SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

QUESTIONS AND CLARIFICATIONS

1. The SF1442 states, "This is a 100% 8(a) Competitive Set Aside for 8(a) firms with a bona fide place of business within the geographical competitive area..."

Can you please define the geographic competitive area as referenced in this requirement?

a. There is not currently a requirement for a bidder to be located within the geographic area. The SBA extended the current moratorium on the BFPOB requirement under SBA Policy Notice No. 6000-819056 for one additional year (i.e., through September 30, 2023).

2. Bonding – The RFP calls for Payment and Performance Bonds on the entire sum of the contract; would the government consider $1,000,000 Blanket Bonds for awarded Task Orders?

a. No, as referenced FAR 52.228-15 (DEV)(b) of this solicitation:

i. Amount of required bonds. Unless the resulting contract price is valued at or below the threshold specified in Federal Acquisition Regulation 28.102-1(a) on the date of award of this contract, the successful offeror shall furnish performance and payment bonds to the Contracting Officer as follows:

1. (1) Performance bonds (Standard Form 25). The penal amount of performance bonds at the time of contract award/ task order shall be 100 percent of the original contract price.

2. (2) Payment Bonds (Standard Form 25A). The penal amount of payment bonds at the time of contract award/ task order shall be 100 percent of the original contract price.

3. The Basis of Award is lowest coefficient; would the government consider some form of JOC Past Performance as an evaluation?

a. No, as per FAR 14.101, Elements of sealed bidding, line (e) “Contract award. After bids are publicly opened, an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.

4. Is there an Incumbent or Past Contract that this contract is replacing?

a. Yes, please reference SAM.GOV Contract Award Number: W911SA-18- D-2002 for details.

5. Does the Government know what % of projects will be at each site?

a. No, please reference page 32 of this solicitation FAR clause 52.216-22

INDEFINITE QUANTITY.

6. When reviewing the solicitation document on page 7 para. 8. Bonding and Bid

Guarantee the requirement is for the successful Bidder to provide a Performance and Payment bond, for the entire sum of the Task Order of $10,000,000.00. Most JOC solicitations require for bond(s) to be provided per Task Order once an award is made. Since we are small business, most business replying to this solicitation are consider small, and since bonding is limited providing a Payment and Performance bond would tie up our entire bond capacity. Can you please reconsider the amount of the bond to be per task order?

a. See response to question #2 for Performance and Payment Bond

b. Please reference page 38 of this solicitation FAR Clause 52.228-1 BID

GUARANTEE (SEP 1996).

7. Will a pre-proposal conference be held for this contract/solicitation?

a. No, there is no pre-proposal conference scheduled as there is no current need or project.

b. After successful award, contractors will reference page 4 of this solicitation

5) JOINT SCOPING. “As needs arise for performance under the terms of this contract, the Government will notify the Contractor, verbally and/or in writing, of the requirement and establish a time for a joint site visit.”

Additionally, “these scoping details shall be refined and agreed to prior to the issuance of any task order.”

8. In regard to the City Cost Index to be used on this contract SOW 2.2.1.7.2.1 –

2.2.1.7.2.3 states to use Fresno Ca. Can you please confirm this is correct it would appear Salinas Ca would be more appropriate due to its geographical location to the work site locations.

a. There will be projects for two different sites Parks Reserve Force Training Area (PRFTA) in Dublin Ca which is in the Alameda County and Fort Hunter Liggett (FHL), Ca which is in the South Monterey County. Salinas Ca will be fine to use for FHL’s projects. However, the pricing in the Dublin area is different than the pricing in Salinas area. Realistically San Francisco or Oakland will better use for the city Cost Index since those areas are near Dublin. San Francisco is 34.7 miles from Dublin and Oakland is 25.7 miles from Dublin. As for Moffett Field, San Jose in the CCI will be the close area at 36 miles.

9. Will the contractor be responsible for purchasing and providing UPB software specifically for the governments use only? Please confirm if the contractor only needs UPB software for themselves to use on their task order proposal development.

a. See SOW page 28. 7.1 Acquisition of Unit Price Book (UPB). The contractor shall obtain at his own expense the most recent version (at time of award) of the approved estimating software with the latest version of the RS Means Facilities Construction and Facilities Maintenance & Repair

Cost Data database’s for their use during the base year of this contract, in as many licensed copies as required for his operation.

