SECTION 01 10 10

GENERAL REQUIREMENTS

PART 1 GENERAL

1.01 SUMMARY OF THE WORK

A. GENERAL

1. Provide new heating, ventilating, and air conditioning (HVAC) systems including equipment units, piping, ductwork, power, controls, appurtenances, connected components, dampers, valves, terminations and connections, and testing, adjusting and balancing for complete, useable systems.

2. Provide all work, labor, equipment and materials in compliance with all existing federal, state, and local laws, regulations, statutes, codes, and ordnances.

3. Provide all work, labor, equipment and materials in compliance with Specifications and with manufacturer’s published data and instructions.

4. Provide daily cleaning of construction areas including disposal of refuse and debris.

5. Secure all tools and equipment offsite at the end of each work day.

6. All products of the same type must be from the same manufacturer including manufacturer and model.

7. All new HVAC systems including equipment units and controls must be functionally compatible and completely interoperable without any deficiencies.

8. Air conditioning (AC) systems including condensing units, compressors and evaporator coils must be manufactured by the same manufacturer.

9. Specifications take precedence over drawings if there is conflict between specifications and drawings.

B. REMOVAL WORK: Provide demolition and complete removal of ten (10) mini-split heat pump systems including devices, controls, conductors, conduit, and connected components from ten (10) MWR cabins. For location information, refer to Part 5 Location Map in this Section. Provide preparation, packaging, transport, and delivery of the ten mini-split heat pump systems for return to the Government (including power cords and controls). Provide transport and delivery of the mini-split heat pump systems to Building 8212 (MWR warehouse) and coordinate the delivery through the MWR Point of Contact (POC) Mike Napsey and the DPW COR. For repair requirements after the demolition and removal of the existing heat pump systems, refer to REPAIR WORK in this Section. Provide demolition of the mini-split heat pump systems including all of the following items.

1. Equipment units including connected components, appurtenances, devices, and materials.

2. Power including devices, conductors, cables, and conduits.

3. Controls including devices, cables, and conduits.

4. Construction rubbish including materials, packaging, refuse, and debris.

5. All smoke detection units in each cabin (new fuel fired furnaces require both smoke and carbon monoxide detection).

C. NEW WORK: Contractor shall provide all tools, labor, equipment, materials, work, transportation, and supervision necessary to provide ten (10) new HVAC systems as specified herein including all equipment units, piping, ductwork, power, controls, appurtenances, valves, dampers, connected components, terminations and connections, testing, adjusting and balancing work and documentation and perform all work under this contract including but not limited to all of the following items:

1. Furnaces: Provide eight (8) natural gas (NG) fired furnace systems and two (2) liquefied petroleum (LP) furnace systems including all work, piping, ductwork, power, controls, devices, appurtenances, equipment pads, terminations and connections for complete, useable systems (refer to Part 5 in this Section for the Location Map) including all of the following items.

a. Maximum Input = 30,000 BTUH (and not less than 24,000 BTUH input).

b. Additional Required Characteristics: Provide furnaces in compliance with Specifications. Refer to Section 23 54 10 for forced air furnaces.

c. All furnace systems must be installed in the crawl space area under each cabin and directly beneath the living room area (opposite end of entrance door to crawl space). Refer to Drawings for a visual representation of the required equipment unit locations in crawl spaces.

d. Provide an equipment pad in the crawl space for each new furnace system including excavation, compaction and preparation of bedding, and base course. Minimum equipment pad dimensions must be as shown on Drawings.

(1) Equipment pads must be heavy duty, and must provide adequate structural support for the total combined weight of the furnace and connected components in the same location.

e. Provide a motorized damper compatible for operation with the furnace for outside air intake. Use the existing vent opening nearest to the new furnace location as shown on Drawings to install the louver prior to the motorized

f. Provide testing, adjusting and balancing (TAB) and duct air leakage testing (DALT) as specified herein and in compliance with Section 23 05 93.

2. Condensing Units and Evaporator Coils: Provide ten (10) condensing units and ten

(10) evaporator coils including all work, compressors, piping, power, switches, controls, devices, concrete equipment pads, terminations and connections for complete, useable systems.

a. Provide condensing units with a minimum of 1 ½ tons cooling capacity.

b. Provide condensing units and evaporator coils including cabinet, power, refrigerant and condensate piping, ductwork, controls, terminations and connections.

c. Condensing units, compressors, and evaporator coils must be manufactured by the same manufacturer.

d. Condensing units and all outdoor equipment including piping, power, and controls must be designed for exposure to outdoor installation and extreme weather conditions. Equipment and power enclosures must be equivalent to NEMA 3R.

e. Precast Concrete Equipment Pads:

(1) Provide a precast concrete equipment pad for each condensing unit including excavation, compaction and preparation of bedding, and base course. Precast concrete equipment pads must extend a minimum of four (4) inches above grade with beveled edges on all sides, and dimensions must extend a minimum of three (3) inches beyond the outermost dimensions of the condensing unit (to protect against mower damage to equipment units). Refer to Drawings for concrete equipment pad locations.

