2.0 GENERAL

1.1 OBJECTIVES AND CRITERIA

1.1.1 General Information.

The construction shall comply with the specifications and requirements contained in this Statement of Work (SOW). The design and technical criteria contained and cited in this SOW establish minimum standards for construction quality. During the contractor’s review of this SOW, items not specifically address shall adhere to California Department of Transportation standard plans and specifications, Manual on Uniform Traffic Control Devices for streets and highways, American Association of State Highway and Transportation officials standards, Asphalt Emulsion Manufacturers Association, American Society for Testing and Materials, International Slurry Surfacing Association, and the Army Corps of Engineers Unified Facilities Guide Specifications and Uniform Facilities Criteria. If conflicting requirements between these standards are found they should be clarified by the COR/KO.

1.1.1.1 Project Number.

1.1.1.2 Period of Performance.

The Performance duration shall be one hundred twenty (120) days from the notice to proceed.

1.1.2 Goal and Objectives.

The objective of this project is to construct a new parking lot to serve Bldg. 659 generally including but, not limited to: new asphaltic concrete pavement, concrete sidewalks and pad, infiltration strip, pavement sub-drains, signage, retroreflective thermoplastic pavement markings, and wheel stops. The contract work is situated on Government-owned land at Parks Reserve Forces Training Area, Alameda County, CA 94568.

The new parking lot was part of the PRFTA Army Reserve Center project (USACE PN: CAR14-71903) but was de-scoped from the contract. The project drawings are provided as an attachment to this SOW and only the sheets pertinent to the new parking lot are to be utilized, the remaining sheets are provider for reference purposes only.

1.1.2.1 Agreement of Confidentiality.

The contractor will be required to sign an agreement of confidentiality with the Government prior to release of said items. AS-Built drawings and Conceptual Design drawings provided by the Government shall be used as information purpose only. The Contractor is not to rely solely on any data or dimensions shown on these drawings. Any dimensions, elevations, existing conditions, or utilities shown on these drawings which shall in any way be incorporated into and/or shown in the design drawings, specifications, materials or control estimate of this project, must be field-verified by the Contractor.

1.1.2.2 Betterments and Enhancements Considerations.

All proposals received MUST include the minimum requirements set-forth in this statement of work in addition to providing AS-built drawing at the completion of the project to be considered for evaluation and award. In no case will proposals be accepted to allow for inclusion of betterments or enhancements after final layout has been approved by the government. Betterments and enhancements will not be considered unless the proposal meets the minimum requirements set-forth in this statement of work. Contractors are encouraged to review the statement of work to familiarize themselves with all of the available options and alternatives included herein.

1.1.2.3 Proprietary Names.

In many instances several finishes or materials are identified for a specific item, however, the primary consideration of this solicitation is obtaining the minimum requirements set-forth for construction in this project. Due to the specialized nature of certain components requested and/or required for this project, these specifications, in some instances, refer to various components by trade or manufacturer’s name. Whenever a proprietary (trade) name is used within this Specification Section, it is used to describe a standard of required function, dimension, appearance, fabrication, materials, finish and quality. References to materials by trade name, make, or model number shall not be construed as limiting competition.

2.2 Park Reserve Force Training Area physical security requirments

2.2 Personnel Security

2.2.1 Access and General Protection/Security Policy and Procedures.

Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplish by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor’s workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

2.2.2 Contractors that Require Access to DOD Facility or Installation.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures. This includes, but not limited to using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulation.

2.3 Physical Security.

The contractor will have a law enforcement background check completed for all employees who will be entering Army-controlled installations or facilities. Additionally, the contractor will provide to the COR, fifteen (15) calendar days in advance of the event, names and Social Security numbers (or equivalent identification numbers for non-U.S. citizens) of all employees who will be entering Army-controlled installations or facilities. Non-U.S. citizens must produce a valid work visa along with said documentation. The contractor will ensure requirement are met for all subsequent employees who will be entering the installation after the initial start date, and they will ensure that a law enforcement background check is completed for all employees on a yearly basis thereafter. Furthermore, the contractor will ensure that its employees entering Army-controlled installations or facilities have obtained access badges and passes in accordance with facility regulations and that these badges and passes are obtain in advance so as not to delay the accomplishment of contracted services. Lastly, the contractor will return all issued U.S. Government Common Access Cards, installation badges, and/or access passes to the Army installation Physical Security Officer when the contract is completed or when a contractor employee no longer requires access to the installation or facility.

2.3.1 Identification Badges.

Identification badges, if required, will be furnish without charge. Application for and use of badges will be as directed by the Contracting Officer. The Contractor shall be responsible to immediately report instances of lost or stolen badges to the Contracting Officer. Upon completion of the contract, the company will return all issued CAC Cards, Installation Badges, and/or access passes to the Contracting Officer and/or Contracting Officer.