10. Please confirm each task order will be bonded independently and a $10million dollar payment and performance bond will not be needed up front.

a. See page 38 of the solicitation. 52.228-1 BID GUARANTEE (SEP 1996).

(c) The amount of the bid guarantee shall be 20% percent of the bid price or $3,000,000, whichever is less.

11. Is there or has there been an incumbent JOC contract in place? If so can you please provide there awarded Coefficient.

a. See response to question #4

12. Is there or will there be made available a location on post for a field office and yard for the contractors use during the life of this contract? If so will water and power, be available at said location for contractors use?

a. See SOW page 15. 3.4 Utilities. The Government will furnish to the Contractor from existing Government facilities and without cost to the Contractor, water and electrical power supply, as set forth below.

13. Query Statement: the facts: It is stated in paragraph 2.2.1.7.2.1 that “The CCI for task orders at Fort Hunter Liggett shall use the most current quarterly published Weighted Average CCI for Fresno, California”. In the subsequent paragraphs

2.2.1.7.2.2 and 2.2.1.7.2.3, it is also stated that the RSMeans- determined prices shall be summated and multiplied by the most current Weighted Average CCI for Fresno, CA. The questions: Since there are no Performance Work Statements provided in this solicitation for the other two sites, that is, for PRFTA and MF, it would be practical to assume that for these sites a local Weighted Average CCI should be used instead of Fresno CCI for the following reasons: There is a distance of 155 miles between PRFTA site and Fresno and 160 miles between Moffett Field and Fresno; It will be practical to procure materials and supplies for the other two sites locally and for that purpose a Weighted Average CCI for Oakland should be used for PRFTA site, since it is only 25 miles away from PRFTA and, similarly, a Weighted Average CCI for San Jose should be used for the Moffett Field, since it is only 10 miles away from the site.

a. Agree, as stated in question 8 for projects that are in both PRFTA and Moffett Field, San Francisco, Oakland, and San Jose can be used for the Weighted Average CCI. The Government is ok for the Contractor to use San Jose for Moffett Field projects and Oakland or San Francisco for

PRFTA.

14. Regarding Solicitation Page 9 Requirements/Deliverables:

a. Bid Guarantee form - Please confirm that a bid bond form was not provided, and our surety is required to furnish the bid bond using its own form.

i. An SF 24 has been provided with amendment 0001.

b. Bid guarantee Bond - Please clarify if the bid guarantee amount should be for $10M, or 20% of the contract price.

c. Appendix A Surety Acknowledgment of Coefficient - There is no Appendix A Surety Acknowledgement of Coefficient attached in the solicitation documents. Please advise if this is not required for bid submission.

i. Appendix A has been provided with amendment 0001.

15. Bid Bond – Section 8 states that the Bid Guarantee should be based on JOC max of $10,000,000, however, page 38, Para. 52.228-1 states the Bid Bond should be 20% of the bid price or $3,000,000. Please advise the Bid Guarantee amount.

a. See response to question #2 for Payment and Performance Bonds.

b. See response to question 14 b. for Bid Guarantee.

16. Please provide Division 1 Unit Price book for contractors to review for bidding purposes. Or provide the link to purchase the RS Means book that will be used for this contract.

17. Attachment 001 Statement of Work Section 2.2.1.5 & Section 2.1.1.8 clearly identified what should be excluded and included in each contractor’s coefficient.

Please confirm all the bullet points in this section must be in the coefficient and they cannot be captured in line items for each project task order.

a. All listed items in both section 2.2.1.5 and Section 2.1.1.8 in the Statement of Work shall be in the coefficient and they cannot be captured in the line item for each project takes order.

18. There is an SBA memorandum on bona fide place of business in effect (SBA

Policy Notice 6000-835075). Will 8(a) firms regardless of location will be able to submit on this proposal given the SBA memorandum?

