SECTION 01000
GENERAL REQUIREMENTS
PART 1 GENERAL
1.01 SUMMARY OF THE WORK
A. GENERAL
1. Provide new equipment units including systems, piping, ductwork, power, controls, appurtenances, connected components, terminations and connections, testing, adjusting and balancing for complete, useable systems.
2. Provide all work, labor, equipment and materials in compliance with all existing federal, state, and local laws, regulations, statutes, codes, and ordnances.
3. Provide all work, labor, equipment and materials in compliance with Specifications and with manufacturer’s published data and instructions.
4. Provide daily cleaning of construction and storage areas including disposal of refuse and debris.
5. Secure all tools and equipment offsite at the end of each work day.
6. Provide protective safety measures and signage during the work.
7. Specifications take precedence over drawings if there is a conflict between the specifications and drawings.
8. All equipment units of the same type must be manufactured by the same manufacturer, and all equipment units must be manufactured within one year of the date of contract award.
9. Air handling units, variable air volume units, and air cooled condensing units must be manufactured by the same manufacturer.
B. REMOVAL WORK: Provide demolition, removal and proper disposal of all items indicated for demolition off Fort McCoy at Contractor’s expense in compliance with Specifications and Drawings including but not limited to all of the following items:
1. Mechanical systems and components including all PTACs, hydronic piping, air handling units, diffusers, condensing units, air handling unit, furnaces, boilers including flue gas ductwork, expansion tank, chemical feed, hot water pump, controls, power, louver, and all connected ductwork, piping, appurtenances and connected components.
2. Electrical systems and components including service entrance, equipment, weatherhead, generator system and transfer switch, main switch and other switches, branch circuits for all demolition items, devices, light fixtures, fans, receptacles, controls, conduits, conductors, cables, all connected components, and general electrical demolition work as indicated on Drawings.
3. Brick chimney in mechanical room in its entirety.

4. Dropped ceiling systems as shown on Drawings.
5. Building materials as shown on Drawings.
C. NEW WORK: Contractor shall provide all tools, labor, equipment, materials, transportation, and supervision necessary to provide all new systems, equipment, materials, and finishes, and perform all work under this contract including but not limited to all of the following items:
1. Mechanical equipment and components including all systems, boilers, air handling units, air cooled condensing units, VAV terminals, unit heaters, air separator, expansion tank, pumps, louvers, grilles and diffusers, appurtenances, devices, controls, power, and all connected components for complete, useable systems in compliance with Specifications and Drawings.
2. Electrical equipment and components including all systems, service entrance, weatherhead, equipment, panels, switches, luminaires, materials, branch circuits, receptacles, labels and schedules for new and existing panelboards including load description and location and circuit breaker labels, devices, conduit, conductors, cables, and connected components for complete, useable systems in compliance with Specifications and Drawings.
3. New suspended ceiling systems.
4. New mechanical room doors.
5. New mechanical room raised concrete slab.
6. New Service Entrance, Generator System, and Automatic Transfer Switch.
7. Interior and exterior finishes.
8. Concrete equipment pads for new equipment units.
9. Testing, adjusting and balancing (TAB) and duct air leakage testing (DALT) work immediately after installations are complete and prior to commissioning to verify proper operation in compliance with Specifications.
10. Commissioning of equipment units by current manufacturer or factory certified commissioning agent.
D. REPAIR WORK: Contractor shall provide all tools, labor, equipment, materials, transportation, and supervision to provide repairs and restoration work including but not limited to all of the following items:
1. Repair existing interior and exterior structures and surfaces to match existing materials and finishes including where existing equipment and luminaires are removed. Infill and patch to match existing interior and exterior finishes where through wall mechanical units are removed.
2. Frame new double door opening at mechanical room at new higher elevation.
3. Patch and repair roof where mechanical exhaust is removed to match existing materials and finishes, and against all forms of ingress.

4. Provide interior repairs of ceilings, walls and floors after the demolition or other required work to match existing materials and finishes, and to protect against all forms of ingress. Use matching materials for all openings or gaps larger than ¼" width.
5. Repair existing property, structures, equipment, materials, or surfaces where damaged to match existing equipment, materials and finishes, and where demolition or other work is indicated.
6. Existing building systems, equipment, furniture, finishes, utilities, and improvements if damaged during the work.
7. Repair any existing utilities, structures, and features damaged or altered during any phase of work to match the existing utilities, structures and features.
8. Repair landscaping features damaged or altered during any phase of work to match existing landscaping features including plants, grass, lawns, flowers, trees, and shrubs.
9. Repair vehicle ruts. Level the ruts, place topsoil, and seed the disturbed areas in compliance with Specifications.
10. Repair and reinstall structures designated for temporary removal during the work including survey monuments, bench marks, reference points, and improvements.
11. Provide repair and restoration to original condition or replacement as determined by the KO for any damage that occurs during any phase of work to meet requirements as specified herein and at Contractor’s expense.
E. TEMPORARY RELOCATION: Provide removal and/or temporary relocation of existing building equipment when necessary for the completion of work as indicated on Drawings.
F. PROTECTION
1. Interior Protection: Provide protection of existing interior facility systems, structures, equipment, furniture, materials and finishes during all phases of work.
a. Provide safety and protection measures to meet all requirements including safeguarding against injury and to prevent damage to existing facility systems, structures, equipment, furniture, and finishes.
b. During all phases of work, provide protection against damage for all of the following:
(1.) Interior systems, structures, appliances, materials and finishes (all types including walls, ceilings, floors, doors, rails, and stairs).
(2.) Equipment (all types, both concealed and exposed including office equipment, power, data, controls, conduits and raceways).
(3.) Furniture (moveable and stationary including cabinetry).

(4.) Finishes (all types including trim, woodwork, and paint).
c. Protective measures shall include barriers, signage, coverings, or other similar types of protection to meet protection and safety requirements.
2. Exterior Protection: Provide protection of existing structures, utilities, improvements, and vegetation during all phases of work.
a. Provide safety and protection measures to meet all requirements including safeguarding against injury and to prevent damage to existing structures, utilities, improvements, and vegetation.
b. During all phases of work, provide protection against damage as specified herein for all of the following:
(1.) Structures (all types including survey monuments, bench marks, and reference points).
(2.) Utilities (all types of utilities, both above ground and underground).
(3.) Improvements (all types including fencing, sidewalks, paved areas, roads and curbs).
(4.) Vegetation (all types including landscaping, plants, grass, lawns, flowers, trees, and shrubs).
c. Damage may include unnecessary cutting, breaking, bruising, or smothering by equipment or parking of vehicles.
d. Protective measures shall include barriers, signage, coverings, temporary fencing, tree wells, or other similar types of protection to meet protection and safety requirements.
G. SUBMITTALS. Provide submittals in accordance with Section 01300 including Part 4 Schedule of Material Submittals and in compliance with specifications.
H. EXISTING SITE CONDITIONS. Drawings do not reflect all site conditions, and site conditions may have changed after drawings were drafted. Prior to the ordering of equipment and prior to the start of construction, the Contractor must verify all existing site conditions including but not limited to the following:
dimensions of crawl space areas designated for furnace system and ductwork installations; interior and exterior equipment pads; piping; materials; power and controls; routing, type, size, and locations of ventilation, return and supply ductwork; utilities; locates; ventilation and space requirements for new furnaces and equipment units.
1.02 BUILDINGS
A. The building will be occupied during the performance of the contract.
B. Access to the Facility must be coordinated through building occupants.
C. Access hours for the building are established by the building occupants.
1.03 ABBREVIATIONS
A. “KO” = Contracting Officer.
B. “COR” = Contracting Officer’s Representative.

1.04 TEMPORARY UTILITIES AND FACILITIES
A. General: The Contractor must provide temporary utilities and temporary construction facilities unless otherwise stated herein.
B. Power: Available power includes 120 VAC, 60 Hz electricity. Contractor must supply temporary additional lighting as needed during the work at Contractor’s expense. Power will be provided by the Government at no additional cost to the Contractor.
1. The Contractor must provide temporary power for all power outages.
The Contractor must provide a temporary power pole or a portable generator during each power outage. Temporary power must provide power to all building systems during each outage for the entire duration of the outage. The Contractor is responsible for all temporary power costs (generator and fuel, or temporary power pole). For a temporary power pole, only the cost of electricity used will be provided by the Government and the Contractor remains responsible for all other costs.
The Contractor is responsible to contact the Xcel Energy for temporary power.
C. Temporary heating, cooling, and ventilation
1. The Contractor must provide and maintain temporary heating, ventilation, and cooling (HVAC) systems, fuel, and equipment to maintain specified or required environmental conditions during HVAC system outages and during the progress of work. The Contractor must provide acceptable ventilation at all times during construction to maintain indoor air quality per ASHRAE. The Contractor is responsible for all costs to remove temporary HVAC systems and equipment upon completion of the work.
