7) A site visit is scheduled for February 5, 202 at 10:00 AM CST. Local time. Interested attendees are asked to meet at the Contracting Office; Bldg. 1108. South R Street, Fort McCoy, Wisconsin. The POC for the project is Rosalyn Howard at (608) 388-4617. See Site Visit in Section 00100. This will be the only site visit conducted, requests for additional site visits will be denied.

For Site Visit information, see Site Visit clause 52.236-27, Alternate 1 in Section 00100. Unless you already have a permanent vehicle pass, you will be required to obtain a one-day vehicle pass. You will be required to present the following information at the Visitor’s Center: (1) vehicle registration, (2) valid driver’s license, (3) or car rental agreement (if applicable). It is highly recommended that bidders plan to arrive at the Visitor’s Center at least an hour prior to the scheduled time for the site visit. The conference will begin promptly without considerations for late or lost bidders; no subsequent site visits will be considered. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.

8) Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to the Contract Specialist identified herein no later than 2:00 PM, local time on February 12, 2020. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.

10) In accordance with FAR 22.404-10, the contractor must post a copy of the wage determination and Department of Labor Form WH-1321 in a prominent place where employees working on federal construction contracts can easily see it. 11) Contractors are referred to EPA’s list of EPA-designated products available at http://www.epa.gov providing products that contain recovered materials.

12) In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of

Bio- based Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). SAM can be accessed at https://www.sam.gov

13) SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: An Active SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. If your company is not already actively registered, please register in the SAM database at www.sam.gov. If your company is currently registered and close to expiring, begin/complete the process for SAM registration renewal.

a. A DUNS number is required for SAM registration. If your company does not have a DUNS #, obtain one by calling 800-333-0505.

b. Whether your company is a current or new registrant in the SAM database, your registration must indicate that you are a provider of NAICS 238220 or a NAICS of similar business size, under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.

c. If the prospective awardee for this request for quotes is not actively registered in the SAM database by close of solicitation, including NAICS 238220, or a NAICS of similar business size, under the Goods – Services section, depending on mission requirements, the government reserves the right to proceed to award to the next otherwise successful actively registered offeror.

SAM REQUIREMENT: Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (DEC 2019) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2019) in SAM to be eligible to receive an award for this solicitation.

14) VETS-4212 Registration: You shall register on the VETS-4212 site to be considered for award.

15) FAR 52.228-13 is applicable to this requirement. The Contractor shall submit alternative payment protection if the award is at or above $35,000.00 and less than $150,000.00.

16) FAR 52.228-1 is applicable to this requirement. The Contractor shall submit performance and payment bonds if the award is at or above $150,000.00.

17) Evaluation of Offers:

The Government will evaluate quotes received in response to this solicitation solely on the basis of price and price related factors. Offerors shall submit a price for each item specified in the Schedule of Supplies/Services and Prices/Costs”. No quote for a quantity less than that specified in the Schedule will be accepted. All prices quoted in response to this solicitation must include all costs associated with work elements, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.

SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS

The following have been added by full text:

QUESTIONS & ANSWERS

Question (1) Can you supply a sign in list for the site visit?

(A1) Government Response: The site visit sign-in sheet was posted to Beta SAM website 2/12/20.

Question (2) Will the Furnaces be 90+% or 80+% units?

(A2) Government Response: The Forced Air Furnaces must be minimum 95% AFUE efficiency as specified in Specification Section 23 54 10 Forced Air Furnaces Paragraph

2.02 A.3.c. and Section 01 10 10 Paragraph 1.01 C.1.b. Per Specification Section 23 54 10 Paragraph 1.04 B., the forced air furnaces must have the following certifications and marks (product data submittals): UL or ETL listed; AHRI certification; ISO 9001 mark, Low NOx, and Energy Star mark. Product data documentation for the furnaces must show the AFUE to verify compliance with the minimum 95% AFUE requirement.

Question (3) You are requesting a damper for the units. Do you mean a motorized damper to allow combustion air into the crawl space or are you talking about a motorized damper in the flue piping.

(A3) Government Response: Yes, the motorized damper must be installed as part of the furnace system outside air intake and must be compatible for operation with the forced air furnace as specified in Specification Section 01 10 10 Paragraph 1.01 C.1.e. and Section 23 54 10 Forced Air Furnaces Paragraph 2.02 G. Manual dampers are part of the supply ductwork (supply registers are adjusted based upon the results of typical TAB and DALT reports to comply with minimum cfm air flow requirements as shown on Drawings and clarified as specified herein).

Question (4) If the furnaces are to be 90% afue where should the condensate be pumped to?

(A4) Government Response Part 1: All furnaces must have a minimum 95% AFUE efficiency (see A2 Government Response above).

(A4) Government Response Part 2: For all cabins (in crawlspace), provide commercial grade condensate pump including condensate piping for drainage, trap, air gap, and connections to the existing sanitary sewer piping in compliance with WI SPS 382.38 (refer to Specification Section 01 10 10 Paragraph 1.01 C.2.b.).

Question (5) Where would the SC condensate be pumped to?

(A5) Government Response: Provide AC condensate drainage by using common connection with furnace system condensate drain piping (refer to A4 Government Response Part 2 above).

Note: Question (5) was corrected for the Government Response (“SC” was corrected to

“AC”)

Question (6) You call for the furnace to be set on a pad. Do you want the furnace installed horizontally or an upflow application.

