CLARIFICATIONS

Contractor Questions and Government Responses

1. The existing fire alarm system does not appear to be up to current Ft. McCoy standards. Do you want to upgrade it? Same applies to the MNS and TXCVR equipment?

Question 1 Government Responses: Question 1 contains separate parts.

Question 1 Government Response Part A: No, DPW does not want to upgrade the existing fire alarm system.

Question 1 Government Response Part B: No, DPW does not want to upgrade the existing mass notification system and transceivers.

Question 1 Government Response Clarification: All existing building systems must be kept operational before, during and after construction, and operating for the intended purpose of each system. Refer to Specification Section 01000, Part 1 Paragraph 1.04 (all) which includes requirements for the Contractor to provide temporary power, heating, cooling and ventilation during construction for outages.

2. Permit "or equals" for light fixtures- only 1 manufacturer listed on plans; specs list general performance characteristics for generic fixtures.

Question 2 Government Responses: Question 2 contains separate parts.

Question 2 Government Response Part A: Luminaires submitted for Government review must be in compliance with Specifications and as shown on Drawings, and must be equal to or exceed the luminaires listed on the Light Fixture Schedule shown on Drawing E3.3.

Question 2 Government Response Part B: Specifications include both general and specific performance and salient characteristics required for all LED luminaires.

Question 2 Government Response Clarification: Refer to Specification Section 1651 0 Part 2 Products including but not limited to Paragraph 2.02 A. (all types of interior LED luminaires must meet all requirements and references as specified herein) and 2.02 B. (LED luminaires must meet or exceed the minimum criteria as shown below in Table 1: Minimum LE and CRI Criteria). As with all products submitted for Government review, all federal purchasing laws apply.

3. Will the services of a QFPE be required? If so, will an onsite presence be required; or will remote supervision/development of plans be acceptable?

Question 3 Government Response: No, the Specifications and Drawings do not require a QFPE.

4. Will all HVAC / Mechanical control wiring be the responsibility of those divisions, and not Div 16- Electrical?

Question 4 Government Response: All divisions of Specifications apply to the work. All Controls wiring, devices and connected components for building systems require power to function and operate for the intended purpose.

Control wiring connects to devices that are used to determine when loads are energized or de-energized by the control of current flow. All types of equipment, devices, wiring and connected components that require power to operate must be installed in compliance with NFPA 70 National Electrical Code.

Question 4 Government Response Clarification: Refer to Specification Section 01000 Part 1 General Paragraph 1.01 A. (all) including but not limited to Paragraph A.3 which specifically states "Provide all work, labor, equipment and materials in compliance with Specifications and with manufacturer's published data and instructions."

Refer to Specification Section 15000 Part 1 General Paragraph 1.01 B.1. which includes the requirement to provide equipment and materials in compliance with Specifications including references, and Paragraph 1.02 S. NFPA 70 - National Electrical Code. NFPA 70 applies to all work including but not limited to building systems, controls, generators, and equipment units that require power to operate.

5. Is the specified SKVA based upon actual load requirements or is it simply pulled out a manufacturer's published spec sheet?

Question 5 Government Response: Yes, all loads specified in KVA on Drawings and in Specifications are actual load requirements, and are accurately calculated for the "actual" loads including all new generator, electrical, and mechanical loads, and all existing building loads. The specified KVA applies to each load listed or shown, new or existing.

Question 5 Government Response Clarification: Refer to Specification Section 16235 Attachment 4: Engine- Generator Parameter Schedule, and Schedules shown on Drawings. The KVA listed for each load is calculated by a professional licensed engineer using all applicable codes, standards, manufacturer data, and professional electrical engineering calculation methods. The calculated KVA for each load must be applied as shown without changes.

Question 5 Note: The question included a typing error (adding an "S" to KVA).

6. Is a SAE II enclosure truly required because it is a costly adder and other previously supplied Generac generators on base did not have this requirement?

Question 6 Government Response: Specification Section 16235 Part 2 Paragraph 2.01 D. requires a NEMA 4X, sound attenuated, steel enclosure with rodent barriers, exhaust system and Level 2 sound attenuation. The generator is specified to meet the requirements of this project and not any other project. Do not apply previous generator installations on Fort McCoy to this project. The new generator is located near the Headquarters building and near the main entrance on the north side of the building.

7. The specifications have a ductwork insulation schedule 15081-14, which states that Transfer ducts will be internally insulated and Supply Main as noted on plan will be internally insulated. There is no indication on floor plan Ml.1 that any ductwork is lined, however, detail 4/M2.1-Terminal box connection detail shows that on the low-pressure side of the VAV box, there is internal liner. Please clarify if there is any internal liner on any ductwork other than the transfer ducts.

Question 7 Government Response: The Specifications require internally insulated transfer air ducts per Section 15081 Part 2.05 Schedules and internal insulation is not specified for other types of ductwork; however, all items for installation including but not limited to ductwork must be installed in compliance with the manufacturer's published data and instructions and if the manufacturer requires internal insulation for the installation and operation of products or equipment, then the Contractor must provide the insulation required by the manufacturer. The Contractor must provide insulation as shown on Drawings and as specified in Specifications.