(2) Precast concrete equipment pads must provide adequate structural support for the total combined weight of the condensing unit and connected components in the same location.

(3) Use the same precast concrete equipment pad (manufacturer, dimensions, characteristics) for all condensing units.

3. All piping including valves, fittings, and appurtenances.

4. All ductwork including ducts, manual dampers in supply ducts, registers with manual dampers, grilles, and connected components.

a. Ductwork must be round type, galvanized steel.

b. All new ductwork in crawl spaces must be routed along the concrete foundation walls and securely affixed. Routing of new supply and return ductwork must not obstruct or impede the life safety egress path that extends from the back of the crawl space to the front entry door. Routing of ductwork must maintain required code clearances for systems and equipment.

c. Install ductwork in compliance with Section 23 31 13, SMACNA installation standards, and in compliance with the furnace system and ductwork manufacturer’s published data and instructions.

d. Supply and Return Ducts:

(1) Supply registers and return grilles must be steel type, coated in baked enamel, and color must match existing hardware finishes (oil rubbed bronze or brown). Supply registers must be the baseboard type with manual dampers and return grilles must be the wall type.

(2) In the crawl space, provide a minimum of one (1) supply duct with register and one (1) return duct with grille to condition the crawl space. Each crawl space must become a conditioned space.

(3) For all spaces inside each cabin, provide a minimum of five (5) supply ducts with registers and four (4) return ducts with grilles.

The return for the main living area space must be sized as a double.

(4) Minimum dimensions for supply registers must be length = 18 inches, height = 4 ½ inches, and projection = 2 13/16 inches (distance from wall).

(5) Minimum dimensions for single type return grilles must be length = 10 inches and width = 10 inches. Minimum dimensions for double type return grilles must be length = 20 inches and width = 10 inches.

(6) Refer to approved Drawings for locations of baseboard registers and grilles, and for required design airflows (cfm) in each living space.

(7) Provide manual dampers in the supply ducts located in the crawl space (which extend to registers).

(8) Provide adjustments and final settings for all manual dampers in crawl spaces and living spaces based upon the TAB results and final TAB report.

5. Power including equipment, devices, conductors, cables, and conduits.

6. Controls including equipment, devices, power, settings, connected components, and connections. Controls and connected components must be fully compatible and interoperable with condensing units and evaporator coils, and must be designed and manufactured by the furnace system manufacturer. Provide heating and cooling control using one thermostat per cabin.

7. Fuel Piping: Provide fuel piping and connected components in compliance with manufacturer’s published data and instructions, and in accordance with the requirements of the fuel service provider.

a. Natural gas (NG) piping for each new furnace system identified for NG fuel (eight cabins) including fuel piping extending from new equipment units to exterior stub up locations, inspection and testing, terminations and connections (refer to Drawings for stub up locations).

(1) For each new furnace system, provide inspection of NG piping and installation and provide required Xcel Energy inspection documentation prior to coordinating final metering and gas service connections. Coordinate the work through the DPW COR.

(2) Use the Xcel Energy Inspection Form in Part 6 of this Section to meet inspection documentation requirements. Provide a separate inspection and form for each new NG service.

(3) All inspections of piping including required documentation must be performed by a currently licensed master plumber. The licensed plumber performing the inspections must be the same plumber to complete the required Xcel Energy Inspection Form.

b. Liquefied petroleum (LP) piping for each new furnace system identified for LP fuel (two cabins) including fuel piping extending from new equipment units to exterior stub out locations, 2nd stage regulators, terminations and connections. Coordinate the work through the DPW COR and the current Fort McCoy LP tank service provider.

8. TAB and DALT Work: Provide Testing, Adjusting and Balancing (TAB) and Duct Air Leakage Testing (DALT) for one (1) typical cabin HVAC system including data results and final reports. Perform TAB and DALT work in compliance with Specifications including but not limited to Section 23 05 93.

a. Provide TAB and DALT work and documentation on one (1) new HVAC system (completely installed including all visual inspections, pre-operation checks, and operational checks) at one typical cabin in compliance with Section 23 05 93.

b. Provide separate and complete TAB and DALT documentation and final certified reports.

c. Use the TAB and DALT results and certified final reports to complete corrective actions, adjusting and balancing, and final settings for system and dampers at all of the other nine (9) MWR cabins. Manual dampers in supply ductwork (located in crawl space) must be set to optimize system efficiency. Manual dampers in baseboard registers must be set to meet design airflow (cfm) requirements as shown on approved Drawings for each cabin space.

d. ALL TAB and DALT work must be performed by a currently certified NEBB or AABC in compliance with Section 23 05 93.

