SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS
The following have been modified:
QUESTIONS & ANSWERS
Q1: Attached is the design guide and brochure for our vertical platform lift. Will you accept this as an approved alternate for the Fort McCoy 2000 upgrades project?
A1: As this is a sealed bid requirement, we do not evaluate equals. If the materials you can provide meets the required specifications in the solicitation, it can be used.
Q2: Solicitation pg. 7 of 34. For hand carried bids, how much time should the Prime leave to get through the main gate in order to hand carry to MICC? Does the Prime need to get badging prior to going into the MICC?
A2: The Government would suggest planning 15 minutes to get through the main gate.
Typically security requires someone without a CAC/Government card to obtain a pass at the main gate during entry. Note that late submissions will not be accepted should the carrier have to spend more time at the gate.
Q3: 01000-3. In regards to the CAC requirement, with the project being over 6 months, should we expect that all tradesmen personnel will need to submit for CAC cards? Or will CAC mainly be required for the prime's management personnel?
A3: The contractor will not be issued a CAC for this contract. All contractors may obtain access passes through DES in advance.
Q4: 01000-4. Is there a wait time at the gate for material deliveries or construction vehicles?
Could the MICC provide a brief synopsis of the wait time or approximately how much time is required in the queue that would be part of non-productive hour of the job i.e. wait is approximately 15 minutes.
A4: Wait time at the gate depends on what is going on at Fort McCoy and how many people are entering the gate at any given time.
Q5: 01000-4. Is there a licensed sanitary landfill or recycling center in accordance with NR500 that is located within the Ft. McCoy campus? Are there any types of dumping that is permitted within the gated area of the base? Is there a charge for using the Fort McCoy Recycling Facilities per 01000-4.O.1.?
A5: Yes, there is a licensed sanitary landfill/recycling center on post. It is not known if it is in accordance with NR500. Dumping is not permitted within the gated area of the base. No, there is not a charge to use the recycling facilities.
Q6: Could you please state the order of precedence for your RFP/solicitation documents for contractual and administrative changes to the project; i.e. (1) specs (2) drawings (3) 1442 B-M contract documents etc. ///The purpose for this question is that some Government Owners have drawings and their verbiage and place the language over specs when there is a discrepancy in documents. Please advise.
A6: Please refer to FAR 52.236-21
Q7a: 01000-7. Please state the closest DEMAR area to this job site and telecom utility provider required to make these connections on-site.
A7a: The Government is not familiar with DEMAR. Temporary Telephone: see section 1000, par 1.04 D. Network Enterprise Command (NEC) will make final connection through conduit installed by contractor. Contractor is responsible for all telecommunication and data in the building, providing terminal(s) that NEC can connect to.
Q7b. Secondly, will the prime contractor be required to access MICC websites/servers etc.
through hard lines or will Wi-Fi be acceptable?
A7b: Contractors can use their own WI-FI.
Q8: 01000-8. Please verify that NTP is provided once the prime executes the Preconstruction Conference or if none is held that the Initial Project Execution Schedule (IPES) is approved by the COR or does NTP start at the COR's discretion.
A8: The notice to procced will be provided by the Contracting Office upon receipt of all required submissions.
Q9: 01000-10. Please confirm that the Migratory Bird Nesting requirement from 1 May to 30 August is not a requirement of this project. We will have structural demo and minor clearing of threes around the BLDG 2000 facility. We assume that there is no nesting in this immediate area?
A9: Migratory bird nesting season applies to this project. The Government cannot determine if there will be nesting at the time of construction.
Q10: Is the end of the period of performance for MICC?
A10: The Government does not understand this question. The period of performance will be 300 days from the notice to proceed.
Q11: Please state the number of calendar days that MICC will need to review and approve submittals for this project. Is there a separate duration for MEP or life safety submittals?
A11: Submittals are be sent to COR as described in section 1300. Schedule for submittals is located at end of section 1000. There is not a separate duration for MEP or life/safety submittals.
Q12: Please clarify that Kenneth Hahn Architects, Inc is the Designer of Record for this project.
Please clarify if MICC is the final reviewer of construction submittals or if Hahn Architects has been retained to provide consultancy review for this project. Lastly, please clarify if the A/E has reviewed and approved of the specifications or if these are base templated specs utilized on most Ft. McCoy projects.
A12: Fort McCoy (COR) is final reviewer of submittals. Specifications were developed by the firm under the direction of Fort McCoy. The specifications were approved by Fort McCoy.