2. Provide temporary heating to maintain occupied building interior environment during construction when building heating system is not operational (heating period extends from October 1st through April 30th). The Contractor is responsible for all costs to provide temporary heating excluding only the cost of electricity used. The cost of electricity used will be provided by the Government. The Contractor is responsible to provide energy efficient temporary heating to reduce costs including electricity.
3. Provide temporary cooling to maintain occupied building interior environment during construction when building cooling system is not operational (cooling period extends from May 1st through September 30th). The Contractor is responsible for all costs to provide temporary cooling excluding only the cost of electricity used. The cost of electricity used will be provided by the Government. The Contractor is responsible to provide energy efficient temporary cooling to reduce costs including electricity.
D. Temporary Telephone Service
1. If the Contractor requires phone service for this project, the Contractor must contact the phone company business office:

2. The Contractor shall pay for all telephone installation, maintenance, removal, and usage charges.
3. The Contractor is responsible for providing and paying for any and all subcontractor’s calls.
4. Existing telephones owned or rented by the Government will not be used by the Contractor under any circumstances.
E. Temporary Water
1. Contractor shall provide an electronic written request for temporary water supply to Fort McCoy DPW (Directorate of Public Works).
2. Water for construction purposes will be furnished by the Government and will be available from an existing water connection in areas where work is scheduled to be performed. Capacity is estimated to be not less than 10 GPM at 45 psi. Water is city water quality and contains sodium hypochlorite.
3. The Contractor shall provide anti-siphon and backflow prevention devices on all temporary water connections at Contractor’s expense.
Proof of certification is required.
4. Contractor shall not cause water to be wasted or left running when not in use. Contractor shall repair leaks immediately. Freeze protection shall be provided by the Contractor at all times when freezing is possible.
F. Temporary Sanitary Facilities
1. Existing sanitary facilities in Government building(s) will not be used by the Contractor’s personnel.
2. The Contractor shall be responsible for providing and paying for temporary toilet and sanitary facilities. The Contractor shall pay rental fees and cleaning charges and shall remove the facilities when the project is completed.
3. The COR or Construction Inspector shall approve the site location for all temporary sanitary facilities.
4. Contractor shall maintain all such facilities used in a clean and sanitary condition.
G. Temporary Enclosures
1. Contractor shall provide temporary enclosures as necessary for this project to provide weather protection for materials, allow for temporary heating, and to prevent entry of unauthorized persons.
2. Provide temporary, weather-tight enclosures as needed to protect the work, and to protect exterior walls as work progresses.
3. Provide temporary doors with padlocks.

4. Enclosures shall be removable as necessary and for hauling of materials.
5. Temporary partition and ceiling enclosures shall consist of framing and sheet materials which comply with the structural and fire rating requirements of applicable codes and standards.
6. Close joints between sheet materials and seal edges and intersections to prevent penetration of dust and moisture.
7. During roof shingle removal, safeguarding of roof sheathing from rain and snow is required.
H. Barriers and Fences
1. Contractor and all contractor employees including all associated subcontractors and subcontractor employees shall provide, install, maintain, and remove suitable barriers to prevent public entry and to protect the work site.
2. Such barriers shall be erected to provide a safety barrier around such portions of the project that could cause injury or destruction of property and to provide general security for the affected project site.
3. Materials to be used are at the Contractor’s option and expense.
4. Barriers and fence shall be posted with appropriate warning signs. Place warning signs at the construction area perimeter designating the presence of construction hazards requiring unauthorized persons to keep out.
Signs must be placed on all sides of the project, with at least one sign every 300 feet. All points of entry shall have signs designating the construction site as a hard hat area.
5. Fencing shall be provided along the construction site at all open excavations and tunnels to control access by unauthorized people.
Fencing must be installed to restrain a lateral force of at least 200 pounds.
I. Security
1. The Contractor shall provide all materials, labor, and equipment to protect the project site from theft and vandalism.
2. Existing Government buildings and facilities shall be protected by the Contractor during the contract when the work involves openings into existing Government buildings. The degree of protection shall not be less than what currently exists.
3. The Contractor shall provide temporary doors, locks, and barricades to prevent unauthorized access to the construction site and existing buildings.