2.3.2 OPSEC Training

Per AR 530-1 Operations Security, the contractor employees must complete Level OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. Contact the installation OPSEC officer at (831) 386-2118/2119 to arrange for OPSEC training. OPSEC Level I training certification can be obtained at https://www.lms.army.mil.

2.3.3 Antiterrorism Training.

All Contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or control access areas shall complete AT Level I awareness training within seven (7) calendar days after contract start date or effective date of incorporation of this requirement into the contract; whichever applies. The Contractor shall submit certificates of completion for each associated contractor employee and subcontractor employee to the COR (or submit to contracting officer, if a COR is not assigned) within 10 calendar days after completion of training by all employees and subcontractor personnel. The COR will assure all Contractors, contractor employees and all associated subcontractors’ employees AT Level I Training is current, all current AT Level I certificates (new and refresher training), are provided to PRFTA ATO, DPTMS building 350, annually or until said contract expires. This is an annual requirement and can be accomplished by one of two means: under the instruction of a qualified Level 1 AT Awareness Instructor (Level II Trained and Certified ATO), or completion of a DoD-sponsored and certified computer or web-based distance learning instructions. Virtual, AT Level I Training can be coordinated with the PRFTA Garrison ATO at (925) 875-4290 or the FHL Garrison ATO (831) 386-3816. AT Level I training is available at the following website: https://jkodirect.jten.mil. AT Level I is also accessible for non-CAC holders at: https://jko.jten.mil/courses/atl1/launch.html.

2.3.2.1 iWATCH Training.

The Contractor shall provide the local iWATCH program (training contained within the “iWATCH Training for PRFTA Contractors - 16 FEB 2021” provided by the Requiring Activity (RA) Antiterrorism Officer (ATO)) to all of the Contractor’s employees and associated subcontractors. This training is used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR/ACOR. The COR will track completion of training. The COR will provide a roster of attendees and the ATO will certify attendee roster after completion of training. The Contractor and all associated subcontractors’ shall provide the roster to the COR no more than 10 days after project start. COR will give a copy to the ATO. Individual records will be updated to reflect completion of the iWATCH training. The Contractor and all associated subcontractors’ shall encourage personnel to report suspicious activity and/or stolen equipment. iWATCH Training is an annual requirement.

3.0 Construction Requirements

3.1 Contractor Requirements.

The Contractor shall be lawfully licensed in the jurisdiction where the project is located in all the applicable disciplines required to work on this project. If the contractor will require the usage of Subcontractors to perform specific task involved with this project, said subcontractor must also be lawfully licensed in their applicable disciplines.

The Contractor shall supervise and direct the work, using qualified labor, materials, and proper equipment for all tasks to be performed or provide in accordance with this statement of work. The Contractor shall be responsible and have control over construction means, methods, techniques, sequences, and procedures for coordinating all portions of work. The Contractor and/or Subcontractors shall undergo a full background check resulting in a favorable review by the Fort Hunter Liggett Security and Intelligence office prior to entering the garrison.

The contractor shall ensure that each representative requiring access to the installation completes Antiterrorism Level I ‘Awareness’ Training annually and prior to accessing the installation.

The Contractor shall conduct field investigations and it shall be his/her responsibility to visit the project site to verify existing conditions affecting this project. This may be accomplished through field inspections, discussions with appropriate personnel, and by checking previous work and as-built drawings. If field inspections indicate minor discrepancies or missing information between the plans provided and actual site conditions, the Contractor shall contact the Contracting Officer (KO) immediately to report the discrepancies found.

If in the course of the Contractor’s investigations, should he/she discover any errors, inconsistencies, or omissions in information provided by Directorate of Public Works (DPW) that affect the SOW, then the Contractor shall promptly notify the KO.

Safety of the Contractor’s personnel and equipment is the responsibility of the Contractor. Appropriate safety measures shall be adopted to protect all personnel whether or not associated with the project for the duration of the entire construction project. The Contractor shall be responsible for determining what permits are necessary to perform under the contract. Obtaining permits is the contractor’s responsibility and that if such permits are required then Directorate of Public Works shall review and approve permit submittals.

The Contractor shall be responsible for taking corrective action for any notices of violations issued as a result of the Contractors or any subcontractors’ actions or operations during the performance of this contract. Corrections for any such violations shall be at no additional expense to Fort Hunter Liggett.

The Contractor shall be responsible for control of pedestrian and vehicular traffic in the work area. The Contractor shall provide flag persons, signs, equipment and other devices necessary to meet Federal, State and local requirements.

