Q. Just to clarify the scope of work; page 21 indicates "a comprehensive water storage tank inspection and cleaning" (interior and exterior). Are we cleaning and inspecting the interiors and inspection only on the exterior?
A. Interior is cleaning and close inspection of all areas, including video and / or photographic evidence showing the lining condition, metal condition, etc. The exterior is inspection only.
Q. Page 28 section 5.4 states we need to get a sample of the water and send it to a laboratory prior to entering the tank. Does this mean we have to wait for the results before we can start working?
A. No. The first water test shows the condition before entering. The vendor dives, cleans, and inspects, then take a sample of the water after it is cleaned. If the vendor is working on a linked tank, the vendor must have the first clean test back before they can enter the second tank.
Q. Page 28 section 5.5.3 "Contractor shall clean all underwater surfaces (floors, walls, and ceilings). As a diving company we cannot clean the ceilings unless the water can be kept full to the ceiling.
A. The only surfaces required to be cleaned are the surfaces underwater. If the water is below the ceiling the only required action is inspection of the ceiling.
Q. Page 31 "Inspection Only/Minor Repairs” indicates you are requiring an 8 hour response time?
A. The response time is required if the engineer or PM/COR requires an inspection without cleaning. If it is deemed that repairs are necessary following the inspection, the vendor shall complete the repair with 24 hours of discovering the need for repair.

Q. On the line item bid sheet, such as item no 1006, are you looking fora a lump sum price, an hourly rate, plus materials, or what?
A. Repairs under the minor repair CLIN’s shall be fully burdened rates inclusive repair parts list (Attachment A).
Q. It is not possible to quote a repair item for installation within 24 hours…many vents, etc.
have to be made to order, and are not off the shelf items. Do you intend to hold the contractor to the 24 hour provision, as stated, in the bid documents?
A. The contractor shall make the best effort possible to complete the work within 24 hours of identifying the need for repair.