(A6) Government Response: The forced air furnaces must have an “upflow” air flow configuration as specified in Specification Section 01 10 10 Paragraph 1.01 C.1.b. and Section 23 54 10 Paragraph 2.02 3.d.

Question (7) It was determined at the site visit that the structure is adequate to support the furnace/coil. Is this an option as opposed to on a pad if vibration isolation is used?

(A7) Government Response: No, the cabin structure must not be used in any way to support the new furnaces as specified in Specification Section 01 10 10 Paragraph 1.01 C.1.d. All forced air furnaces must be installed on heavy duty equipment pads as specified in Specification Section 01 10 10 Paragraph 1.01 C.1.d. and d.(1) and Section 23 54 10 Paragraph 3.03 C. and in the locations shown on Drawings.

Question (8) Can you provide cabin manufacturer drawings showing wall assemblies or a project number and contact information so we can contact them?

(A8) Government Response: After contract award, the Contractor may submit a request to the assigned COR to obtain reference drawings relevant to the project. To protect the manufacturer’s proprietary rights, the reference drawings will not be available until after contract award.

Question (9) Where will The AC units we are demoing be taken to? Is it on this base where we will be turning them over? Also will some kind of packaging be required or just the units as is?

(A9) Government Response Part 1: As specified in Specification Section 01 10 10 Paragraph 1.01 B., the Contractor must provide transport and delivery to a MWR facility located on Fort McCoy. Refer to Section 01 10 10 Paragraph 1.01 B. (all).

(A9) Government Response Part 2: Yes, as specified in Specification Section 01 10 10 Paragraph 1.01 B. (all), the Contractor must provide preparation, packaging, transport, and delivery of the ten mini-split heat pump systems for return to the Government at the location specified by MWR including power cords and controls.

Question (10) Being as the walls are wood what type of patch will be acceptable?

Would you want some type of stainable wood putty, cover plate or dowel?

(A10) Government Response: As specified in Specification Section 01 10 10 Paragraph

1.01 D.8., the Contractor must provide interior and exterior repairs for a professional finish without altering the overall interior and exterior appearance of the cabin, without using mismatched materials, and without degrading the overall interior and exterior appearance of the cabin. As specified in Specification Section 01 10 10 Paragraph 1.01 D. (all), the Contractor must provide interior and exterior repairs to match existing materials and finishes, to protect against all forms of ingress, and to use matching materials where openings or gaps are larger than ¼” width.

Question (11) You are calling for Smoke/CO detectors for each furnace. Do you want these to be duct mounted or wall mounted in the cabins?

(A11) Government Response: As specified in Specification Section 01 10 10 Paragraph

1.01 C.11., the Contractor must provide installation of new combination type detection units to match the existing type of installation and in the same locations as existing detection units at each cabin.

Question (12) TAB and duct air leakage testing is required. Can this be performed by the HVAC contractor or would either AABC or NEBB be required?

(A12) Government Response: No, the HVAC contractor must not conduct or perform any part of the required TAB and DALT work. As specified in Specification Section 01 10 10 Paragraph 1.05 C., the Contractor must provide an independent testing company or agency to perform all TAB and DALT work, a currently certified NEBB or AABC testing supervisor to supervise the work, and all TAB and DALT testers from the independent testing agency must be a currently certified NEBB or AABC tester. The Contractor must provide all TAB and DALT in compliance with Specification Section 23 05 93.

Question (13) Are the R/A grilles require to be wall mounted?

(A13) Government Response: As specified in Specification Section 01 10 10 Paragraph

1.01 C.4.d., all supply registers must be baseboard type and all return grilles must be wall type; all registers and grilles must be steel type, coated in baked enamel, and color must match existing hardware finishes (oil rubbed bronze or brown).

Question (14) We would like to confirm that the Utility company will be providing natural gas lines and meters to our stub out after a pressure test.

(A14) Government Response: Yes, Xcel Energy has already provided new natural gas piping with stub outs outside each cabin (for cabins that require natural gas fuel for the new furnace systems). As specified in Part 6 of Section 01 10 10, the Contractor must complete the required Xcel Energy Inspection Form and provide all work in compliance with Xcel Energy requirements prior to final gas piping connections. Quality control requires pressure testing the natural gas piping in compliance with NFPA 54.

Question (15) We would like to confirm that setting or supplying of the LP tank and pad is by your LP vendor and that they will pipe to our stub out.

(A15) Government Response: Yes, the Fort McCoy liquefied petroleum (LP) tank service provider will provide the LP tank, 1st stage regulator, connections at the tank, piping extending from LP tank to 2nd stage regulator, leak and performance testing, and placement of tank into service at each cabin that requires LP fuel for the new furnace systems. As specified in Specification Section 01 10 10 Paragraph 1.01 C.7.b., the Contractor must provide the LP piping for each new furnace system identified for LP fuel (two cabins) which includes fuel piping extending from new equipment units to exterior stub out locations, 2nd stage regulators, terminations and connections in compliance with Xcel Energy standards.

Question (16) Out of the 10 Cabins how many are ADA?

(A16) Government Response: There is only one ADA cabin, and the remaining nine cabins are of the same design.

Question (17) What are the CFM required for the Crawlspace Register?

(A17) Government Response: As specified in Specification Section 01 10 10 Paragraph

1.01 C.4.d.2., the Contractor must provide a minimum of 200 CFM for air flow in the crawlspace.