4. Storage of construction materials is at the risk of the Contractor.
J. Access Roads and Parking Areas
1. Contractor’s private vehicles shall be parked at locations designated by the COR.
2. All construction vehicles and Contractor’s private vehicles will be parked in an orderly manner at all times and will not block normal traffic
01000 - 8 in the area. Private vehicles belonging to the contract personnel will be parked in designated parking areas and in no case on grass areas, adjacent to buildings, or along streets.
3. Contractor is responsible for any snow removal required for access or site work.
K. Access and General Protection/Security Policy and Procedures
1. The Contractor and all associated subcontractors’ employees shall provide all information required for background checks to meet installation access requirements to be accomplished by Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel ) as directed by DOD, HQDA and /or local policy. The contractor and all associated subcontractors’ employees shall also comply with adjudication standards and procedures using the National Crime Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation /facility access and local security policies and procedures (provided by government representative). In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. The Government may require monthly participation in the Installation Random Antiterrorism Program.
L. Contractor’s Requiring Common Access Card (CAC)
1. Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DOD facility and access, via logon, to DOD networks on-site or remotely; (2) Remote access, via logon, to a DOD network using DOD-approved remote access procedures; or (3) Physical access to multiple DOD facilities or multiple non- DOD federally controlled facilities on behalf of the DOD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI.
M. Traffic Work
1. All work around or involving roadways, to include roadway excavations and utility crossings, will be conducted in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) – FHWA, Latest Edition.
2. The Contractor shall provide road closure, coordination, signage, and traffic management to meet Fort McCoy requirements including all of the following items:

a. The Contractor shall provide a road closure plan for each road closure which depicts the location of the road closure and signage locations.
b. For all road closures, provide an advance written notification (electronic and hard copy) to the Contracting Officer a minimum of twenty calendar days prior to the start of the proposed road closure.
c. Advance written notification shall include the start and end dates for each road closure; purpose of each road closure; a list of all traffic management measure to be implemented for each road closure; full name of superintendent on-site with complete contact information, and alternate point of contact in case of emergency.
d. The Contractor shall provide a road closure plan for each road closure with an advance written notification, and the road closure plan shall include the location of each road closure and locations of signage.
e. The Contractor shall not close any road without prior written authorization from the Contracting Officer.
f. The Contractor shall provide coordination prior to each road closure through the Contracting Officer and Fort McCoy DPW.
g. The Contractor shall provide road closure signage including detour signage as necessary for traffic management, and to meet safety and traffic requirements.
N. Waste Reporting
1. The Army has established the requirement for a 50% minimum diversion rate by weight of C&D waste from landfill disposal. In order to achieve those results the Contractor shall submit a solid waste management plan as a required submittal for projects costing over $100,000. At a minimum, the solid waste plan shall include the anticipated waste streams and disposal/recycling facilities. No work shall begin until the Contractor has an approved plan.
2. The Contractor shall submit reports to the Contracting Officer quantifying the total pounds of hazardous, universal, recycled, and non-regulated waste disposed of during the duration of the contract.
Contractor shall also submit material(s) disposal location(s).
3. Reporting shall be specific to the month in which waste was disposed of and separated per waste type for Fort McCoy’s reporting requirements.
4. Reporting for recycled waste shall also be specific to how much revenue the Contractor received for each type of recycled material.
O. Refuse Disposal and Recycling
1. Provide all solid waste disposal associated with this contract, including but not limited to the container delivery, removal, and disposal fees.
Items included under this section are all solid wastes as defined by Wisconsin State Statute 289.01 (33). These items shall be disposed in a
01000 - 10 licensed sanitary landfill or recycling center in accordance with State of Wisconsin Administrative Code Chapter NR500 series.
2. The Contractor is allowed to use Fort McCoy recycling facilities for concrete, mixed paper, plastics (PETE#1 and HDPE#2), cardboard, trees/woody waste, metals, and aluminum cans. If materials are recycled at Fort McCoy, provide all labor and delivery to the designated recycling facilities. Materials shall be weighed and weigh slips provided to the COR to receive credit toward the 50% requirement in “Waste Reporting” above. Materials not weighed can be delivered to the designated recycling facilities, but the material will not count toward the 50% waste reporting requirement.
3. Provide for the recycling of all other construction/demolition debris including drywall, lumber, reinforcing steel, piping, wiring, brick, plaster, wall board, roofing material, insulation, plumbing fixtures, doors, and windows to the greatest extent possible . Only utilize licensed recycling facilities.
