About this file

This is a Performance Requirements Summary (PRS) document outlining key performance metrics for a refuse and recycling services contract. The PRS establishes three main performance objectives: (1) Contractor employee identification requirements, mandating company ID badges with photos for facility access; (2) Solid waste dumpster specifications, requiring serviceable containers with functional covers, proper labeling for waste types, and vendor contact information, with a 30-day replacement requirement for non-compliant containers; and (3) Monthly reporting requirements via the 88th RD Solid Waste Disposal Report.

Each objective has a 100% performance threshold with incentives including positive CPARS narratives and full payment for services. Non-compliance results in Corrective Action Requests, potential negative CPARS ratings, and possible payment reductions. The contract is associated with solicitation W911SA25QA040 for refuse and recycling services at six Iowa locations, with a performance period from March 2025 to February 2026, plus four option years and a six-month extension option, managed by MICC Fort McCoy.