9. Crawl Space Openings: Repairs in the crawl space located under each cabin including the removal of three (3) vent openings, filling in the vent openings with CMU block and mortar, and the installation of exterior covers to match the existing exterior materials and finishes to cover the exterior openings.

10. Furnace Ventilation: Convert one (1) vent opening located in the crawl space under each cabin for use as part of the furnace system ventilation (outside air intake).

11. New combination type carbon monoxide and smoke detection units. Combination detection devices must be hard wired with battery backup (WI Administrative Code SPS 328).

D. REPAIR WORK: Contractor shall provide all tools, labor, equipment, materials, transportation, and supervision necessary to perform repairs and restoration or replacement work under this contract including but not limited to:

1. Provide interior repairs of ceilings, walls and floors after the removal of the mini-split heat pump systems to match existing materials and finishes, and to protect against all forms of ingress. Use matching materials for all openings or gaps larger than ¼” width.

2. Provide exterior repairs of walls and structure after the removal of the mini-split heat pump systems, equipment and conduit to match existing materials and finishes, and to protect against all forms of ingress. Use matching materials for all openings or gaps larger than ¼” width.

3. Repair any existing utilities, structures, and features damaged or altered during any phase of work to match the existing utilities, structures and features.

4. Repair landscaping features damaged or altered during any phase of work to match existing landscaping features including plants, grass, lawns, flowers, trees, and shrubs.

5. Repair vehicle ruts. Level the ruts, place topsoil, and seed the disturbed areas in compliance with Specifications.

6. Repair and reinstall structures designated for temporary removal during the work including survey monuments, bench marks, reference points, and improvements.

7. Provide repair and restoration to original condition or replacement as determined by the KO for any damage that occurs during any phase of work to meet requirements as specified herein and at Contractor’s expense.

E. TEMPORARY RELOCATION: Removal and/or temporary relocation of existing building equipment when necessary for the completion of work.

F. PROTECTION

1. Interior Protection: Provide protection of existing interior facility systems, structures, equipment, furniture, materials and finishes during all phases of work.

a. Provide safety and protection measures to meet all requirements including safeguarding against injury and to prevent damage to existing facility systems, structures, equipment, furniture, and finishes.

b. During all phases of work, provide protection against damage for all of the following:

(1) Facility (cabin) systems (all types of existing facility systems).

(2) Interior structures, materials and finishes (all types including walls, ceilings, floors, doors, equipment pads, ceiling grids, rails, and stairs).

(3) Equipment (all types, both concealed and exposed including power, data, controls, conduits and raceways).

(4) Furniture (moveable and stationary including cabinetry).

(5) Finishes (all types including trim, paint, and ceiling tiles).

c. Protective measures shall include barriers, signage, coverings, or other similar types of protection to meet protection and safety requirements.

2. Exterior Protection: Provide protection of existing structures, utilities, improvements, and vegetation during all phases of work.

a. Provide safety and protection measures to meet all requirements including safeguarding against injury and to prevent damage to existing structures, utilities, improvements, and vegetation.

b. During all phases of work, provide protection against damage as specified herein for all of the following:

(1) Structures (all types including survey monuments, bench marks, and reference points).

(2) Utilities (all types of utilities, both above ground and underground).

(3) Improvements (all types including fencing, sidewalks, paved areas, roads and curbs).

(4) Vegetation (all types including landscaping, plants, grass, lawns, flowers, trees, and shrubs).

c. Damage may include unnecessary cutting, breaking, bruising, or smothering by equipment or parking of vehicles.

d. Protective measures shall include barriers, signage, coverings, temporary fencing, tree wells, or other similar types of protection to meet protection and safety requirements.

G. SUBMITTALS. Provide submittals in compliance with Section 01 33 00 including Part 4 Schedule of Material Submittals and in compliance with specifications.

H. EXISTING SITE CONDITIONS. Drawings do not reflect all site conditions, and site conditions may have changed after drawings were drafted. Prior to the ordering of equipment and prior to the start of construction, the Contractor must verify all existing site conditions including but not limited to the following: dimensions of crawl space areas designated for furnace system and ductwork installations; interior and exterior equipment pads; piping; materials; power and controls; routing, type, size, and locations of ventilation, return and supply ductwork; utilities; locates; ventilation and space requirements for new furnaces and equipment units.