Please clarify the intent of this statement and the role of Athna Design Build Inc.

a. Section 252.219-7010 paragraph e has been amended.

20. Section 6 - Reference is made to credit card orders up to $25,000. Is this an alternate payment method for work orders under $25,000. Should bidders assume standard ordering procedures, with billing through WAWF, as the norm, and this government credit card option as the exception, used only for smaller work?

a. Yes, please reference page 42 of this solicitation. 252.232-7003

ELECTRONIC SUBMISSION OF PAYMENT REQUESTS AND

RECEIVING REPORTS (DEC2018) para. (b) Except as provided in paragraph (d) of this clause, the Contractor shall submit payment requests and receiving reports in electronic form using Wide Area Workflow

(WAWF).

21. What is the anticipated workload for each location? Example: will FHL receive most of the work or one of the other locations?

a. See response to question #5.

22. Is there any anticipated award amount for the first 2 years? Example: over $1M/year or under?

a. No, as funding and project become available. Additionally, as per page 1 block 10, “The minimum guarantee for this contract is $250,000. Multiple projects may be combined to meet the minimum guarantee. (See Supplemental Information for more details).”

5) JOINT SCOPING

As needs arise for performance under the terms of this contract, the Government will notify the Contractor, verbally and/or in writing, of the requirement and establish a time for a joint site visit. At a time agreed upon, the Contractor and the designated Government representative shall visit the proposed work site to further define the scope of the requirement. The Contractor and the Government will jointly define the work area and major work items to accomplish the required scope of work: measurements shall be taken, rough sketches made, facility access taken into consideration, estimates made of the performance period, and other special conditions shall be discussed. These scoping details shall be refined and agreed to prior to the issuance of any task order.

The Contractor shall then prepare a cost proposal for accomplishment of the work which shall consist of an itemized listing of all proposed work elements, items of equipment to be installed, quantities of expendable items, prices, total proposed cost, and all supporting documentation (catalog cuts, supplier quotes, price lists, etc.) as outlined in the Scope of Work. The approved UPB cost data and associated software shall be utilized to produce the cost proposal.

The cost proposal should be presented on the Contractor’s letterhead or proprietary format with signature blocks for review by the Government’s representative and Contracting Officer. All pricing documents submitted must contain the marking “CUI” for Controlled Unclassified Information. Upon the Government’s request, the Contractor must be prepared to provide a detailed breakdown of its proposal to include all pricing documentation to demonstrate that it is fair and reasonable.

6) ORDERING OFFICIAL/ OFFICER

a. There will be a designated Ordering Official under this contract, authorized to make purchases up to their designated authority of $25,000.00, per single known requirement, against this JOC contract, as along as Non-Pre- Priced work does not exceed 10% of the pre-Priced work, and no more than $2,500.00 total. Projects under this threshold will not be issued on an individual task order FORM 1155, however, all requirements of the contract award, and all policies and procedures will be applicable to projects ordered by the designated official.

Contractor will still be required to fulfill a joint scoping with the Government, and prices/ specification for the project will still require negotiation and agreement/ approval by the ordering official.

Projects awarded through the ordering official may count toward fulfillment of the minimum guarantee amounts. If not, enough projects are processed under the minimum guaranteed task order as described elsewhere in this solicitation and resultant contract, then the Government reserves the right to use any or all project amounts processed through the Ordering Officer to count toward the fulfillment of the required minimum guarantee.

The ordering officials will administer and be the main POC for all orders placed under their authority. The names and contact information for these individuals will be included in the resultant contract.

b. The following describes the procedures to be used for ordering items under this contract by using the Federal Government-wide purchase card. This option to order by use of the Government-wide purchase card is strictly an alternative method of ordering by the Government and may be used in place of ordering by other order forms that comply with FAR 12.204. The Government reserves the right to unilaterally terminate the use of the credit card at any time.

(1) All ordering officers may use the Government-wide purchase card, commonly referred to as the Government "credit card," as an alternative method of ordering and paying for purchases made under this contract. Purchase card orders are subject to all terms and conditions of this contract, unless otherwise stated in this provision or another provision in this contract.

