SUMMARY OF CHANGES
SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been modified:
CONTRACTOR Q&A
Q1. Can we get a schedule of when the Challenge Academy will not have cadet training in the 2018/2019 seasons?
Work along H Street will be a lot easier and safer without cadets in the area.
A1. Per Attachment 2 Specifications Section 01019 Paragraph 3.01 A., winter work is not authorized during the period 1 December through 1 April. Scheduling is coordinated through the COR after the contract is awarded and scheduling is not guaranteed in advance of the required coordination. The Challenge Academy will have a break mid-June to mid-July.
For clarification, per Section 01019 Paragraph 3.01 C. work shall not be performed when extreme temperatures are outside of acceptable range, and the acceptable range of temperatures is determined by Fort McCoy (weather alerts or hazards) and the manufacturer for each installation item and method including yet not limited to pipe, equipment, and electrofusion joining.
Q2. HDPE pipe needs to be installed by a certified installer. Can you tell me which certifications are acceptable?
A2. For HDPE piping, acceptable certification must meet the requirements of PPI TN-42, Recommended Minimum Training Guidelines for PE Pipe Butt Fusion Joining Operators for Municipal and Industrial Projects. Factory certifications from a manufacturer may be acceptable when the factory certification program meets the all of the requirements of PPI TN-42 for both HDPE pipe installation and the required method of butt fusion joining. For additional quality control requirements (welding, plumbing, HDPE piping installation, electrical), refer to Attachment 2 Specifications in its entirety including Section 01000, Paragraphs 1.05 A. through E.
Q3. Is the dewatering by general contractor? Fort McCoy will not pay any additional fees for dewatering?
A3. Per Attachment 2 Specifications Section 01019 1.01 D., the Contractor is required to provide incidental dewatering in compliance with Section 02315 and per Section 01019 2.01 Bid Schedule, many line items include dewatering as part of the required work. For additional dewatering requirements, refer to Attachment 2 Specifications in its entirety including yet not limited to Section 02315 Paragraph 3.09 (all) and Section 02317 1.01 F., 3.07 (all), and 3.08 (all). Since dewatering may vary for each project site, the Contractor may consider including the assumed extent of reasonably expected dewatering measures for each project in the Proposal Cover Letter under Assumptions. All dewatering measures must meet requirements per Attachment 2 Specifications in its entirety.
Q4. If we are to dig across asphalt roadways are gravel patches acceptable for the winter or is cold patch required?
A4. Winter work is not authorized during the period 1 December through 1 April as stated in Contract documents per Specification Section 01019, Paragraph 3.01 A. Cold patch and cold patch methods are not authorized for construction. For asphalt repair requirements, refer to Attachment 2 Specifications Section 02740 Hot Mix Asphalt Pavement.
Q5. Since we will be digging in or along the street curbing, will the road be closed while we work for safety?
A5. For all work around or involving roadways, refer to Attachment 2 Specifications Section 01000, Paragraph 1.04 J. (all) for road closure and traffic work requirements. Road closures must be scheduled and coordinated in advance to meet Fort McCoy requirements, and scheduling cannot be guaranteed.
Q6. Are we to provide traffic control for closed streets or just barricades and signs?
A6. For all work around or involving roadways, refer to Attachment 2 Specifications Section 01000, Paragraph 1.04 J. (all) for road closure, coordination, signage, and traffic management requirements. For additional requirements for traffic control measures including signage and barricades, refer to Attachment 2 Specifications in its entirety including yet not limited to Section 02315 Paragraph 3.01 (all), Section 02317 Paragraph 3.01 (all), and Section 02010 Paragraph 1.05 (all).
W911SA18B2020
Q7. It was mentioned (in the site visit) that the utilities could be in the street or running on the side of the street.
Who is responsible for location?
A7. For protection of existing utilities including requirements for utility locates, refer to Attachment 2 Specifications Section 02010, Paragraph 1.05 E. and Paragraph 3.02 (all). For additional requirements for utility locates, refer to Attachment 2 Specifications in its entirety including yet not limited to Section 02317 Paragraph 3.02 (all).
Q8. If a trench must be left open overnight, are trench plates sufficient?
A8. Trenches must not be left open overnight, and trench plates are not sufficient. For open trench work areas, refer to Attachment 2 Specifications Section 02317, Paragraph 3.06 (all) and Section 02317 (all). Per Section 02317 (all), trenches must be backfilled to existing grade at completion of each day’s work to within one pipe length of complete pipe installation, facility access must be maintained, and construction fence barricades are required around open trenches and pits when left unattended.
Q9. Are there any soil borings for the Fort or for the locations of the watermain replacement project areas?
A9. DPW does not have specific soil borings data compiled for the water main replacement project areas. Per Government Specifications including Section 02315 Paragraph 3.09 Dewatering and Section 02317 Paragraph 3.07 Wet Trench Conditions, the Contractor is responsible to provide dewatering which may require soil borings. Per Section 01000, the Contractor must submit all testing and verification data and documentation for Government review which includes any geotechnical and soil borings data determined to be required by the Contractor to perform the work, and any collected soil borings data must be included in final as-built drawings
