Q10. Plans call for a 16" casing pipe with spacers for the 12" water main. The minimum size casing pipe for a 12" water main is 24" because of the size of the spacers. Pricing to go from a 16" to 24" is considerable. Any reason why you need a casing pipe at all? If we can horizontal drill the 12" pipe it would be less expensive. Additionally the smaller casing pipes for smaller water mains are all undersized.

A10. Per Revised Specifications and Drawings (plans), all new water main piping must be HDPE, and there is not any casing required for typical HDPE piping installations unless specifically required by the approved HDPE piping manufacturer for a particular installation application.

Refer to Specification to Section 02534 HDPE Piping Systems for HDPE piping installation requirements.

Q11. Is it the intent to place the new main under the paved road? If not how is pavement replacement being handled?

A11. Response for the 1st part of Question 11. Yes, it is the design intention to install new water mains as shown on drawings including under roads, sidewalks, and drive lanes. All new water main routes and locations are intentionally designed to be installed as shown on the drawings.

Refer to Attachment 2 Specifications Section 01000, Part 1, Paragraph 1.01 Summary of the Work, Subparagraph C.1.e. All new water main piping and laterals must be installed along new routes as represented on Drawings including where shown under paved surfaces. If a water main or lateral is represented on Drawings for installation under a paved surface, then the new water piping or lateral must be installed under the paved surface as shown.

For clarification, a complete design analysis was completed for every water main project and new water mains are intentionally designed to be installed as shown on the drawings including underneath roadways, sidewalks, and drive lanes without field adjustments.

Response for the 2nd part of Question 11. Per Attachment 2 Specifications in its entirety including Section 01000, Part 1, Paragraph 1.01 Summary of the Work, Subparagraph D.8., provide repairs of paved surfaces damaged or altered during all phases of work including asphalt and concrete. Cold patch repairs and methods are not authorized for installation.

For additional requirements for paved surfaces, refer to Attachment 2 Specifications Section 02740 Hot Mix Asphalt Pavement, Section 03310 Exterior Cast-in-Place Portland Cement Concrete, and related Sections 03030, 03100, 03150, and 03200.

Q12. How is the government going to determine if water is 12” below the bottom of pipe?

A12. There is not a requirement for 12” below pipe. Refer to Attachment 2 Specifications in its entirety for requirements (dry conditions for trenches and excavated areas and dewatering requirements) including Section 01019, Paragraph 1.04.

The Contractor must keep trenches and excavated areas dry at all times during construction, and the Government will inspect to verify trenches are kept dry during construction as required.

Q13. How does a contractor determine locations where dewatering is needed to be competitive?

A13. The Contractor is responsible to assess the risk for each project. Bids must meet all requirements as specified in the Specifications and as shown on the Drawings. Refer to Historical Data for reference only and not for construction.

Q14. Is the inspector going to ok the laying of pipe in each run?

A14. All work must be inspected in compliance with Attachment 2 Specifications in its entirety, and the Government cannot approve any work before the work is ready for inspection.

Q15. What requirements does the government have for proof the pipe was laid in dry conditions and water at least 12” below pipe?

A15. Refer to Attachment 2 Specifications in its entirety. There is not a requirement for 12” below pipe. The revised Specifications require dry conditions for trenches and excavations at all times during construction.

Q16. Spec section 01000 B5. a and b., does this spec apply to all clins? Does it over rule plans pages that state otherwise? Example clin 0004 south M sheet CU101 note 1.

A16. Response for the 1st part of Question 16. Yes, Specification Section 01000, Paragraphs 1.01 B.5., B.5.a., and B.5.b. apply to all CLINs without exception. All Specifications apply to all CLINs without exception. All existing water piping must be completely removed as specified. All new water piping must be HDPE piping for all water main projects.

Response for the 2nd part of Question 16. Yes, per Specification Section 01000, Paragraph 1.01 B.5., specifications take precedence over drawings at all times if there is a discrepancy or conflict between specifications and drawings.

Response for the 3rd part of Question 16. South M Street Drawing CU 101 Note 1 states “Existing water line must be cut and removed. Where indicated, replace the words “ABANDON IN PLACE” with “REMOVE IN ITS ENTIRETY.”

General Notes 1 -4 are typical for all drawings.

Q17. Will the government allow the location of the new mains to be adjusted to minimize the amount of bituminous removed? Example clin 0002 sheet cu 104 (greyed out google earth image looks like it under the paved road way).

A17. Response for the 1st part of Question 17. No, the Government will not authorize the routes and locations of new water mains to be adjusted from the new water main routes and locations as represented on the Drawings. Refer to Specifications in its entirety including Section 01000, Part 1 Paragraph 1.01 C.1.e. All new water main piping and laterals must be installed along new routes as represented on Drawings including where shown under paved surfaces. If a water main or lateral is represented on Drawings for installation under a paved surface, then the new water piping or lateral must be installed under the paved surface as shown.

Response for the 2nd part of Question 17. All new water main routes and locations are intentionally designed to be installed as shown on the Drawings.

Q18. Will concrete anchor walls be required at all transitions from HDPE to existing water mains as per spec section 02534 pages 8 -14?

A18. Yes, concrete anchor wall blocks are required for all HDPE pipe transitions (where pipe transitions from HDPE pipe to non-HDPE pipe) as specified in Section 02534 including details and tables. All new HDPE piping must be installed in compliance with Section 02534 including all details and tables for transitions, and design and installation of concrete anchor wall blocks. For clarification, manufacturer installation requirements must not be used to replace or substitute any of the requirements specified in Section 02534 including all details and tables.

Additional Clarifications:

1. Where Drawings show references to thrust blocks, refer to Attachment 2 Specifications in its entirety including Section 02534 (all) and the HDPE piping manufacturer’s installation instructions for the proper installation, joining, transitions, and restraints required for HDPE piping, and Revised Drawings.