4. Provide a certificate of recycling for universal waste as defined in Wisconsin Administrative Code Chapter NR600.
N. Material Sales
1. Materials shall not be stockpiled for sale purposes on Post.
2. Public advertised sales of materials will not be permitted on Post.
3. Prior arranged sale of materials may be permitted on Post.
1.05 QUALITY CONTROL
A. The Contractor is responsible for quality control and shall establish and maintain an effective quality control system in compliance with the Contract Clause titled “Inspection of Construction.” The Contractor Quality Control (CQC) Plan shall include, as a minimum, the following to cover all construction operations, both onsite and offsite, including work by subcontractors, fabricators, suppliers, and shall be keyed to the proposed construction sequence. The plan shall identify personnel, procedures, control, instructions, tests, records, and forms to be used.
The site project superintendent is responsible for the quality of work on the job and is subject to removal by the Contracting Officer for non-compliance with the quality requirements specified in the contract.
B. All plumbing work shall be performed by a state certified journeyman plumber.
All plumbing work shall be supervised full time on site by a currently state certified Master plumber. Proof of certification is required. The cost of the work shall include all State permit fees and approval for the installation of backflow prevention devices.
C. All electrical work and electrical apprentices shall be supervised full time on site and at all times during the work by a currently state certified journeyman electrician. Electrical apprentices shall be in a recognized electrical apprenticeship training program. All electrical work shall be overseen by a state certified Master electrician. Proof of current state certification is required. The cost of the work shall include all State permit fees and approval for the installation of electrical equipment and devices.

D. All work associated with air-conditioning refrigerant shall be conducted by an Air-Conditioning Refrigerant Institute Certified Technician; Type-Universal. All work shall also be conducted in accordance with Federal Law “40 CFR Part 82 subpart F and Parts 273, 279, and 761” and U.S. Environmental Protection Agency “Clean Air Act (1990) Section 608”.
E. All Testing, Adjusting and Balancing (TAB) and Duct Air Leakage Testing (DALT) work shall be supervised full time on site and at all times during the work by a currently certified NEBB or AABC testing supervisor. TAB and DALT work must be performed by an independent company or agency. All TAB and DALT testers must have current NEBB or AABC certification. Proof of current certification is required. The Contractor cost of the work shall include all work including final test reports.
F. All hazardous material abatement shall be supervised by a currently certified asbestos supervisor and a currently certified lead base paint supervisor.
G. Obtain approval prior to ordering products and prior to the start of construction.
Provide product data submittals in compliance with Specifications for all products indicated or specified for installation. Product data includes shop drawings, manufacturer warranty, certifications, and documentation.
1.06 REFERENCED DOCUMENTS, STANDARDS, GUIDES AND SPECIFICATIONS
A. References are made in these specifications to published laws, codes, standards, regulations and specifications, and to manufacturers’ societies, associations, and other standards. All references are included in these Specifications as if written in their entirety.
B. Where referenced documents are not specified by date, the most recent edition published as of the bid or proposal request date shall apply. UFC design guides set a minimum requirement for each standard that may be exceeded by a more recent standard as referenced in specification sections.
C. UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings.
1.07 MANUFACTURER’S PUBLISHED DATA AND MANUALS
A. Provide one (1) PDF copy of each type of product data documentation for all items of equipment including complete catalog ordering nomenclature sheet, instructions and checklists, shop drawings, and manuals.
B. Provide one (1) PDF copy of equipment maintenance and operation manuals for all new equipment units, controls, devices, and systems. Where the Contractor has installed entire systems or has assembled or interconnected several subsystems such as heating, ventilating, or special electrical systems, the Contractor shall include a written narrative of how each system or subsystem operates and how the overall system is intended to be operated, complete with diagrams showing flow routes or electrical interconnections.
C. Drawings:
1. Supplement product data with drawings as necessary to clearly illustrate:
a. Relations of component parts of equipment and systems.
b. Control and flow diagrams.

2. Coordinate drawings with the information in project record documents to assure correct illustration of completed installation.
D. Written text, as required to supplement product data for the particular installation:
1. Organize in consistent format under separate headings for different procedures.
2. Provide logical sequence of instructions for each procedure.
E. Content, for each unit of equipment and system, as appropriate:
1. Description of unit and component parts;
a. Function, normal operating characteristics, and limiting conditions.
b. Performance curves, engineering data, and test results.
c. Complete nomenclature and commercial number of replaceable parts.
2. Operating procedures;
a. Start-up, break-in, routine, and normal operating instructions.
b. Regulation, control, stopping, shut-down, and emergency instructions.
c. Summer and winter operating instructions.
d. Special operating instructions.

