QUESTIONS AND ANSWERS
Question (1) Who will be responsible for removal and/or working around the operational security system already installed in these areas?
Question (1) Government Response: The security system will remain active for the vault at all times and the vault is not accessible to contractors. The security system for the remainder of the facility will not be active during construction activities. The Contractor must plan the work to avoid the vault. If any ceiling mounted security devices must be removed for the completion of work, the Contractor must provide removal and must store all removed devices in a location designated by the Building 103 facility representative. The Contractor is responsible to protect removed devices against all forms of damage. The Contractor is responsible to coordinate through the COR and facility representative for any issues related to the security system. All security devices removed for the completion of work must be re-installed prior to the end date of construction activities.
Question (2) Can the fire alarm system be shut down for the demo/rough-in phase of the project?
Question (2) Government Response: Yes, the fire alarm system for Building 103 can be deactivated for construction activities. The fire alarm system must be re-activated, tested and in operating condition prior to the end date of construction activities.
Question (3) Please confirm the intentions of Keynote 3 on E1.0. Are we correct in assuming we are NOT to remove the Electrical Panels?
Question (3) Government Response: Keynote 3 on sheet E1.0 does not require the removal of electrical panels. The intention of Keynote 3 is to provide information for the specific items identified for demolition and removal (exhaust fan and motorized dampers) which are fed from these existing electrical panels.
Question (4) Please confirm if building, will stay occupied? Will corridors and offices in the same area still need to be accessible?
Question (4) Government Response: Building 103 will not be available for construction activities during the pre-construction phase. Building 103 representatives and occupants require a written advance notification a minimum of thirty (30) calendar days prior to the start date of construction activities. After Building 103 occupants have vacated the facility, then the facility will be vacant and available for construction activities.
During construction activities, the Contractor must completely remove the existing rigid insulation board and batt insulation above and between floor joists throughout crawl spaces as part of the project. There is a long history of moisture related problems inside the facility because the existing rigid insulation board and batt insulation materials over the wood framing in crawl spaces (beneath the floor) do not provide a vapor barrier. Contractor is responsible to provide a completely new vapor barrier in compliance with Drawings and Specifications dated February 2022.
Question (5) Will the contractor be responsible for moving the furniture for the ceiling work?
Question (5) Government Response: Contractor will be responsible to move furniture only where required for the completion of the required work. Contractor will be required to protect facility contents and Government property against all forms of damage during all phases of construction and post construction activities.
