Avalon Contracting Questions

1. 5.2.9.4 Dryer Preventative Maintenance and Dryer Cabinet Cleaning: in order to provide the government with competitive and accurate pricing, please provide dates of service per building for the dryer cabinet cleaning. Additionally, was this part of the previous service contract during the site visit it was apparent that these needed cleaning.

A1. Annually.

2. Do any of the building with multiple floors have any type of elevator system? Please provide a list per building.

A2. The only facility listed on TE2 that has an elevator is BLDG 1791.

3. Please provide the maintenance and repair history of the government owned washers and dryers. During the first Q&A, the government responded that this was proprietary information to the current contractor. However, this information is very crucial to providing the government with an accurate assessment and pricing. This will allow the industry the information necessary to provide proper staffing to the government. Without this information, the incumbent contractor would hold a competitive advantage and this information in not sensitive or proprietary. We are looking for the work order history to determine necessary staffing levels to meet the performance standards of the contract.

A3. Please refer to TE-5 in the solicitation for maintenance and repair history.

4. Please provide us a list of all machines including model and serial numbers so that we can accurately assess the age and availability of parts.

A4. Please refer to TE-3 for make and model of current inventory.

5. Under the current appliance repair contract performed by the incumbent contractor, do they have the responsibility to clean the vents?

A5. No, This is a new task that the base maintenance contractor performed when identified.

6. Will the government provide the awarded contractor a lay down area?

A6. No. A laydown yard is not identified as an option in the solicitation.

7. 1.13.3.1 Regarding the state of Missouri Propane Gas Commission Requirement in the PWS: The work being performed is on a federally owned installation. These unenforceable requirements may prevent out of state contractors from giving the government competitive bids. Will the government consider removing this requirement?

A7. No, All work performed on this contract will be performed in the state of Missouri therefore, all Contractor’s must meet the state of Missouri requirements.

8. 1.13.3.3 Proof of certification: This requirement limits competition and should be removed in its entirety. An incoming contractor with 20+ years of appliance experience in similar size and scope of this contract, will not be able to perform this requirement due to normal processing times required by the state (5 days prior to work being conducted). This eliminates competition from outside bidders who do not currently hold this license. Will the government consider removing this requirement?

A8. No, all certifications will remain as outlined in the PWS.

9. 5.2 of the PWS: Q&As state there is a separate government contract currently active in for service orders for range vent hoods. Will this contract continue, or will this solicitation be a replacement for that contract?

A9. This contract will be responsible for all appliance maintenance and repair identified in TE2.