Q13: 01300-2. Please clarify that electronic submittals must go through the email ending in mail.mil and that there is no requirement for a cloud based submittal deliverable site such as Submittal Exchange. Is it advantageous for Ft. McCoy to have a clouded software where submittals can be reviewed and stamped and submitted securely or is email the standard protocol?
A13: Submittals are be sent to COR as described in section 1300. Schedule for submittals is located at end of section 1000.
Q14: 01400-2. Please confirm that the project on-site superintendent can also act as the SSHO, if properly trained and educated, and can also be the QC System Manager/Quality Control Manager for the project? Or does the MICC required separate hats and that more than one Prime manager is expected on the job-site. Please advise.
A14: This is the Prime Contractors discretion.
Q15: 156-019. Please clarify who owns the role as CxA and as CxR for this project. There is a large cost impact depending on CxA by contractor (3rd party) vs. by the owner/DPW/MICC or their retained Commissioning Agent. We have read 01 91 00 and seems like commissioning is a requirement, but by who.
A15: Commissioning is a contractor requirement. See spec section 2308 00.
Q16: 011400-2. Please describe the end of the Period of Performance (PoP) of the contract; is it at Substantial Completion, Final Acceptance, Beneficial Occupancy?
A16: The period of performance ends at final acceptance.
Q17: 01 33 29-2. Language in 01 33 29-1 lines 5 - 9 and the language over the remainder of the specification seem contradictory. Please verify the Prime Contractors LEED coordination requirements. We assume that the base or the A/E have paid the appropriate fees for any USGBC/GBCI requirements and that the prime contractor has supplemental submittal requirements. If LEED coordination is required as the A/E updated the 2009 LEED version to incorporate the new standards?
A17: The LEED requirements for this project have been waived, see section 01 33 29.
Q18: 02 01 00. Is the prime required to furnish a soils report by an approved stamped engineer.
The cost for a Geotechnical Engineer can be high. Is there a requirement for the depth and number of borings to ensure that the structural integrity of the building is not a risk of the prime contractor. Please elaborate on the expectations of the prime.
A18: YES, a licensed engineer is required to provide report, See SECTION 02 01 00, SUBSURFACE EXPLORATION, It states:
A. GENERAL
Subsoil investigations have not been made, therefore, the footings have been designed for the assumed bearing pressure specified on the Structural Drawings. The Contractor shall utilize the services of a Geotechnical Engineer (as described in Sections 01 40 00, 31 10 00 and 31 10 10) to inspect the subgrade and conduct sufficient testing to verify the adequacy of the foundation system shown and make recommendations on footing and slab subgrade preparation. If the foundation system shown is inappropriate, the Contractor shall notify the Contracting Officer for further instructions.
Q19: This project utilizes a Honeywell interface to other Army installations. Johnson Controls will not bid the project because that would allow Honeywell access to proprietary information that Johnson Controls does not want to divulge. Please advise. (Note from Contracting: I am assuming this is referring to the specifications starting in section 23 09 00. Does
A19: The specifications for this project have been revised. Please see the updated specifications.
Q20: Wrapping existing wood posts with gypsum board. The extent of applying gypsum board to existing wood posts that I can see is at the perimeter/exterior walls of the Gaming room/Cyber Center detail 7/A401 and possibly the wood post at the snack bar detail 2/A701, and detail 1/A- 604 EE at the vestibule. Do the other posts that are not on the perimeter walls in the game room get wrapped with gypsum board? Do the perimeter post in the library get wrapped with gypsum board. Are there any other areas where the posts get wrapped with gypsum board?
A20: Also, see details 1(Q/P/CC)/A-603 in library. Also, see note 29 on sheet G-003 and General Demolition Plan Notes #5 on sheet DA100.
Q21: What is required for tile backer board in the restrooms?
A21: See Section 09029 00-2, use same Gypsum Board as is specified for ceramic wall tile if recommended by approved Porcelain product manufacturer. If approved Porcelain product manufacturer recommends another backer board product then use product recommended by manufacturer.
Q22: Upon review of the Amendment 2 released for Solicitation No. W911SA18B2010, we note there is a reference in the Q&A to changes in the SPEC 23 09 00 (specifically the HVAC, Q&A #19). Typically changes are highlighted, and we note several highlighted changes in the Amended SPECs; however, we could not find any highlighted changes to SPEC 23 09 00. What were the changes made?
A22: Brand name of Honeywell was removed.
Q23: The scheduled Taco Model 2420 is a close-coupled pump, not flexible-coupled as called for in Specification Section 22 20 00, Page 2, Line 38. Please advise.
A23: It is permissible for this pump to be compact & close-coupled.