(2) The purchase card is specifically designed for use by the Federal Government. The purchase card is like a typical commercial credit card. However, the authorization limitations of the purchase card are more specific, i.e., only for a particular contract, monthly limitations, certain categories of products or services, etc. The purchase card will be exclusively used for official Government purchases in accordance with the prices, terms, and conditions of this contract. The purchase card order limitation shall be $25,000. With respect to ordering authority, only designated Ordering Officers may use the purchase card as a means of purchasing items on this contract.

(3) Credit limits for the purchase card for ordering officers is $25,000. These credit limits for the purchase card are the responsibility of the credit card holder and the approving office.

(4) The Contractor shall accept payment via credit card for projects authorized by the ordering officers and that have followed the required policies and procedures within this solicitation and resultant contract.

(5) Invoices for orders placed by the ordering officer will be submitted directly to the ordering officer, and progress payments will still be authorized if applicable, the same as would be authorized for Task Order issued on the Form 1155.

(6) When using the purchase card as the payment method, the Contractor is required to generate a receiving report in Wide Area Work Flow (WAWF), and the Government acceptor is required to accept the receiving report in WAWF. These reports are mandatory to ensure compliance with the Prompt Payment Act requirements for written acceptance. Use of WAWF to create and accept receiving reports is mandatory when the GPC is used as a method of payment against a contract. To ensure proper routing of contract transactions paid with the GPC, use the code "CRCARD" in the Pay Official/ DoDAAC field. The Contractor is required to generate a receiving report in WAWF, and the Government acceptor is required to accept the receiving report in WAWF. The Cardholder is required to verify that acceptance has occurred in WAWF prior to submitting the invoice to the Certifying Official for certification.

7) PRICING/ COEFFICIENTS/UNIT PRICE BOOK (UPB)

a. The Contractor shall obtain at their own expense the most recent version (at time of award) of the approved estimating software with the latest version of the RS Means Facilities Construction and Facilities Maintenance & Repair Cost Data database (s), henceforth referred to as the Unit Price Book (UPB), for their use during this contract, in as many licensed copies as required for their operation of the contract.

b. Annual price adjustments for this contract shall be made in the following manner: Provide a new UPB every year on the anniversary date for the life of the contract. The Contractor shall update at their own expense the most current UPB catalog database (compatible with the previously supplied estimating software) for use during the applicable follow-on year, in as many copies as required for their operation of the contract. A separate equitable adjustment will not be allowed.

c. Bidders shall provide pre-Priced coefficients for the contract entirety on the TE-2 Coefficient Spreadsheet document. The spreadsheet will automatically calculate the weighted average, the Total Price and The Total Evaluated Price which will be the basis determining the apparent successful bidder. (See the Evaluation of Bids section for more information). Coefficients are location-specific multiplier(s), developed and proposed by the Contractor, to be applied against the published UPB cost line items for the purpose of providing consideration to the Contractor for the following in-direct costs: General and administrative and other overhead costs, insurance costs, bonding and alternative payment protection costs, protective clothing, equipment rental, and Contractor’s profit.

The Contractor's price coefficient must include, but is not limited to the following:

Contractor's overhead and profit (bare cost will be used in UPB) Subcontractors' overhead and profit Insurance All costs associated with bonding (specifically including bond premiums) Employee payroll taxes, insurance, and fringe benefits

Business taxes, contributions, memberships, corporate Headquarters support (legal, financial, etc.)

All waste and excess material Sales tax on material and equipment costs Clean up.

UPB costs confidence (to include issues regarding how the cost data are captured and the size/types of projects they reflect)

Contingencies Travel Depreciation of equipment or facilities Variances in subcontractor or worker availability Other local market conditions for each site not addressed by RS MEANS Location Factors Other risks of doing business; acceptance testing; work-site security; etc.

