SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

QUESTIONS AND ANSWERS

Q1. Do we have to be a HUBzone certified company in order to bid on this project?

A1. According to FAR 19.1303 (d) To be eligible for a HUBZone contract under this section, a HUBZone small business concern must be a HUBZone small business concern both at the time of its initial offer and at the time of contract award.

Q2. Would the government consider providing bidders with three to four previous Scopes of Work from the past year for projects which were solicited under the previous JOC contract?

A2. See attachments: W911SA-18-B-2015 Example 1 OH028 Entry Doors SOW; W911SA-18-B-2015 Example 2 OH0 Proposed Fence SOW – revised; W911SA-18-B-2015 Example 3 SOW for OH105 Fire Protection Repairs Update.

Q3. It was stated at the Pre-bid and in the Solicitation that only Bare Cost will be utilized from the RS Means Estimating Software. Are we permitted to utilize items from Division 1 General Requirements in our proposal? These items could include superintendents, insurances, taxes, testing, PPE, home office expenses, temporary construction expenses, etc.

A3. Please see C.2.a Definitions – Coefficients in the Statement of Work

Q4. On TE-2 Coefficient Spreadsheet, is our understanding that the Pre Priced Coefficient number and the Non Pre Priced Indirect Cost and Profit Rate is strictly to include indirect costs as noted on page 13 and 14 of the SF 1442 and no direct costs since we do not have Means. Correct?

A4. Means is not automatically included. For bidding purposes, a coefficient of 1 is equal to the Means price for a project. If you want to include indirect costs over Means, your coefficient number should be 1.1, for example.

Examples:

1. Project Cost in Means $100,000 with a coefficient of 1.1, the bid price of the project would be $110,000 ($100,000 x 1.1 = $110,000).

2. Project Cost in Means $100,000 with a coefficient of .75, the bid price of the project would be $75,000 ($100,000 x .75 = $75,000).

Q5. On the Solicitation Proposal SF1442, it is unclear how we are to complete pages 3 through 8 of the 47 page document. It requires a number for us to provide next to Net Amount. What number are we to insert on each one of these pages? Is it the Pre Priced Coefficient multiplied by 200k and/or 1.8 mill?

A5. You do not have to fill out the Net AMT on each sheet. Your coefficient spreadsheet will cover the information needed.

Q6. On page 5 of the Statement of Work it notes:

f. Supervision of Work. The Contractor shall provide all supervision for work performed by Contractor personnel; the Government will not exercise any supervision or control over Contractor employees or sub-contractors performing work under the contract. The Contractor, in turn, shall be accountable to Government for his employees and sub-contractors. The contract supervisor or his designated representative shall be responsible for ensuring that required supervision of Contractor & sub-contractor personnel will be provided for all orders under construction, regardless of location.

Is this Supervision to be Full Time for each task order or can it be at our discretion? Reason for the question is that if there is multiple task orders occurring at the same time and multiple Bases, this contract would require an extensive amount of Superintendents at the same time. This would require a higher coefficient to cover this. If it is at our discretion then the smaller projects may only require pop in visits to ensure the project is running smoothly.

A6. The amount of supervision is at the discretion of the contractor. It is the contractor’s responsibility to manage their work crews and sub-contractors.

Please see FAR clause 52.236-6 Superintendence by the Contractor.
