Test Proctor Solicitation Questions and Responses #1 W911S8-14-R-0015

1. Question / Comment: “Looking at the procurement for Testing Proctor/Computer User Support Tech, it has discrepancies such as the Past Performance Form saying it is due in August.”

Question regarding same issue: “I have a question regarding subject mentioned solicitation. As per the solicitation document Section L: Past Performance Questionnaire: The points of contact shall return the questionnaires directly to SCOTT A. BYRD (CS), no later than 1330 PDT 11 August 2015. Is it right or some kind of typo?”

Response: Past performance questionnaires are due December 2, 2015 at 1300 PDT.

2. Question: “Is this a new or continue requirement?”

Response: Although this is a continuing requirement, the requirements have been slightly changed. The Test Proctor needs to have knowledge of computer systems as better than 99% of the testing is computer based and the proctor needs to be able to assist those testing, as well as be able to update the systems and software as required to keep the tests current. The IT portion of the requirement may only account for about 10% of the total job, but is essential especially when needed during a testing session.

3. Question: “If this is a continuing requirement, could you please tell us who the incumbent is and the current contract value?”

Response: The incumbent contractor is Newpoint Management, LLC.

Please include the total cost you are willing to pay for your FOIA request in accordance with AR 25-55, paragraph 6-104 which states a requestor must express a willingness to pay in writing for the search, review and duplication of their request.

NOTE: in accordance with FOIA exemptions 3, 4 and 5 contract prices (other than overall awarded price), contractor proposals/bids, and government evaluations are generally not releasable.

4. Question: Can the government please provide the name of the incumbent contractor (if any) and the associated contract number and period of performance State Response: Please see response to question 3 for the name of incumbent contractor. The contract number is W911S8-12-P-0302. The period of performance was:

Base Period:17 September 2012 - 16 September 2013
Option Period 1:17 September 2013 - 16 September 2014
Option Period 2:17 September 2014 - 16 September 2015
(Extension)17 September 2015 – 29 February 2016

5. Question: Can the government please provide the total number of FTE that have performed/currently perform these services. If the government cannot provide this information, at a minimum, please provide historical workload information so that non-incumbent offerors can appropriately develop a staffing estimate and respond to this Response: FTE information is not available. A modification is being issued that will included a technical exhibit for historical data.

The (17) computers that the contractor is responsible for are the ones in the testing center and a very few in the education center. (Testing is in bldg. 100, and the education center is in bldg. 851).

Typically, the contractor shall download and update the testing system software on a regular basis, but more often will take care of individual's problems once logged into one of the testing systems. The contractor will maintain about four different systems that require regular updates and test downloads. All of the computers in the testing center are attached to a standalone server that is not maintained by the Government. The contractor must possess the necessary qualifications to maintain the hardware and software in paragraphs 5.3 through 5.3.9 of the PWS.

6. Question: For the computer user support technician, is this resource considered professional service thus not falling under wage determination?

Response: This resource is not considered a professional service per the requirements of 29 CFR Part 541.400.

7. Question: How many resources are currently performing the tasks outlined in the solicitation?

Response: You must officially request for the number of resources (employees) performing the tasks outlined in the solicitation through a Freedom of Information Act Request through official channels. The email address for submission of a FOIA request (to get it assigned officially) is:
