SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 26-Jan-2021 02:00 PM to 02-Feb-2021 02:00 PM.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

QUESTIONS AND ANSWERS

Question (1) Will a tax exempt certificate be provided to the awarded prime contractor for this project?

(Q1) Government Response: No.

Question (2) Drawing E1.2 “Panel A”. What side do the existing conduits enter into the panel through (i.e. bottom, top, both.)

(Q2) Government Response: There was not a wall cavity investigation to determine position of conduits. Provide a new panelboard in compliance with Specifications and Drawings including knockouts on located on both bottom and top sides of panelboard enclosure (minimum size knockout for the feeder conduit is 1 ½”). Per original facility design documents, the existing feeder conductors are 4 - #3 copper & 1 - #8 ground enclosed in 1 ½” conduit. Refer to Specifications and Drawings dated January 2021 for all Government responses to Contractor questions.

Question (3) The Specs call for EMT above lay in ceilings, but do not indicate wiring methods above hard ceilings in the sleeping areas. Would MC Cable or Romex be acceptable? Current wiring methods in hard ceilings?

(Q3) Government Response: For clarification, provide EMT conduit where conduits are exposed and provide metal clad (MC) cables in all plenum and above ceiling spaces for new lighting circuits as indicated on Drawings. All installations of the same type must be consistent with the same equipment and materials, appropriately sized for each branch circuit. Romex is not acceptable for this project and is not approved for installation.

Question (4) Is it the intent to “fish” existing hard ceilings from the attic, or remove and replace the hard ceilings in the sleeping rooms with sheetrock?

(Q4) Government Response: Provide new conductors and cables fished in the plenum spaces above dropped ceilings and above hard ceilings, and fished down wall cavities as required for the completion of work. All hard ceilings must remain in place. Openings for new luminaires must be measured, marked, and then cut carefully into hard ceilings to minimize damage. Existing center fixture in each sleeping room area must be removed and ceiling openings must be repaired to match existing materials, paint, and finishes.

Question (5) For the flush mounted lights in the masonry wall, is it the intent to remove completely and patch the masonry wall?

(Q5) Government Response: Yes, provide complete removal of all flush mounted light fixtures (recessed into masonry walls in sleeping room entry ways) in compliance with Specifications and Drawings including all segments of wiring extending from switches to fixtures. For clarification, all masonry walls affected by the work must be repaired to match existing masonry materials, paint, and finishes (including all locations of flush mounted light fixtures and in the corridor where the new panelboard must be installed in the masonry wall and flush mounted).

Question (6) Can the new panel sit in the surface or does it need to be recessed?

(Q6) Government Response: The new Panel A must be flush mounted (recessed in the wall cavity) in the same location as the existing panelboard and re-use existing conductors and conduits in compliance with Specifications and Drawings. For clarification, the masonry wall must be modified to fit the size of the new panelboard (minimum 42 spaces) and repaired after installation to match existing wall materials, paint, and finishes. Refer to the Government Response to Question 5 above.

Question (7) Pg. E1.2 is a fixture label "[2]", missing in the lounge?

(Q7) Government Response: Per Drawing E1.2, the description for Keynote 2 is “typical” which means Keynote 2 applies to all fixtures of the same type in the same room as shown on the floor plan; for clarification, Keynote 2 applies to all type A and all type B light fixtures in all rooms and spaces.

Question (8) Will you provide matching paint for the bedrooms?

(Q8) Government Response: No, the Government will not provide paint. The Contractor must provide all paints, materials, labor, tools, and equipment for completion of repairs in compliance with Specifications and Drawings dated January 2021. All paints, primers and materials must be low VOC type. The Contractor must provide surface preparation of all surfaces to be painted and provide field application of paints, filler materials, and coatings.

For clarification, here is a summary of the painting requirements:

Interior Paint Requirements for Gypsum Board Surfaces:

1. Primer (Latex).

2. Paint (Latex (match existing paint color, eggshell sheen, and texture).

3. If repainting entire surface area, use light splatter texture.

4. Coats of Primer and Paint: 1 coat primer (as needed) and 2 coats paint.

For concrete block wall repairs, use the following Interior Concrete Block Walls Schedule:

1. Block Filler: Match existing materials for block filler.

2. Intermediate and Top Paint Coats: Provide intermediate and top coats of Latex paint to match existing finishes (paint color, satin sheen, and texture).

Question (9) You have specified using EMT, are metallic flex tubing OR metallic MC cable acceptable?

(Q9) Government Response: Provide EMT where conduits are exposed to occupants.

Provide metal clad (MC) cables for all new lighting circuits. Provide concealed installation where possible using plenum spaces above dropped ceilings and hard ceilings and reusing existing chases in wall cavities. Note: The MC cables are required for this project to reduce the durations of disruptions to facility occupants and normal duty operations, and to minimize the duration of time required for installations. Metallic flex tubing may be used outside of occupied areas where appropriate for the type of installation.

Question (10) Are the rooms occupied? Due to extent of repairs it will be extremely difficult to accommodate ordinary life.

(Q10) Government Response: Yes, Building 1680 is the Fire Department and will be occupied during all phases of construction including all sleeping rooms. For clarification, it is not acceptable and not authorized to perform electrical work in more than two sleeping rooms at a time because all sleeping rooms are occupied. Power must be available to facility occupants at the end of each work day. Each lighting branch circuit is limited to two rooms per circuit breaker fed from Panel A in compliance with Drawings dated January 2021. All work must be carefully coordinated through the COR and Fire Department POC Curt Ladwig during all phases of construction to facilitate the work. All phasing of work must comply with Fire Department scheduling requirements.

For Painting of Ceilings and Walls: Do not paint ceilings and walls until after all electrical work is completed. After all electrical work is completed and all surfaces are repaired, coordinate the preparation and painting of ceilings and walls through the COR and to comply with the scheduling requirements of the Fire Department.

Question (11) Can we interpret the need for the UL-924 device as effectively built-in emergency option in the fixture?

(Q11) Government Response: For interior emergency lighting fixtures only, an internal transfer device is acceptable (interior fixtures only). For the exterior emergency light fixture type DE, an external transfer device in Room 136 is required. For clarification, all transfer devices must be installed and located INSIDE the building.

Question (12) Similarly for DE fixture (wallpack) we prefer to provide a mode with the emergency option. Is that acceptable?

(Q12) Government Response: No, a built-in option is not acceptable for the type DE luminaire. For the exterior light fixture type DE, an external UL-924 listed transfer device is required for installation in Room 136 as shown on Drawing E1.2. All transfer devices must be located INSIDE the building.
