About this file

This is a Performance Requirements Summary (PRS) document for refuse and recycling services at eight locations in Kansas, detailing three key performance objectives and their associated standards, thresholds, and incentives/disincentives.

The PRS outlines requirements for contractor employee identification (requiring company ID badges with photos prior to facility access), solid waste dumpster maintenance (serviceable containers with functional covers and proper labeling, requiring replacement within 30 days if deficient), and monthly reporting requirements (submission of 88th RD Solid Waste Disposal Report with invoices). All requirements have 100% performance thresholds, with incentives including positive CPARS narratives and full payment, while disincentives include Corrective Action Requests, negative CPARS narratives, and potential payment reductions. The contract period is February 1, 2025, to January 31, 2026, with four option years and a six-month extension option, managed by the MICC Fort McCoy.

Identification of Contractor Employees (1.6.18)The Contractor (to include subcontractors) shall provide each employee an Identification (ID) Badge, which includes at a minimum, the Company Name, Employee Name and a recent color photo of the employee, prior to them entering Government facilities. IAW PWS paragraph 1.6.18.

Disincentive:

Non-conforming services will result in a Corrective Action Request being issued and a potential negative CPARS narrative.

Lack of supplying ID Badges will inhibit the ability to access the facility to perform services.

The KO may also reduce payment to reflect the value of the services performed if re-performance is not possible, or may have the identified non-conforming service performed and charge the contractor for any related cost incurred.

Solid Waste Dumpsters / Containers (5.2.2) Solid waste (refuse and recycling) dumpsters/containers shall be serviceable, in good condition with a functional cover to protect waste and recyclable materials. Dumpsters not meeting the requirements, as determined by the COR, are to be replaced within 30 calendar days of notification. Dumpsters/containers shall be labeled according to the type of service provided such as: “Refuse (and prohibited items such as tires), single stream service (newspapers, cardboard, plastic, aluminum and junk mail), commingled recycling (plastic, aluminum and glass) and cardboard only”. Dumpsters/containers shall be labeled with the name and phone number of the servicing vendor. 100% Incentive:

Positive CPARS narrative. Full payment for services provided.

Disincentive:

Non-conforming services will result in a Corrective Action Request being issued and a potential negative CPARS narrative.

The KO may also reduce payment to reflect the value of the services performed if re-performance is not possible, or may have the identified non-conforming service performed and charge the contractor for any related cost incurred.