1.02 FACILITIES (CABINS)

A. Cabins will not be occupied during the performance of the contract and will not be occupied during construction.

B. Access: The Contractor and all subcontractors must coordinate access to the MWR cabins through the DPW COR and the MWR Point of Contact (POC) Mike Napsey.

1.03 ABBREVIATIONS

A. “KO” = Contracting Officer.

B. “COR” = Contracting Officer’s Representative.

C. Industry Standard Abbreviations: Refer to Specification Section 01 42 13.

1.04 TEMPORARY UTILITIES AND FACILITIES

A. General: The Contractor must provide temporary utilities and temporary construction facilities unless stated otherwise herein.

B. Temporary Telephone Service

1. If the Contractor requires phone service for this project, the Contractor must contact the phone company business office:

2. The Contractor shall pay for all telephone installation, maintenance, removal, and usage charges.

3. The Contractor is responsible for providing and paying for any and all subcontractor’s telephone usage and calls.

4. Existing telephones owned or rented by the Government will not be used by the Contractor under any circumstances.

C. Temporary Water

1. Contractor shall provide an electronic written request for temporary water supply to Fort McCoy DPW (Directorate of Public Works).

2. Water for construction purposes will be furnished by the Government and will be available from an existing water connection in areas where work is scheduled to be performed. Capacity is estimated to be not less than 10 GPM at 45 psi. Water is city water quality and contains sodium hypochlorite.

3. The Contractor shall provide anti-siphon and backflow prevention devices on all temporary water connections at Contractor’s expense. Proof of certification is required.

4. Contractor shall not cause water to be wasted or left running when not in use.

Contractor shall repair leaks immediately. Freeze protection shall be provided by the Contractor at all times when freezing is possible.

D. Temporary Sanitary Facilities

1. Existing sanitary facilities in Government buildings shall not be used by the Contractor’s personnel.

2. The Contractor shall be responsible for providing temporary toilet and sanitary facilities at Contractor’s expense. The Contractor shall pay rental fees and cleaning charges, and shall remove the facilities promptly when the project is completed.

3. The COR or Construction Inspector shall approve the site location for all temporary sanitary facilities.

4. Contractor shall maintain all such temporary sanitary facilities in a clean and sanitary condition at all times.

E. Barriers and Fences

1. Contractor shall provide, install, maintain, and remove suitable barriers to prevent public entry and to protect the work site.

2. Such barriers shall be erected to provide a safety barrier around such portions of the project that could cause injury or destruction of property and to provide general security for the affected project site.

3. Materials to be used are at the Contractor’s option and expense.

4. Barriers and fence shall be posted with appropriate warning signs. Place warning signs at the construction area perimeter designating the presence of construction hazards requiring unauthorized persons to keep out. Signs must be placed on all sides of the project, with at least one sign every 300 feet. All points of entry shall have signs designating the construction site as a hard hat area.

5. Fencing shall be provided along the construction site at all open excavations and tunnels to control access by unauthorized people. Fencing must be installed to restrain a lateral force of at least 200 pounds.

F. Security

1. The Contractor shall provide all materials, labor, and equipment to protect the project site from theft and vandalism.

2. Existing Government buildings and facilities shall be protected by the Contractor during the contract when the work involves openings into existing Government buildings. The degree of protection shall not be less than what currently exists.

3. The Contractor shall provide temporary doors, locks, and barricades to prevent unauthorized access to the construction site and existing buildings.

4. Storage of construction materials is at the risk of the Contractor.

G. Access Roads and Parking Areas

1. Contractor’s private vehicles shall be parked at locations designated by the COR.

2. All construction vehicles and Contractor’s private vehicles will be parked in an orderly manner at all times and will not block normal traffic in the area. Private vehicles belonging to the contract personnel will be parked in designated parking areas and in no case on grass areas, adjacent to buildings, or along streets.

3. Contractor is responsible for any snow removal required for access or site work.

H. Access and General Protection/Security Policy and Procedures

1. The Contractor and all associated subcontractors’ employees shall provide all information required to meet installation access requirements for background checks to be accomplished by Director of Emergency Services Physical Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and /or local policy. The contractor and all associated subcontractors’ employees shall also comply with adjudication standards and procedures using the National Crime Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation /facility access and local security policies and procedures (provided by government representative). In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. The Government may require monthly participation in the Installation Random Antiterrorism Program.

I. Contractor’s Requiring Common Access Card (CAC)

1. Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in compliance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DOD facility and access, via logon, to DOD networks on-site or remotely; (2) Remote access, via logon, to a DOD network using DOD-approved remote access procedures; or (3) Physical access to multiple DOD facilities or multiple non- DOD federally controlled facilities on behalf of the DOD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI.