F. Prepare and include additional data when the need for such data becomes apparent for the training of government personnel.
1.08 DELIVERY AND STORAGE
A. Contractor shall insure that any items which are stored at the site prior to installation are stored in an environment that will not cause rusting, warping, staining, or any physical breakage or damage.
B. All labor and equipment required for loading, unloading, transporting, and moving materials shall be provided by the Contractor.
C. Storage buildings will not be provided by the Government.
1.09 TRAILERS OR STORAGE BUILDINGS, INCLUDING OFFICE TRAILERS
A. Trailers or storage buildings will be permitted, where space is available, subject to the approval of the COR.
B. The trailers or buildings shall be in good condition, free from visible damage, rust, and deterioration, and meet all applicable safety requirements. Trailers shall be roadworthy and comply with all appropriate State and local vehicle requirements. Failure to maintain storage trailers or buildings to these standards shall result in the removal of non-complying units at the Contractor's expense.
C. A sign not smaller than 2-feet by 2-feet shall be conspicuously placed on the trailer depicting the company name, business phone number, and emergency phone number.
D. Trailers shall be anchored to resist high winds and must meet applicable state and local standards for anchoring mobile trailers.
E. Provide metal or fiberglass skirting completely around office trailers within 30 days after placement of the trailer on the lot and after being approved by the
COR.
F. Grass and weeds shall be cut weekly or as needed to a height not to exceed three inches. Trash shall be picked up and disposed of properly on a daily basis.
G. The Contractor shall be responsible for the installation and removal of all temporary utility connections at no cost to the Government.
1.10 STORAGE SITE
A. All stored materials shall be neatly stacked at all times.
B. Trash shall be picked up and properly disposed of on a daily basis.
C. Grass and weeds shall be cut on a regular basis to a height not to exceed three inches. In Cantonment, uncut height shall not exceed 6 inches. Outside Cantonment, uncut height shall not exceed 12 inches.
D. Welding equipment shall be handled and stored in accordance with applicable regulations.
E. Fire extinguishers shall be provided where flammable liquids are stored.

1.11 SCHEDULING AND COORDINATING WORK
A. Contractor shall submit the proposed construction schedule, in accordance with the FAR clause entitled schedule for construction contracts. Attached to the construction schedule shall be a horizontal bar chart with a separate line for each major portion of work, identifying the first work day of each week. Distribute copies of the approved schedule to the project site file, subcontractors, suppliers, and other concerned parties.
1. The Contractor shall prepare and submit a project schedule in the form of a Gantt Chart for review within twenty (20) calendar days of award and prior to a Pre- construction Conference (pre-con) if a pre-con meeting is held. This schedule shall show at a minimum critical path, float, owner of float, milestones, baseline, elements of work, and duration of each significant element of work. The Contractor shall obtain approval for the project schedule prior to the start of construction.
2. The Contractor shall maintain the original schedule/Gantt Chart throughout the life of the project and show actual schedule achievement in tandem with the original schedule and shall update the approved schedule bi-weekly to display time gained or lost against the original schedule. If in the opinion of the Contracting Officer the Contractor falls behind the approved schedule, the Contractor shall take steps necessary to improve progress, including those steps that may be required by the Contracting Officer, without additional cost to the Government. The Contracting Officer may require the Contractor to increase the number of shifts, overtime operations, days of work, and/or the amount of construction plant, and to submit for approval any supplementary schedule or schedules in chart form as the Contracting Officer deems necessary to demonstrate how the approved increased effort shall regain the original schedule of progress. FAR 52.236-15
B. The Contractor shall be specifically responsible for the coordination of all phases of work under this contract within the approved construction schedule. The Contractor must provide construction phasing of work to minimize disruptions to building occupants and normal duty operations.
C. The Contractor may be required to allow Government personnel or other Contractors to carry out work within the work site. Such work will be scheduled and coordinated through the COR.
D. The Contractor shall provide a phone number and address where a key, and/or approval, to enter may be obtained for the work sites during the work day for times when the Contractor may not be at the work site.
E. Outages: Unscheduled utility outages are not authorized at any time. Scheduled outages shall be shown on the schedule provided. The Contractor must obtain approval for all proposed scheduled utility outages prior to the start of each outage. Emergency utility outages shall be reviewed by the Contracting Officer/Inspector prior to the start of the utility outage. Expenses and damages caused by unscheduled or unapproved utility outages shall be at Contractor's expense.
