AMENDMENT 0002 QUES AND ANSWER

QUESTION 1: I did get the revised drawings today. They answered some questions but the new drawings are not identified in any way as the Addenda set for bidding. How are we to know later which set rules? Can you add the Addenda to the drawing title block?

ANSWER 1: The set of documents referenced in the most recent amendment is the applicable set of documents – drawings cannot be renamed.

We have several questions.

Drawing E-5.0 and Spec 16123-3.03C

QUESTION 2: The specification calls for ALL cabling to be in conduit and encased on concrete. E-5.0 only asks for conduit under gvmt emplacement.

ANSWER 2: The specifications only call for encasing in concrete under road beds.

QUESTION 3: Is there concrete encasement of conduits and cabling?

ANSWER 3: Only under road beds, if applicable.

QUESTION 4: Is ALL cable to be in conduit?

ANSWER 4: Only upon entering and exiting the target emplacements.

QUESTION 5: If 3 is ALL cable, what size conduit?

QUESTION 5: Appropriately sized to accommodate the cabling per NEC, UFC and all other applicable codes and standards.

QUESTION 6: If only under emplacement, what type of conduit and what size?

ANSWER 6: Same as #4.

QUESTION 7: Data Enclosure at target emplacement as shown in detain on E-5.0. Who provides and what are the specs on it?

ANSWER 7: Refer to the revised Drawings issued on or about 08 August, 2019.

QUESTION 8: Is all electrical shown in detail 1 on E-5.0 mounted to concrete enclosure?

ANSWER 8: Yes

QUESTION 9: The drawing call for larger circuits than removed back to control tower. Is the current conduit into tower large enough for new wiring?

ANSWER 9: For bidding purposes, assume that the conduits are adequately sized.

QUESTION 10: Is there a photo or better detail on the "Target Emplacement" being furnished by the government?

ANSWER 10: No.

QUESTION 11: It appears that the "Target Emplacement" has concrete sides and a back, does it have a pre fabed concrete floor with cutouts for the electrical?

ANSWER 11: The target emplacement is a pre-cast concrete bunker as shown on the drawings. It is all one unit.

QUESTION 12: Are the actual targets and systems being furnished and installed by others?

ANSWER 12: Yes.

QUESTION 13: Since this project is 100% designed, do you have an erosion control plan in order to get a DNR Permit for area being disturbing in the construction limits? ANSWER 13: Per the specifications, the Contractor is responsible for the erosion control plan.

QUESTION 14: Do you have a bench mark for elevations?

ANSWER 14: There is a control monument nearby on the range that is not shown on the drawings.

QUESTION 15: Does each target require a separate data cable from the tower to the target location?

ANSWER 15: No. There shall be a separate data cable for each lane, which “daisy chains” from target to target in each lane.

QUESTION 16: Does each target require a separate power feeder from the tower to the target location?

ANSWER 16: No. Each lane requires one feeder from the tower with feed-thru lugs at each target panelboard.

QUESTION 17: Is there a detail drawing of the precast bunker and the French Drain? Can the French drain be installed along the width off the concrete bunker and not through the center of the concrete bunker?

ANSWER 17: There is no other detail of the french drain. The drain is the width of the target bunker starting at the back edge of the concrete emplacement, not under the center of the bunker as questioned. The surface over the top of the french drain is compacted gravel, which also starts at the back edge of the concrete target emplacement.

QUESTION 18: What is the weight of the precast bunker?

ANSWER 18: Since the emplacements have not been procured by the government yet, it is unknown what the exact weight of the emplacements are, however, using the dimensions shown on the drawings to calculate the volume of the concrete in the emplacement and assuming an average weight of 150 lbs per cubic foot for precast concrete, the emplacement should weigh approximately 4,000 lbs.

QUESTION 19: Is it allowable to run the conduit up the outside of the tower and stub into the second floor?

ANSWER 19: All conduit up to the second floor shall be routed through the second floor structure inside the building.

QUESTION 20: On C5.0 it calls out for angle and then 8”x6” oak tie. Then it calls out for Dura-Block Bullet-Absorbent tiles. Is there a spec and a cut sheet for Product data and installation?

ANSWER 20: The best that can be offered to this question is the manufacturer’s website which lists salient features for competitive bidding by other manufacturers if available. This is the ballistic panel system that is currently employed on Fort McCoy Ranges. https://www.range-systems.com/product/dura-panel/ - a cut sheet may be found in the “Additional Information” tab.
