1.1 OBJECTIVES AND CRITERIA 2
1.1.1 General Information. 3
The construction shall comply with the specifications and requirements contained in this Statement of Work (SOW). 4 The design and technical criteria contained and cited in this SOW establish minimum standards for construction 5 quality. During the contractor’s review of this SOW, items not specifically address shall adhere to California 6 Department of Transportation standard plans and specifications, American Concrete Institute , and the Army Corps 7 of Engineers Unified Facilities Guide Specifications and Uniform Facilities Criteria. If conflicting requirements 8 between these standards are found they should be clarified by the COR/KO. 9
1.1.1.1 Project Number. 10
1.1.1.2 Period of Performance. 11
The Performance duration shall be one hundred-twenty days (120) days from the notice to proceed. 12
1.1.2 Goal and Objectives. 13
The objective of this project is to upgrade and repair damaged concrete sidewalk and curbs at multiple locations within 14 the FHL cantonment area. This work shall consist of removal of damaged sidewalk/curb and underlying soil, and 15 constructing new concrete sidewalk/curb at locations depicted on attachment A1. Work is located on Government-16 owned land at Fort Hunter Liggett (FHL), CA 93928. 17
1.1.2.1 Agreement of Confidentiality. 18
The contractor will be required to sign an agreement of confidentiality with the Government prior to release of said 19 items. AS-Built drawings and Conceptual Design drawings provided by the Government shall be used as information 20 purpose only. The Contractor is not to rely solely on any data or dimensions shown on these drawings. Any 21 dimensions, elevations, existing conditions, or utilities shown on these drawings which shall in any way be 22 incorporated into and/or shown in the design drawings, specifications, materials or control estimate of this project, 23 must be field-verified by the Contractor. 24
1.1.2.2 Betterments and Enhancements Considerations. 25
All proposals received MUST include the minimum requirements set-forth in this statement of work in addition to 26 providing AS-built drawing at the completion of the project to be considered for evaluation and award. In no case will 27 proposals be accepted to allow for inclusion of betterments or enhancements after final layout has been approved by 28 the government. Betterments and enhancements will not be considered unless the proposal meets the minimum 29 requirements set-forth in this statement of work. Contractors are encouraged to review the statement of work to 30 familiarize themselves with all of the available options and alternatives included herein. 31
1.1.2.3 Proprietary Names. 32
In many instances several finishes or materials are identified for a specific item, however, the primary consideration 33 of this solicitation is obtaining the minimum requirements set-forth for construction in this project. Due to the 34 specialized nature of certain components requested and/or required for this project, these specifications, in some 35

Whenever a proprietary (trade) name is used 36 within this Specification Section, it is used to describe a standard of required function, dimension, appearance, 37 fabrication, materials, finish and quality. References to materials by trade name, make, or model number shall not be 38 construed as limiting competition. 39
2.2 FHL AND PRFTA PHYSICAL SECURITY REQUIREMENTS 40
2.2 Personnel Security 41
2.2.1 Access and General Protection/Security Policy and Procedures. 42
Access and general protection/security policy and procedures. Contractor and all associated sub-contractors 43 employees shall provide all information required for background checks to meet installation access requirements to 44 be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. 45 Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, 46 Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition 47 to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition 48 (FPCON) and Health Protection Condition (HPCON) at any individual facility or installation change, the 49 Government may require changes in contractor security matters or processes. The Government may require monthly 50 participation in the Installation Random Antiterrorism Measures Program. All persons, including Military, DAC 51 Contractors and sub-contractors are subject to comply with RAM Program executed by DES-PD. 2.2.2 Contractors that Require Access to DOD Facility or Installation. 55
For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all 56 associated sub-contractors employees shall comply with adjudication standards and procedures using the National 57 Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) 58 (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility 59 access and local security policies and procedures (provided by government representative), or, at OCONUS 60 locations, in accordance with status of forces agreements and other theater regulations. 2.3 Physical Security. 64