1. For all outages, provide an advance written notification (electronic and hard copy) to the KO a minimum of ten (10) calendar days prior to the
01000 - 15 start of the proposed outage. Written notification must include the date of each proposed outage; type and purpose of each outage; a list of all impacted systems during the outage; full name of on-site outage supervisor with contact information, and the estimated duration of outage.
2. The Contractor shall provide advance coordination for all outages with Fort McCoy DPW and all impacted utilities in compliance with Specifications and Drawings, and as specified herein.
1.12 WARRANTIES
A. The Contractor shall populate and submit a Warranty Item Tracking spreadsheet for equipment, materials, and workmanship covered. The Contractor shall populate and submit a Warranty Item Tracking spreadsheet for all installed equipment and materials, and for workmanship.
B. For products and materials that are normally warranted by the manufacturer or supplier for more than one year, the Contractor shall provide the Government with a written warranty, or certification, indicating the Manufacturer’s or supplier’s terms and conditions of the warranty.
C. Provide warranties to meet the following additional requirements:
1. The Contractor must provide a manufacturer warranty for all new LED luminaires of not less than five (5) years.
2. The Contractor must provide an extended manufacturer warranty for all new boilers of not less than five (5) years.
3. The Contractor must provide an extended manufacturer warranty for all new condensing unit compressors of not less than five (5) years.
4. The Contractor must provide an extended manufacturer warranty for the new generator (engine generator) of not less than five (5) years.
5. The Contractor must provide an extended manufacturer warranty for the automatic transfer switch (ATS) of not less than five (5) years.
6. Provide extended warranties as specified herein in addition to the standard manufacturer warranty.
D. The Contractor shall populate and submit a Warranty Item Tracking spreadsheet for equipment, materials and workmanship under Paragraph 1.12A. The Contractor shall use PART 4 WARRANTY ITEM TRACKING SHEET located at the end of this Submittal. The spreadsheet shall be provided to the contractor upon request of the government COR. The spreadsheet shall outline each piece of extended warranty equipment provided. Extended warranty shall be anything beyond one calendar year from the Beneficial Occupancy Date. Item information will include the following: warranty item, equipment description, make, model, serial number, capacity, capacity unit of measure, warranty start date, warranty length, and Maintenance Information as indicated on the Provided Spreadsheet.
E. The Contractor shall develop, populate, and submit a Warranty Item Tracking spreadsheet for Equipment that has been demolished or replaced during a renovation. Demolished or removed equipment shall be reported on a Removed Item Tracking spreadsheet. The Contractor shall develop, populate, and submit
01000 - 16 the spreadsheet with equipment information to include: equipment description, make, model, serial number, capacity and capacity unit of measure.
1.13 CONTRACT SUPERINTENDANT
A. Per FAR 52.236-6, at all times during the performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the work a competent superintendent who is satisfactory to the Contracting Officer, has authority to act for the Contractor, and shall be on-site during any activity being performed on the work site.
1. The Contractor shall provide written designation of a qualified person as the Superintendent five working days before the Preconstruction Meeting.
2. The Contractor shall provide documentation demonstrating the experience and ability of the Contractor's Superintendent submission to successfully manage a contract with a value from between $500,000 to $1,000,000 and of scope similar in complexity to this project. Selectee shall have no less than five years of successful experience in direct supervision of major construction for a General Contractor.
3. The Government reserves the right to reject the Contractor's selection of Superintendent based upon that selectee's qualifications and level, type, depth, scope, or length of experience.
PART 2 PRODUCTS
2.01 EXISTING MATERIALS
A. Equipment and materials to be demolished:
1. All equipment, luminaires, materials, and components to be demolished and removed from the existing facilities shall be the responsibility of the Contractor to remove completely from Fort McCoy.
2. Under limited conditions and as specified on the plans, deliver scrap metal/materials to a location designated by the COR. Contractor will be responsible for hauling all demolished materials to the designated locations.
B. All items indicated or specified for demolition and proper disposal must not be reused including equipment units, devices, controls, piping, ductwork, appurtenances, and connected components in compliance with Specifications and Drawings.
C. Existing equipment identified for temporary removal and relocation must be protected against damage until re-installed for complete, useable systems.
2.02 NEW SYSTEMS, EQUIPMENT UNITS AND MATERIALS
A. Systems, equipment units, devices, luminaires, appurtenances, materials, and connected components shall be essentially the standard products of a manufacturer regularly engaged in the manufacture of those products, and products for installation shall meet all requirements of Specifications. Each product model for installation shall have a minimum history of five years of dependable and satisfactory use.