J. Traffic Work

1. All work around or involving roadways including roadway excavations and utility crossings will be conducted in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) – FHWA, Latest Edition.

2. The Contractor shall provide road closure, coordination, signage, and traffic management to meet Fort McCoy requirements.

a. The Contractor shall provide a road closure plan for each road closure which depicts the location of the road closure and signage locations.

b. For all road closures, provide an advance written notification (electronic and hard copy) to the Contracting Officer a minimum of twenty (20) calendar days prior to the start of the proposed road closure.

c. Advance written notification shall include the start and end dates for each road closure; purpose of each road closure; a list of all traffic management measure to be implemented for each road closure; full name of superintendent on-site with complete contact information, and alternate point of contact in case of emergency.

d. The Contractor shall provide a road closure plan for each road closure with an advance written notification, and the road closure plan shall include the location of each road closure and locations of signage.

e. The Contractor shall not close any road without prior written authorization from the Contracting Officer.

f. The Contractor shall provide coordination prior to each road closure through the Contracting Officer and Fort McCoy DPW.

g. The Contractor shall provide road closure signage including detour signage as necessary for traffic management, and to meet safety and traffic requirements.

K. Waste Reporting

1. The Army has established the requirement for a 50% minimum diversion rate by weight of C&D waste from landfill disposal. In order to achieve those results, the Contractor shall submit a solid waste management plan as a required submittal for projects costing over $100,000. At a minimum, the solid waste plan shall include the anticipated waste streams and disposal/recycling facilities. No work shall begin until the Contractor has an approved plan.

2. The Contractor shall submit reports to the Contracting Officer quantifying the total pounds of hazardous, universal, recycled, and non-regulated waste disposed of during the duration of the contract. Contractor shall also submit material(s) disposal location(s).

3. Reporting shall be specific to the month in which waste was disposed of and separated per waste type for Fort McCoy’s reporting requirements.

4. Reporting for recycled waste shall also be specific to how much revenue the Contractor received for each type of recycled material.

L. Refuse Disposal and Recycling

1. Provide all solid waste disposal associated with this contract including but not limited to the container delivery, removal, and disposal fees. Items included under this Section are all solid wastes as defined by Wisconsin State Statute 289.01 (33).

These items shall be disposed in a licensed sanitary landfill or recycling center in compliance with State of Wisconsin Administrative Code Chapter NR500 series.

2. The Contractor is allowed to use Fort McCoy recycling facilities for concrete, mixed paper, plastics (PETE#1 and HDPE#2), cardboard, trees/woody waste, metals, and aluminum cans. If materials are recycled at Fort McCoy, provide all labor and delivery to the designated recycling facilities. Materials shall be weighed and weigh slips provided to the COR to receive credit toward the 50% requirement in “Waste Reporting” above. Materials not weighed can be delivered to the designated recycling facilities, but the material will not count toward the 50% waste reporting requirement.

3. Provide for the recycling of all other construction/demolition debris including drywall, lumber, reinforcing steel, piping, wiring, brick, plaster, wall board, roofing material, insulation, plumbing fixtures, doors, and windows to the greatest extent possible . Only utilize licensed recycling facilities.

4. Provide a certificate of recycling for universal waste as defined in Wisconsin Administrative Code Chapter NR600.

N. Material Sales

1. Materials shall not be stockpiled for sale purposes on Post.

2. Public advertised sales of materials will not be permitted on Post.

3. Prior arranged sale of materials may be permitted on Post.

1.05 QUALITY CONTROL

A. The Contractor is responsible for quality control and shall establish and maintain an effective quality control system in compliance with the Contract Clause titled “Inspection of Construction.” The Contractor must provide a Contractor Quality Control (CQC) Plan to cover all design and construction operations (both onsite and offsite) and to meet requirements as specified herein as a minimum including work by subcontractors, fabricators, and suppliers, and key the CQC plan to the proposed construction sequence.

The CQC plan shall identify personnel, procedures, control, instructions, tests, records, and forms to be used. The site project superintendent is responsible for the quality of work on the job and is subject to removal by the Contracting Officer for non-compliance with the quality requirements specified in the contract.

B. All electrical work and electrical apprentices shall be supervised full time on site and at all times during the work by a state certified journeyman electrician. Electrical apprentices shall be in a recognized electrical apprenticeship training program. All electrical work shall be overseen by a state certified Master electrician. Proof of current certification is required.

The cost of the work shall include all State permit fees and approval for the installation of electrical equipment and devices.