The Contractor shall be responsible for providing Fort Hunter Liggett with a finished product in accordance with all applicable US Federal, State of California, and local county regulations & requirements. Additionally, all work shall comply with applicable DoD, Army Reserve IT Manual, Army Technical Guide for Installation Information Infrastructure Architecture, and Army Corp of Engineers (USACE) regulations & requirements. A complete and usable product shall be available upon completion of this project.

The Contractor shall submit matters of interpretation of standards to the COR and KO for resolution before starting work. Where the requirements of this specification, applicable laws, criteria, ordinances, regulations, and referenced documents vary, the most stringent requirements shall govern.

Materials and equipment specified shall be the most up to date design of standard catalogued products of manufacturers regularly engaged in the production of such equipment and material, and shall be installed according to the manufacturer’s recommendations. All equipment and material shall applicably conform to the requirements of American National Standards Institute (ANSI), American Society of Testing and Materials (ASTM), National Electrical Manufacturer’s Association (NEMA), National Fire Protection Association (NFPA) or other national trade association as applicable. Where standards exist, materials and equipment shall bear the label and be listed by Underwriters Laboratories, Inc. (UL) or other Nationally Recognized Testing Laboratory (NRTL) per the NEC. Building codes shall conform to the International Building Code (IBC) and the California Building Codes, Title 24.

3.2 Conformance with Environmental Management Systems.

The Contractor shall perform work under this contract consistent with the relevant policy and objectives identified in the United States Army, United States Army Reserve, United States Army Garrison, and/or PRFTA environmental management system (EMS) applicable for the contract.

The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls identified by the United States Army, United States Army Reserve, or United States Army Garrison, PRFTA EMS.

In addition, the Contractor shall ensure that their employees are aware of the roles and responsibilities in following legal and other requirements, and how these requirements affect their work performed under this contract. All on-site contractor personnel shall complete training specified for the type of work conducted on-site and maintain training records.

The Contractor shall provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals.

In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, the contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, which is identified during an EMS audit, the nonconformity will be communicated to the Contractor by the EMS Management Representative and a reasonable corrective action will be identified and completed based on the time schedule agreed upon by all applicable parties.

Contractors are liable for any enforcement actions, fines and/or penalties resulting from the failure of the contractor to comply with applicable environmental requirements. (AR 200-1, Sec. 2-2d) Upon inclusion in the contract Statement of Work or contract award, the Contracting Officer's Representative will verify that all appropriate contractor personnel have completed EMS Awareness Training.

3.3 Submittals.

3.3.1 Government Review.

The government review period will be set fourteen (14) calendar day from receipt of the submittal. All reviews shall be completed at (or within) the review period. The government shall review the contractor’s submittals for checking for conformance with the qualitative requirements of this project. Review of such submittals are not conducted for the purpose of determining accuracy and completeness of other details such as dimensions and quantities, or for substantiating instructions for installation or performance of equipment or systems, all of which remain the responsibility of the contractor as required by this scope.

3.3.2 Government Approval.

The government’s approval of submittals shall not be construed as being contractual, and shall not relieve the contractor of responsibilities for deviations from the actual contract or from this scope. Any deviations from the actual contract or this scope shall be coordinated with the appropriate agency through the COR.

3.3.3 Substitutions.

Substitutions that have a major effect on the design for this project shall be reviewed by the government for conformity with the qualitative requirements of this project.

3.3.4 Referenced Specifications.

Follow submittal procedures shown in specification Section UFGS 01 33 00 SUBMITTAL PROCEDURES and Caltrans Standard Specification (2018).

3.3.5 Project Schedule.

The contractor shall submit a construction project schedule no later than seven (7) calendar days after the delivery order notice to proceed. The contractor shall provide a comprehensive Gantt, or bar, schedule that properly indicates all major milestones, submittals, critical path items and the anticipated completion date for all construction activities. The schedule shall be sufficiently detailed to enable tracking of construction progress and to anticipate critical tasks. Additionally, schedule will meet all requirements specified in UFGS 01 32 01.00 10 Project Schedule.

3.3.6 Project Submittals.

The contractor shall prepare submittals as required by the project specifications, the contract for construction or as requested by the COR. Submittals may include but are not limited to product data, installation and maintenance instructions, shop drawings, calculations, samples and test reports. Submittals shall be presented to the COR for review and approval at least fourteen (14) calendar days prior to purchase or installation. Failure to present submittals to the COR in a timely manner will not justify any claims for a schedule delay of added costs.