The contractor will have a law enforcement background check completed for all employees who will be entering 65 Army-controlled installations or facilities. Additionally, the contractor will provide to the COR, fifteen (15) calendar 66 days in advance of the event, names and Social Security numbers (or equivalent identification numbers for non-U.S. 67 citizens) of all employees who will be entering Army-controlled installations or facilities. Non-U.S. citizens must 68 produce a valid work visa along with said documentation. The contractor will ensure requirement are met for all 69 subsequent employees who will be entering the installation after the initial start date, and they will ensure that a law 70 enforcement background check is completed for all employees on a yearly basis thereafter. Furthermore, the contractor 71 will ensure that its employees entering Army-controlled installations or facilities have obtained access badges and 72 passes in accordance with facility regulations and that these badges and passes are obtain in advance so as not to delay 73 the accomplishment of contracted services. Access Cards, installation badges, and/or access passes to the Army installation Physical Security Officer when the 75 contract is completed or when a contractor employee no longer requires access to the installation or facility. 76

2.3.1 Identification Badges. 77
Identification badges, if required, will be furnish without charge. Application for and use of badges will be as 78 directed by the Contracting Officer. The Contractor shall be responsible to immediately report instances of lost or 79 stolen badges to the Contracting Officer. Upon completion of the contract, the company will return all issued CAC 80 Cards, Installation Badges, and/or access passes to the Contracting Officer and/or Contracting Officer 81 Representative. 82
2.3.2 OPSEC Training 83
For contracts that require OPSEC Training. Per AR 530-1 Operations Security, the contractor employees 84 must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days 85 of their reporting for duty and annually thereafter. Training can be completed digitally at 86 https://securityawareness.usalearning.gov/opsec/index.htm. Certificates of completion must be provided to 87 the COR prior to the start of work for all personnel. Contact the Installation OPSEC Officer at 831-386-2119 88 to arrange for in-person OPSEC training or additional information. 89
2.3.3 Antiterrorism Training. 90
All Contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or 91 control access areas shall complete AT Level I awareness training within seven (7) calendar days after contract start 92 date or effective date of incorporation of this requirement into the contract; whichever applies. The Contractor shall 93 submit certificates of completion for each associated contractor employee and subcontractor employee to the COR 94 (or submit to contracting officer, if a COR is not assigned) within 10 calendar days after completion of training by 95 all employees and subcontractor personnel. The COR will assure all Contractors, contractor employees and all 96 associated subcontractors’ employees AT Level I Training is current, all current AT Level I certificates (new and 97 refresher training), are provided to FHL ATO, DPTMS building 290, annually or until said contract expires. This is 98 an annual requirement and can be accomplished by one of two means: under the instruction of a qualified Level 1 99 AT Awareness Instructor (Level II Trained and Certified ATO), or completion of a DoD-sponsored and certified 100 computer or web-based distance learning instructions. Virtual, AT Level I Training can be coordinated with the FHL 101 Garrison ATO at (831) 386-3816. AT Level I training is available at the following website: https://jkodirect.jten.mil 102
2.3.4 iWATCH Training. 103
An ATO (Level II Trained and Certified) will facilitate, face to face in-person iWATCH Training for Contractors 104 and all associated subcontractors’ employees via FHL ATO. This locally developed training will be used to inform 105 employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR, 106 iWATCH line (831) 386-3457 or DES Police (831) 386-2526. The COR will track completion of training. The 107 COR will provide a roster of attendees and the ATO will certify attendee roster after completion of training. The 108 Contractor and all associated subcontractors’ shall provide the roster to the COR no more than 10 days after project 109 start and within 10 calendar days for new employees commencing performance. COR will give a copy to the ATO. 110 Individual records will reflect completion of the iWATCH training. The Contractor and all associated 111 subcontractors’ shall encourage personnel to report suspicious activity and/or stolen equipment. iWATCH Training 112 is an annual requirement. 113
3.0 CONSTRUCTION REQUIREMENTS 114

3.1 Contractor Requirements. 115
The Contractor shall be lawfully licensed in the state of California in all the applicable disciplines required to work 116 on this project. If the contractor will require the usage of Subcontractors to perform specific task involved with this 117 project, said subcontractor must also be lawfully licensed in their applicable disciplines. 118
The Contractor shall supervise and direct the work, using qualified labor, materials, and proper equipment for all tasks 119 to be performed or provide in accordance with this statement of work. The Contractor shall be responsible and have 120 control over construction means, methods, techniques, sequences, and procedures for coordinating all portions of 121 work. The Contractor and/or Subcontractors shall undergo a full background check resulting in a favorable review by 122 the Parks Reserve Force Training Area and Fort Hunter Liggett Security and Intelligence office prior to entering the 123 garrison. 124
The contractor shall ensure that each representative requiring access to the installation completes Antiterrorism Level 125 I ‘Awareness’ Training annually and prior to accessing the installation. 126