C. All Testing, Adjusting and Balancing (TAB) and Duct Air Leakage Testing (DALT) work shall be supervised full time on site and at all times during the work by a currently certified NEBB or AABC testing supervisor. TAB and DALT work must be performed by an independent company or agency. All TAB and DALT testers must have current NEBB or AABC certification. Proof of current certification is required. The Contractor cost of the work shall include all work including final test reports.

D. All plumbing work and plumber apprentices shall be supervised full time on site and at all times during the work by a state certified journeyman plumber. Plumbing apprentices shall

All plumbing work shall be overseen by a state certified Master plumber. Proof of current certification is required. The cost of the work shall include all State permit fees and approval for the installation of backflow prevention devices.

1.06 REFERENCED DOCUMENTS

A. References are made in these specifications to published laws, codes, standards, regulations, and specifications, and to manufacturers’ societies, associations, and other standards. All references are included in these specifications as if written in their entirety.

B. Where referenced documents are not specified by date, the most recent edition published as of the bid or proposal request date shall apply. UFC design guides set a minimum requirement for each standard that may be exceeded by a more recent standard as referenced in specification sections.

C. UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings.

1.07 MANUFACTURER’S PUBLISHED DATA AND MANUALS

A. Provide one (1) PDF copy of each type of product data documentation for all items of equipment including complete catalog ordering nomenclature sheet, instructions and checklists, shop drawings, and manuals.

B. Provide one (1) PDF copy of equipment maintenance and operation manuals for all equipment units, devices and fixtures. Where the Contractor has installed entire systems or has assembled or interconnected several subsystems such as heating, ventilating, or special electrical systems, the Contractor shall include a written narrative of how each system or subsystem operates and how the overall system is intended to be operated, complete with diagrams showing flow routes or electrical interconnections.

C. Drawings:

1. Supplement product data with drawings as necessary to clearly illustrate:

a. Relations of component parts of equipment and systems.

b. Control and flow diagrams.

2. Coordinate drawings with the information in project record documents to assure correct illustration of completed installation.

D. Written text, as required to supplement product data for the particular installation:

1. Organize in consistent format under separate headings for different procedures.

2. Provide logical sequence of instructions for each procedure.

E. Content, for each unit of equipment and system, as appropriate:

1. Description of unit and component parts;

a. Function, normal operating characteristics, and limiting conditions.

b. Performance curves, engineering data, and test results.

c. Complete nomenclature and commercial number of replaceable parts.

2. Operating procedures;

a. Start-up, break-in, routine, and normal operating instructions.

a. Predicted life of parts subject to wear.

b. Items recommended to be stocked as spare parts.

8. As-installed control diagrams by controls manufacturer.

9. Each Contractor’s coordination drawings:

a. As-installed color coded piping diagrams.

b. As-installed color coded electrical and systems diagrams.

10. Charts of valve tag numbers, with location and function of each valve.

11. List of manufacturer’s spare parts, manufacturer’s current prices, and recommended quantities to be maintained in storage.

12. Other data as required under pertinent sections of specifications.

F. Provide and prepare additional data upon request of the KO or COR as needed for the training of Government or maintenance personnel.

1.08 DELIVERY AND STORAGE

A. Contractor shall insure that any items which are stored at the site prior to installation are stored in an environment that will not cause rusting, warping, staining, or any physical breakage or damage.

B. All labor and equipment required for loading, unloading, transporting, and moving materials shall be provided by the Contractor.

C. Storage buildings will not be provided by the Government.

1.09 TRAILERS OR STORAGE BUILDINGS, INCLUDING OFFICE TRAILERS

A. Trailers or storage buildings will be permitted, where space is available, subject to the approval of the COR.

B. The trailers or buildings shall be in good condition, free from visible damage, rust, and deterioration, and meet all applicable safety requirements. Trailers shall be roadworthy

September 2019 P1810 MWR Cabins Replace HVAC Systems 01 10 10 - 14 and comply with all appropriate State and local vehicle requirements. Failure to maintain storage trailers or buildings to these standards shall result in the removal of non-complying units at the Contractor's expense.

C. A sign not smaller than 2-feet by 2-feet shall be conspicuously placed on the trailer depicting the company name, business phone number, and emergency phone number.

D. Trailers shall be anchored to resist high winds and must meet applicable state and local standards for anchoring mobile trailers.

E. Provide metal or fiberglass skirting completely around office trailers within thirty (30) calendar days of trailer installation on the lot and after receipt of approval from the COR.

F. Grass and weeds shall be cut weekly or as needed to a height not to exceed three inches.

Trash shall be picked up and disposed of properly on a daily basis.

G. The Contractor shall be responsible for the installation and removal of all temporary utility connections at no cost to the Government.

