QUESTIONS AND ANSWERS

General

1. Will there be storage areas designated for equipment and supplies located near the work sites?

Yes. Storage areas will be designated providing that materials don’t block access, especially to the parking area near Stillwell.

E Silver Lake Dam Repairs

2. Please provide clarification on stockpile locations for both work sites. Is there a designated stockpile area for reusable material such as soil and rock or does the material need to be hauled offsite and brought back for placement?

Locations for stockpiles can be allowed, but exact locations will have to be determined at the preconstruction meeting. Depending on how contractor phases its operations, stockpiles will be allowed for re‐use of material, as long as they don't obstruct view or sight distances. Range control will want to agree to specific locations.

3. What base material is below the concrete structures? Is there a designated material, thickness of material, and load carrying capacity required?

There is not a material thickness or imported material required. The embankment construction is considered a dam, so the in‐situ soils are needed in this situation to reduce the possibility of piping along the culvert.

4. Appendix A geotechnical data is missing. Where exactly is the geotechnical data located in the contract documents or is it even available?

Attachment 8 Final boring logs 1‐10 is being added as an attachment.

5. Is there any design required for sheet piles?

With respect to the design of sheet piles, please refer to Section 02462,

1.03 A. No design calculations are required for the sheet pile cutoff beneath the structure inlet and walls. Refer to structural drawings S 5.6 and S 5.7 where the details show a ten foot long sheet pile cutoff wall with the top extending 6 inches into the footing. However, design is required for the piling used for the cofferdams.

East Silver Lake Damn Repairs

1. Are we allowed to completely close the road off or do we need to maintain any crossings at any time? See below for specific responses.

a. If allowed to close…

i. How many days can this be closed for? For timeframes for complete closure, Range Control will consider 2‐3 weeks as a preliminary planning guide. This depends on the expected Fort

McCoy training schedule. July was indicated as possible month where training exercises drop to lower levels.

When the construction schedule is submitted by contractor, it will be reviewed, and based on the Fort McCoy training schedule, a duration of a complete closure can be approved.

ii. What kind of detour would be necessary? Submit a detour plan for review and approval. At a minimum, signage, barricades, drums, and flashing lights. Please refer to Section 01526 Maintenance of Traffic.

b. If we must maintain one lane…

i. How many days can we be down to one lane? This will depend on the contractor’s anticipated duration of the affected construction phase that will be crossing the road.

ii. What is the min loading required to maintain? According to the designers, the minimum loading would correspond to the AASHTO HL‐93 design load.

iii. What is the required minimum width of the lane? Please refer to Section 01526 Maintenance of Traffic, part 1.06 C, 4, where it indicates a minimum lane width of 12 feet.

iv. Will this need to be signalized during work hours or non‐work for traffic control, or self‐controlled? If this question refers to the use of temporary traffic signals as meaning signalized, Fort McCoy does not see the need. Please refer to Section 01526 Maintenance of Traffic for specific requirements for attendance of traffic control devices.

2. What is the minimum requirements for flow capacity of the bypass and cofferdam? Sheet S1.1 indicates a Q2 high water elevation 894.3 and Q2 of 65 cfs.

a. Drawing S1.1 has references to the 100 year frequency of 300 cfs, do we need to provide for this flow? No, the 300 cfs represents the final design of the spillway and conduit according to Wisconsin Department of Natural Resources criteria for dam design.

b. Drawing S1.1 has references to the bypass of 65 cfs is this for our design or the existing bypass? This data is the basis of design for the bypass. Recall that the existing 36 inch diameter pipe can remain in service until new structure is complete. Refer to Keynote 6 on Sheet C1.2 of the drawings.

c. Is there a minimum flow required to maintain on the downstream side? The minimum flow on the downstream side shall be limited to the 65 cfs.

i. How many days can this be closed for? For timeframes for complete closure, Range Control will consider 2‐3 weeks as a preliminary planning guide. This depends on the expected Fort McCoy training schedule. July was indicated as a possible month where training exercises drop to lower levels.

When the construction schedule is submitted by contractor, it will be reviewed, and based on the Fort McCoy training schedule, the duration of a complete closure can be approved.

The road over Stillwell Dam is an alternate route for emergency traffic in case of a catastrophe on State Highway

21. It is also the route which ammunition is transported from the Ammunition Supply Point to training areas and ranges, so advance submittal of closure requests would be helpful for everyone to assess proposed routes and timeframes.

Please refer to Section 01526 Maintenance of Traffic 1.06 C, 4, where it indicates a minimum travel lane width of 12 feet.

Please refer to Sheet S1.1 where it indicates Q2 of 70cfs and Q2 high water elevation of 939.3 ft. Please also note the maximum drawdown elevation is elevation 936.00.

This will be for the temporary bypass. Please refer to Drawing S1.1 where it refers to the Q2 of 70 cfs and a Q2 water elevation of 939.3. Note also that the maximum pool drawdown level is elevation 936.00

c. Is there a minimum flow required to maintain on the downstream side? The minimum flow in this case would correspond to the maximum discharge velocity of 5 feet per second. Please refer to the notes under the hydraulic data on Sheet S1.1.