The Contractor shall conduct field investigations and it shall be his/her responsibility to visit the project site to verify 127 existing conditions affecting this project. This may be accomplished through field inspections, discussions with 128 appropriate personnel, and by checking previous work and as-built drawings. If field inspections indicate minor 129 discrepancies or missing information between the plans provided and actual site conditions, the Contractor shall 130 contact the Contracting Officer (KO) immediately to report the discrepancies found. 131
If in the course of the Contractor’s investigations, should he/she discover any errors, inconsistencies, or omissions in 132 information provided by Directorate of Public Works (DPW) that affect the SOW, then the Contractor shall promptly 133 notify the KO. 134
Safety of the Contractor’s personnel and equipment is the responsibility of the Contractor. Appropriate safety 135 measures shall be adopted to protect all personnel whether or not associated with the project for the duration of the 136 entire construction project. The Contractor shall be responsible for determining what permits are necessary to perform 137 under the contract. Obtaining permits is the contractor’s responsibility and that if such permits are required then 138 Directorate of Public Works shall review and approve permit submittals. 139
The Contractor shall be responsible for taking corrective action for any notices of violations issued as a result of the 140 Contractors or any subcontractors’ actions or operations during the performance of this contract. Corrections for any 141 such violations shall be at no additional expense to Fort Hunter Liggett and Parks Reserve Force Training Area. 142
The Contractor shall be responsible for control of pedestrian and vehicular traffic in the work area. The Contractor 143 shall provide flag persons, signs, equipment and other devices necessary to meet Federal, State and local requirements. 144
The Contractor shall be responsible for providing Fort Hunter Liggett with a finished product in accordance with all 145 applicable US Federal, State of California, and local county regulations & requirements. Additionally, all work shall 146 comply with applicable DoD, Army Reserve IT Manual, Army Technical Guide for Installation Information 147 Infrastructure Architecture, and Army Corp of Engineers (USACE) regulations & requirements. A complete and 148 usable product shall be available upon completion of this project. 149
The Contractor shall submit matters of interpretation of standards to the appropriate administrative agency for 150 resolution before starting work. Where the requirements of this specification, applicable laws, criteria, ordinances, 151 regulations, and referenced documents vary, the most stringent requirements shall govern. 152

Materials and equipment specified shall be the most up to date design of standard catalogued products of 153 manufacturers regularly engaged in the production of such equipment and material, and shall be installed according 154 to the manufacturer’s recommendations. All equipment and material shall applicably conform to the requirements of 155 American National Standards Institute (ANSI), American Society of Testing and Materials (ASTM), National 156 Electrical Manufacturer’s Association (NEMA), National Fire Protection Association (NFPA) or other national trade 157 association as applicable. Where standards exist, materials and equipment shall bear the label and be listed by 158 Underwriters Laboratories, Inc. (UL) or other Nationally Recognized Testing Laboratory (NRTL) per the NEC. 159 Building codes shall conform to the International Building Code (IBC) and the California Building Codes, Title 24. 160
3.2 Conformance with Environmental Management Systems. 161
The Contractor shall perform work under this contract consistent with the relevant policy and objectives identified in 162 the United States Army, United States Army Reserve, United States Army Garrison, and/or Camp Parks environmental 163 management system (EMS) applicable for the contract. 164
The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs 165 and Operational Controls identified by the United States Army, United States Army Reserve, or United States Army 166 Garrison, Parks Reserve Force Training Area EMS. 167
In addition, the Contractor shall ensure that their employees are aware of the roles and responsibilities in following 168 legal and other requirements, and how these requirements affect their work performed under this contract. All on-site 169 contractor personnel shall complete training specified for the type of work conducted on-site and maintain training 170 records. 171
The Contractor shall provide monitoring and measurement information as necessary for the organization to address 172 environmental performance relative to the environmental, energy, and transportation management goals. 173
In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, 174 the contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall 175 respond and take corrective action immediately. In the case of a nonconformance, which is identified during an EMS 176 audit, the nonconformity will be communicated to the Contractor by the EMS Management Representative and a 177 reasonable corrective action will be identified and completed based on the time schedule agreed upon by all applicable 178 parties. 179
Contractors are liable for any enforcement actions, fines and/or penalties resulting from the failure of the contractor 180 to comply with applicable environmental requirements. (AR 200-1, Sec. 2-2d) 181
