About this file
This is a Minimum Government Requirements document for a hospital eFax solution implementation at General Leonard Wood Community Hospital (GLWCH). The GLWCH Information Management Division requires procurement of one T1/PRI connection with 100 Direct Inward Dialing (DID) numbers to support a full hospital eFax system. The T1 line will provide 1.544 Mbps of bandwidth for voice, data, and video traffic, while the 100 DID numbers will be routed directly to specific extensions throughout the facility. Installation is required by September 20, 2026, with physical inputs available from the Northeast and Southwest corners of Building 351, the replacement hospital facility. Outlying clinics and buildings will connect through the network without requiring additional connections beyond Building 351.
The transition to a digital eFax workflow is intended to reduce consumption of toner and paper, lower power usage, eliminate physical document shredding requirements, and decrease hardware costs. The government's related pre-solicitation notice (W911S7-26-R-A777) indicates the actual procurement will be for one SIP trunking service with 100 DID numbers, including all necessary hardware, labor, and services for integration with the government's existing electronic fax system. The contract will include provisioning of 16 concurrent SIP call channels, porting of 100 DID numbers, and installation of an on-premises delivery device. This is anticipated as a firm-fixed-price contract with a one-year base period and four one-year option periods, with award to the Lowest Price Technically Acceptable offeror following oral solicitations scheduled for August 20-28, 2026.

Minimum Government Requirements GLWCH Information Management Division (IMD) is implementing a full hospital eFax solution. The solution will require the procurement of 100 Direct Inward Dialing (DID) numbers through one T1/PRI line to provide outgoing and incoming data for the fax server to process. This capability is available through local telephone service providers.
Who – GLWCH- INFORMATION MANAGEMENT DIVISION.
What – One T1/PRI connection with 100 Direct Inward Dialing numbers.
Where – Building 351, General Leonard Wood Community Hospital. Outlying clinics/buildings will be dispersed through the network, no additional connections needed other than Bldg. 351. The replacement hospital (Bldg. 351) is equipped with direct inputs from the Northeast and Southwest corners of the building.
When – Install by 20 SEP 2026.
Why - Transitioning to a digital workflow will reduce consumption of toner, paper, power, physical shredding requirements, and lower hardware costs.
· T1 Line: A digital carrier line in the T-carrier system, offering 1.544 Mbps of bandwidth, typically over twisted-pair copper, but now also fiber.
· T1 is known as Primary Rate Interface (PRI), is an Integrated Services Digital Network (ISDN) access method, which enables traditional phone lines to carry voice, data and video traffic, among others.
· Direct Inward Dialing (DID): A block of numbers routed directly to specific extensions.
· Number Blocks: Telecom providers sell DIDs in blocks (e.g., 10, 50, or 100 numbers). You can purchase a block of 100 DIDs and assign them to various employees or departments within your organization.
Below is the architecture we are building within the facility, from which could offer clarification to vendors.
Telco Option 1 is the route we are going with.
