SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 03-May-2016 02:30 PM to 05-May-2016 02:30 PM.

The following have been modified:

QUESTIONS AND ANSWERS

1. Does the government intend to delay the start of this project until September and close the range during the construction to aid in a timely completion of the project? ANSWER: Since this is the most utilized range on post, it is difficult to take it off-line for extended periods of time. The intention is to delay the beginning of construction until mid-September. At this time, there are 7 days of weekday potential conflict between 12 September and 30 November. Range Control is working to relocate training days to other ranges, but on the days that the range will be hot, the contractor is expected to have electricity supplied to all targets early on the day prior to scheduled training so that the targets can be tested and repaired as necessary.

2. Will the government extend the period of performance to 180 days? ANSWER: Since the range will not be accessible until mid-September, there exists the possibility that there may be a winter shut-down. The final completion date will be set at 30 April, 2017 in order to allow for spring construction completion. The Specifications will be changed to reflect this.

3. Detail 3, page E5.3 Electrical Trench Detail shows “New surface and sub surface by others”. Is it the government’s intent to have another party final grade, seed, and mulch the electrical trenches? ANSWER:

That detail is typically directed at electrical contractors who are subcontractors to general contractors. It is the intention of the Government to have all surfaces final graded, seeded and finished by the general contractor.

4. What type of final finish is expected on top of the Compacted Earthen Berms? ANSWER: If this question is referring to the concrete surface, then a smooth troweled finish, same as all other concrete surfaces. If this is referring to the actual berms, they are to be graded smooth, seeded and mulched.

5. New target emplacements are to be by others? Will that work be completed before the start of this project?

ANSWER: All target emplacements have already been installed.

6. To the government’s knowledge are there any other wires, conduits, pipes, or utilities of any kind, that are not being abandoned, in the area where work is to be performed? ANSWER: To the best of the Government’s knowledge, the only conflicting utilities that are not being abandoned is an existing underground primary electrical feeder that is routed from the Xcel Energy “elbow box” adjacent to the Control Tower, through the western-most firing line and along the western edge of the range to other facilities downrange. It is notated on drawing E1.1, Keyed Note E3.

7. Please clarify page E5.4 detail 1 and 2 E5.3 detail 1 and 2 Note 3 states “data to be installed in same trench” What data are you referring to? ANSWER: There is no data associated with this project and the above referenced drawing details have been amended to reflect this.

8. Is Xcel Energy going to require a CT cabinet for this electrical service? ANSWER: Xcel Energy is not requiring a CT Cabinet.

9. Is there a communication portion of this project? The layouts for the SITs, and MITs all show a Low-voltage wiring control box, however we cannot locate anything in the plans or specs referring to the installation of the boxes nor the cabling. ANSWER: The details provided are standard target details. There are low-voltage controls but that is not a part of this contract.

10. The underground wiring that is indicated on Sheet E1.1 have two different types of marking. The lines that run from the Main service to each of the "E4" locations are all in dashed lines and some of the subfeed circuitry from there is dashed as well, however a large number of lines running to the existing SITs and MITs are a solid line. Is there a difference between the two, and are we responsible for all lines on the drawing, or are the solid lines intended to be done by others? ANSWER: Due to the scale in which this site plan was drawn in, the linetype scales require a certain length in order to show the “dashed” line. Whatever the case, there is no difference between the linetypes. The contractor is responsible for all lines and providing power to all targets shown on the drawings.

11. If there are existing communication lines that are used to control the targets will we be receiving information on their location to assist in reducing the potential for damage? ANSWER: Some existing targets may contain hard-wired communications wiring, however all targets will be converted to radio-controlled if they are not already converted. The existing communications wiring roughly parallels the existing underground electrical feeders but was not included on the drawings to avoid confusion.

12. Is the intent when re-feeding existing target locations that we install new conductors through the existing conduits? If so, is there a procedure to deal with the conduits that have failed? ANSWER: The Government is unaware of any failed conduit at the target locations. If, during the course of construction, failed conduits are discovered, they will have to be addressed at that time.

13. SF 1442 ‐ It was discussed at the site visit changing the start date of the project to ensure that Soldiers are not utilizing the range and that the contractor has full use of the range for the contract period of performance. Please provide an update as to the intent of the schedule from USG. Will contractor have full use of range during normal work hours or will there be schedule constraints due to range operations.

Please provide any scheduling constraints/shutdowns/maintenance. ANSWER: See Question #1.

14. SF 1442 solicitation ‐ The RFP's states that the period of performance (PoP) is 90 days after notice to proceed. Two questions: (1) is the 90 day PoP mandatory? (2) Will USG allow a Limited Notice to Proceed (LNTP) to procure long lead items for this project before issuing a NTP? During the bid phase, we are concerned that some DIV 03 or DIV 16 items maybe have lead times. ANSWER: See Question #2.

15. Solicitation‐ 7 of 51 & specs 89 of 125 Evaluation Factors discuss a bid schedule. Please state if the 00010‐Solicitation Contract Form, CLIN0001 and CLIN0002, are the 'bid schedule'. Also, there is a separate bid schedule on page 89 of 125 of the specifications. Which form do you want us to provide with the bid? ANSWER: There is no bid schedule for this requirement. Please complete the unit price for CLIN 0001 and CLIN 0002 in the solicitation, SF1442. No need to complete the pages within the specifications.

16. Solicitation‐ 23 of 51 Please provide an update about the availability of funds for this project as the solicitation says that ' funds are not presently available for this contract'. ANSWER: There is no update on the availability of funds at this time.

17. 01000‐1 ‐ Will USG provide a contractor laydown area adjacent to the range for supplies and vehicle parking? ANSWER: A lay‐down area will be provided.

18. 01000‐3 Barriers and Fences ‐ As this is a range, please provide the required area to provide temporary fencing to prevent public entry. Specs state warning signs every 300 feet making the contractor believe that the entire range will need a temp fence around it. Will range safety need to open the gates daily for the contractors or should contractor provide temporary fence at range entry for our own egress? Please advise. ANSWER: Generally speaking, there is no requirement for additional security fencing around the range, however, it is strongly suggested that you consider security for materials in the lay‐down area.

19. 02015‐1 Storm Water ‐ Will the contractor be required for a Storm Water Discharge Permit to include a SWPPP design for a range and/or a WPDES? Please advise as spec can be templated information.

ANSWER: A stormwater analysis has already been performed and additional permitting is not required.

20. 02930‐3 Landscape/Seeding ‐ Does USG want seeding/landscaping of disturbed areas as this is a rifle range? ANSWER: While this is a rifle range, it is still a maintained landscape meant to minimize obstruction of targets, therefore seeding and landscaping is of upmost importance.

21. E1.1 ‐ Will USG allow contractor to design own electrical trenching to minimize impact on under road concrete construction? ANSWER: The drawings are intended to be schematic in nature. If the contractor has a more organized and efficient method, provide that method for review after contract award and it will be given consideration.

22. E1.1 ‐ Is the intent for USG to only have duel trenches for feeders to DRB‐1 only? Is the intent for the range to have a main electrical trench paralleling the north‐south running road to the east of the range?

Can the contractor design trenching meet the intent of the specifications or do we need to follow proposed electrical lines per E1.1 ANSWER: Much the same as the previous question, the drawings are intended to be schematic. If the contractor has a method that meets the intent of the design, it should be submitted after contract award for review and it will be considered.

23. E1.1/E6.2 ‐ Confirm that keynote 8 on drawing E1.1 should read as New WSIT according to E6.2 and not SIT. ANSWER: On the drawings, in order to conserve space and to avoid creating confusion, all SITS, whether a single SIT or Wide SIT, were called a SIT. The clarification and exact nature of the electrical loads and wiring installation details should be confirmed via the Target Circuit Schedule on E6.2.

24. 03300 ‐ E5.1/5.2 ‐ How will the 6" reinforced concrete DRB walls anchor to the new 4" slab? Please provide details. ANSWER: Provide #4 ties to tie the piers to the slab and the slab to the walls.

25. E5.1/5.2 ‐ Are the Creosote Railroad Ties to be secured to the 6" concrete walls? Please provide detail.

ANSWER: Provide horizontal fasteners below the grade line at the top of the bunker tied into the reinforcement of the concrete walls sufficient to bear the load of the railroad ties.

26. 03200 ‐ E5.1/5.2 ‐ Please provide details for reinforcement in 6" concrete walls for all Downrange Bunkers. ANSWER: As is indicated on the drawings, provide #4 rebar at 10” centers both ways.

27. E1.1 ‐ Will USG allow directional boring in lieu of direct bury? ANSWER: Directional boring will be allowed.

28. E1.1 ‐ Key note E5 (new MITx20), E7 (New SATx12), E8 (New SITx18) says installed at this approximate location by others. Please provide the contact for adjacent contractor and when the contract 'by others' is scheduled to begin. Our intent is to coordinate with other contractor if projects will be simultaneous.

ANSWER: Refer to question #5.

29. E 1.0, E 1.1 ‐ Existing SIT to be removed by others, new MIT to be installed by others. Has this contract been let? Do we know who will be preforming this work? What kind of coordination will be required and how much time will they need to perform this work? ANSWER: Refer to question #5.

30. E 5.2 ‐ Transformer DRT1, DRP2, DRT3, DRP4, and DRP5 all have a secondary voltage of 120/240 V. 3 Phase 4‐wire. The targets require 120/240 V. 1 Phase 3‐wire. Please clarify what transformers to use. ANSWER: Provide 3‐phase transformers.

31. E 5.3 ‐ SIT Target Elevation Note 1. Conduit to extend 5 feet beyond emplacement, Note 2 cables and conduit are routed from side of berm to prevent cable damage during maintenance of berm. Is this true for all existing targets? ANSWER: Since all targets require the best possible protection of their electrical feeders, the answer must be yes.

32. E 5.3 ‐ Target detail shows a #6 awg bare copper conductor see note 9. Note 9 does not exist. Is this to be installed and connected to ground rods and is it the responsibility of the electrical contractor or is this the responsibility of Others? ANSWER: This was in inadvertent inclusion of a note that existed for another type of installation. The reference has been removed. This bare copper conductor is intended to be connected to the grounding rod and it is the responsibility of the electrical contractor to provide all such grounding equipment.

33. E 5.3 ‐ SIT Target Elevation Note 1. Conduit to extend 5 feet beyond emplacement, Note 2 cables and conduit are routed from side of berm to prevent cable damage during maintenance of berm. Is this installed by others when they install the new targets? ANSWER: For bidding purposes, do not assume that any conduit was installed by other contractors on the new targets.

34. E 6.1 ‐ Panel manufacture type is stated as Square D Type QO or government approved equal. Is Cutler Hammer an approved Equal? ANSWER: Cutler‐Hammer is an approved manufacturer pending review of the specific product during the submittal phase after contract award.

35. Drawing E1.1, note 10, calls for direct bury Type MC Aluminum clad cable containing Aluminum conductor. Spec Section 16123,2.03 Metal Clad Calbe, item H Jacket: None'. The specification does not require a jacketed cable but from our experience in range construction the cable should have a PVC jacket, which protects the cable from deterioration due to direct contact with the soild and moisture.

Please advise. ANSWER: NEC 330 allows for the installation of Type MC Cable in direct bury and wet location applications so long as the calbe is listed for such use. If providing PVC jacketed MC cable meets cush listing, this it is appropriate to provide it.

36. Bid Item 0002: Bunker #5 feeder is an add bid item. Are all the targets fed from bunker #5 to be part of bid item 0002 also? ANSWER: Yes, the targets fed from bunker #5 are to be a part of bid item 0002.

37. Is there existing pipe/conduit currently underground for feeders to any of the existing target locations?

ANSWER: The existing targets have at least one conduit emerging from it to supply power to that specific target. All existing targets from 100 meters to 900 meters have two conduits emerging from them and existing targets at 1,000 meters have one conduit. New targets that were installed last year do not have any conduits emerging from them and are only temporarily wired.

38. Please clarify which targets receive new receptacles as the drawings/schedues do not clearly show. Panel schedule shows 28 ea. Do the remaining panels at the other existing targets remain?

ANSWER: The existing targets have one auxiliary receptacle only installed on the side of the existing panel. The existing panels remain and need to be powered from the new electrical system.

39. Are all conductors installed underground to be "Direct‐Bury Type MC Aluminum Clad Cable Containing Aluminum Conductors"? It states on sheet E1.1 note E2 that only the circuits to the transformers need to use that type of cable.

ANSWER: The intention is that all underground circuiting, whether they are transformer feeders, panelboard feeders or branch circuits, are to be metal clad.

40. Amendment #1 identified directional boring to be an approved method of installing the conduit.

PVC conduit is in the specs. Is this an approved method for boring in the electrical runs over direct bury MC? ANSWER: Yes, PVC Conduit is an approved method for boring in the electrical runs in lieu of direct‐bury MC cable.

41. Are duct bank required at the road ways if PVC conduit is used and is 3' to 4' deep? ANSWER: If the directional boring is proved to be at 3' ‐ 4' in depth, then concrete is not necessary provided that the conduit used is schedule 80 PVC underneath roadways.

42. Will rigid metal conduit be an approved method of installing the electrical on the surface of the target floor? ANSWER: Rigid metal conduit will be an approved method of installing the electrical on the surface of the target floor provided that there is sufficient corrosion protection on the conduit and all fittings, and that the conduit does not interfere with the operation of the target system in any way.

43. Will a tracer wire be required if the conduit is directonal bore? ANSWER: Tracer wire is not required as the actual conductors may be used to send a trace signal in an unpowered condition.