1.10 STORAGE SITE

A. All stored materials shall be neatly stacked at all times.

B. Trash shall be picked up and properly disposed of on a daily basis.

C. Grass and weeds shall be cut on a regular basis to a height not to exceed three inches. In the Cantonment, uncut height shall not exceed 6 inches. Outside the Cantonment, uncut height shall not exceed 12 inches.

D. Welding equipment shall be handled and stored in compliance with applicable regulations.

E. Fire extinguishers shall be provided where flammable liquids are stored.

1.11 SCHEDULING AND COORDINATING WORK

A. Contractor shall submit the proposed construction schedule in compliance with the FAR clause entitled Schedule for Construction Contracts and in compliance with Specification Section 01 33 00 Submittals. Attached to the construction schedule shall be a horizontal bar chart with a separate line for each major portion of work, identifying the first work day of each week. Distribute copies of the approved schedule to the project site file, subcontractors, suppliers, and other concerned parties.

1. The Contractor shall prepare and submit a project schedule in the form of a Gantt Chart for review within twenty (20) calendar days of award and prior to a Pre-construction Conference (pre-con) if a pre-con meeting is held. This schedule shall show at a minimum critical path, float, owner of float, milestones, baseline, elements of work, and duration of each significant element of work. The Contractor shall obtain approval for the project schedule prior to the start of construction.

2. The Contractor shall maintain the original schedule/Gantt Chart throughout the life of the project and show actual schedule achievement in tandem with the original schedule and shall update the approved schedule bi-weekly to display time gained or lost against the original schedule. If in the opinion of the Contracting Officer the Contractor falls behind the approved schedule, the Contractor shall take steps necessary to improve progress, including those steps that may be required by the Contracting Officer, without additional cost to the Government. The Contracting Officer may require the Contractor to increase the number of shifts, overtime operations, days of work, and/or the amount of construction plant, and to submit

September 2019 P1810 MWR Cabins Replace HVAC Systems 01 10 10 - 15 for approval any supplementary schedule or schedules in chart form as the Contracting Officer deems necessary to demonstrate how the approved increased effort shall regain the original schedule of progress. FAR 52.236-15

B. The Contractor shall be specifically responsible for the coordination of all phases of work under this contract within the approved construction schedule.

C. The Contractor may be required to allow Government personnel or other Contractors to carry out work within the work site. Such work will be scheduled and coordinated through the COR.

D. The Contractor shall provide a phone number and address where a key, and/or approval, to enter may be obtained for the work sites during the work day for times when the Contractor may not be at the work site.

E. Outages: Unscheduled outages are not authorized. Scheduled outages shall be shown on the schedule provided. Emergency utility outages shall be reviewed by the Contracting Officer/Inspector prior to the start of the utility outage. Expenses and damages caused by unscheduled or unapproved utility outages shall be at Contractor's expense.

1. For all outages, provide an advance written notification (electronic and hard copy) to the KO a minimum of ten (10) calendar days prior to the start of the proposed outage. Written notification must include the date of each proposed outage; type and purpose of each outage; a list of all impacted systems during the outage; full name of on-site outage supervisor with contact information, and the estimated duration of outage.

2. The Contractor shall provide advance coordination for all outages with Fort McCoy DPW and all impacted utilities in compliance with Specifications and as specified herein.

1.12 WARRANTIES

A. All materials and workmanship shall be warranted by the Contractor for a period of not less than one year from the date of final acceptance by the Government, except when longer warranties are required from the Contractor as stated in each specification section.

B. For products and materials that are normally warranted by the manufacturer or supplier for more than one year, the Contractor shall provide the Government with a written warranty, or certification, indicating the Manufacturer’s or the supplier’s warranty terms and conditions.

C. The Contractor shall populate and submit a Warranty Item Tracking spreadsheet for materials and workmanship cover under Paragraph 1.12 A. The Contractor shall use PART 4 WARRANTY ITEM TRACKING SHEET located at the end of this Section as a template to prepare and populate the warranty item tracking spreadsheet submittal. The spreadsheet shall include all major equipment units and products for installation and project work, and each equipment product provided with an extended warranty equipment. Extended warranty shall be defined as anything beyond one calendar year from the Beneficial Occupancy Date. Item information will include the following: warranty item, equipment description, make, model, serial number, capacity, capacity unit of measure, warranty start date, warranty length, and scheduled maintenance to meet warranty requirements.

1.13 CONTRACT SUPERINTENDANT

A. Per FAR 52.236-6, at all times during the performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign

September 2019 P1810 MWR Cabins Replace HVAC Systems 01 10 10 - 16 and have on the work a competent superintendent who is satisfactory to the Contracting Officer, has authority to act for the Contractor, and shall be on-site during any activity being performed on the work site.

