SECTION 00010 - SOLICITATION CONTRACT FORM

The following have been added by full text:

QUESTIONS AND ANSWERS

Question (1) Drawing E1.1: Is directional boring an approved method to install conduits from Xcel utility transformer to Site Panel MDP1, and power conduits from Site Panel- MDP1 to SP-A, if schedule 80 PVC is used?

(A1) Government Response: No, all underground power must be in concrete encased ductbank due to the typical heavy vehicular traffic and frequent moving and storage of heavy container units in all exterior areas of the RTS- Med complex. Directional boring is not approved because it does not provide adequate structural protection for the heavy vehicular traffic and heavy container units. Refer to Specifications and Drawings dated August 2020.

Question (2) Drawing E1.5: On drawing E1.5 detail 5, the bollards are shown as 8”, on E1.5 detail 6 the bollards are shown as 6”. Please clarify.

(A2) Government Response: The minimum required diameter of a typical bollard is 6 inches. Refer to Specifications and Drawings dated August 2020.

Question (3) Drawing E1.5: On drawing E1.5 detail 5, the bollards are shown as “typical of 4”. Please indicate the location of the other two bollards.

(A3) Government Response: The site power service entrance requires a minimum of two bollards to the front as shown in detail 5 (typical of 2). Refer to Specifications and Drawings dated August 2020.

Question (4) Specification Section 01 10 10, page 11: Is the scale house at Ft. McCoy available to use for weighing material takes to the recycle center?

(A4) Government Response: Yes, when the scale house is open and available for use at Fort McCoy then the Contractor may weighing materials for recycling.

Question (5) Specification Section 26 05 34, page 4: On page 26 05 34-4 (F), will type NEMA 1 enclosures instead of Type 12 be accepted in interior locations?

(A5) Government Response: NO. NEMA 12 enclosures, panelboards, and switches are required in compliance with Specifications and Drawings dated August 2020. Do not use NEMA 1 enclosures, switches or panelboards for this project.

For clarification, there are hazardous gases, fumes, dust and substances inside maintenance bay areas and there is a high level of heavy vehicular traffic in the RTS-Med complex in large, unpaved dusty areas which generates increased levels of dust and heavy particulates around the maintenance facilities inside the complex.

Question (6) Specification Section 26 13 01, page 3: On page 26 13 01-3 (C), will type NEMA 1 switches instead of Type 12 be accepted in interior locations?

(A6) Government Response: NO. Provide NEMA 12 switches, panelboards and enclosures in compliance with

Specifications and Drawings dated August 2020. Refer to (A5) Government Response above.

Question (7) Specification Section 26 24 16, page 3: On page 26 24 16-3 (A), will type NEMA 1 panelboards instead of Type 12 be accepted in Building 10007?

(A7) Government Response: NO. Provide NEMA 12 panelboards, enclosures and switches in compliance with Specifications and Drawings dated August 2020. Refer to (A5) Government Response above.

For further clarification regarding routing of power: For conduits routed from the top side of the new MDP to power stations, provide an appropriately sized and fire rated ceiling access above the MDP in the Building 10007 Mechanical Room ceiling including a fire rated, hinged type access door with locking mechanism and fire rated sealant (refer to Specifications and Drawings dated August 2020).

Question (8) Specification Section 33 05 10, page 2: Please indicate number and location of grounding anode rods for locating required in Section 33 05 10.

(A8) Government Response: The final quantity and location of grounding anode rods must be determined by the Contractor in compliance with the Specifications. For clarification, an electrician or manufacturer authorized field installer must install the tracer wire systems including all connected components and coordinate the work to determine the final quantity and locations of grounding anode rods (refer to Specifications dated August 2020). Per Section 33 05 10 Paragraph 3.03 F. (all), grounding wire and anode rods are required at all pipe or dead ends, transitions from metallic to non-metallic piping, stub ups, and at access points.

Question (9) Drawing E1.5: Is mounting service equipment and disconnects to the outside wall of B10000 and 10000A rather than on equipment support structures, acceptable?