8. We are unable to verify if the internal room walls extended up to the deck. We need to know if we will be cutting penetrations through existing internal walls for our pipe and duct runs or if the internal walls are only to a height just above the ceilings and we can just run all duct and pipe above them.

Question 8 Government Response Ductwork and Piping: There is sufficient height above ceilings for the installation of new HVAC system ductwork and piping; however, there are piping segments required to be routed in wall cavities (refer to Drawing M1 .2 Keynote 3). Routing of all ductwork, piping, and conduits must be installed as shown and specified on Drawings.

Question 8 Government Response Clarification 1: Review Specifications and Drawings for all requirements related to routing of ductwork piping and conduits. Refer to Drawings and Drawing M0.1 General HVAC Notes, Mechanical Notes and General and Plumbing Notes. Requirements include but are not limited to all of the following: Above floor piping must be installed in ceiling space or joist space; below floor piping must be installed with adequate slope as required for each particular system; piping installation must maintain headroom, conserve space, and not interfere with use of space; group piping where practical at common elevations; route piping in a rectilinear, orderly manner and maintain gradient, and route piping parallel and perpendicular to walls in ceiling space.

Question 8 Government Response Clarification 2: Replacement of the suspended ceiling and lighting systems is required per Specifications and Drawings, and these requirements open up the plenum space above the suspended ceilings for the Contractor to install new ductwork and piping. Refer to Specification Section 01000 Part 1 Paragraph 1.01 C. which lists the New Work requirements including but not limited to the new suspended ceiling systems required throughout the interior areas of the building.

9. Provide phase plan for the building. Understand that the building will be occupied during construction.

Will the GC be responsible to move existing furniture/equipment in the work area? Will the construction area be off limits to the occupants?

Question 9 contains 3 separate parts.

Question 9 Government Responses Parts A, B, and C: See Responses below.

Question 9 Part A Phasing Plan: The Contractor must provide phasing for all work and coordination for all phases of work through the COR to accommodate the requirements of building occupants, and provide the construction phasing within an approved construction schedule. Refer to Specification Section 01000 Part 1 Paragraph 1.11 B.

which states "The Contractor shall be specifically responsible for the coordination of all phases of work under this contract within the approved construction schedule. The Contractor must provide construction phasing of work to minimize disruptions to building occupants and normal duty operations."

Question 9 Part B Moving Furniture: No, the GC will not be responsible to move existing furniture in the administrative areas of the building; however, heavy or non-moveable types of furniture, appliances, and equipment must remain in place during construction. The facility representative will determine which furniture, appliances, and equipment cannot be moved and must remain in place during construction. The facility representative will provide personnel to move furniture to the designated temporary storage location within the building (for those items determined to be not heavy and moveable), and will provide personnel to move the furniture back to the original location after work is complete in each space. The facility representative requires close coordination and phasing of the work so that the building can be used during construction and disruptions to normal duty operations are minimized.

The Contractor must provide protective measures for the heavy or non-moveable types of furniture, appliances and equipment that are designated by the facility representative to remain in place during construction to prevent damage. Refer to Section 01000 Part 1 General Paragraph 1.01 F. Protection (all) and Paragraph F.1.c. for interior protective measures including barriers, signage, coverings, or similar types of protection and safety measures.

Question 9 Part C Protection Against Entry to Construction Areas: Building 110 will be occupied during construction as stated in the Specifications. The Contractor must coordinate all work through the COR prior to the start of construction for each phase of work and prior to the start of work in each office or space impacted by the work including coordination of different types of protective measures to protect against injury or damage. The Contractor must provide appropriate types of temporary protective measures to prevent injury or damage to Government property and personnel, and to protect against entry into the construction area.

Refer to Section 01000 Part 1 General Paragraph 1.01 F. Protection and Paragraph F.1.c. for interior protective measures including barriers, signage, coverings, or similar types of protection and safety measures. Refer to Section 01000 Part 1 General Paragraph 1.04 Temporary Utilities and Facilities, Paragraph 1.04 H. (all) for barriers and fences to prevent public entry and to protect the work site. Refer to Specification Section 02060 Part 3 (all) and Paragraph 3.02 B.

10. Will temporary heat or temporary cooling for the building be required as part of the contract?

Question 10 Government Response: Refer to Specification Section 01000, Part 1 Paragraph 1.04 (all) which requires the Contractor to provide temporary power, heating, cooling and ventilation during construction for all types of outages.

11. Will there be a room available for furniture that needs to be moved out for renovation?

Question 11 Government Response: Yes, the facility representative has confirmed that there will be limited space available for the temporary storage of furniture during construction. The facility representative will designate a temporary storage area for each phase of work. The Contractor must coordinate and phase the work such that the amount of furniture and other moveable property does not exceed the amount of limited storage space available.

Note: the temporary storage area for moveable furniture and items may be a room inside the building that is not part of the current phase of construction. Rooms that are not part of the current phase of construction will be in use by building occupants.