Bidder must specify in their bid if there ___are or ___ are not additional types of costs included in their coefficients, other than those listed above. If there are additional costs, bidders must list them specifically as being included in their coefficients. The coefficient(s) proposed by the bidder and accepted by the Government will be incorporated into the JOC contract.

d. Bidders shall also provide an indirect costs and profit rate (Non-Pre-Priced Coefficient), to be applied to NPP work. This is required for each location, as with the Coefficients for Pre-Priced work, a yearly average will also be automatically calculated on TE-2.

e. Indirect Cost and Profit Rate is defined as all costs associated with performing the tasks, other than direct labor, equipment, and material costs. When a proposal is submitted at the task order level to include NPP work, proposals shall be supported with verifiable documentation supporting competitive quotes minimum of two), catalog price, etc., for all NPP work. NPP items shall be proposed in bare costs only (material, equipment, and labor) multiplied by the quantity and the NPP indirect costs and profit rate to arrive at the total price for the NPP work.

f. The Coefficient Spreadsheet (TE-2) will be incorporated into the resultant contract and utilized by the Government in determining the value of issued task orders throughout the life of the awarded contract. The value of Non-Pre-Priced work under an order must not exceed 10 percent of the value of the pre-Priced work unless approved by the contracting officer. In accordance with AFARS 5117.9004-2 (e), the Government has the unilateral right to withdraw a proposed task order either before or after receipt of the Contractor’s proposal. EVALUATION OF BIDS

BASIS OF AWARD

This requirement for the modernization, repair, restoration, and sustainment of facilities located at Fort Hunter Liggett, Camp Parks, and Moffett Field shall be awarded utilizing Sealed Bidding Procedures in accordance with Federal Acquisition Regulation (FAR) Part 14, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made with reasonable promptness to the responsible bidder submitting the lowest responsive bid in accordance with requirements and provisions herein.

The Government will evaluate proposed price coefficients for balanced and reasonable pricing, using price analysis techniques. Proposed prices evaluated as unreasonable or unbalanced may be ground for eliminating the bid from award eligibility.

EVALUATION CRITERIA

The Government will evaluate bids received in response to this solicitation solely based on price and price related factors. Award will be made to lowest coefficient.

a. TE-2 document will automatically calculate all other required figures utilizing the following formulas:

Weighted Average = (.95)(Average of all PP Coefficients*) + (.05)(Average of all NPP Indirect Cost)

Bidder's Total Price = (Weighted Average)

INSTRUCTIONS TO BIDDERS

BID PREPARATION INSTRUCTIONS

The following instructions prescribe the format for the bid and describe the approach for the development and presentation of bid data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of bids. In the sealed bidding procedures, the price alone will determine the “Apparent Low Bid;” however the submission of a low bid does not in and of itself determine responsibility of a bidder and therefore it is necessary to require additional information in order that the Contracting Officer may make an award based on the lowest overall priced responsible bidder.

Electronic copies of each volume shall be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. Proposals submitted by mail or hand carried will not be evaluated. Proposals sent through proprietary or third-party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved. It is the responsibility of the Bidder to confirm receipt of proposals. All proposals received after the exact time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the FAR. For instructions on how to post an offer, please refer to the Posting Offer demonstration: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf.

It is the Bidder’s responsibility to obtain written confirmation of receipt of all electronic files of the full proposal by emailing the Contract Specialist, MAJ Francisco J. Arocho at francisco.j.arocho.mil@army.mil. If the Solicitation Module is down, the alternate method for proposal submission is via email to the Contracting Officer and Contract Specialist identified in the preceding sentence. The Bidder must obtain prior approval from the Contracting Officer or Contract Specialist to use the alternate submission method. Bidder requests to use the alternate submission method must be received by the Contracting Officer or Contract Specialist no later than 36 hours prior to the proposal submission deadline.

Bidders are responsible for ensuring electronic copies are virus-free and shall run an anti-virus scan before submission. Electronic copies of each volume shall be compatible with Adobe Acrobat Reader 11. Narrative portions of the proposal shall be in Adobe Acrobat portable document file (pdf) searchable text format. The Bidder shall not embed sound or video (e.g., MPEG) files into the proposal files. Electronic files shall be clearly identified for each volume, section, and item.

FILE NAMING CONVENTION

To ensure your submission is received and processed appropriately, it is important that interested parties carefully ensure their electronic files adhere to the following naming convention:

W911SA23B2011-FIRM NAME-Bid W911SA23B2011-FIRM NAME-Amendments W911SA23B2011-FIRM NAME-Bid Bonds

FILE ORGANIZATION

Although hard copies are not accepted, each file shall be clearly indexed, and logically assembled. Font size shall be 10 or larger.