(A9) Government Response: At Building 10000A / Training Yard ‘A’, all exterior equipment including panelboards and power stations are required to be securely affixed to the exterior wall using appropriate materials and methods. At the site power service entrance SP-MDP1, the 800 amp site power service entrance including metering equipment may be mounted on the equipment support structure as shown on Drawings or a structurally equivalent support structure on the exterior wall of Building 10000 at the same location per site plan drawing E1.1.

If the exterior building wall is selected for the equipment support structure, the Contractor must submit all backboards, equipment, supports, anchors, and materials used to provide structural support for Government review and the Contractor is responsible to verify the exterior building wall is structurally adequate to support the total weight of all service entrance and metering equipment. The exterior location of the site power service entrance must remain the same. Refer to Specifications and Drawings dated August 2020.

Question (10) Spec 26 05 33 page 4 and Drawing 1.1 Note 5: Section 26 05 33 states "Schedule 80 PVC extra heavy duty type conduit for all exterior underground installations not protected in concrete encased ductbank."

Drawing E1.1 General Note 5 states "All underground conduit must be in concrete encased ductbank due to heavy vehicular traffic." Please clarify.

(A10) Government Response: Concrete encased ductbank is required for all underground power. Refer to Specifications and Drawings dated August 2020 (revised per Government Responses to contractor questions).

Question (11) Can a regular furnace condensate pump be used to pump water over doorway back into existing drain?

(A11) Government Response: There is not any requirement in this project for a furnace condensate pump. This question is not relevant to the “RTS-Med Upgrade Power” project.

Question (12) Would material compliant with FAR 52-225-11 “Buy American” be acceptable for this contract?

(A12) Government Response: All provisions and clauses within this solicitation apply and any equipment and materials used must be compliant with all provisions and clauses including the requirements specified in the

Specifications and Drawings.

In response to the COVID-19 pandemic and the President’s declaration of a National Emergency concerning COVID-19 on 13 March 2020, MICC Ft McCoy is following the recommended safety guidelines imposed by the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC) to mitigate the spread of COVID-19, therefore, the procedures for bid submission and public bid openings are hereby changed as detailed in the following paragraphs. See Pages 4 and 5 for full details on bid submission.

Please note: The time the Bid is due is different from the time of the Public Bid Opening. This will allow time for bids to be downloaded from SAFE in order to be read aloud during the Public Bid Opening teleconference. Late Bids received after the Bid Due date/time will not be considered for award; even if they are received before the Public Bid Opening. Screen Shots of the SAFE submission will be taken to confirm each contractor bid was received by the bid due date/time.

This solicitation is a 100% HUBZone Small Business set-aside under NAICS code 238210 with a size standard of $16.5 Million.

PROJECT MAGNITUDE

The magnitude of this project is between $250,000 and $500,000.

PERIOD OF PERFORMANCE: 150 Days After Notice to Proceed

Include the following within the sealed bid package:

1) Completed SF1442 with acknowledgement of all amendments

BID SUBMISSION: Due to the current COVID-19 public health crisis, electronic bids submitted through DoD Secure Access File Exchange (SAFE) (https://safe.apps.mil) will be the only accepted method for submission of bids for this solicitation. Traditional paper bids will not be accepted. Non-CAC users will not have the capability to upload proposals or documents without a Drop-Off request. Offerors must send an email to the Contract Specialist at james.k.hubert.civ@mail.mil to receive a Drop-Off request; please include the solicitation number in the subject line of the email. Once the Offeror receives the Drop-Off request, the Drop-Off can only be accessed for a period of 14 days to upload files. We request that you submit your request for a Drop-Off no sooner than two to three days prior to the submission due date because all uploaded files will be automatically deleted from DoD SAFE 7 days after upload. Offeror's are reminded to allow sufficient time for their submittals' files to upload, transmit, and timestamp.

Therefore, waiting until the last minute to attempt transmission of your proposal could result in your submittal being deemed late should the website encounter performance or technical issues.

Public Bid Openings: Due to the current COVID-19 public health crisis, the Public Bid Opening for this solicitation will be conducted via teleconference. To attend the Public Bid Opening teleconference, any interested party must submit an email request to the Contract Specialist james.k.hubert.civ@mail.mil prior to the Bid Opening time in order to access the teleconference. The Contract Specialist will provide you the phone number and attendee passcode for attendance. Once the teleconference has begun, no access information will be distributed, and no information will be repeated for late attendees.