1. The Contractor shall provide written designation of a qualified person as the Superintendent five (5) working days before the Preconstruction Meeting.

2. The Contractor shall provide documentation demonstrating the experience and ability of the Contractor's Superintendent submission to successfully manage a contract with a value from between $500,000 to $1,000,000 and of scope similar in complexity to this project. Selectee shall have no less than five years of successful experience in direct supervision of major construction for a General Contractor.

3. The Government reserves the right to reject the Contractor's selection of Superintendent based upon that selectee's qualifications and level, type, depth, scope, or length of experience.

PART 2 PRODUCTS

2.01 EXISTING EQUIPMENT AND MATERIALS

A. Equipment and materials to be demolished:

1. All equipment units, materials, devices, appurtenances and components identified to be demolished and removed from the existing facilities shall be the responsibility of the Contractor to remove completely from Fort McCoy.

2. Under limited conditions and as specified on the plans, deliver scrap metal/materials to a location designated by the COR. Contractor will be responsible for hauling all demolished materials to the designated locations.

B. All items indicated or specified for demolition and proper disposal must not be reused including all segments of existing piping, appurtenances, and connected components.

2.02 NEW EQUIPMENT UNITS, DUCTWORK, PIPING, APPURTENANCES, AND MATERIALS

A. Equipment units, ductwork, piping, appurtenances, materials and components must be the standard products of a manufacturer regularly engaged in the manufacture of those products and all products for installation must meet all requirements of Specifications.

Each product for installation must have a minimum of five years of dependable and satisfactory use.

B. All equipment units, ductwork, piping, appurtenances, materials and components shall be of the latest type or model currently being produced by the manufacturer.

C. All products of the same type shall be from the same manufacturer.

D. Seconds, refurbished, or otherwise substandard equipment units, ductwork, piping, appurtenances, materials, devices and components are prohibited on Fort McCoy and are not authorized for installation. Equipment units not manufactured within one year of the contract award date are not authorized for installation.

E. For all new equipment units, provide manufacturer catalog order sheet with complete nomenclature for Government review of product data submittals.

For additional submittal requirements, refer to Specifications including but not limited to Section 01 33 00.

PART 3 EXECUTION

3.01 INSPECTION

A. The Contractor shall not begin successive phases of work until an inspection has been completed and the work is accepted by the COR. Notify the COR forty eight (48) hours prior to completing a phase requiring inspection.

1. Any work that will be covered by successive work must be inspected prior to performing successive work.

2. Work to be covered includes, but is not limited to, underground utilities, utilities located behind walls, and work located below finish floors.

B. When the Contractor considers the work complete, submit written certification confirming:

1. Contract documents have been reviewed.

2. All project submittals have been completed and submitted for review including construction redlines properly completed on asbuilt drawings.

3. Work has been inspected by the Contractor for compliance with the contract.

4. Equipment and systems have been tested, balanced, and adjusted for proper operations.

5. Work is complete and ready for final inspection.

6. Contractor shall provide a requested date for punch list inspection to the Contracting Officer, in writing, not less than seven (7) working days prior to the proposed date of inspection. Punch list inspections shall be scheduled and conducted to ensure compliance with the contract completion date.

C. The COR will coordinate with the members of the inspection party and establish the punch list inspection date.

1. Should the COR consider the work incomplete or defective, a written punch list of deficiencies will be provided to the Contractor from the Contracting Officer.

2. The Contractor will be given ten calendar days to remedy all deficiencies and complete corrective actions, unless otherwise determined by the Contracting Officer.

3. The Contractor shall provide a second written certification after remedy of all deficiencies is complete and request re-inspection to be scheduled not later than the ten (10) calendar days from the date of certification, unless otherwise determined by the Contracting Officer. This re-inspection shall also be completed during the contract performance period to be in compliance with the Contract.

4. If any further re-inspections are required the Contractor may be charged the additional cost of the inspections.

5. Final acceptance of the work occurs upon the Contracting Officer’s acceptance of the work subsequent to successful final inspection by the COR and receipt of all contract requirements.

6. The Contractor shall obtain final acceptance prior to the contract completion date.

D. If the Government requires beneficial occupancy of the facility prior to completion of the work by the Contractor, an inspection shall be conducted by the COR to determine whether the completed work meets requirements, to document all deficiencies and any work that is not complete, and to accept completed work that meets all requirements without any deficiencies. The Contractor will then complete the remaining work and correct all deficiencies.

3.02 TRANSITIONS FROM EXISTING TO NEW WORK

A. When new work abuts or finishes flush with existing work, make a smooth transition.

Patched work shall match existing adjacent work in texture and appearance.
