000 gallons of gray water per trailer per day. Can the Government identify the nearest potable water fill point and approved gray water disposal facility, and approximate distances from the LSA?

A22: The Contractor should assume responsibility for the grey water disposal location. Currently, there MAY be a location on the Air Force side of the base that can accommodate grey water disposal, but details are uncertain at this time.

Q23: Personnel Vetting Lead Time -- PWS Section 1.11 requires NCIC-III and TSDB vetting per AR 190-13. Given the tight timeline between potential award and the PoP start (3 August), what is the typical processing time for contractor personnel vetting at JB Charleston? Can vetting begin prior to contract award?

A23: Typically, the location needs at least 3 days prior to vetting current contractors, but anything over 3 days would be helpful.

Q24: Government Property at Demob -- PWS Section 4.5 requires removal of all contractor property within 3 days. If Government-owned property or waste remains in tent structures or trailer areas at the end of the PoP, is the Contractor expected to stage or dispose of it? Or will the Government clear its property prior to Contractor teardown?

A24: No, the government will clear the area so that the contractor can tear down equipment without interruption form the government.

Q25: Gate Hours, Heavy Vehicle Access & Personnel Access -- Can the Government confirm commercial vehicle gate hours during mobilization and demobilization? Are there restrictions on the number or size of tractor-trailers that can access the site simultaneously? Can build personnel access the site from 0700 to 1700/1800 during setup and teardown periods?

A25: No, there are no restrictions, but the contractors need to be on the access roster through post security forces that will have access to location 24 hours a day without restrictions.

Q26: Maintenance vs. Cleaning -- PWS Section 5.3 requires Contractor maintenance response within 8 hours and resolution within 24 hours. PWS Section 5.2.3 states the Government will conduct daily cleaning. Can the Government clarify the distinction? For example, if a toilet or showerhead is clogged due to user misuse, is that a contractor maintenance item?

A26: The Vendor should be on call or emergency number for maintenance to include clogged showerhead or toilets. The government will only do basic cleaning and routine moping procedures and do not have the capability to repair or fix user misuse. The government will instruct all personnel to only flush toilet paper and normal everyday shower and restroom items. The vendor is required to maintenance all other items, breaks, repairs, replacements, fittings, hoses, containment vessels etc...

Q27: Solid Waste Management -- The PWS does not include a requirement for solid waste management, including trash cans, dumpsters, or trash removal service. Can the Government confirm that solid waste management will be a government-provided service and that no contractor assets or personnel are required?

A27: The government will be providing the solid waste management (dumpsters, trash etc.).

Q28: Paper Products & Consumables -- The PWS states that the Government will conduct daily cleaning of showers, latrines, and sinks but does not address paper products. Can the Government confirm whether toilet paper, paper towels, and hand soap will be Government-provided, or if the Contractor is expected to supply these consumables?

A28: No, the government will source everything through standard supply and services for all consumables.

Q29: Projected Award Date -- Quotes are due 22 July 2026, and the PoP begins 3 August 2026 with all equipment fully operational by 3:00 PM. Given the mobilization and setup timeline required for this scope, can the Government provide the projected award date so the Contractor can coordinate transportation logistics and crew scheduling accordingly?

A29: This requirement is anticipated to be awarded before the PoP start date of 3 August 2026.

Q30: Contracting Officer, can you tell us the exact Department of Labor wage determination number and rates that apply to this job, since the paperwork only has a note that says the listed rate is 'for information only' and 'not a Wage Determination', and we need real wage numbers to price the labor correctly?

A30: The Wage Determination Number is 2015-4427 as listed in Attachment 5.

Q31: Will the award go to the lowest priced technically acceptable quote, or is this a best-value tradeoff?

A31: Evaluation of offers will be based on price only, as stated in the Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services in the solicitation document.

Q32: Is this work currently under contract (a recompete)? If so, please share the incumbent contractor's name, the prior contract number, the awarded price of the previous contract, and how many quotes were received.

A32: This is a new requirement as stated in the Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services in the solicitation document.

Q33: Requesting dimensions of the concrete pads the tents will be sitting on, to better understand the feasibility of ground staking, and/or the use of ballasts for tie-downs.

A33: Each pad is 33 feet by 20.5 feet area. There are 4 pads on site.