UPLOAD COMPLETION & DEADLINE

Interested parties shall submit responses no later than the date specified on the solicitation document. The time & date of bid receipt will be the upload completion / delivery time & date recorded within PIEE site. Do not assume that electronic submission will occur instantaneously. Large files (e.g. 10MB or more) will take some time to upload. Bidders should time their upload effort with prudence by not waiting until the last few minutes—this will allow for unexpected delays in the transmittal process. Bidders are encouraged to keep a copy of the upload confirmation for their record. Submissions after the deadline will be considered late and will be processed in accordance with FAR 14.304.

ELECTRONIC FILES

Files shall be in their native format (i.e., doc, xls, ppt, etc.), or if in pdf format, shall be in searchable text. Text and graphics portfolios of the electronic copies shall be in a format readable by Microsoft Office or Adobe applications.

Data submitted in a spreadsheet format shall be readable by MS Excel (all cells and formulas should be unlocked)

To attend the Public Bid Opening teleconference, any interested party must submit an email request to the Contract Specialist francisco.j.arocho.mil@army.mil prior to the Bid Opening time to access the teleconference. The Contract Specialist will provide you the phone number and attendee passcode for attendance. Once the teleconference has begun, no access information will be distributed, and no information will be repeated for late attendees.

SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION

An Active SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. If your company is not already actively registered, please register in the SAM database at http://www.sam.gov. If your company is currently registered and close to expiring, begin/complete the process for SAM registration renewal.

a. The unique entity identifier used in SAM.gov has changed.

On April 4, 2022, the unique entity identifier used across the federal government changed from the DUNS Number to the Unique Entity ID (generated by SAM.gov).

The Unique Entity ID is a 12-character alphanumeric ID assigned to an entity by SAM.gov. As part of this transition, the DUNS Number has been removed from SAM.gov. Entity registration, searching, and data entry in SAM.gov now require use of the new Unique Entity ID. Existing registered entities can find their Unique Entity ID by following the steps here. New entities can get their Unique Entity ID at SAM.gov and, if required, complete an entity registration.

b. Whether your company is a current or new registrant in the SAM database, your registration must indicate that you are a provider of NAICS 236220 or a NAICS of similar business size, under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.

c. If the prospective awardee for this request for quotes is not actively registered in the SAM database by close of solicitation, including NAICS 236220, or a NAICS of similar business size, under the Goods – Services section, depending on mission requirements, the government reserves the right to proceed to award to the next otherwise successful actively registered offeror.

SAM REQUIREMENT

Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (DEC 2019) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JUN 2019) in SAM to be eligible to receive an award for this solicitation.

In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Biobased Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). SAM can be accessed at https://www.sam.gov.

The applicable wage determination is incorporated into the contract at Section H. The WH-1321 poster is located at http://www.dol.gov/compliance/guide/index.htm.

REAL ID ACT IMPLEMENTATION

Federal agencies, including the Department of Defense, are prohibited from recognizing driver’s licenses and identification cards that are deemed non-compliant according to the REAL ID Act. Due to the pandemic, its disruption of states abilities to issue the Real ID-compliant driver’s licenses DHS has extended the deadline. The U.S Department of Homeland Security (DHS) will begin enforcing the Real ID law on May 3, 2023.

In accordance with Army Directive 2014-05, all non-DOD ID cardholders must be escorted during their entire time at all Army installations or be vetted by the Physical Security Office for non-escorted access.

To obtain credentials for non-escorted access, the Physical Security Office will run a background check through the FBI National Crime Database. Once favorably vetted, individuals will be issued credentials allowing them access to Fort Hunter Liggett.

The credentials must be kept with the individual at all times.

Military sponsors of contractors can visit the Physical Security/ VCC from 8 a.m. to 3 p.m. Monday through Friday to expedite contractor credentialing. This process takes at least 10 minutes, so plan to arrive early. There can be a longer delay during high volume periods.
