ADDENDUM TO FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS

EVALUATION FACTORS FOR AWARD

A. BASIS FOR AWARD

A single Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded for this acquisition in accordance with FAR Part 13 utilizing procedures from FAR Part 12. The criteria to be evaluated will be Technical, Price, and Past Performance as stated in FAR 12.602. The Government will award one IDIQ contract based on the overall best value quote that is determined to be the most beneficial to the Government, with appropriate consideration given to the following three evaluation factors: Technical, Price and Past Performance. Offerors must propose to perform all aspects of the PWS.

The Government intends to award one contract as a result of this solicitation. Incomplete quotes will be considered ineligible for award.

The Government reserves the right to conduct exchanges if it is determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest and waive informalities and minor irregularities in quotes received.

The Government may select for award that offer in which the Total Evaluated Price is not necessarily the lowest, but whose overall response is deemed sufficiently more advantageous to the Government based upon the merit of its Technical and the probability of successfully performing the required efforts of the PWS so as to justify the payment of a higher price. Conversely, the Government may select for award the Offeror whose Total Evaluated Price is the lowest, when the merit of Technical and the probability of successfully performing the required efforts of the PWS of other Offerors is not sufficiently more advantageous so as to justify the payment of a higher price. The Government may reject any or all responses if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in the submitted responses.

B. FACTORS AND ELEMENTS TO BE EVALUATED

The following evaluation factors and elements will be used to evaluate each quote. An award will be made to the offeror whose quote is most advantageous to the Government based upon an assessment of the evaluation Factors and Elements described below.

Factor 1: Technical. The technical evaluation will consist of the following elements:

Element 1: Key Personnel
Element 2: Management Approach
Element 3: Safety
Element 4: Quality Control Plan
Element 5: Relevant Experience

Factor 2: Price.

Factor 3: Past Performance.

C. EVALUATION APPROACH

The overarching evaluation approach for all factors and elements are as follows.

Evaluation criteria consists of three factors: Technical, Price, and Past Performance. The Technical portion is divided into elements.

Factor 1 – Technical Rating. The Government will evaluate technical quotes to determine the merit of each offeror’s proposed approach to meeting the technical requirements of the PWS based on the elements identified.

Factor 2 – Price. Price will not be assigned an adjectival rating. Price will be evaluated to determine if the offeror’s quoted price is fair and reasonable. Price shall be evaluated at estimated quantities multiplied times their respective unit price.

Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s).

As part of the price evaluation, the Government will evaluate the “Option to Extend Services” under FAR clause 52.217-8 by adding one-half of the Offeror’s final option period prices to the Offeror’s total price.

Factor 3- Past Performance

The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.

The Government may review any sources of information for evaluating past performance. The Government will only evaluate the past performance of the Prime Contractor or organizations that are under Joint Venture agreements. Past Performance of any proposed sub-contractors will not be evaluated as the government has no assurance that the offeror will actually use the sub-contractor proposed in their offer, deeming the act of evaluating a proposed sub-contractor irrelevant. Sources may include, but are not limited to, the Past Performance Information Retrieval System (PPIRS) using all CAGE/Entity Identifier number of team members (Partnership, joint venture, or parent company/subsidiary/affiliate) identified in the offeror’s quote, inquiries of owners representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), DOD Termination List and any other known sources not provided by the offeror.