Q24: The scheduled expansion tank ET-1 (HYDRONIC SYSTEM SPECIALTIES SCHEDULE), the Amtrol Model ST-42V-C does not have a full acceptance volume of 17.5 gallons as noted in REMARKS below the schedule. In fact, the term "full acceptance" usually refers to a tank with a removable bladder instead of the fixed diaphragm that the ST-42V-C has.
Would you clarify this?
A24: Remove Remarks 1. from mark ET-1 on the Hydronic System Specialties Schedule.
Q25: Wrapping existing wood posts with gypsum board. The extent of applying gypsum board to existing wood posts is at the perimeter/exterior walls of the Gaming room/Cyber Center detail 7/A401 and possibly the wood post at the snack bar detail 2/A701, and detail 1/A-604 EE at the vestibule.
Do the other posts that are not on the perimeter walls in the game room get wrapped with gypsum board?
Do the perimeter post in the library get wrapped with gypsum board?
Are there any other areas where the posts get wrapped with gypsum board?
A25: See question/answer to number 20.
Q26: Please outline the existing roof and whether or not demo is required.
A26: Please refer to Sections 01000 Par. 1.04 (G), Section 02 41 00 Par. C(2), Section 07 60 00, & Section 07 72 00. Please refer to Drawings DA103 Demolition Roof Plan, A104 Roof Plan, A306 Roof Details, & A307 Roof Details.
Q27: Please REF section, 28 31 76 of the spec’s. Fire alarm and mass notification. In the past , the sigcom panel and associated receivers were supplied by fort and installed by contractor. I just want to make sure nothing will be supplied by Fort McCoy for the system. If anything is to be supplied I.E. - TVXCR , Sigcom panel…… and again associated hardware as these items carry a very large price tag.
A27: One change was made to the specifications. Specification Section 28 31 76 page 22, line 56, third word; "Monaco" is changed to "Signal Communications (SigCom)".
The contractor shall install a Government provided SigCom fire alarm transceiver, antenna, and coaxial cable. The transceiver shall be connected to the voice evacuation panel. The batteries are Government furnished, Contractor installed. The antenna wall mount bracket shall be contractor furnished and installed.
The system consists of:
1. Radio fire alarm receiving and reporting transmitter (TXCVR).
a. Manufacturer: Signal Communications (SigCom) Corporation (SIGCOM) Model DTX-H1R2- N1016-VS transceiver, P.O. Box 2588, Woburn, MA 01888, Phone: 781-938-0370, Fax: 978- 532-0297.
2. The Radio Antenna with a wall mount bracket shall be SigCom Part No. DTX-IK-11.
3. Antenna Cable: 50 ohm broadcast coaxial cable not to exceed 2.8 dB attenuation at 200 MHz Comparable to BELDEN RG-213/U.
Q28: I am inquiring about the “Central Emergency System”, a.k.a., Emergency Battery Lighting Inverter specified on pages 6 & 7 of Spec. Section 265100. No approved manufacturers are listed on these pages. On drawing EL101, Electrical Keynote 1 lists a manufacturer’s part number.
There is no indication if that is a sole-specified device, or if other devices that meet the performance criteria of the specifications are acceptable. In addition, the drawings do not indicate how many output circuit breakers the inverter requires.
Please advise if other devices that meet the performance criteria of the specifications are acceptable, and how many output circuit breakers are required.
A28: Other devices meeting the performance specifications and salient features of equipment in keynote 1 are acceptable. Lights that the inverter must power are indicated on the drawings.
Emergency Battery lighting inverter shall have a 120V input, 4.8KVA, 10 year VRLA Lead calcium battery, 120V output, 120VAC Output circuit breaker voltage rating, 20A Output Circuit breaker amperage rating, with Cabinet locks.
Q29: Plan sheet M302-A shows 1.5 inch piping to boiler; however, the schematic sheet M501 shows 2.5 inch piping. The 2.5 inch piping seems large for a 400MBH boiler. Please clarify which diameter is correct.
A29: The dimension shown in M302-A is correct at 1.5".
Q30: Confirm the blast resistant is NOT Required.
A30: Refer to Detail 6 sheet A-401. F02 is required as a Blast-Resistant frame so is F01 per the notes on the Door and Frame Schedule sheet A-601.
Q31: On page A-601, door and frame schedule frame type F10 has an overall dimension of “Exist. R.O.” Demolition plan shows removal of a pair of doors still with no dimensions of RO.
What size is this new door with sidelight frame dimensions for frame F10?
A31: Construction contractor to field measure Existing Rough Opening and be approved by
COR.