3.3.7 General Requirements.

The following are the minimum but not limited to general requirements that must be obtained for this project:

Demolition/Removal

· Remove existing concrete curb & gutter. (Reference sheets CD115a)

· Excavation, removal and disposal of top soil layer, approximately 11.5 inches thickness. (Reference sheets CS115a) New Asphaltic Concrete Pavement

· Subgrade preparation: Clear and grub existing ground as required and stabilize subgrade with Lime (12 inches compacted thickness) in accordance with Caltrans Standard Specifications (2018) Section 24-2, LIME STABILIZED SOIL and attached drawings. (Reference sheets V-115, CS115a, CS501, CG115a)

· Aggregate Base Course: Place, moisten and consolidate two four inches (4”) compacted thickness courses of Class 2 aggregate base in accordance with Caltrans Standard Specifications (2018) Section 26, AGGREGATE BASES and attached drawings. (Reference sheets CS115a and CS501)

· Asphalt concrete: Place over compacted aggregate base one 2” thick binder course of Type A HMA (1” aggregate) followed by a tack coat and a 1 ½ “ thick wear course of Type A HMA (1/2” aggregate). (Reference sheets CS115a and CS501) Contractor to provide independent geotechnical services to carry out prescribed soil, base, and asphalt density testing. The geotechnical services Engineer shall determine the final application rate and optimum moisture content for each lime product proposed from the samples submitted based on California Test 373.

New Concrete Sidewalks Construct new 4 inches (4”) thick concrete sidewalk over 4 inches (4”) compacted thickness of Class 2 Aggregate Base (3/4 inch maximum). See design drawings for sidewalk widths. (Reference sheets CS111a, CS113a, CS115a, CS501, CG111a, CG113a, CG115a) Construct new concrete pad for motorcycle parking per design drawings. (Reference sheets CS115a, CS501) Install detectable warning surfaces per design drawings and ABA Standards. (Reference sheets CS115a, CS503, CS504) See Caltrans Standard Specifications (2018) Section 73 CONCRETE CURBS AND SIDEWALKS for requirements Pavement Stripping All pavement markings shall be retroreflective thermoplastic in accordance with Caltrans Standard Specifications (2018) 84-2 TRAFFIC STRIPES AND PAVEMENT MARKINGS.

· The contractor shall paint a total of four (4) stop bars and legends (white, one at each driveway stop sign).

· The contractor shall paint five (5) disabled parking stall and access aisle (4” blue) per attached layout drawing including disabled symbols.

· The contractor shall paint four (4) motorcycle parking stall and aisle (4” white) per attached layout drawing.

· The Contractor shall paint one (1) cross walk on 6th Street that leads from parking lot to building entrance per attached layout drawing.

· The contractor shall paint a total of one hundred and twelve eight (112) parking stalls (4” wide white) and motorcycle parking per attached layout drawing. Also install precast concrete wheel stops as indicated on drawings.

Signage The Contractor shall install four (4) stop signs (R1-1) at driveways, one (1) motorcycle parking sign, two (2) Pedestrian Crossing signs, and five (5) disabled parking signs, in accordance with the Manual of Uniform Traffic Control Devices (MUTCD) and design drawings.

· Sign Panel Material – Aluminum. Single sheet aluminum signs shall not have a vertical splice in the sheet aluminum.

· Sign Sheeting Material – Diamond Grade Cubed (DG3) Reflective Sheeting

· Splicing will not be allowed on signs less than forty-eight (48) inches.

· Sign Identification – Each sign shall have the following notification placed on the lower right hand side of the back of each sign where the notification will not be blocked by the sign post or frame:

· PROPERTY OF THE U.S. GOVERNMENT

· Name of Sign Manufacture

· Month and Year of Fabrication

· Type of Retro-reflective sheeting

· Manufacturer’s Identification and Lot Number of Retro-reflective sheeting The above notation shall be applied directly to the aluminum sign panels in ¼-inch upper case letters and numerals by die-stamp. Painting, screening, or engraving the notation shall not be allowed. The notation shall be applied without damaging the finish of the sign.

· Sign Hardware – Anti-Vandal Bolts to be utilized.

· Breakaway Anchor System – V-LOC post anchors to include wedge. Contractor shall provide the Government with a complete V-LOC installation and Manual starter kit at completion of contract. All post shall be replaced with this system regardless of location.

· Post Material – Galvanized Steel.

· Post Size – 2” x 2” square, 12 gauge, and Post cap to be included. For larger signs 3” x 3” may be substituted.

Infiltration strip and pavement subdrains

· Construct infiltration strip per attached drawings. (Reference sheets CG115a, CG501)

· Construct Pavement Subdrains per attached drawings. (Reference sheets CG115a, CG501) Storm Water Pollution Prevention Plan (SWPPP) Contractor is responsible for complying with applicable permit requirements prescribed by:
