PART 1

GENERAL INFORMATION.

1.1 General: This is a non-personal services contract to provide Industrial Control System Maintenance (ICSM) on equipment and software installed in a new Waste Water Treatment Plant and a new upgraded Water Treatment Plant. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2. Background: JBLM Lewis has had a central analog-networked system in place since the commissioning of the water plant in the early 1990s. Other points have been built, but they networked via phone lines that have not been updated since the initial system. JBLM is currently upgrading the Water Treatment Plant (WTP) from an old analog system into new WONDERWARE-SCADA (Supervisory Control and Data Acquisition), same concept applied in the Waste Water Treatment Plant (WWTP) under construction.

SCADA is a more modern open network (Ethernet protocols) used for remote monitoring and control that operates with coded signals over communication channels, using typically one communication channel per remote station that allow technicians accurately monitor and control equipment without physically be present.

Contractors submitting proposals on the maintenance work may expect to see reservoir and well systems eliminated and others added/or converted to modern networking systems by means of other projects during the term of this contract. Industrial Control System Maintenance (ICSM) at JBLM operates under the ANSI/ISO 14001 Environmental Management System. Contractor service delivery must conform to environmental law and JBLM regulations for JBLM to remain in compliance with ANSI/ISO 14001.

1.3. Location of work: The Solo Point New Waste Water Treatment Plant (WWTP), the Water Treatment Plant (WTP) Water Wells and Reservoirs located at JBLM–Lewis Main and North. Additionally, water wells and lift stations are located at JBLM- McChord Field. The Government will provide a general site map after award of contract. JBLM is a United States joint base located in Pierce and Thurston counties, Washington. The following building numbers are associated with the location sites:

- Remote reservoirs located on JBLM (Lewis-Main & Lewis-North, Bldg. 5492, 5493, 6249, 6271, 2893, 7203, 7204, 3520, and 3521), (McChord Field Bldg. J82042, J82043). This will remain at approximately 11 reservoirs in total.

- Sewage lift stations- located at McChord Field, Bldg. 82025, B/732, H-1 station 17, 82028, 1178, 82029, 1180, and 1172. This will remain at approximately 8 stations in total.

Note: At the present time the wells located at McChord Field Bldg. 512, 568, and 846 and reservoir 82043 have ICSM communications, they use ASIC/2-8540 Configurable Controller and Orenco control panels.