Upon inclusion in the contract Statement of Work or contract award, the Contracting Officer's Representative will 182 verify that all appropriate contractor personnel have completed EMS Awareness Training. 183
3.3 Submittals. 184
3.3.1 Government Review. 185
The government review period will be set fourteen (14) calendar day. All reviews will be completed at (or within) 186 the review period. The government shall review the contractor’s submittals for checking for conformance with the 187 qualitative requirements of this project. Review of such submittals are not conducted for the purpose of determining 188 accuracy and completeness of other details such as dimensions and quantities, or for substantiating instructions for 189
Directorate of Public Works – Fort Hunter Liggett pg. - 9 -installation or performance of equipment or systems, all of which remain the responsibility of the contractor as 190 required by this scope. 191
3.3.2 Government Approval. 192
The government’s approval of submittals shall not be construed as being contractual, and shall not relieve the 193 contractor of responsibilities for deviations from the actual contract or from this scope. Any deviations from the 194 actual contract or this scope shall be coordinated with the appropriate agency through the COR. 195
Substitutions that have a major effect on the design for this project shall be reviewed by the government for 196 conformity with the qualitative requirements of this project. 197
3.3.4 Referenced Specifications. 198
Follow submittal procedures shown in specification Section UFGS 01 33 00 SUBMITTAL PROCEDURES. 199
3.3.5 Project Schedule. 200
The contractor shall submit a construction project schedule no later than seven (7) calendar days after the delivery 201 order notice to proceed. The contractor shall provide a comprehensive Gantt, or bar, schedule that properly indicates 202 all major milestones, submittals, critical path items and the anticipated completion date for all construction 203 activities. The schedule shall be sufficiently detailed to enable tracking of construction progress and to anticipate 204 critical tasks. Additionally, schedule will meet all requirements specified in UFGS 01 32 01.00 10 Project Schedule. 205
3.3.6 Project Submittals. 206
The contractor shall prepare submittals as required by the project specifications, the contract for construction or as 207 requested by the COR. Submittals may include but are not limited to product data, installation and maintenance 208 instructions, shop drawings, calculations, samples and test reports. Submittals shall be presented to the COR for 209 review and approval at least fourteen (14) calendar days prior to purchase or installation. Failure to present 210 submittals to the COR in a timely manner will not justify any claims for a schedule delay of added costs. Once a 211 roofing system ‘Material’ submittal is accepted, it may be considered a ‘Master Submittal’, and it may be used for 212 subsequent delivery orders without resubmitting. The designation of ‘Master Submittal’ is intended for physical 213 material submittals only. However, it is at the discretion on the government whether non-material submittal may or 214 may not be establish as a ‘Master Submittal’. 215
3.3.7 General Requirements. 216
The following are the minimum but not limited to general requirements that must be obtained for this project: 217
• Any measurements provided in this scope are approximations and provided for reference only. The contractor 218 is responsible for verifying all measurements and material take off requirements prior to submitting their 219 proposal and materials list. 220
Demolition/Removal 221
• The Contractor shall saw cut, remove and dispose of existing damaged concrete sidewalk and curbs at 222 various locations (reference Appendix 1). The removal limits are marked in the field and generally 223 correspond with existing adjacent control or expansion joints. Contractor to dispose of removed concrete 224
Directorate of Public Works – Fort Hunter Liggett pg. - 10 -of site. In areas where existing sidewalk is integral to curbs, the contractor is to carefully saw cut 225 longitudinally along back of curb line to separate sidewalk from curb. 226
• Excavation, removal and disposal of 6” inches thickness of existing subgrade soil layer, (Reference 227 attached detail). Removed soil to be disposed of on site within a one mile area of work location. Exact 228 disposal site to be determined after contract award. 229
New Concrete Sidewalks and curbs 230
• Contractor shall scarify, moisten, and compact 8 inches of the existing subgrade to 90% of maximum dry 231 density per ASTMD 698. (Reference attached detail) 232
• Contractor shall add 6” compacted aggregate base course material, moisten and compact to 90% of maximum 234 dry density per ASTMD 698. (Reference attached detail) 235
• Contractor shall construct new concrete sidewalk with minimum thickness of four inches (4”) (fc’=3000 psi) 237 with WWF 6x6-W2.0xW2.0. Each new concrete section shall have expansion and contraction joints. 238 Expansion joint material to be placed against existing matching sidewalk and structures (i.e. buildings, catch 239 basins, etc.). (Reference Caltrans Standard Specification (2018), Section 73, Concrete Curb and Sidewalks). 240
• Contractor shall construct new curb replacement in kind at designated locations and shall include required 242 saw cutting, compaction of subgrade to 90% of maximum dry density per ASTMD 698, and 243 placement/finishing of new concrete (fc’=3000 psi). 244
• Contractor shall grade as required to match surrounding ground. 246
• Contractor responsible to matching existing slopes 248
