REQUEST FOR INFORMATION / MARKET RESEARCH
Industrial Control System Maintenance at Joint Base Lewis-McChord, Washington
Thank you for taking the time to assist us in gathering this information!
The Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is conducting preliminary planning market research to determine commercial market practices for the maintenance, repairs, upgrades, and overall management on the Industrial Control System Maintenance. The applicable North American Industry Classification System (NAICS) code is 561210.
In accordance with Federal Acquisition Regulation (FAR) 10.001(a)(3)(i), in order to determine if sources capable of satisfying the agency need exists, the Government will consider all Sources Sought (SS) responses received, particularly those received from small businesses. Responses to this SS permits the contracting officer, in accordance with FAR 19.203(c), to consider an acquisition for small business socioeconomic concerns (e.g., 8(a), Historically Underutilized Business Zone (HUBZone), Service- Disabled Veteran-Owned Small Business (SDVOSB), or Woman-Owned Small Business (WOSB) programs) and to consider a small business set-aside (see 19.502-2(b)). Small businesses, in all socioeconomic categories, are highly encouraged to identify capabilities in meeting the requirements at fair market prices.
DISCLAIMER: This Request for Information (RFI) is submitted in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This RFI is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bids (IFB), or as an obligation on the part of the Government to acquire any services. Responses to this RFI will not serve as proposals, bids, or offers that the Government accepts as a form of a binding contract. MICC-JBLM will not accept unsolicited proposals related to the subject of this RFI. The responder must clearly identify any information it considers sensitive or proprietary. The Government will handle all information received in response to this RFI that is marked “Proprietary” accordingly. The Government will not return responses to this RFI. Responders are solely responsible for all expenses associated with and incurred by responding to this RFI. The Government reserves the right to determine how it should proceed from the information received from this notice.
MICC-JBLM, Washington, is conducting market research to determine the existence of viable commercial sources that can provide Industrial Control System Maintenance services located at JBLM's Water Treatment Plant (WTP), Waste Water Treatment Plant (WWTP) water wells, reservoirs, and lift station systems located on JBLM-Main, JBLM-North, and JBLM-McChord Field. The anticipated period of performance is a base year (01 July 2017 through 30 June 2018) with the possibility of exercising four
(4) one (1)-year option periods.
MICC-JBLM is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned in the Description of Services. Interested parties shall complete and submit the below questionnaire to the Government. The Government advises that providing responses to the questions will not automatically include you in the acquisition process for future solicitations.
Description of services: The contractor shall plan, program, administer, manage, and execute the work necessary to provide the following specified services for JBLM-McChord, JBLM-Main, JBLM-North, and JBLM-McChord, Washington.
- The contractor shall provide, labor, tools, equipment, transportation, and materials to perform all work in accordance with these specifications to provide Industrial Control System Maintenance services at JBLM Waste Water Treatment Plant, Water Treatment Plant water wells, reservoirs and lift station systems.
- The contractor shall maintain software and panel operation at the Water Treatment Plant Control
Center (WTPCC) and outlying points as needed. Maintain existing industrial system maintenance controls to valves, pumps, or motors. The existing system includes a Master Control Panel (MCP), a Control Vision Unit (CVU) and a Data Management System (DMS) located at the Water Plant; and Remote Terminal Units (RTU’s) at the wells and reservoirs. The current industrial control systems utilize Wonderware-SCADA software packages that monitor/control the systems.
- All personnel shall be certified with the applicable Wonderware software programs and be in compliance with national and state regulations and codes associated with this requirement. The contractor shall utilize personnel with a minimum of 5 years experience for this type of work and provide a written list of the key personnel to the Contracting Officer’s Representative (COR) prior to the start of the contract period of performance. The contractor shall provide an updated personnel list of any new changes to personnel prior to start of work to include qualification documentation.
- All contractor work shall be performed by licensed and bonded technicians with the State of
Washington Revised Code of Washington (RCW) 19.28, “Limited Energy” category license, along with all applicable licensing (http://apps.leg.wa.gov/rcw/default.aspx?cite=19.28) (https://lni.wa.gov). The contractor shall be in compliance with the codes set forth in the National Fire Protection Association (NFPA) Code 70, the National Electrical Code requirements and applicable state regulations http://www.nfpa.org/aboutthecodes/AboutTheCodes.asp?DocNum=70 . The “Limited Energy” category license shall be required and certificate copies submitted electronically to the COR before the contract period of performance begins. The certified contractor shall maintain operations and upgrade the existing Human Machine Interfaces (HMI) computers and existing Wonderware software program. The contractor shall inspect, and update the remote connections and laptop computer under the existing wonderware program for operational serviceability.
- The contractor shall provide parts and materials for all repairs and software upgrades within 30 days of prior approval by the Public Works (PW) main water plant supervisor and COR or at the time of unscheduled service as approved by the water plant supervisor or COR.
The contractor shall perform:
Monthly maintenance service - A field maintenance service shall include a one (1)-time service visit per month (8 hours on site) for JBLM-Main, JBLM-North, and one (1)-time service visit per month (8 hours on site)for JBLM-McChord Field for a total of twenty-four (24) service visits of monthly maintenance per year. Contractor shall conduct the planned preventive maintenance, calibration, inspection, and updating of equipment software. During the maintenance visit, the contractor shall assist the water plant supervisor with troubleshooting problems associated with any other industrial control system equipment. Furthermore, monthly maintenance may consist of addressing a list of issues compiled by the water plant supervisor, testing, troubleshooting the problems, and resolving the problems.

- Unscheduled service calls - At times, industrial control system issues, or problems may occur before the contractor’s maintenance visit to JBLM. When this occurs, the contractor shall provide telephonic advice and recommendations to JBLM water systems supervisor or manager on an as needed basis. History reveals, the phone calls to the contractor will normally not exceed two or three calls per year.
- Urgent service calls. Contractor shall provide, as needed, on site unscheduled service calls to JBLM. The Government estimates eighty (80) hours per year. The contractor shall respond within three (3) working days of notification by the water plant supervisor or COR and the service call shall include an inspection and repair of the system malfunction.
-There shall also be semi-annual training sessions at predetermined times, as requested by plant supervisor, and approved by the COR, with subject matter content agreed to between the COR, water plant supervisor and contractor. At least one session will cover electrical maintenance, operation and software use, trouble shooting and false alarms. A brief class syllabus shall be provided to the COR and water plant supervisor no later than three (3) working days prior to the training scheduled date.
The semi-annual user training shall consist of four (4) sessions, two (2) eight-hour sessions for each of McChord Field and Lewis- Main facilities.
-The contractor shall submit a variety of plans and reports on a weekly, monthly, quarterly and yearly basis (i.e., delivery plan, maintenance schedules, Property Control Plan etc.).