B. All systems, equipment units, devices, luminaires, and materials shall be of the latest type or model currently being produced by the manufacturer.
C. Seconds or otherwise substandard materials will not be allowed.
D. Where applicable, proposed new doors, windows, insulation, electrical, heating, cooling and plumbing equipment shall be eligible for energy efficiency incentives available through Wisconsin’s Focus on Energy program. Equipment shall be proposed that meet all of Focus on Energy’s requirements for incentives.
Proposals shall include the appropriate corresponding incentive codes, model numbers and cut sheets for each proposed lighting component. Further information concerning Focus on Energy’s requirements can be found in their lighting catalog which can be found on-line at https://focusonenergy.com.
E. All products for installation must meet energy efficiency requirements in compliance with Specifications.
PART 3 EXECUTION
3.01 INSPECTION
A. The Contractor shall not begin successive phases of work until an inspection has been completed and the work is accepted by the COR. Notify the COR 48 hours prior to completing a phase requiring inspection.
1. Any work that will be covered by successive work must be inspected prior to performing successive work.
2. Work to be covered includes, but is not limited to, underground utilities, utilities located behind walls, and work located below finish floors.
B. When the contractor considers the work complete, submit written certification confirming:
1. Contract documents have been reviewed.
2. Project submittals have been completed.
3. Work has been inspected by the Contractor for compliance with the contract.
4. Testing and Verification
a. HVAC systems including all equipment and connected components have been inspected, tested, operated, and balanced (TAB) to verify all requirements are met in the presence of the COR and test results have been submitted
b. Electrical systems including all equipment and connected components have been inspected, operated, and tested to verify all requirements are met in the presence of the COR and test results have been submitted.
c. Lighting systems including LED luminaires, drivers, occupancy sensors and connected components have been inspected, operated, and tested to verify that all requirements are met in the presence of the COR and test results have been submitted.

5. Work is complete and ready for final inspection.
6. Contractor shall provide a requested date for punch list inspection to the Contracting Officer, in writing, not less than 7 working days prior to the proposed date of inspection. Punch list inspections shall be scheduled and conducted to ensure compliance with the contract completion date.
C. The COR will coordinate with the members of the inspection party and establish the punch list inspection date.
1. Should the COR consider the work incomplete or defective, a written punch list will be provided to the Contractor from the Contracting Officer.
2. The Contractor will be given 10 calendar days, unless otherwise determined by the Contracting Officer, to remedy the stated deficiencies.
3. The Contractor shall provide a second written certification and request re-inspection to be scheduled not later than the 10 calendar days, unless otherwise determined by the Contracting Officer. This re-inspection shall also be completed during the contract performance period to be in accordance with the contract.
4. If any further re-inspections are required the Contractor may be charged the additional cost of the inspections.
5. Final acceptance of the work occurs upon the Contracting Officer’s acceptance of the work subsequent to successful final inspection by the COR and receipt of all contract requirements.
6. If final acceptance does not occur prior to the contract completion date, liquidated damages may be applicable in accordance with the liquidated damaged clause.
D. If the Government requires beneficial occupancy of the facility prior to completion of the work by the Contractor, an inspection shall be conducted by the COR to determine the completed work, and either accept or document any work not complete. The Contractor will then complete the remaining work and correct any deficiencies.
3.02 TRANSITION FROM EXISTING TO NEW WORK
A. When new work abuts or finishes flush with existing work, make a smooth transition. Patched work shall match existing adjacent work in texture and appearance.
B. When finished surfaces are cut in such a way that a smooth transition with new work is not possible, terminate existing surface along a straight line at a natural line of division and provide trim appropriate to the finished surface.
3.03 TESTING AND VERIFICATION
A. Provide complete documentation of all types of inspections, tests, verifications, and submittals in compliance with Specifications and as specified herein including TAB and DALT work. All testing must be performed by an independent testing agency.

B. Testing, Adjusting, and Balancing (TAB): Provide TAB and duct air leakage testing (DALT) in compliance with Specifications prior to commissioning procedures.
C. Operating Tests: After equipment installations are completed and in addition to all other required tests, the Contractor shall conduct an operating test for each installed equipment product to demonstrate installation, performance, operation, and other requirements of Specifications have been met. All operating tests shall be performed in the presence of the COR.