The public bid opening will occur two hours after the due date and time specified for bids in order to facilitate the transfer bid submission via DoD SAFE to the MICC as well as set up the teleconference call.

Please note: The time the Bid is due is different from the time of the Public Bid Opening. This will allow time for bids to be downloaded from DoD SAFE in order to be read aloud during the Public Bid Opening teleconference.

The bidder’s failure to include information required by this solicitation may result in the bid submission being found non-responsive and may therefore be ineligible for award.

A site visit is scheduled for July 30, 2020 at 10:00am Local time.

Therefore, the procedures for Site Visits are hereby changed as detailed in the following paragraphs:

1. RSVP for site visit are required 2 business days (MICC is open Monday through Friday only) before the site visit. Please note if the site visit is on Tuesday, all site visit RSVPs are due on the preceding Friday. Please email the Contract Specialist your company’s attendance, along with the number of subcontractors attending. In the email include the solicitation number and “site visit” in the subject line.

2. The names of individuals who are projected to attend are not necessary. The MICC is only looking for the number of individuals attending. We will be limiting groups to 10 at a time, so staggering of groups may be necessary.

3. Only one individual per firm are allowed to attend the site visit. (1 individual from the prime and 1 individual from each subcontractor firm)

4. Face masks must be worn by all attending parties. MICC Fort McCoy will not be providing face masks.

5. Six feet social distancing space must be maintained at all times by all parties.

6. Bathrooms are accessible before the site visit for hand washing. Contractors may return to the MICC for access to the bathroom after the site visit for hand washing.

7. Violation of these rules may be grounds for individuals to be removed from the site visit.

These ground rules are intended to be followed by all attending the site visit and those conducting the site visit. This is to ensure the safety of the entire team, including the individuals attending and those conducting the site visits.

These measures ensure all parties are following the CDC Guidelines to prevent the spread of COVID-19. If you have any symptoms or are unsure of your COVID-19 status, please do not attend the site visit. Please follow CDC Guidelines for self-isolation if you have any symptoms as identified by the CDC.

Please ensure you arrive at Fort McCoy early enough to gain access to the installation prior to the beginning of the site visit. All parties will meet at the Contracting Office before visiting any site locations. Late arrivals will not be accommodated nor will any additional site visits be scheduled.

Please utilize the time before the site visit to review and become familiar with all the documents.

Questions will not be answered at the site visit. All questions must be emailed to the Contract Specialist by the deadline stated in the solicitation. All questions will be answered and an amendment will be posted to beta.sam.gov showing all questions received and all applicable answers.

Please check beta.sam.gov for all amendments and updated documents before your firm submits a bid, quote or proposal.

Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to the Contract Specialist identified herein no later than 4:00 PM, local time on August 5, 2020. Include in the subject line of the email the Government’s solicitation number;

failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.

In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Bio-based Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). SAM can be accessed at https://www.sam.gov

SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: An Active SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. If your company is not already actively registered, please register in the SAM database at www.sam.gov. If your company is currently registered and close to expiring, begin/complete the process for SAM registration renewal.

a. DUNS number is required for SAM registration. If your company does not have a DUNS #, obtain one by calling 800-333-0505.

b. Whether your company is a current or new registrant in the SAM database, your registration must indicate that you are a provider of NAICS 238210 or a NAICS of similar business size, under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.

c. If the prospective awardee for this request for quotes is not actively registered in the SAM database by close of solicitation, including NAICS 238210, or a NAICS of similar business size, under the Goods – Services section, depending on mission requirements, the government reserves the right to proceed to award to the next otherwise successful actively registered offeror.

SAM REQUIREMENT: Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (DEC 2019) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JUN 2019) in SAM to be eligible to receive an award for this solicitation.

EVALUATION FACTORS

The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. Bidders shall submit a price for each item specified in the solicitation. No bid for a quantity less than that specified in the solicitation will be accepted. Bids shall be evaluated using the quantities set forth in the solicitation. All prices bid in response to this solicitation must include all costs associated with work elements, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.

BID GUARANTEE

A Bid Bond/Guarantee is required for this contract if it exceeds $150,000. The Bid Bond amount shall be twenty percent (20%) of the bid price or $3 Million, whichever is less.

Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee.
